The Hardwick Select Board convened on September 9, 2024, to address several key municipal issues. A primary focus was the urgent need for a new fire truck, with discussions centering on a proposed $860,000 demo truck and the initiation of a debt exclusion process. The Board scheduled a Special Town Meeting for October 17th to present this and other matters to residents, emphasizing transparency and financial planning. Additionally, the Board adopted the Town's Hazard Mitigation Plan, approved changes to Recycling Center guidelines, and reviewed administrative updates and Old Town Hall maintenance issues.

Don't be shy my name where is your I don't have a name plate any he has one but it's missing conspiracy all right well demeaning being 6:30 I am going to call to order the uh Monday September 9th
Selectman select board meeting if everyone would um stand for the Pledge of Allegiance Pledge of Allegiance to the flag of the United States of America to the for it stands Nation God
Indivisible and jusice for all thank you everybody visitor comments anyone regarding anything that isn't on the agenda good moving on discussion and
Vote on a new fire truck so I'll let Chief P's go ahead and kind of give the explanation but the board um should know that the capital planning committee um has been involved and they did um just recently vote to support um the request for a fire truck
To be to come before the board is SED okay and it hasn't gone in front of Fong nope okay good evening um so the board's kind of mware as far as I'm aware we've talked about a couple of times uh last 3 months or so middle of June is our engine one which
Is our Reserve piece second D um piece of fire apparatus had an issue with the pump system um we sent it out to Bulldog fire apparatus in Hoppington Mass uh got just kind of a rough idea of repairs for that truck they were saying it was going to be about $100,000 to
Repair it back into um sh you could use it um kind of hearing that I spoke with Justine and we kind of were looking into other options couple of different options we kind of investigated and found weren't super feasible for the town in my opinion were whales fire was selling a used
Fire apparatus in 2006 um nfba recommends 25 years on fire apparatus um so we looked into that the price was already right at 70,000 but it doesn't fit the needs at the time Hardwick in my opinion um the hose bed wasn't the proper proper bed uh didn't have enough
Water in the tank I'm just going to back up to a hair and saying that you looked at it members of the capital planning went with you justtin went so I just want people to be aware that wasn't just Josh looking at fire trucks or you know it was a process where we we also brought an outside fire
Chief as well uh Chief depre from Lester came over right and looked at it I just wanted to you know make people aware of that yeah go ahead um so yeah we we kind of all collectively decided that that's not what's in the best interest in the town especially with the age and price tag um I've been kind of looking through
Used fire apparatus online um anything newer than 2015 is in the $700,000 range anyways um so I feel that buying a new demo piece of fire apparatus for us would probably be the best option so we did oh sorry go ahead um so we did look
At one as well um with the capital planning committee myself members of the fire department um we did uh bring one out and if you want to yeah so we brought out a uh a 2024 demo truck so the manufacturers generally put out you know 20 or 30 of them and disperse them
Around the country um just as a a stock truck so to speak so they can bring them around um we all kind of went up and and looked that um it would be pretty much the identical replacement just 2024 to our Engine 2 so six-man cab uh 1,000 gallons of water a, 1500 pump so it's
Basically just the 2024 model upgraded it's not a fancy truck by any means but it's it's definitely what what I feel the town needs um what are we looking at as far as the cost total is about $820,000
I think I I talked to the F Capital planning committee rather about about 860 just to have a little squish room with um uh an increase in price by the town meeting Etc um just to have a little bit of room there cuz I hate to get it approved and
Then have to go back and say hey the price of the truck went up by the time we got it approved right now we're operating with only one working so we have one one working engine our engine two that's our first D piece for every incident in town um that covers all of
Our motor vehicle accidents our structure fires our mutual Aid calls is out of town um that's a 1998 um we have a 2006 tanker which is what moves water to the fire um so that's our our backup or second piece
Out the door um that's on the district tanker task force list list our engine two is actually on the uh Strike Force or task force for fire uh tructure fires and we're on that for brush fires as well so um the
2006 we also need to kind of plan ahead for that one as well um because it is on the older side and I we want to prevent kind of what's been happening what happened with this one is okay well now it's gone and now it's an emergency you know for Public Safety you know um so
That is something that the chief and I have talked about is also planning you know planning ahead next time for um so it doesn't come down to a public safety emergency like you know it is right now yeah right you for for for me right now I'm just kind of hoping
That the 1998 and the 2006 kind of hold together in the meantime until we get find something to to replace it with it's always the question of what's going to go wrong today the last month or so for us has been rough with hydrant system brakes and all that so so we're looking at a
Deb exclusion yeah um so we we have been meeting I've been meeting with Jess I've been meeting with Jen um and kind of looking at what are our options um it does look like um a debt exclusion we've been looking to at lease to own or we can't do a Deb exclusion for a lease
So we'd be looking at a loan I do have a call with uh Jess and our accountant and our financial adviser on Thursday CU I I want to you know I have a lot of questions um that I I need to I need to work through with our financial team but it does look like a Deb exclusion is going to is you know unless a miracle
Some other thing but it does look like it's going to be our only option we can't budget obviously it will the budget will carry the we were looking at you know 5 seven or 10 year leav and what that would look like um about wasn't it 10 year was 110 a year yeah years thousand
A year yeah so a dead exclusion has to pass Town floor first right and then we can move forward with it so that's the only you know and I think we talked about this um previously that you know we'll
Just have to make people aware of what's going on yeah and um once I you know I wanted to kind of come to the to the board and get the ducks in a row with the board the capital planning committee and the finance committee but um what I'd like to do if the manufacturer is interested
In doing it is do a kind of an open Q&A bring the truck out have the tons people be able to come up look at it ask us questions talk about that would probably be so that way there's transparency to you know all the taxpayers as well they can see what their dollars getting them that would probably be really beneficial
Especially before a vote right y do you Chris do you have anything you want to add at this point I don't know if they've come before you you know obviously like no they haven't so um any words of wisdom or no I'm this the first I'm hearing about it so just want to get
Idea of what the plan is here and and you guys are are definitely on the list there's just the dates didn't line up to to bring it to the you guys before we brought it through the board so well typically in a lot of times Capital planning will come to you guys to you know to run things by the finance
Committee so I just just just think that the dates didn't line up in in the right order here yeah CU um you'll want their support obviously absolutely I did invite um the chair of the finance committee um on the call the financial advisor like if I have a lot of questions I'm sure he does too perfect
So okay good good good good so vote what what what we looking for as far as a vote um so it kind of just our it kind of goes into uh discussion on the second discussion in on the
Agenda um I mean if the board wants to vote to support the trying to see if this will can happen you know getting in um I did we I did talk to the town clerk today um to find out you know his availability and scheduling wise or cuz then you know
Once it goes to town a special town meeting then it have to be have to go to an election um it's it's twofold with a Deb exclusion so we did have that conversation today um he's here too if you have any questions but um I think the next step would be if the board has any questions or comments
And wants to you know vote to support moving forward with getting it in front of the town's people at a town meeting I think it is necessary I think that um we have talked to you before that it you know we would support it because it's necessary
So I think it's necessary to M I agree I agree but I also feel like we're managing from emergency only we're not planning we're not you know setting aside stuff budgeting for stuff like
This well and I think the I I I agree and it's been past practice and I think the past couple of years that has shifted where we're doing a much better job putting money into our stabilization and our Capital stabilization so we're working you know we're working forward
Not not I get that yeah um but it should definitely go to finance and have them review it find out what the rates what you're looking at what is going to cost the town the true cost of this and also in the past I also said we
Could do fundraising and you mentioned it was illegal and I had documentation my understanding based off the state ethics and stuff like that you follow certain guidelines you definitely can fund race for a fight yeah I believe the fire Association could do that so the the
Fire Association does fundraise um right now um the fire Association does t tables and chairs rentals on weekends um that was originally intended to pay if a firefighter was injured or got killed on the on the job in the line of duty in town um but the Firemen's
Association has been purchasing all the uniforms for all the firefighters on the department Class A Class B like I'm wearing today um I'm more than happy to ask if they're they're willing to help out the town I I just feel like you know that's a lot on on my members or a lot additional on my members said you know
They're already doing well it's also a lot on the town's people around here and I agree you know 850,000 is not a small price right and a lot of people can't speak for all people but a lot everyone's working on a budget I I agree and and moving forward i' I'd like
To get a plan together to to replace the apparatus before it becomes an emergency exctly as well exactly um also there's have you heard vicker's Consulting Group I have not vicker's Consulting Group is also a grant writers for firemen specific fire
Grants stuff like that um especially volunteer firefighters like ourselves in this community there's certain grants just for that I mean it couldn't hurt to reach out to them and talk talk with them and even have them come from front of the board year I do submit a grant to
FEMA through the assistance of firefighters for fire for a piece of fire apparatus and I'll continue to do that I totally get that and I understand that I'm just saying this group specializes in exactly what you need and I got this information from the Brookfield Fire Chief and he he pays
Short money every year to this group to write them grants and he's got almost a million dollars from him that's excellent I'd be happy to take that info from him okay just I mean I support a fire truck does anyone want to make a
Motion I love that we put this before the town and uh put it on the um next town meeting the special the special and run it by the fincom and we have beaten this
Severely during the uh Capital planning committee and it seems like the only way out right I'll second the motion all in favor hi hi hi thank you very much we'll just make sure all of our ducks are in a row before we get to that meeting absolutely
And I like the idea of bringing the engine in and showing it to the town yeah yeah like I said I I I want to be all about transparency for sure to the board to the town's people um we me and Jus had briefly talked about that as well and she agreed that it would be a pretty good idea so yeah hopefully the
Manufacturer is conducive to to doing same I'm sure they are it gives people a chance to see what they're investing in you know so making a decision based on that which brings us to our next discussion and vote on a special town meeting date so I think the last time we
Discussed we were looking at Mid mid to late October if possible so the clerk and I had a conversation today um looking at his calendar with his elections and everything uh we're looking at the third week of October
Okay Ryan do you want to add anything no so what's what day is better for you because I know between registration we've got 10 days of so really I mean so really so if you do a Monday that's going to be that's going to be you
Know I think the last time we had a um I think it was a Wednesday or Thursday or something I don't know yeah Thursday a Thursday night works I mean it's it's up to you know your purview as to when and where Thursdays make a vot registration on a Monday so that's good um you know
Friday makes it a Tuesday I don't think anybody wants to come out on Friday you want to do it here we can we just have to be cognizant of the fact that if we have greater than a lot of people um I we certainly could and I could always let Seth at the school know hey you know we need the
School we have a backup plan yeah we could because he's there until 10:00 so the thing is is you know if it got to be something where we exceeded was it 32 in here or even the hallway I mean if it got to be like 50 I could call them and just say hey we need to get 50 Chairs set up and you
Outside could but it's going to be dark it's going to be dark at that point you know Sun's going down really quick yeah it's we should just plan for I think we should plan for the school all right then we'll just plan for the school there's there's a handful of items on there that I think okay yeah so uh I
Would recommend a Thursday only because it makes them my voter registration easier for the Monday all the other days just mess everything up because it bumps into Sunday Saturday Friday we're closed on Friday um I can look at the last dates if you really want possible to do the
17th then instead of the 24th um or yes I've I'm starting in person voting on the 19th but that shouldn't interfere with that so I don't know that I'd make it back here in time okay on the 24th yeah I can do the S I can do the
17th and that should you know we you have to post it by the 3D so your next meeting I'm presuming assing is the 23rd yeah so you either have to have it ready by then or you got to have it ready on the 30th but you've got the open meeting while our training from 4:30 to 6:30
Unless you folks want to schedule just a meeting to sign in we could schedule a meeting for that night just to sign it okay yeah you're just going to post it by the third it's so well cuz if we did the let's see if we did the 24 it would still need to be
Posted by by by the 10th the 10th I'm on available the 10th through about the 15th so but you guys you
Know does that give us enough time if we goe on the 30th you think we're good I can get it done for the 30th right and then have it on the 17th yeah that's that's three these that should be all right thank you so
10:17 6:00 p.m. that works yeah your does that work for everybody yeah six at the end we'll hopefully plan for the elementary school so you um yeah confirm that obviously if something changes you can just come back and and and change that you haven't you
Haven't signed anything yet but yeah you can make a contingent upon the availability but I don't think there's an issue but I will you know hold off on your vote on that okay no no you can vote on that she I was like I was thinking if Seth is Seth's not going to have the school calendar so that's just go right yeah
Che um if you want to make it contingent upon the school being available I can confirm yeah we can do that I Mo that we have the special town meeting on the 17th of October at 600 p.m. contingent on availability of the space at the school a second the
Motion all those in favor I I do you want to open the or we certainly can anyone I missed that I was
Coughing vote to open the warrant I'll make a motion to open the warrant for this special uh special town meeting special town meeting on October 17th at 6 p.m.
Second all those in favor all right thank you cross all te M yep and so do we want to we'll close it on the our 23rd meeting so that it can be ready for the 30th y perfect
So folks have until the 23rd okay any other thoughts discussion any comments Chris you good with that I have a meeting on the 17th there see if I can change it but not I'll my P will be
There so okay sorry sorry on autopilot up here okay yeah cuz we do have a couple of other things that that will get might be things we don't even know
About yet right so okay perfect discussion and vote on the recycling center price list so numbers of the recycling center are here um you have some of the correspondences in your packet whoever I was hoping for like a memo on the
Request um and the rationale behind it but I know that the members are here and can um can speak to it sure yeah so Ryan has left um but he did send an email a couple years ago that anything
Charged at the recycling center has to go through the select board M um so historically that hasn't happened um we used to do it years ago yes maybe before my no when Teresa was here we always okay yeah well Teresa did right because
She was dual duel and but we used to vote on the price increase and yep the sticker increases all that it would be based on your recommendation and we would just say yay that we obviously all the um like non sticker holder uh you
Know so there there was no record that that got through the board and Teresa didn't tell us that so all right so you you have you have the documents and then in terms of um I know at one point Teresa said well everybody has to buy a
Sticker including the people that work there and that is that would actually make a couple employees quit and if you have a student student from um quaven who lives in Barry you
Can't ask them to pay $80 out of town to come and volunteer at the recycling center so we just wanted to um we voted as a commission that we would like to exempt certain people from those sticker fees and that would be active volunteers and
Staff and those numbers are quite small so so it's not like we're trying to exempt 20 or 30 people well I think it's a it's a uh you know just a bon yeah it's a benefit of working there or volunteering there yeah yeah so if you can just approve that we'll we'll be
Clean uh and also um there's um certain Services we provide without a sticker fee and uh some of them are like the planet Aid donation box which is obvious um The Book Bin the Redemption can bottle drop off we don't
Ask for a sticker for someone to do that and then as far as the the pickup then that organization may not have a sticker to pick those up um and we just can't ask Planet Aid picking up their clothes
Or the the bottles like the bottles like go to the you know baseball team or whatever we're not going to demand that you have a sticker pick them up so so I just wanted to make sure that that was so I would take a motion to accept the hardw recycling
Center guidelines and all applicable fee charts and um the exemption of employees and um volunteers I saw move I'm suck all those in favor hi hi
Thanks you're very welome thank you now your [Music] courage thank you for coming thank you
Thank you uh discussion and vote to adopt the town of hard Hazard mitigation plan this is a great thing yes had the hazard mitigation plan a lot of people worked on it maybe a dozen people uh we had a couple it yep several
Meetings about it and uh we had a consulting firm given to us by paid for by Mima so we got nice uh assist with that what it is is an update every five years to
FEMA uh what the town is at risk for and how we are moving to minimize those risks uh recovery resilience it opens now that it's been accepted by FEMA what we have to do is is adopt it it won't
Change anything it's uh a big plan um has a lot of details and uh what it is is allows us to apply for Brick grants uh building resilience infrastructure something or other and
MVP this kind of thing so um it opens up all sorts of possibilities and I would urge us to yeah vote to adopt it anything else I'll take a motion okay make a
Motion to the to adopt the town of Hardwick Hazard mitigation plan I'll second it all those in favor I I if I may um the uh there's a rumor that the roof on the school perhaps is in need of
Repair uh there's a gentleman uh Mark Granado who works for cmrpc he's also Homeland Security um agent uh I have to make sure that I tag all the electronic signs and
Light towers the stuff that we've gotten from FEMA over the years um and he's watching that but uh he and um Justine and I had a meeting and we came up with this brilliant idea that
Since we're since I'm trying to figure out a way to air condition the building because it's our public shelter and things are getting warmer so why not put solar on the roof of the school to power the air conditioning uh cuz sometimes you get a new roof that way so
That would be a brick Grant and uh that would be amazing well it would be a real it' be a hat trick right is that yeah so we're um I'm proceeding with that it's still in the fantasy stages but U that would this Hazard mitigation plan sets
Us up to be able to do that so yeah that'd be great I have the resolution if um you guys want to sign it uh we have did we vote to do this yeah we just accepted it and adopted it yep
I would say that uh Sandy did a lot of the work I would just leave her with requests and she and I sat there for hours going through these spreadsheets with these any bitty little
Spaces that's good thank you thank you excuse me meeting that approvals August 12th 2024 and July 8th
2024 I can't vote on the August 12th once I wasn't here well I move that we uh accept the minutes for August 12th 2024 I set on a motion all those in favor I I
And July 8th I move that we accept the am minutes from July 8th 202 okay I'll second on a motion to approve the minutes from July
8th all in favor I I I do you have anything else Justine so I don't have a town administrator report um just cuzz I wasn't here but I do want to say um that while I was out Sandy and Jen really held down the for
And they did an amazing job um that was really amazing um today I I actually had a meeting with um bill and the quav superintendent and the business manager I think it went really well um I also met with uh the chair of the finance committee Mr col Ros we're going to be
Meeting again in a couple weeks um that also went really great are we going to have a joint meeting with them at some point start the budgeting I did talk to him about that um keep asking and happened I did um so he would like to move it to October cuz they're just not ready um so we talked about that today
Okay so I'll make sure that is on an October or our October meetings okay excellent oh good to hear that everything went well last week slackman Round Table the uh elevator at the Old Town Hall y uh we paid
$1,800 in August and is that August or July it was July July a month before the fair right and the day of the fair it crapped out so I spent half a day waiting for the tech to
Arrive from Springfield I got a little hot the woman that run the person that runs the uh answering service and dispatch was real hard to work with I thought I also had to call her cuz I was told that it broke and they didn't go to
Look I just called for help and then and then I decided I better check so I called somebody else that was there and they said no it's working so I canceled the emergency call but then I got a call back from somebody that should know know and they said no it is not working so I
Had to call and abase myself and apologize everything so anyway it was a it was a great Friday afternoon um did it get resolved yeah finally um but I don't want to pay to for them to come back after right if we paid $1,800 CU it's specifically the
Same thing that they repaired a month before which you one is bad language so you're aare yes so we have not received a bill for that um for the day of the fair and I already told Sandy that if we are to get a bill to give it to me cuz I'm going to call them and we're going to have a conversation okay I had to I
Had to uh what certify overtime it was it was a hard after it ended great though you hung out with me yeah yeah and we fixed the stairs uh the front ptical the um the slabs of stuff
Everything worked very well perfect so I would just like to share this information that I have on the summary from the state effects on the formal opinion on fundraising and stuff
Like that so you all have it so you can read it good sure and I have to take my ethics
Test other than that looking for a motion motion to adjourn second all in favor all all right
[00:00:01] don't be shy my [00:00:04] name where is your I don't have a name [00:00:06] plate any he has one but it's [00:00:10] missing conspiracy all right well [00:00:13] demeaning being 6:30 I am [00:01:50] Mass uh got just kind of a rough idea of [00:01:53] repairs for that truck they were saying [00:01:55] it was going to be about $100,000 to [00:01:57] repair it back into um sh you could [00:02:31] opinion um the hose bed wasn't the [00:02:34] proper proper bed uh didn't have enough [00:02:37] water in the [00:02:38] tank I'm just going to back up to a hair [00:02:41] and saying that you looked at it members [00:02:44] of the capital planning went with you [00:02:46] justtin went so I just want people to be [00:02:48] aware that wasn't just Josh looking at [00:02:51] fire trucks or you know it was a process [00:02:54] where we we also brought an outside fire [00:02:57] chief as well uh Chief depre from Lester [00:02:59] came over right and looked at it I just [00:03:02] wanted to you know make people aware of [00:03:04] that yeah go ahead um so yeah we we kind [00:03:06] of all collectively decided that that's [00:03:08] not what's in the best interest in the [00:03:10] town especially with the age and price [00:03:12] tag um I've been kind of looking through [00:03:15] used fire apparatus online um anything [00:03:18] newer than 2015 is in the $700,000 range [00:03:23] anyways um so I feel that buying a new [00:03:26] demo piece of fire apparatus for us [00:03:28] would probably be the best option so we [00:03:31] did oh sorry go ahead um so we did look [00:03:34] at one as well um with the capital [00:03:38] planning committee myself members of the [00:03:40] fire department um we did uh bring one [00:03:42] out and if you want to yeah so we [00:03:45] brought out a uh a 2024 demo truck so [00:03:48] the manufacturers generally put out you [00:03:50] know 20 or 30 of them and disperse them [00:03:52] around the country um just as a a stock [00:03:55] truck so to speak so they can bring them [00:03:57] around um we all kind of went up and and [00:03:59] looked that um it would be pretty much [00:04:02] the identical replacement just 2024 to [00:04:05] our Engine 2 so six-man cab uh 1,000 [00:04:09] gallons of water a, 1500 pump so it's [00:04:11] basically just the 2024 model upgraded [00:04:15] um it's not a fancy truck by any means [00:04:19] but it's it's definitely what what I [00:04:20] feel the town [00:04:22] needs um what are we looking at as far [00:04:25] as the cost total is about $820,000 [00:04:30] um I think I I talked to the F uh [00:04:32] Capital planning committee rather about [00:04:34] about 860 just to have a little squish [00:04:37] room with um uh an increase in price by [00:04:41] the town meeting [00:04:43] Etc um just to have a little bit of room [00:04:46] there cuz I hate to get it approved and [00:04:48] then have to go back and say hey the [00:04:49] price of the truck went up by the time [00:04:51] we got it [00:04:52] approved right now we're operating with [00:04:55] um only one working so we have one one [00:04:58] working engine our engine two [00:05:00] um that's our first D piece for every [00:05:02] incident in town um that covers all of [00:05:07] our motor vehicle accidents our [00:05:09] structure fires our mutual Aid calls is [00:05:11] out of town um that's a [00:05:15] 1998 um we have a 2006 tanker which is [00:05:19] what moves water to the fire um so [00:05:23] that's our our backup or second piece [00:05:25] out the door um that's on the district [00:05:29] tanker task force list list our engine [00:05:32] two is actually on the uh Strike Force [00:05:35] or task force for fire uh tructure fires [00:05:39] and we're on that for brush fires as [00:05:41] well [00:05:42] so um the [00:05:45] 2006 [00:05:47] um we also need to kind of plan ahead [00:05:50] for that one as well um because it is on [00:05:52] the older side and I we want to prevent [00:05:56] kind of what's been happening what [00:05:57] happened with this one is okay well now [00:05:59] it's gone and now it's an emergency you [00:06:02] know for Public Safety you know um so [00:06:06] that is something that the chief and I [00:06:07] have talked about is also [00:06:10] planning you know planning ahead next [00:06:13] time for um so it doesn't come down to a [00:06:17] public safety emergency like you know it [00:06:19] is right now yeah right you for for for [00:06:22] me right now I'm just kind of hoping [00:06:25] that the 1998 and the 2006 kind of hold [00:06:28] together in the meantime until we get [00:06:29] find something to to replace it with um [00:06:32] it's always the question of what's going [00:06:34] to go wrong [00:06:35] today the last month or so for us has [00:06:38] been rough with hydrant system brakes [00:06:40] and all that so so we're looking at a [00:06:42] Deb exclusion yeah um so we we have been [00:06:46] meeting I've been meeting with Jess I've [00:06:48] been meeting with Jen um and kind of [00:06:50] looking at what are our options um it [00:06:52] does look like um a debt exclusion um [00:06:56] we've been looking to at lease to own or [00:06:58] we can't do a Deb exclusion for a lease [00:07:00] so we'd be looking at a loan I do have a [00:07:02] call with uh Jess and our accountant and [00:07:05] our financial adviser on Thursday CU I I [00:07:07] want to you know I have a lot of [00:07:10] questions um that I I need to I need to [00:07:12] work through with our financial team um [00:07:14] but it does look like a Deb exclusion is [00:07:17] going to is you know unless a miracle [00:07:20] some other thing but it does look like [00:07:22] it's going to be our only option we [00:07:23] can't budget obviously it will the [00:07:26] budget will [00:07:28] um carry the we were looking at you know [00:07:31] 5 seven or 10 year leav and what that [00:07:33] would look like um about wasn't it 10 [00:07:36] year was 110 a year yeah years thousand [00:07:38] a year [00:07:42] yeah so a dead exclusion has to pass [00:07:46] Town floor first right and then we can [00:07:49] move forward with it so that's the only [00:07:51] you know and I think we talked about [00:07:53] this um previously that you know we'll [00:07:57] just have to make people aware of what's [00:07:59] going on [00:08:00] yeah and um once I you know I wanted to [00:08:02] kind of come to the to the board and get [00:08:04] the ducks in a row with the board the [00:08:05] capital planning committee and the [00:08:06] finance committee but um what I'd like [00:08:08] to do if the manufacturer is interested [00:08:11] in doing it is do a kind of an open Q&A [00:08:14] bring the truck out have the tons people [00:08:15] be able to come up look at it ask us [00:08:18] questions talk about that would probably [00:08:19] be so that way there's transparency to [00:08:21] you know all the taxpayers as well they [00:08:22] can see what their dollars getting them [00:08:24] that would probably be really beneficial [00:08:26] especially before a vote right y um um [00:08:30] do you Chris do you have anything you [00:08:32] want to add at this point I don't know [00:08:33] if they've come before you you know [00:08:35] obviously like no they haven't so um any [00:08:39] words of wisdom or no I'm this the first [00:08:43] I'm hearing about it so just want to get [00:08:45] idea of what the plan is here and and [00:08:48] you guys are are definitely on the list [00:08:50] there's just the dates didn't line up to [00:08:52] to bring it to the you guys before we [00:08:53] brought it through the board so well [00:08:55] typically in a lot of times Capital um [00:08:58] planning will come to you guys to you [00:09:01] know to run things by the finance [00:09:03] committee so I just just just think that [00:09:05] the dates didn't line up in in the right [00:09:07] order here yeah CU um you'll want their [00:09:10] support obviously absolutely I did [00:09:13] invite um the chair of the finance [00:09:15] committee um on the call the financial [00:09:16] advisor like if I have a lot of [00:09:18] questions I'm sure he does too perfect [00:09:20] um so okay good good good [00:09:23] good [00:09:26] um so vote what what what we looking for [00:09:31] as far as a vote um so it kind of just [00:09:34] our it kind of goes into uh discussion [00:09:37] on the second discussion in on the [00:09:39] agenda um I mean if the board wants to [00:09:41] vote to [00:09:43] support [00:09:44] um the [00:09:47] uh trying to see if this will can happen [00:09:50] you know getting in um I did we I did [00:09:52] talk to the town clerk today um to find [00:09:54] out you know his availability and [00:09:56] scheduling wise or cuz then you know [00:09:59] once it goes to town a special town [00:10:01] meeting then it have to be have to go to [00:10:02] an election um it's it's twofold with a [00:10:06] Deb exclusion so we did have that [00:10:07] conversation today um he's here too if [00:10:10] you have any questions [00:10:13] but um I think the next step would be if [00:10:16] the board has any questions or comments [00:10:17] and wants to you know vote to support um [00:10:21] moving forward [00:10:22] with getting it in front of the town's [00:10:25] people at a town meeting I think it is [00:10:26] necessary I think that um we have talked [00:10:29] to you before that it you know we would [00:10:31] support it because it's necessary um [00:10:36] so I think it's necessary to [00:10:41] M I agree I agree but I also feel like [00:10:47] we're managing from emergency only we're [00:10:50] not planning we're not you know setting [00:10:53] aside stuff budgeting for stuff like [00:10:56] this well and I think the I I I agree [00:10:59] and it's been past practice and I think [00:11:02] the past couple of years that has [00:11:03] shifted where we're doing a much better [00:11:06] job putting money into our stabilization [00:11:09] and our Capital stabilization so we're [00:11:12] working you know we're working forward [00:11:14] not not I get that yeah um but it should [00:11:18] definitely go to [00:11:20] finance and have them review it find out [00:11:22] what the rates what you're looking at [00:11:24] what is going to cost the town the true [00:11:26] cost of this [00:11:31] and also in the past I also said we [00:11:33] could do fundraising and you mentioned [00:11:35] it was illegal and I had documentation [00:11:38] my understanding based off the state [00:11:40] ethics and stuff like that you follow [00:11:42] certain guidelines you definitely can [00:11:43] fund race for a [00:11:45] fight yeah I believe the fire [00:11:48] Association could do that so the the [00:11:52] fire Association does fundraise um right [00:11:55] now um the fire Association does t [00:11:58] tables and chairs rentals on [00:12:00] weekends um that was originally intended [00:12:04] to pay if a firefighter was injured or [00:12:07] got killed on the on the job in the line [00:12:09] of duty in town um but the Firemen's [00:12:11] Association has been purchasing all the [00:12:13] uniforms for all the firefighters on the [00:12:15] department Class A Class B like I'm [00:12:17] wearing today um I'm more than happy to [00:12:20] ask if they're they're willing to help [00:12:22] out the town I I just feel like you know [00:12:25] that's a lot on on my members or a lot [00:12:28] additional on my members said you know [00:12:29] they're already doing well it's also a [00:12:31] lot on the town's people around here and [00:12:33] I agree you know 850,000 is not a small [00:12:37] price right and a lot of people can't [00:12:39] speak for all people but a lot [00:12:42] everyone's working on a budget I I [00:12:45] agree and and moving forward i' I'd like [00:12:48] to get a plan together to to replace the [00:12:51] apparatus before it becomes an emergency [00:12:53] exctly as well [00:12:56] exactly um also there's have you heard [00:12:59] vicker's Consulting Group I have not [00:13:01] vicker's Consulting Group is also a [00:13:03] grant writers for firemen specific fire [00:13:06] grants stuff like that um especially [00:13:09] volunteer [00:13:10] firefighters like ourselves in this [00:13:12] community there's certain grants just [00:13:14] for that I mean it couldn't hurt to [00:13:17] reach out to them and talk talk with [00:13:19] them and even have them come from front [00:13:21] of the board year I do submit a grant to [00:13:24] FEMA through the assistance of [00:13:25] firefighters for fire for a piece of [00:13:26] fire apparatus and I'll continue to do [00:13:28] that I totally get that and I understand [00:13:31] that I'm just saying this group [00:13:33] specializes in exactly what you need and [00:13:35] I got this information from the [00:13:37] Brookfield Fire Chief and he he pays [00:13:40] short money every year to this group to [00:13:43] write them grants and he's got almost a [00:13:46] million dollars from him that's [00:13:48] excellent I'd be happy to take that info [00:13:50] from him [00:13:51] okay [00:13:54] just I mean I support a fire [00:13:57] truck does anyone want to make a [00:14:00] motion I love that we put this before [00:14:03] the [00:14:04] town and uh put it on the um next town [00:14:10] meeting the special the special and run [00:14:15] it by the fincom and we have beaten this [00:14:20] severely during the uh Capital planning [00:14:24] committee and it seems like the only way [00:14:26] out right I'll second the motion [00:14:29] all in [00:14:31] favor hi hi [00:14:33] hi thank you very much we'll just make [00:14:36] sure all of our ducks are in a row [00:14:37] before we get to that meeting absolutely [00:14:39] and I like the idea of bringing the [00:14:41] engine in and showing it to the town [00:14:44] yeah yeah like I said I I I want to be [00:14:45] all about transparency for sure to the [00:14:47] board to the town's people um we me and [00:14:50] Jus had briefly talked about that as [00:14:52] well and she agreed that it would be a [00:14:54] pretty good idea so yeah hopefully the [00:14:56] manufacturer is conducive to to doing [00:14:59] same I'm sure they are it gives people a [00:15:01] chance to see what they're investing in [00:15:04] you know so making a decision based on [00:15:06] that which brings us to our next um [00:15:09] discussion and vote on a special town [00:15:11] meeting [00:15:13] date so I think the last time we [00:15:16] discussed we were looking at [00:15:19] Mid mid to late October if possible uh [00:15:24] so the clerk and I had a conversation [00:15:26] today um looking at his calendar with [00:15:29] his elections and everything uh we're [00:15:31] looking at the third week of October [00:15:34] okay Ryan do you want to add [00:15:36] anything [00:15:39] um [00:15:41] no so what's what day is better for you [00:15:45] because I know between registration [00:15:46] we've got 10 days of so really I mean so [00:15:48] really so if you do a Monday that's [00:15:51] going to be that's going to be you [00:15:54] know I think the last time we had a um I [00:15:58] think it was a Wednesday or Thursday or [00:16:00] something I don't know yeah Thursday a [00:16:02] Thursday night works I mean it's it's up [00:16:05] to you know your purview as to when and [00:16:08] where Thursdays make a vot registration [00:16:11] on a Monday so that's good um you know [00:16:15] Friday makes it a Tuesday I don't think [00:16:17] anybody wants to come out on Friday you [00:16:19] want to do it [00:16:21] here we can we just have to be cognizant [00:16:23] of the fact that if we have greater than [00:16:26] a lot of people um I we certainly could [00:16:30] and I could always let Seth at the [00:16:32] school know hey you know we need the [00:16:35] school we have a backup plan yeah we [00:16:37] could because he's there until 10:00 so [00:16:39] the thing is is you know if it got to be [00:16:42] something where we exceeded was it 32 in [00:16:44] here or even the hallway I mean if it [00:16:47] got to be like 50 I could call them and [00:16:49] just say hey we need to get 50 Chairs [00:16:51] set up and you [00:16:53] outside could but it's going to be dark [00:16:55] it's going to be dark at that point you [00:16:57] know Sun's going down really quick yeah [00:17:00] it's we should just plan for I think we [00:17:02] should plan for the school all right [00:17:04] then we'll just plan for the school [00:17:06] there's there's a handful of items on [00:17:08] there that I think okay yeah so uh I [00:17:13] would recommend a Thursday only because [00:17:15] it makes them my voter registration [00:17:17] easier for the Monday all the other days [00:17:20] just mess everything up because it bumps [00:17:21] into Sunday Saturday Friday we're closed [00:17:23] on [00:17:24] Friday um I can look at the last dates [00:17:27] if you really want possible to do the [00:17:31] 17th then instead of the 24th um or yes [00:17:36] I've I'm starting in person voting on [00:17:37] the 19th but that shouldn't interfere [00:17:39] with that [00:17:40] so I don't know that I'd make it back [00:17:44] here in time okay on the [00:17:48] 24th yeah I can do the S I can do the [00:17:51] 17th and that should you know we you [00:17:54] have to post it by the 3D so your next [00:17:57] meeting I'm presuming assing is the 23rd [00:18:00] yeah so you either have to have it ready [00:18:02] by then or you got to have it ready on [00:18:04] the 30th but you've got the open meeting [00:18:06] while our training from 4:30 to 6:30 [00:18:09] unless you folks want to schedule just a [00:18:11] meeting to sign in we could schedule a [00:18:13] meeting for that night just to sign it [00:18:15] okay yeah you're just going to post it [00:18:17] by the third [00:18:18] it's so [00:18:21] um well cuz if we did the let's see if [00:18:25] we did the 24 it would still need to be [00:18:28] posted by [00:18:31] by by the 10th the 10th I'm on available [00:18:34] the 10th through about the [00:18:37] 15th so but you guys you [00:18:50] know does that give us enough time if we [00:18:53] goe on the [00:18:54] 30th you think we're good I can get it [00:18:57] done for the 30th right and then have it [00:19:00] on the 17th yeah that's that's three [00:19:02] these that should be all [00:19:05] right thank you so [00:19:08] 10:17 6:00 [00:19:11] p.m. that works yeah your does that work [00:19:14] for everybody yeah six at the end we'll [00:19:18] hopefully plan for the elementary school [00:19:20] so you um yeah confirm that obviously if [00:19:23] something changes you can just come back [00:19:25] and and and change that you haven't you [00:19:26] haven't signed anything yet but yeah you [00:19:28] can make a contingent upon the [00:19:29] availability but I don't think there's [00:19:31] an issue but I will you know hold off on [00:19:34] your vote on that okay no no you can [00:19:36] vote on that [00:19:38] she I was like I was thinking if Seth is [00:19:41] Seth's not going to have the school [00:19:42] calendar so that's just go right yeah [00:19:45] Che um if you want to make it contingent [00:19:49] upon the school being available I can [00:19:51] confirm yeah we can do that I Mo that we [00:19:52] have the special town meeting on the [00:19:54] 17th of October at 600 p.m. contingent [00:19:58] on [00:19:59] availability of the space at the school [00:20:02] a second the [00:20:03] motion all those in favor I I do you [00:20:07] want to [00:20:08] um open the [00:20:12] or we certainly [00:20:18] can anyone I missed that I was [00:20:21] coughing vote to open the [00:20:26] warrant I'll make a motion to open the [00:20:29] warrant for this [00:20:30] special uh special town meeting special [00:20:34] town meeting on October 17th at 6 p.m. [00:20:38] second all those in favor all [00:20:41] right thank [00:20:45] you cross all [00:20:48] te M yep and so do we want to we'll [00:20:53] close it on the our 23rd meeting so that [00:20:55] it can be ready for the 30th y perfect [00:21:00] so folks have until the [00:21:04] 23rd [00:21:06] okay any other thoughts discussion any [00:21:10] comments Chris you good with that I have [00:21:13] a meeting on the 17th there see if I can [00:21:15] change it but not I'll my P will be [00:21:18] there so [00:21:21] okay [00:21:23] sorry sorry on autopilot up here okay um [00:21:30] yeah cuz we do have a couple of other [00:21:31] things that [00:21:33] um that will [00:21:35] get might be things we don't even know [00:21:37] about yet right so okay perfect uh [00:21:41] discussion and vote on the recycling [00:21:42] center price [00:21:45] list so numbers of the recycling center [00:21:47] are here um you have some of the [00:21:50] correspondences in your packet whoever I [00:21:52] was hoping for like a memo on the [00:21:55] request um and the rationale behind it [00:21:58] um but I know that the members are here [00:22:00] and can um can speak to it sure yeah so [00:22:06] uh Ryan has left um but he did send an [00:22:10] email a couple years ago that anything [00:22:15] charged at the recycling center has to [00:22:17] go through the select board M um so [00:22:20] historically that hasn't happened um we [00:22:23] used to do it years ago [00:22:26] yes maybe before my [00:22:29] um no when Teresa was here we always [00:22:32] okay yeah well Teresa did right because [00:22:35] she was dual duel and but we used to [00:22:38] vote on the price increase and yep the [00:22:40] sticker increases all that it would be [00:22:43] based on your recommendation and we [00:22:45] would just say yay that we obviously all [00:22:49] the um like non sticker holder uh you [00:22:54] know so there there was no record that [00:22:58] that got through the board and Teresa [00:23:00] didn't tell us that so all right so you [00:23:03] you have you have the documents and then [00:23:07] in terms of um I know at one point [00:23:11] Teresa said well everybody has to buy a [00:23:13] sticker including the people that work [00:23:17] there and that is [00:23:21] um that would actually make a couple [00:23:24] employees quit and if you have a student [00:23:28] student [00:23:29] from um quaven who lives in Barry you [00:23:33] can't ask them to pay [00:23:35] $80 out of town to come and volunteer at [00:23:38] the recycling center so we just wanted [00:23:41] to um we voted as a commission that we [00:23:44] would like to exempt certain people from [00:23:48] those sticker fees and that would be [00:23:50] active volunteers and [00:23:55] staff and those numbers are quite small [00:23:58] so so it's not like we're trying to [00:24:00] exempt 20 or 30 people well I think it's [00:24:03] a it's a uh you know just a bon yeah [00:24:07] it's a benefit of working there or [00:24:09] volunteering there yeah yeah so if you [00:24:12] can just approve that we'll we'll be [00:24:16] clean uh and also um there's um certain [00:24:21] Services we provide without a sticker [00:24:23] fee and uh some of them are like the [00:24:26] planet Aid donation box [00:24:29] um which is obvious um The Book Bin the [00:24:33] Redemption can bottle drop off we don't [00:24:36] ask for a sticker for someone to do that [00:24:40] and then as far as the the pickup uh [00:24:44] then that organization may not have a [00:24:47] sticker to pick those up um and we just [00:24:51] can't [00:24:53] ask Planet Aid picking up their clothes [00:24:56] or the the bottles [00:24:58] like the bottles like go to the you know [00:25:01] baseball team or whatever we're not [00:25:03] going to demand that you have a sticker [00:25:06] pick them up so so I just wanted to make [00:25:08] sure that that was so I would take a [00:25:11] motion to accept the hardw recycling [00:25:14] center guidelines and all applicable fee [00:25:18] charts and um the exemption of employees [00:25:25] and um volunteers [00:25:28] I saw [00:25:30] move I'm suck all those in favor hi hi [00:25:36] thanks you're very welome thank [00:25:39] you now your [00:25:50] [Music] [00:25:52] courage thank you for coming thank you [00:25:55] thank [00:25:56] you uh discussion and vote to adopt the [00:25:59] town of hard Hazard mitigation [00:26:02] plan this is a great thing [00:26:05] yes had the hazard mitigation plan a lot [00:26:09] of people worked on it maybe a dozen [00:26:12] people uh we had a couple it yep several [00:26:17] meetings about it and uh we had a [00:26:20] consulting firm given to us by paid for [00:26:23] by [00:26:24] Mima so we got uh [00:26:28] nice uh assist with that what it is is [00:26:32] uh an update every five years to [00:26:36] FEMA uh what the town is at risk for and [00:26:40] how we are moving to minimize those [00:26:43] risks uh recovery resilience it opens [00:26:49] now that it's been accepted by FEMA what [00:26:52] we have to do is is adopt it it won't [00:26:56] change anything it's uh a big [00:26:59] plan um has a lot of details and uh what [00:27:04] it is is allows us to apply for Brick [00:27:08] grants uh building resilience [00:27:11] infrastructure something or other and uh [00:27:15] MVP this kind of thing so um it opens up [00:27:19] uh uh all sorts of possibilities and I [00:27:22] would urge us to yeah vote to adopt it [00:27:28] anything [00:27:30] else I'll take a motion okay make a [00:27:34] motion to the to adopt the town of [00:27:37] Hardwick Hazard mitigation plan I'll [00:27:40] second it all those in favor I I if I [00:27:45] may um the uh there's a rumor that the [00:27:49] roof on the school perhaps is in need of [00:27:53] repair uh there's a gentleman uh Mark [00:27:56] Granado who works for cmrpc he's also [00:28:00] Homeland [00:28:02] Security um agent uh I have to make sure [00:28:07] that I tag all the electronic signs and [00:28:11] light towers the stuff that we've gotten [00:28:13] from FEMA over the years um and he's [00:28:17] watching that but uh he and um Justine [00:28:23] and I had a meeting and we came up with [00:28:26] this brilliant idea that [00:28:29] uh since we're since I'm trying to [00:28:31] figure out a way to air condition the [00:28:33] building because it's our public shelter [00:28:36] and things are getting warmer so why not [00:28:38] put solar on the roof of the school to [00:28:41] power the air conditioning uh cuz [00:28:44] sometimes you get a new roof that way so [00:28:47] that would be a brick Grant and uh that [00:28:49] would be amazing well it would be a real [00:28:52] it' be a hat trick right is that yeah so [00:28:56] we're um I'm proceeding with that it's [00:28:58] still in the fantasy stages but U that [00:29:02] would this Hazard mitigation plan sets [00:29:05] us up to be able to do that [00:29:08] so yeah that'd be great I have the [00:29:11] resolution if um you guys want to sign [00:29:15] it uh we have did we vote to do [00:29:19] this yeah we just accepted it and [00:29:21] adopted it yep [00:29:29] I would say that uh Sandy did a lot of [00:29:33] the work I would just leave her [00:29:36] with requests and she and I sat there [00:29:40] for hours going through these [00:29:43] spreadsheets with these any bitty little [00:29:49] spaces that's [00:29:56] good thank you thank [00:29:59] you excuse me meeting that approvals um [00:30:03] August 12th 2024 and July 8th [00:30:08] 2024 I can't vote on the August 12th [00:30:11] once I wasn't [00:30:13] here well I move that we uh accept the [00:30:16] minutes for August 12th [00:30:20] 2024 I set on a motion all those in [00:30:23] favor I I [00:30:29] and July [00:30:31] 8th I move that we accept the am minutes [00:30:33] from July 8th [00:30:36] 202 [00:30:37] okay [00:30:43] um I'll second on a motion to approve [00:30:46] the minutes from July [00:30:48] 8th all in favor I I [00:30:53] I do you have anything else Justine um [00:30:57] so I don't have a town administrator [00:30:58] report um just cuzz I wasn't here but I [00:31:01] do want to say um that while I was out [00:31:04] Sandy and Jen really held down the for [00:31:06] and they did an amazing job um that was [00:31:09] really amazing um today I I actually had [00:31:13] a meeting with um bill and the quav uh [00:31:16] superintendent and the business manager [00:31:18] I think it went really well um I also [00:31:21] met with uh the chair of the finance [00:31:23] committee Mr col Ros we're going to be [00:31:25] meeting again in a couple weeks um that [00:31:27] also went really great are we going to [00:31:29] have a joint meeting with them at some [00:31:31] point start the budgeting I did talk to [00:31:34] him about that um keep asking and [00:31:37] happened I did um so he would like to [00:31:39] move it to October cuz they're just not [00:31:41] ready um so we talked about that today [00:31:44] okay so I'll make sure that is on an [00:31:46] October or our October meetings [00:31:49] okay [00:31:50] excellent oh good to hear that um [00:31:53] everything went well last week slackman [00:31:59] Round Table the uh elevator at the Old [00:32:01] Town Hall y uh we paid [00:32:05] $1,800 in August and [00:32:09] uh is that August or July it was July [00:32:13] July a month before the fair right and [00:32:16] the day of the fair it crapped out so I [00:32:21] spent half a day waiting for the tech to [00:32:24] arrive from Springfield I got a little [00:32:27] hot [00:32:28] um the woman that run the person that [00:32:31] runs the uh answering service and [00:32:35] dispatch was real hard to work with I [00:32:37] thought I also had to call her cuz I was [00:32:40] told that it broke and they didn't go to [00:32:43] look I just called for help and then and [00:32:46] then I decided I better check so I [00:32:48] called somebody else that was there and [00:32:50] they said no it's working so I canceled [00:32:52] the emergency call but then I got a call [00:32:55] back from somebody that should know know [00:32:58] and they said no it is not working so I [00:33:01] had to call and abase myself and [00:33:04] apologize everything so anyway it was a [00:33:07] it was a great Friday [00:33:09] afternoon um did it get resolved yeah [00:33:12] finally um but I don't want to pay to [00:33:16] for them to come back after right if we [00:33:18] paid $1,800 CU it's specifically the [00:33:21] same thing that they repaired a month [00:33:23] before which you one is bad language so [00:33:27] you're aare yes so we have not received [00:33:29] a bill for that um for the day of the [00:33:31] fair and I already told Sandy that if we [00:33:33] are to get a bill to give it to me cuz [00:33:34] I'm going to call them and we're going [00:33:35] to have a conversation okay I had to I [00:33:38] had to uh what certify overtime it was [00:33:43] it was a hard after it ended great [00:33:46] though you hung out with me [00:33:50] yeah yeah and we fixed the stairs uh the [00:33:54] front ptical the um the slabs of stuff [00:33:58] everything worked very well [00:34:06] perfect so I would just like to share [00:34:09] this information that I have on the [00:34:11] summary from the state effects on the [00:34:13] formal opinion on fundraising and stuff [00:34:16] like that so you all have it so you can [00:34:19] read it good sure and [00:34:30] I have to take my [00:34:32] uh ethics [00:34:39] test other than that looking for a [00:34:42] motion motion to [00:34:43] adjourn second all in favor all all [00:34:48] right
