With our financial team like the town accountant the treasure collector and the assessor on almost a bi-weekly basis just so we can sit down and kind of all be on the same page and um know what's going on especially with finances and I guess and it definitely prepping for the budget U we already talked about the
Highway department three vacancies we interviewed five candidates um and she got and we hired three so that's really exciting that's excellent wastewater treatment plant um we interviewed one candidate um we're still looking so if anyone knows anybody that wants to come work in the wastewater treatment plant
Please um please pleas contct some have a friend know someone anyone what's the job exactly it's working in the sewer yeah operator for the wastewater treatment plant okay yeah Y and he would also love a
Assistant um chief operator which requires more licenses but willing to kind of like it would be his second guy in command you know maybe take a little bit off of him you know he can actually go on vacation and not be stressed out about it so curious so we're actually we're open to training people so even if
You don't really have all the required licenses we're willing to invest in you as long as you're willing to invest in us so um there'd be some sort of agreement like if you stay two years we pay for your licenses or you have to reimburse the town just so um but we're definitely willing to train the right

MDR about mosquitoes and Triple E and W virus um myself and selectman Tinker met with the superintendent of quab and their business manager just to introduce ourselves and talk preliminary budget myself and the highway superintendent met with an eagle scout who's going to
Be building a kiosk by the rail trail down here in Gilbertville as part of this Eagle Scout project nice so he's been working with Marty on that um so I now once a month do a weekly radio talk show the wear radio and I talk about Hardwick so just is my second one she
Did great I listened in last Thursday okay labed um so myself in the Treasure collect attended um a capital planning committee meeting um I held a monthly department head meeting uh the town Clark and myself we attended the we Civic and
Business Association oh no not not there yet um I attended the we Civic and Business Association monthly breakfast with Warren Palmer and wear um so it's really good um they do them every month I attended a health meeting with the Board of Health chair um today we attended the ceremony for officer
Armstrong Deputy fire chief Gand and firefighter Gand uh they were honored by the District Attorney's office which was really great yeah that was nice oh so here now I can talk about the town clerk so the Town Clerk and myself we came in fourth place out of 13 teams at the
We Civic and Business Association axe throwing event don't mess with Justin I know but so yeah uh we wanted to represent the town well and I think we did that um important date we're having an open meeting L training for boards and
Committees and employees this coming Monday September 30th from 4:30 to 6:30 at the Eagle Hill School auditorium Town Hall will be closed for those hours so staff can attend the training Senator Durant and representative biram staff's office hours for October are going to be October 16th this month from uh 10:15 to

Going to raise $850,000 well my suggestion wasn't to raise $800,000 yeah that would be great but at the same time we raised $200,000 or 400,000 it's a lot easier going to the voters and saying we only need to up this and approve
450,000 the difference but we've you know we really haven't done anything or even considered well that's not that's not true because every year the the fire department has gone out to try to get grants and they're very competitive grants uh when Ray Walker was chief he
Actually you know the board okayed him to hire a private consultant to write a grant I mean they they have try it's not that it's not that the town hasn't done anything they certainly certainly tried every year they try for the grants and it just they're
Competitive have you contacted the Vickers group I have not but I did send that I have not but I also sent that to the fire department as well but I'm going to look into that yeah I mean that's that's a group that we should hire for the fire department and help help them write their grants they have a
70% win rate but we'd have to pay them to do that for us it would be money well spent yeah yeah yeah we have to come have to see Whately what that means so we can look into that and see what the cost would be so I putting corporate
Sponsorship because it gives us you know an opportunity maybe to speak to Eagle Hill or east pman land trust these organizations that don't necessarily contribute to the town roll taxwise and you know have a conversation maybe I mean safety is a big thing to all of them so just to kick it back back

[00:01:41] progress on it because we're not sure [00:01:44] whether to move forward on the project [00:01:46] um based on uh whether we can actually [00:01:49] get a new contract so some contracts [00:01:52] have have um spread out to many months [00:01:56] and delayed companies and so it's a risk [00:01:59] it's a risk for for George and the money [00:02:01] he's put into it so we're just bringing [00:02:03] that to the board that uh in order for [00:02:06] us to move forward on that project we [00:02:08] should have a discussion on on just [00:02:11] making sure that the poost community [00:02:13] agreement is in line with what the state [00:02:16] uh needs and we realize that they've [00:02:18] been sort of all over the place the C [00:02:20] and it was my understanding that the [00:02:22] attorneys were speaking so that was [00:02:25] where we were at um knowing that at some [00:02:28] point there would be conversation [00:02:31] with uh Justine and you know our [00:02:34] attorney to get that going for sure yeah [00:02:37] the uh George's attorney uh and uh your [00:02:40] town attorney they're working on about [00:02:42] 30 different projects around different [00:02:44] cities so he's very familiar with um [00:02:48] their their approach and that it's KP [00:02:51] law and their stance has been um [00:02:54] essentially to just hold steady with the [00:02:57] host agreements that they have and those [00:03:00] host Agreements are not being um deemed [00:03:03] compliant by the state when when the [00:03:05] state doesn't deem compliant and KP law [00:03:08] says we have a different interpretation [00:03:11] um the businesses that are trying to [00:03:13] open get caught in the mle so what [00:03:16] typically happens is you rely on the on [00:03:18] the attorney we have to we're certainly [00:03:21] not attorneys so I mean we certainly [00:03:24] can't go into an agreement without some [00:03:28] representation [00:03:30] but you can decide whether you want a [00:03:33] bus to move forward in your town or not [00:03:36] so there are compant Community [00:03:37] agreements and we've come this far to [00:03:40] see you not finish your project we've [00:03:42] all been waiting very eagerly for um [00:03:45] things to get going down there sure um [00:03:48] so this is just a scenario where the T [00:03:51] the town attorney who has made decisions [00:03:53] in dozens of other communities um it is [00:03:58] not of the same mind is my opinion you [00:04:03] know she's basing it on a contract which [00:04:05] is things [00:12:33] like having to notify all the abutters [00:12:36] like the the amount of planning that we [00:12:40] already do the few volunteers that do it [00:12:44] m my life is trash for like 3 months [00:12:48] because of the fair if I then have to [00:12:51] figure out who has to go door too and [00:12:54] tell every a butter on the common that [00:12:56] the fair is happening every the fair [00:12:59] always happens the same weekend every [00:13:02] year and when I took over as secretary I [00:13:05] was actually told that the when uh don [00:13:10] boothman was in charge of the cemetery [00:13:12] commission the fair was granted access [00:13:16] and kind of control over the common [00:13:18] third week in August every weekend so [00:13:22] where does that put the I don't I don't [00:13:24] know anything about relationship to the [00:13:26] for we already we have insurance we you [00:13:30] know we have all of those pieces but [00:13:33] there are other pieces that add an [00:13:35] additional burden onto volunteers that [00:13:37] are already burdened yeah go ahead could [00:13:41] I suggest [00:13:43] that we revisit this [00:13:47] that everybody that [00:13:50] spoke with points and I know that there [00:13:52] are others and I have some myself let's [00:13:56] I'd suggest that we look at what we have [00:13:59] and come back to the next meeting with whether you want to [00:21:00] take some of the interest from this [00:21:02] maturing CD and add it to the Expendable [00:21:06] amount so that you could do Awards again [00:21:07] this in the spring done mhm so I asked I [00:21:11] asked what the balance was in the [00:21:13] Expendable account um and the figure I [00:21:17] got was still like [00:21:18] $1,475 which is what it was before Oh so certain Grant funds but [00:40:13] we're waiting for the contract from the [00:40:14] state so um like the one for the [00:40:16] townhouse M [00:40:19] so um so I started meeting with our [00:40:22] financial team and the chair of our [00:40:23] finance committee on like preliminary [00:40:25] budget and financial planning I've [00:40:27] actually started something where I meet [00:40:29] with our financial team like the town [00:40:30] accountant the treasure collector and um [00:40:33] the assessor on almost a bi-weekly basis [00:40:36] just so we can sit down and kind of all [00:40:37] be on the same page and um know what's [00:40:40] going on especially with finances and I [00:40:42] guess and it definitely prepping for the [00:40:44] budget U we already talked about the [00:40:46] highway department three vacancies we [00:40:48] interviewed five candidates um and she [00:40:51] got and we hired three so that's really [00:40:53] exciting that's excellent wastewater [00:40:55] treatment plant um we interviewed one [00:40:57] candidate um we're still looking so if [00:41:00] anyone knows anybody that wants to come [00:41:02] work in the wastewater treatment plant [00:41:04] please um please pleas contct [00:41:06] some have a friend know someone anyone [00:41:10] what's the job [00:41:12] exactly it's working in the sewer yeah [00:41:15] um operator for the wastewater treatment [00:41:18] plant okay yeah Y and he would also love [00:41:21] a [00:41:23] assistant um chief operator which [00:41:25] requires more licenses but willing to [00:41:28] kind of like it would be his second guy [00:41:30] in command you know maybe take a little [00:41:33] bit off of him you know he can actually [00:41:35] go on vacation and not be stressed out [00:41:36] about it so curious so we're actually [00:41:40] we're open to training people so even if [00:41:42] you don't really have all the required [00:41:44] licenses we're willing to invest in you [00:41:45] as long as you're willing to invest in [00:41:47] us so um there'd be some sort of [00:41:49] agreement like if you stay two years we [00:41:51] pay for your licenses or you have to [00:41:53] reimburse the town just so um but we're [00:41:55] definitely willing to train the right [00:41:59] person thank you um I guess you already [00:42:02] know based on tonight's meeting but I [00:42:03] met with representatives from Hardwick M [00:42:05] Greenery um so that is ongoing um [00:42:07] waiting to hear back from Town Council [00:42:10] um again I know she was waiting for some [00:42:11] stuff for their attorney um so in terms [00:42:15] of a timeline um and some other things [00:42:17] so I will follow up with her and we'll [00:42:19] see her [00:42:21] Monday um so I met with our uh the [00:42:25] person who operates our town website [00:42:27] with our executive assistant um she does [00:42:29] our website and our Facebook page I [00:42:31] wanted to meet her face to face because [00:42:33] I talk to her all day long but I've [00:42:34] never actually met her um so we're [00:42:36] looking at um some other Town's websites [00:42:39] and also kind of seeing what else is out [00:42:41] there and again just we want to make it [00:42:43] as user friendly as we can and right now [00:42:46] I think um we have some work to do when [00:42:48] it comes to our uh our website so she's [00:42:51] really great really motivated she been [00:42:53] doing this for doing our website for a [00:42:55] long time on has some of the same [00:42:57] concerns so it was [00:43:00] great um I attended a weekly rural [00:43:02] communities Zoom conference with um an [00:43:06] Go's office it's like all the rural [00:43:08] towns and they have different topics [00:43:09] every week like this one was from was um [00:43:12] MDR about mosquitoes and Triple E and W [00:43:16] virus um myself and selectman Tinker met [00:43:19] with the superintendent of quab and [00:43:21] their business manager just to introduce [00:43:23] ourselves and talk preliminary budget [00:43:27] um myself and the highway superintendent [00:43:29] met with an eagle scout who's going to [00:43:31] be building a kiosk by the rail trail [00:43:32] down here in Gilbertville as part of [00:43:34] this Eagle Scout project nice so he's [00:43:38] been working with Marty on that um so I [00:43:41] now once a month do a weekly radio talk [00:43:44] show the wear radio and I talk about [00:43:46] Hardwick so just is my second one she [00:43:49] did great I listened in last Thursday [00:43:52] okay [00:43:53] labed um so myself in the Treasure [00:43:56] collect attended um a capital planning [00:43:59] committee [00:44:01] meeting um I held a monthly department [00:44:03] head meeting uh the town Clark and [00:44:05] myself we attended the we Civic and [00:44:07] Business Association oh no not not there [00:44:10] yet um I attended the we Civic and [00:44:12] Business Association monthly breakfast [00:44:14] with Warren Palmer and wear um so it's [00:44:16] really good um they do them every [00:44:20] month I attended a health meeting with [00:44:22] the Board of Health chair um today we [00:44:24] attended the ceremony for officer [00:44:26] Armstrong Deputy fire chief Gand and [00:44:30] firefighter Gand uh they were honored by [00:44:32] the District Attorney's office which was [00:44:34] really great yeah that was nice oh so [00:44:37] here now I can talk about the town clerk [00:44:39] um so the Town Clerk and myself we came [00:44:41] in fourth place out of 13 teams at the [00:44:44] we Civic and Business Association axe [00:44:46] throwing [00:44:48] event don't mess with Justin I [00:44:52] know but so yeah uh we wanted to [00:44:55] represent the town well and I think we [00:44:57] did [00:44:58] that um important date we're having an [00:45:00] open meeting L training for boards and [00:45:02] committees and employees this coming [00:45:04] Monday September 30th from 4:30 to 6:30 [00:45:06] at the Eagle Hill School auditorium Town [00:45:09] Hall will be closed for those hours so [00:45:12] staff can attend the [00:45:14] training Senator Durant and [00:45:16] representative biram staff's office [00:45:18] hours for October are going to be [00:45:19] October 16th this month from uh 10:15 to [00:45:23] 11:15 that's all I have for now thank different all the different you know [00:48:32] that you brought up the crowd raising [00:48:34] the uh corporate sponsorship and [00:48:37] everything like that and um she's I'm [00:48:39] sorry I I asked her to print copies out [00:48:41] for you guys so that you could um take [00:48:44] it t read just to just to get their [00:48:46] opinion and although you know nothing's [00:48:49] illegal you know it is definitely uh [00:48:52] best practice that the board not get [00:48:56] specific involved in doing the [00:48:58] fundraiser mhm um a group you know a [00:49:02] small group could get together and start [00:49:04] thinking about these things and move [00:49:07] forward on things like that that's not [00:49:10] that's not crazy to to you know gra to [00:49:16] think go that um but I just [00:49:23] um can you know we can you can read [00:49:26] through the [00:49:32] so well like my comment wasn't per se [00:49:35] this board is actually doing the funding [00:49:37] it would be the Firemen's Association [00:49:39] doing the funding but we're guiding them [00:49:41] and directing them in helping them well [00:49:43] that's what I that's what I that's yeah [00:49:46] that's what I had said that you know [00:49:48] that the association or the friends of [00:49:51] the you know whatever group that the [00:49:53] fire department has um [00:49:57] and uh you know they seem to fundraise [00:50:00] for other things that are that are [00:50:02] needed for their department and you know [00:50:04] do their Grant and do their work and you [00:50:07] know do stuff for for that so you know I [00:50:11] don't want to overwhelm anyone I I'm not [00:50:14] saying that these aren't good ideas to [00:50:16] you know to think about or you know if a [00:50:18] group of people want to get together to [00:50:21] put these things together for you know [00:50:24] the next fire truck [00:50:26] well um well to to think that we're [00:50:29] going to raise $850,000 [00:50:33] well my suggestion wasn't to raise [00:50:36] $800,000 yeah that would be great but at [00:50:38] the same time we raised $200,000 or [00:50:41] 400,000 it's a lot easier going to the [00:50:44] voters and saying we only need to up [00:50:46] this and approve [00:50:50] 450,000 the [00:50:52] difference but we've you know we really [00:50:54] haven't done anything or even considered [00:50:57] well that's not that's not true because [00:50:59] every year the the fire department has [00:51:01] gone out to try to get grants and [00:51:04] they're very competitive [00:51:06] grants uh when Ray Walker was chief he [00:51:09] actually you know the board okayed him [00:51:11] to hire a private consultant to write a [00:51:14] grant I mean they they have try it's not [00:51:17] that it's not that the town hasn't done [00:51:19] anything they certainly certainly tried [00:51:22] um every year they try for the grants [00:51:25] and it just they're [00:51:27] competitive have you contacted the [00:51:29] Vickers group I have not but I did send [00:51:31] that I have not but I also sent that um [00:51:34] to the fire department as well but I'm [00:51:36] going to look into that yeah I mean [00:51:38] that's that's a group that we should [00:51:40] hire for the fire department and help [00:51:43] help them write their grants they have a [00:51:45] 70% win [00:51:50] rate but we'd have to pay them to do [00:51:52] that for us it would be money well spent [00:51:55] yeah yeah yeah we have to come have to [00:51:58] see Whately what that means so we can [00:52:00] look into that and see what the cost [00:52:02] would be so I putting corporate [00:52:05] sponsorship because it gives us you know [00:52:07] an opportunity maybe to speak to Eagle [00:52:09] Hill or east pman land trust these [00:52:12] organizations that don't necessarily [00:52:14] contribute to the town roll [00:52:16] taxwise and you know have a conversation [00:52:20] maybe I mean safety is a big thing to [00:52:22] all of them so just to kick it back back [00:52:26] on to the [00:52:27] people [00:52:29] oh just saying it's a [00:52:32] suggestion yeah we can I mean I just [00:52:35] wanted to make sure we were covered [00:52:37] legally that we're not you know going [00:52:41] above what we should be doing as a board [00:52:44] you know individually we can go and do [00:52:47] whatever we want
