[00:00:57] vote on a new fire truck
[00:01:00] um so I'll let Chief P's go ahead and
[00:01:04] kind of give the explanation but the
[00:01:06] board um should know that the capital
[00:01:09] planning committee um has been involved
[00:01:12] and they did um just recently vote to
[00:01:14] support um the request for a fire truck
[00:01:17] to be to come before the board is SED
[00:01:20] okay and it hasn't gone in front of Fong
[00:01:22] nope okay good
[00:01:26] evening um so the board's kind of mware
[00:01:30] as far as I'm aware we've talked about a
[00:01:31] couple of times uh last 3 months or so
[00:01:34] middle of June is our engine one which
[00:01:38] is our Reserve piece second D um piece
[00:01:41] of fire apparatus had an issue with the
[00:01:44] pump system um we sent it out to Bulldog
[00:01:48] fire apparatus in Hoppington
[00:01:50] Mass uh got just kind of a rough idea of
[00:01:53] repairs for that truck they were saying
[00:01:55] it was going to be about $100,000 to
[00:01:57] repair it back into um sh you could use
[00:02:00] it um kind of hearing that I spoke with
[00:02:03] Justine and we kind of were looking into
[00:02:05] other options
[00:02:07] um couple of different options we kind
[00:02:10] of investigated and found weren't super
[00:02:12] feasible for the town in my opinion were
[00:02:14] um uh whales fire was selling a used
[00:02:17] fire apparatus in
[00:02:19] 2006 um nfba recommends 25 years on fire
[00:02:22] apparatus um so we looked into that uh
[00:02:26] the price was already right at 70,000
[00:02:28] but it doesn't fit the needs at the time
[00:02:30] Hardwick in my
[00:02:31] opinion um the hose bed wasn't the
[00:02:34] proper proper bed uh didn't have enough
[00:02:37] water in the
[00:02:38] tank I'm just going to back up to a hair
[00:02:41] and saying that you looked at it members
[00:02:44] of the capital planning went with you
[00:02:46] justtin went so I just want people to be
[00:02:48] aware that wasn't just Josh looking at
[00:02:51] fire trucks or you know it was a process
[00:02:54] where we we also brought an outside fire
[00:02:57] chief as well uh Chief depre from Lester
[00:02:59] came over right and looked at it I just
[00:03:02] wanted to you know make people aware of
[00:03:04] that yeah go ahead um so yeah we we kind
[00:03:06] of all collectively decided that that's
[00:03:08] not what's in the best interest in the
[00:03:10] town especially with the age and price
[00:03:12] tag um I've been kind of looking through
[00:03:15] used fire apparatus online um anything
[00:03:18] newer than 2015 is in the $700,000 range
[00:03:23] anyways um so I feel that buying a new
[00:03:26] demo piece of fire apparatus for us
[00:03:28] would probably be the best option so we
[00:03:31] did oh sorry go ahead um so we did look
[00:03:34] at one as well um with the capital
[00:03:38] planning committee myself members of the
[00:03:40] fire department um we did uh bring one
[00:03:42] out and if you want to yeah so we
[00:03:45] brought out a uh a 2024 demo truck so
[00:03:48] the manufacturers generally put out you
[00:03:50] know 20 or 30 of them and disperse them
[00:03:52] around the country um just as a a stock
[00:03:55] truck so to speak so they can bring them
[00:03:57] around um we all kind of went up and and
[00:03:59] looked that um it would be pretty much
[00:04:02] the identical replacement just 2024 to
[00:04:05] our Engine 2 so six-man cab uh 1,000
[00:04:09] gallons of water a, 1500 pump so it's
[00:04:11] basically just the 2024 model upgraded
[00:04:15] um it's not a fancy truck by any means
[00:04:19] but it's it's definitely what what I
[00:04:20] feel the town
[00:04:22] needs um what are we looking at as far
[00:04:25] as the cost total is about $820,000
[00:04:30] um I think I I talked to the F uh
[00:04:32] Capital planning committee rather about
[00:04:34] about 860 just to have a little squish
[00:04:37] room with um uh an increase in price by
[00:04:41] the town meeting
[00:04:43] Etc um just to have a little bit of room
[00:04:46] there cuz I hate to get it approved and
[00:04:48] then have to go back and say hey the
[00:04:49] price of the truck went up by the time
[00:04:51] we got it
[00:04:52] approved right now we're operating with
[00:04:55] um only one working so we have one one
[00:04:58] working engine our engine two
[00:05:00] um that's our first D piece for every
[00:05:02] incident in town um that covers all of
[00:05:07] our motor vehicle accidents our
[00:05:09] structure fires our mutual Aid calls is
[00:05:11] out of town um that's a
[00:05:15] 1998 um we have a 2006 tanker which is
[00:05:19] what moves water to the fire um so
[00:05:23] that's our our backup or second piece
[00:05:25] out the door um that's on the district
[00:05:29] tanker task force list list our engine
[00:05:32] two is actually on the uh Strike Force
[00:05:35] or task force for fire uh tructure fires
[00:05:39] and we're on that for brush fires as
[00:05:41] well
[00:05:42] so um the
[00:05:45] 2006
[00:05:47] um we also need to kind of plan ahead
[00:05:50] for that one as well um because it is on
[00:05:52] the older side and I we want to prevent
[00:05:56] kind of what's been happening what
[00:05:57] happened with this one is okay well now
[00:05:59] it's gone and now it's an emergency you
[00:06:02] know for Public Safety you know um so
[00:06:06] that is something that the chief and I
[00:06:07] have talked about is also
[00:06:10] planning you know planning ahead next
[00:06:13] time for um so it doesn't come down to a
[00:06:17] public safety emergency like you know it
[00:06:19] is right now yeah right you for for for
[00:06:22] me right now I'm just kind of hoping
[00:06:25] that the 1998 and the 2006 kind of hold
[00:06:28] together in the meantime until we get
[00:06:29] find something to to replace it with um
[00:06:32] it's always the question of what's going
[00:06:34] to go wrong
[00:06:35] today the last month or so for us has
[00:06:38] been rough with hydrant system brakes
[00:06:40] and all that so so we're looking at a
[00:06:42] Deb exclusion yeah um so we we have been
[00:06:46] meeting I've been meeting with Jess I've
[00:06:48] been meeting with Jen um and kind of
[00:06:50] looking at what are our options um it
[00:06:52] does look like um a debt exclusion um
[00:06:56] we've been looking to at lease to own or
[00:06:58] we can't do a Deb exclusion for a lease
[00:07:00] so we'd be looking at a loan I do have a
[00:07:02] call with uh Jess and our accountant and
[00:07:05] our financial adviser on Thursday CU I I
[00:07:07] want to you know I have a lot of
[00:07:10] questions um that I I need to I need to
[00:07:12] work through with our financial team um
[00:07:14] but it does look like a Deb exclusion is
[00:07:17] going to is you know unless a miracle
[00:07:20] some other thing but it does look like
[00:07:22] it's going to be our only option we
[00:07:23] can't budget obviously it will the
[00:07:26] budget will
[00:07:28] um carry the we were looking at you know
[00:07:31] 5 seven or 10 year leav and what that
[00:07:33] would look like um about wasn't it 10
[00:07:36] year was 110 a year yeah years thousand
[00:07:38] a year
[00:07:42] yeah so a dead exclusion has to pass
[00:07:46] Town floor first right and then we can
[00:07:49] move forward with it so that's the only
[00:07:51] you know and I think we talked about
[00:07:53] this um previously that you know we'll
[00:07:57] just have to make people aware of what's
[00:07:59] going on
[00:08:00] yeah and um once I you know I wanted to
[00:08:02] kind of come to the to the board and get
[00:08:04] the ducks in a row with the board the
[00:08:05] capital planning committee and the
[00:08:06] finance committee but um what I'd like
[00:08:08] to do if the manufacturer is interested
[00:08:11] in doing it is do a kind of an open Q&A
[00:08:14] bring the truck out have the tons people
[00:08:15] be able to come up look at it ask us
[00:08:18] questions talk about that would probably
[00:08:19] be so that way there's transparency to
[00:08:21] you know all the taxpayers as well they
[00:08:22] can see what their dollars getting them
[00:08:24] that would probably be really beneficial
[00:08:26] especially before a vote right y um um
[00:08:30] do you Chris do you have anything you
[00:08:32] want to add at this point I don't know
[00:08:33] if they've come before you you know
[00:08:35] obviously like no they haven't so um any
[00:08:39] words of wisdom or no I'm this the first
[00:08:43] I'm hearing about it so just want to get
[00:08:45] idea of what the plan is here and and
[00:08:48] you guys are are definitely on the list
[00:08:50] there's just the dates didn't line up to
[00:08:52] to bring it to the you guys before we
[00:08:53] brought it through the board so well
[00:08:55] typically in a lot of times Capital um
[00:08:58] planning will come to you guys to you
[00:09:01] know to run things by the finance
[00:09:03] committee so I just just just think that
[00:09:05] the dates didn't line up in in the right
[00:09:07] order here yeah CU um you'll want their
[00:09:10] support obviously absolutely I did
[00:09:13] invite um the chair of the finance
[00:09:15] committee um on the call the financial
[00:09:16] advisor like if I have a lot of
[00:09:18] questions I'm sure he does too perfect

[00:09:31] as far as a vote um so it kind of just
[00:09:34] our it kind of goes into uh discussion
[00:09:37] on the second discussion in on the
[00:09:39] agenda um I mean if the board wants to
[00:09:41] vote to
[00:09:43] support
[00:09:44] um the
[00:09:47] uh trying to see if this will can happen
[00:09:50] you know getting in um I did we I did
[00:09:52] talk to the town clerk today um to find
[00:09:54] out you know his availability and
[00:09:56] scheduling wise or cuz then you know
[00:09:59] once it goes to town a special town
[00:10:01] meeting then it have to be have to go to
[00:10:02] an election um it's it's twofold with a
[00:10:06] Deb exclusion so we did have that
[00:10:07] conversation today um he's here too if
[00:10:10] you have any questions
[00:10:13] but um I think the next step would be if
[00:10:16] the board has any questions or comments
[00:10:17] and wants to you know vote to support um
[00:10:21] moving forward
[00:10:22] with getting it in front of the town's
[00:10:25] people at a town meeting I think it is
[00:10:26] necessary I think that um we have talked
[00:10:29] to you before that it you know we would
[00:10:31] support it because it's necessary um
[00:10:36] so I think it's necessary to
[00:10:41] M I agree I agree but I also feel like
[00:10:47] we're managing from emergency only we're
[00:10:50] not planning we're not you know setting
[00:10:53] aside stuff budgeting for stuff like
[00:10:56] this well and I think the I I I agree
[00:10:59] and it's been past practice and I think
[00:11:02] the past couple of years that has
[00:11:03] shifted where we're doing a much better
[00:11:06] job putting money into our stabilization
[00:11:09] and our Capital stabilization so we're
[00:11:12] working you know we're working forward
[00:11:14] not not I get that yeah um but it should
[00:11:18] definitely go to
[00:11:20] finance and have them review it find out
[00:11:22] what the rates what you're looking at
[00:11:24] what is going to cost the town the true
[00:11:26] cost of this
[00:11:31] and also in the past I also said we
[00:11:33] could do fundraising and you mentioned
[00:11:35] it was illegal and I had documentation
[00:11:38] my understanding based off the state
[00:11:40] ethics and stuff like that you follow
[00:11:42] certain guidelines you definitely can
[00:11:43] fund race for a
[00:11:45] fight yeah I believe the fire
[00:11:48] Association could do that so the the
[00:11:52] fire Association does fundraise um right
[00:11:55] now um the fire Association does t
[00:11:58] tables and chairs rentals on
[00:12:00] weekends um that was originally intended
[00:12:04] to pay if a firefighter was injured or
[00:12:07] got killed on the on the job in the line
[00:12:09] of duty in town um but the Firemen's
[00:12:11] Association has been purchasing all the
[00:12:13] uniforms for all the firefighters on the
[00:12:15] department Class A Class B like I'm
[00:12:17] wearing today um I'm more than happy to
[00:12:20] ask if they're they're willing to help
[00:12:22] out the town I I just feel like you know
[00:12:25] that's a lot on on my members or a lot
[00:12:28] additional on my members said you know
[00:12:29] they're already doing well it's also a
[00:12:31] lot on the town's people around here and
[00:12:33] I agree you know 850,000 is not a small
[00:12:37] price right and a lot of people can't
[00:12:39] speak for all people but a lot
[00:12:42] everyone's working on a budget I I
[00:12:45] agree and and moving forward i' I'd like
[00:12:48] to get a plan together to to replace the
[00:12:51] apparatus before it becomes an emergency
[00:12:53] exctly as well
[00:12:56] exactly um also there's have you heard
[00:12:59] vicker's Consulting Group I have not
[00:13:01] vicker's Consulting Group is also a
[00:13:03] grant writers for firemen specific fire
[00:13:06] grants stuff like that um especially
[00:13:09] volunteer
[00:13:10] firefighters like ourselves in this
[00:13:12] community there's certain grants just
[00:13:14] for that I mean it couldn't hurt to
[00:13:17] reach out to them and talk talk with
[00:13:19] them and even have them come from front
[00:13:21] of the board year I do submit a grant to
[00:13:24] FEMA through the assistance of
[00:13:25] firefighters for fire for a piece of
[00:13:26] fire apparatus and I'll continue to do
[00:13:28] that I totally get that and I understand
[00:13:31] that I'm just saying this group
[00:13:33] specializes in exactly what you need and
[00:13:35] I got this information from the
[00:13:37] Brookfield Fire Chief and he he pays
[00:13:40] short money every year to this group to
[00:13:43] write them grants and he's got almost a
[00:13:46] million dollars from him that's
[00:13:48] excellent I'd be happy to take that info
[00:13:50] from him
[00:13:51] okay
[00:13:54] just I mean I support a fire
[00:13:57] truck does anyone want to make a
[00:14:00] motion I love that we put this before
[00:14:03] the
[00:14:04] town and uh put it on the um next town

[00:14:20] severely during the uh Capital planning

[00:15:11] meeting

[00:15:16] discussed we were looking at
[00:15:19] Mid mid to late October if possible uh
[00:15:24] so the clerk and I had a conversation
[00:15:26] today um looking at his calendar with
[00:15:29] his elections and everything uh we're
[00:15:31] looking at the third week of October

[00:22:45] would just say yay that we obviously all
[00:22:49] the um like non sticker holder uh you
[00:22:54] know so there there was no record that
[00:22:58] that got through the board and Teresa
[00:23:00] didn't tell us that so all right so you
[00:23:03] you have you have the documents and then
[00:23:07] in terms of um I know at one point
[00:23:11] Teresa said well everybody has to buy a
[00:23:13] sticker including the people that work
[00:23:17] there and that is
[00:23:21] um that would actually make a couple
[00:23:24] employees quit and if you have a student
[00:23:28] student
[00:23:29] from um quaven who lives in Barry you
[00:23:33] can't ask them to pay
[00:23:35] $80 out of town to come and volunteer at
[00:23:38] the recycling center so we just wanted
[00:23:41] to um we voted as a commission that we
[00:23:44] would like to exempt certain people from
[00:23:48] those sticker fees and that would be
[00:23:50] active volunteers and
[00:23:55] staff and those numbers are quite small
[00:23:58] so so it's not like we're trying to
[00:24:00] exempt 20 or 30 people well I think it's
[00:24:03] a it's a uh you know just a bon yeah
[00:24:07] it's a benefit of working there or
[00:24:09] volunteering there yeah yeah so if you
[00:24:12] can just approve that we'll we'll be
[00:24:16] clean uh and also um there's um certain
[00:24:21] Services we provide without a sticker
[00:24:23] fee and uh some of them are like the
[00:24:26] planet Aid donation box
[00:24:29] um which is obvious um The Book Bin the
[00:24:33] Redemption can bottle drop off we don't
[00:24:36] ask for a sticker for someone to do that
[00:24:40] and then as far as the the pickup uh
[00:24:44] then that organization may not have a
[00:24:47] sticker to pick those up um and we just
[00:24:51] can't
[00:24:53] ask Planet Aid picking up their clothes
[00:24:56] or the the bottles

[00:26:36] FEMA uh what the town is at risk for and
[00:26:40] how we are moving to minimize those
[00:26:43] risks uh recovery resilience it opens
[00:26:49] now that it's been accepted by FEMA what
[00:26:52] we have to do is is adopt it it won't
[00:26:56] change anything it's uh a big
[00:26:59] plan um has a lot of details and uh what
[00:27:04] it is is allows us to apply for Brick
[00:27:08] grants uh building resilience
[00:27:11] infrastructure something or other and uh
[00:27:15] MVP this kind of thing so um it opens up
[00:27:19] uh uh all sorts of possibilities and I
[00:27:22] would urge us to yeah vote to adopt it
[00:27:28] anything

[00:32:48] called somebody else that was there and
[00:32:50] they said no it's working so I canceled
[00:32:52] the emergency call but then I got a call
[00:32:55] back from somebody that should know know
[00:32:58] and they said no it is not working so I
[00:33:01] had to call and abase myself and
[00:33:04] apologize everything so anyway it was a
[00:33:07] it was a great Friday

[00:33:16] for them to come back after right if we
