way I would like to present this to you [00:04:45] every month is updates on these specific [00:04:49] Five Pillars the Five Pillars are Mary [00:04:53] Lane [00:04:54] demolition which is what is going on in [00:04:57] where with the Demolition project [00:05:00] um the second one is the trust status [00:05:03] which we are involved in the third being [00:05:05] what is the model that we would like to [00:05:08] have happen here in Hardwick and the [00:05:12] community by the way that includes brain [00:05:14] new brain tree and oam and the fourth [00:05:18] which is not listed here is um all of [00:05:22] the trusts I I'm sorry the grants and [00:05:25] various monies that we can get for this [00:05:27] and the last which I says is pillar four [00:05:30] here but it's really an important pillar [00:05:32] five location identification which is uh [00:05:36] not for the Fain of heart around here so [00:05:39] let me give you just a really quick [00:05:41] update cuz I only want to like only bore [00:05:43] you for 10 minutes here um the Mary Lane [00:05:46] demolition is a really big [00:05:49] deal when it was decided that Mary Lane [00:05:52] was being brought down um it it's really [00:05:55] interesting that Hardwick was not really [00:05:57] brought into these discussions [00:06:00] so um I'm not going to AB for Justine [00:06:06] with the details on how healthc care is [00:06:08] going into private Equity they're [00:06:10] shutting down their least profitable [00:06:11] locations and all this stuff happens uh [00:06:15] Bay State not only shut down Mary Lane [00:06:17] they shut down um and sold all five [00:06:20] health plans that they were managing to [00:06:22] a private Equity Group so this is not [00:06:24] just about we don't have a building [00:06:26] anymore we're going to have a lot of [00:06:27] people in town that are actually not [00:06:30] going to be um have their healthare [00:06:33] accessible in the same way um I I send [00:06:36] you guys text every once in a while on [00:06:39] what's happening in healthcare what's [00:06:40] happening to Steward what's happening um [00:06:43] it's it's a really serious situation out [00:06:46] here with Mary Lane there is a [00:06:48] demolition delay there was a meeting [00:06:50] tonight which I would have been at [00:06:51] tonight which isn't where uh talking [00:06:54] about trying to keep that demolition [00:06:56] from happening guys this is [00:07:00] here's the big problem we're already [00:07:03] handed that over to mass death [00:07:06] so you have math you have wear people [00:07:10] trying to fight what [00:07:13] basically the town already agreed to and [00:07:16] the reason the town agreed to it is [00:07:18] because they thought it was too [00:07:19] expensive to maintain those buildings [00:07:21] too much asbestos too much step so when [00:07:24] Bay State pulled out you got this big [00:07:26] infrastructure and they're like we can't [00:07:27] take this on so they turned it over to [00:07:30] MDA and you know I get it it's a big [00:07:34] fight um totally understand you know [00:07:37] Steve grin I understand everything and [00:07:41] their heart and what's going on here but [00:07:43] the fact of the matter is that's a lot [00:07:46] of buildings and if you can imagine [00:07:47] Hardwick and we have this gigantic thing [00:07:50] and all of a sudden that big company [00:07:52] pulled out and now we had all these big [00:07:54] buildings we probably also would have [00:07:57] done the same [00:07:59] um so that's what happened so we're [00:08:01] handed over the M because of [00:08:03] liability versus investing and fixing it [00:08:07] up now there's a lot of Tours which you [00:08:09] saw one there's been a lot but here's [00:08:12] the problem there's been a demolition [00:08:15] delay because there's been all these [00:08:17] things they give you the list there I'm [00:08:18] not going to bore you with that entire [00:08:20] list um to try to cease and toist and [00:08:24] stop you know breaking this building [00:08:26] down Etc but that's actually just [00:08:29] ultimately um delaying the inable and [00:08:32] what's happened is these companies come [00:08:34] in and they say oh that's interesting [00:08:37] but you can't do a thing until all this [00:08:40] stuff is resolved um so they say really [00:08:43] happy things but in the end of the day [00:08:46] they can't do a thing um because it's [00:08:48] it's caught up in [00:08:50] litigation um so that's where pillar one [00:08:53] is um fun fun uh I uh gave Justine the [00:08:58] very first first uh Steve granin um uh [00:09:03] gigantic packet I gave it to her PDF so [00:09:05] she didn't have to read through the 40 [00:09:07] page um thing and there's a version too [00:09:10] that we know no the next is the uh trust [00:09:14] which is where we really need to pay [00:09:17] attention Okay this is where hardw does [00:09:20] need to pay [00:09:21] attention [00:09:23] um the trust is there's $17 million [00:09:28] across several trusts one is the Gilbert [00:09:31] trust there's the paig trust there's [00:09:33] multiple [00:09:34] trusts I know you're paying attention [00:09:37] right now [00:09:38] so right now Bay State is the [00:09:41] beneficiary of all of these trusts and [00:09:43] Bank of America is the trustee of all of [00:09:46] these trusts and the goal is to remove [00:09:49] Bas State as that beneficiary because [00:09:51] they're no longer providing Healthcare [00:09:54] however they're pushing back and saying [00:09:56] listen we're providing Wing which is [00:09:58] giving Healthcare [00:09:59] to [00:10:00] wear within 25 miles but not us or [00:10:05] anyone else not us good [00:10:07] point so this is a big fight point for [00:10:11] us um so where is hired an outside [00:10:15] lawyer as well as they're using KP like [00:10:17] we use KP they're using KP primarily for [00:10:20] the first pillar one this is why I named [00:10:23] pillar 123 um they're really um putting [00:10:27] KP on the demolition project [00:10:29] and they're putting the firm with [00:10:31] Patricia Davidson um on the trust piece [00:10:35] of it now what's been um uncovered [00:10:38] through this trust [00:10:40] is these you know um Bank of America and [00:10:44] Bay State are open to discussions list [00:10:47] I'm in healthcare let me trust uh these [00:10:49] guys are going to fight this every step [00:10:51] of the way but the fact of the matter is [00:10:54] it is not [00:10:56] meeting the original intent [00:11:00] of Gilbertville and where it is not so [00:11:05] Patricia Davidson and that firm and you [00:11:07] and I talked about that could be the key [00:11:42] a lot of fun working on fun depending on [00:11:46] if you really like doing these types of [00:11:50] things but we're working with the Board [00:11:52] of Health physici advisory I've worked [00:11:54] with um um UMass working with Barry [00:11:58] working with UMass Innovation we're [00:12:01] trying to put a a model here in Hardwick [00:12:05] and our communities including new brain [00:12:09] and Barry that actually meets the needs [00:12:11] of a rural community um it includes [00:12:14] things like the small Urgent Care uh [00:12:17] satellite Pharmacy which CVS has already [00:12:19] been willing to do and said they'll put [00:12:21] out here for us uh Vans mobile units um [00:12:25] working with Eric ballheim on additional [00:12:27] training of res residents and placing [00:12:29] aeds in strategic locations throughout [00:12:32] the town to ensure that we have support [00:12:35] um additional trainings of residents and [00:12:38] even training he's training folks like [00:12:40] in the high school and weing at the um [00:12:44] grocery stores and things like that so [00:12:46] we can actually support ourselves here [00:12:49] with training and things that we need to [00:12:51] do outside of you know kind of your you [00:12:54] know more you know run into Mill type [00:12:57] stuff like uh um [00:13:00] uh [00:13:02] uh uh what I addiction and stuff like [00:13:05] that so this is very specific stuff [00:13:08] number uh there's 14 specific grants [00:13:10] identified to support all of these above [00:13:13] activities but we actually just um [00:13:16] submitted to the [00:13:20] um hrsa which is going to add hardw [00:13:25] hopefully in our surrounding communities [00:13:28] as a desert now so that would happen in [00:13:32] 2025 to add to the scope anybody that's [00:13:36] in this um in general over the last 5 [00:13:39] years has gotten $10 million to their [00:13:41] Town um to support these and it has been [00:13:44] towns that we recognize it's xbridge and [00:13:48] these other towns so totally doable we [00:13:52] just have to get this and submitted the [00:13:56] reason we've never done it before is cuz [00:13:57] we were tied to wear we had Lane we [00:13:59] don't have that anymore so this is our [00:14:01] opportunity I'm sure that I'm going to [00:14:03] be working with you just on making this [00:14:05] happen have a question what is hrsa MHM [00:14:08] yeah the hrsa here I'll actually get [00:14:11] this to [00:14:18] you you can have it and then we can talk [00:14:20] about just on how trust it means I could get5 [00:15:06] million because we're a desert I can [00:15:09] multiply that um so it's really really [00:15:12] important that we continue to fight for [00:15:14] that trust money and get a piece of that [00:15:16] but as long as they keep fighting for [00:15:17] this Demolition and all this stuff it [00:15:20] keeps delaying that but it's not [00:15:22] delaying what capital [00:22:13] planning looking for some Direction so [00:22:15] we can apply we can be strategic about [00:22:17] the grants that we go we go for [00:22:19] especially if we have to write them [00:22:21] ourselves um I met with the highway [00:22:25] superintendent and the fire chief on the [00:22:26] two local ear marks we received the [00:22:28] putting and we're putting together a [00:22:29] timeline and using the funds um we have [00:22:32] to kind of use them ASAP because of U [00:22:34] the potential n SE cuts that the [00:22:36] governor is proposing um so if we spend [00:22:39] it we won't lose it so that was the air [00:22:42] mark for this building and for the fire [00:22:43] hydrants we um with the money that we [00:22:45] got from the e Mark we were able to fix [00:22:47] three of the hydrants [00:22:49] excellent um we went over ready that we [00:22:52] have three vacancies in the highway [00:22:54] department uh they've all been [00:22:56] advertised we're finally getting some uh [00:22:58] applicants which is great uh we have [00:23:00] zero applicants for the wastewater [00:23:01] treatment plant assisted chief operator [00:23:04] um so if the fire chief presid to go over [00:23:56] we really did our due diligence we at [00:23:59] you know a demo truck a used truck you [00:24:01] looked at be to [00:24:04] um buy one custom made um what is the [00:24:07] best option for the town ofart going to [00:24:10] be fiscally responsible but also um we [00:24:13] have to be responsible for our residents [00:24:16] M this would this would entail going up [00:24:19] for that exclusion puras the truck so [00:24:22] just to make get but it is NE I me the [00:24:25] town desperately needs an [00:24:30] it just puts us at such a liability for that um I intended a chief [00:24:56] procurement officer webinar through the [00:24:58] office of the inspector General's office [00:25:01] um attended the capital planning [00:25:02] committee and created a town Zoom [00:25:04] account that is no longer going to be [00:25:06] the town's account we already had [00:25:11] one worked with fire police health [00:25:14] building the executive assistant on the [00:25:16] special permitting process and [00:25:18] procedural paperwork which the board had [00:25:20] approved tonight the [00:25:22] application um there's a couple people [00:25:24] that I want to recognize I want to [00:25:27] recognize Devon Roode who's the director [00:25:28] of facilities at Eagle Hill school for [00:25:31] mowing the grounds uh the day of the [00:25:33] Harwood fair or the day before the [00:25:35] Harwood [00:25:38] Fair police officer Pastrick Armstrong [00:25:42] Deputy fire chief Nicholas Gman and fire [00:25:44] chief L Gand are being honored by the [00:25:47] ward District's Attorney office for [00:25:49] saving a life back in January of [00:25:52] September 23rd at the new bran Tree Town [00:25:54] hall/ station [00:25:56] SL Council ning [00:25:59] um which is really great um I also want [00:26:02] to recognize um our treasure collector [00:26:04] Jess Crawford she took classes towards [00:26:06] her Massachusetts Treasurer [00:26:08] certification so next August she will be [00:26:10] eligible to take her exam be a certified [00:26:13] Massachusetts [00:26:15] Treasurer a few important dates I'm on [00:26:18] vacation next week which is very [00:26:22] important um we're having an open meeing [00:26:25] law training on September 30th from 4:30 [00:26:29] to 6:30 at Eagle Hill School in the [00:26:31] auditorium this is for all employees and [00:26:34] for as many you know elected um or [00:26:37] appointed boards and committee members [00:26:38] that that can attend the town hall will [00:26:42] be closed from 4:30 to 6:30 that's our [00:26:44] late night so um all the employees can [00:26:47] attend the training if you will be [00:26:48] closing for those 2 [00:26:50] hours last day for early voting is [00:26:53] Wednesday August 28th from 10: to 4:30 [00:26:56] in this room um and the state primary is [00:26:59] Tuesday September 3rd and polls will be [00:27:01] open from 7: to 8: PM [00:27:08] okay okay uh just some Civic events the [00:27:12] trails of treats which uh Lauren mace [00:27:15] reached out to the board to propose um [00:27:19] October 26 from 5:38 with a rain day I [00:27:23] believe up the next day um if I'm [00:27:27] remembering correctly yep and um I did [00:27:30] respond to her about you know if she had [00:27:34] spoken to uh the chief of police and he [00:27:37] actually responded back to me that that [00:27:39] date was F in the so um just so we know [00:27:43] there and then also Christmas on the [00:27:45] common December 1st uh 3 [00:27:49] to5
