Our executive session and uh I will ask everyone to stand for the Pledge of Allegiance please pledge allegiance to the flag United States of America to the repic just stand One Nation God indivisible liberty and justice for all thank
You any visitor comments anybody under the weather so he willon be yeah excuse me all right new business discussion and vote on special event policy and application um this came up a
Few weeks ago after an event um was the the liquor license wasn't quite accurate and so after going back and forth Justine took the reins and um decided to ramp the event application for people
You know big events in town um so that they go through the proper channels whether it be the building inspector the police department Board of Health whatever needs to be kind of checked and everyone's going to um be able to sign off on it so that when it comes to the board we know that you know the police
Have been notified the Board of Health has been notified if necessary the building Department's been notified etc etc for all the different departments so fire department for example you know everyone has a section you know where they'll be um kind of responsible for which I think is really good that
Everyone's on board with the event that's happening is that for like every event like so we're going to be doing Christmas on the we have to have that even though we're not doing yes um so this is another way to keep it um you know equable and fair for everyone we treat every special event the same way
And in the application it kind of talks about the different events whether it be a farmers's market or a food truck festival or whatever just think drink up but we all set down police Fire Health um building inspector um and then I got some input from other towns who
Didn't have online pering um and used and kind of sell what they did and we all sat down and worked on this and it's more Prov by every Department don't be overwhelmed by it either it's not a you know it's just it's just I just wanted to make sure
Prepar y y like Trail uh and the trick-or-treating too as well like they'll have to you know Y and so you know she she emailed us earlier so we'll get back to her with that you know application once it's been so do you have any other additional
Questions B have you had a chance to review it I have had a chance to review it and good I have no real issues but and is there a set limit like is there a cap like as far as is there 5,000 10,000 capacity
Yeah um no it's there's no set limit but there is information in here that if it's over 250 people um that the town requires a detail that's a town and then the police will say hey if we have a th people we have extra amount of officers they deci they would that exactly y yep
So take a motion I make a motion to approve the special event checklist and application packet second I'm sorry keep forgetting there's not anyone else here all those in favor I
I perfect thank you um discussion and vote on Healthcare task force is it discussion or there's no vote discussion and vote could be I mean if if we're going to put together a task force we would vote on that yes so I'm
Only giving you an update I guess the task force would be you yeah so we can so do you want me to start or you I want I want to hear you okay so just give you an update of where um The healthc Care Project is at um because this is the first time I really presenting before
You guys versus the Board of Health and others um I'm in all these meetings and where Etc um I would like as you've seen what I've laid out to you and I I sent to you I put you gave you four pillars there's actually five the fifth pillar are the grants and I did not add that
Yet so there are five pillars and the way I would like to present this to you every month is updates on these specific Five Pillars the Five Pillars are Mary Lane demolition which is what is going on in where with the Demolition project
The second one is the trust status which we are involved in the third being what is the model that we would like to have happen here in Hardwick and the community by the way that includes brain new brain tree and oam and the fourth
Which is not listed here is um all of the trusts I I'm sorry the grants and various monies that we can get for this and the last which I says is pillar four here but it's really an important pillar five location identification which is
Not for the Fain of heart around here so let me give you just a really quick update cuz I only want to like only bore you for 10 minutes here um the Mary Lane demolition is a really big deal when it was decided that Mary Lane was being brought down um it it's really
Interesting that Hardwick was not really brought into these discussions so um I'm not going to AB for Justine with the details on how healthc care is going into private Equity they're shutting down their least profitable locations and all this stuff happens
Bay State not only shut down Mary Lane they shut down um and sold all five health plans that they were managing to a private Equity Group so this is not just about we don't have a building anymore we're going to have a lot of people in town that are actually not going to be um have their healthare
Accessible in the same way um I I send you guys text every once in a while on what's happening in healthcare what's happening to Steward what's happening it's it's a really serious situation out here with Mary Lane there is a demolition delay there was a meeting tonight which I would have been at
Tonight which isn't where uh talking about trying to keep that demolition from happening guys this is here's the big problem we're already handed that over to mass death so you have math you have wear people
Trying to fight what basically the town already agreed to and the reason the town agreed to it is because they thought it was too expensive to maintain those buildings too much asbestos too much step so when Bay State pulled out you got this big infrastructure and they're like we can't
Take this on so they turned it over to MDA and you know I get it it's a big fight um totally understand you know Steve grin I understand everything and their heart and what's going on here but the fact of the matter is that's a lot
Of buildings and if you can imagine Hardwick and we have this gigantic thing and all of a sudden that big company pulled out and now we had all these big buildings we probably also would have done the same so that's what happened so we're handed over the M because of liability versus investing and fixing it
Up now there's a lot of Tours which you saw one there's been a lot but here's the problem there's been a demolition delay because there's been all these things they give you the list there I'm not going to bore you with that entire list um to try to cease and toist and stop you know breaking this building
Down Etc but that's actually just ultimately um delaying the inable and what's happened is these companies come in and they say oh that's interesting but you can't do a thing until all this stuff is resolved um so they say really happy things but in the end of the day
They can't do a thing um because it's it's caught up in litigation um so that's where pillar one is um fun fun uh I uh gave Justine the very first first uh Steve granin gigantic packet I gave it to her PDF so
She didn't have to read through the 40 page um thing and there's a version too that we know no the next is the uh trust which is where we really need to pay attention Okay this is where hardw does need to pay attention
The trust is there's $17 million across several trusts one is the Gilbert trust there's the paig trust there's multiple trusts I know you're paying attention right now so right now Bay State is the
Beneficiary of all of these trusts and Bank of America is the trustee of all of these trusts and the goal is to remove Bas State as that beneficiary because they're no longer providing Healthcare however they're pushing back and saying listen we're providing Wing which is giving Healthcare
To wear within 25 miles but not us or anyone else not us good point so this is a big fight point for us um so where is hired an outside lawyer as well as they're using KP like
We use KP they're using KP primarily for the first pillar one this is why I named pillar 123 um they're really um putting KP on the demolition project and they're putting the firm with Patricia Davidson um on the trust piece
Of it now what's been um uncovered through this trust is these you know um Bank of America and Bay State are open to discussions list I'm in healthcare let me trust uh these guys are going to fight this every step of the way but the fact of the matter is
It is not meeting the original intent of Gilbertville and where it is not so Patricia Davidson and that firm and you and I talked about that could be the key to helping us get through this little
Log Jam right here um we are going to present a plan to Patricia Davidson on what hardwood needs here and that's going to be held pillar number three I'll talk about that in a second the big unknown I put on this has actually been exposed Mary Lane property is tied to
The trust so this is going to be a little tricky so more on that next one at my next update pillar three is the Hardwick Healthcare model this has been a lot of fun working on fun depending on if you really like doing these types of
Things but we're working with the Board of Health physici advisory I've worked with um um UMass working with Barry working with UMass Innovation we're trying to put a a model here in Hardwick and our communities including new brain
And Barry that actually meets the needs of a rural community um it includes things like the small Urgent Care satellite Pharmacy which CVS has already been willing to do and said they'll put out here for us uh Vans mobile units working with Eric ballheim on additional
Training of res residents and placing aeds in strategic locations throughout the town to ensure that we have support additional trainings of residents and even training he's training folks like in the high school and weing at the grocery stores and things like that so
We can actually support ourselves here with training and things that we need to do outside of you know kind of your you know more you know run into Mill type stuff like what I addiction and stuff like
That so this is very specific stuff number uh there's 14 specific grants identified to support all of these above activities but we actually just submitted to the hrsa which is going to add hardw
Hopefully in our surrounding communities as a desert now so that would happen in 2025 to add to the scope anybody that's in this um in general over the last 5 years has gotten $10 million to their Town um to support these and it has been
Towns that we recognize it's xbridge and these other towns so totally doable we just have to get this and submitted the reason we've never done it before is cuz we were tied to wear we had Lane we don't have that anymore so this is our opportunity I'm sure that I'm going to
Be working with you just on making this happen have a question what is hrsa MHM yeah the hrsa here I'll actually get this to you you can have it and then we can talk about just on how separately there we go
Thank you you're welcome um so the I'm already passed my time here specific grants there's 14 grants this is a big one though we need to do this location identification I toured all these locations I'm still stuck on those white building just got to figure this
Out and really identification at building is really important as we go for these grants and and and bigger things the good thing for us and the reason that I'm pushing um wear so hard is because we are the desert they are not so whatever money we get if we get that
Trust and let's say it's even a million dollars of trust it means I could get5 million because we're a desert I can multiply that um so it's really really important that we continue to fight for that trust money and get a piece of that but as long as they keep fighting for this Demolition and all this stuff it
Keeps delaying that but it's not delaying what we're doing to bring something into hardwood I just want to let you know that so hopefully every month we can do an update I'll be meeting with Justine she's great resource so we'll keep going so sorry thanks I'm sure I went over by next time
I I as as you want this is important this is this is not just a visitor comment oh and by the way um wall Walgreens pharmacist was out today so tons of people getting their get their prescription stick very Pharmacy closing
You got Walgreens is going to close by the way that is on the list for shutdown um so that's going to only get to leave CBS for entire area I I cannot tell you guys how important this is to fight for this so there we are what can we do to help just keep
Listening and I will tell you exactly what we need to have done and Justine will tell you ex exactly what we need than you I had a proposal right so the task force mhm so so I was going to propose a task force made up of one member of the select board one of the finance committee one
Of the Physicians um Advisory Board Judy and then maybe one other member there's a lot to oversee here and I feel like Judy is definitely the point person on this but I just feel like we need to so like she said there's so many pillars there so many layers and this we really need to be watching this and looking out
For Hardwick and I feel like with with you know all those different groups they all they can have the same information so that's really important and just just really oversee this and the difference really between a task force and a committee is like once this is all figured out it's the task force goes
Away too I feel like that would be a while from now but um I feel like it you know I I mentioned theu it's just really important that we're keeping an eye on all these different layers and that was just my proposal I don't know no I totally agreed I mean we we met with the Board of Health we met with planning
Board I think it's all it's so important to this town that we figure this out I think she's absolutely right and um we have to stay on top of this from all aspects so that we're not just in all peac mealing this this is this is core to the wellness and really um success of
This community I mean if we don't have Healthcare we don't have anything and there's a lot of really cool things we could be doing it's just really hard if we're like peace mealing it out so right so you're suggest you're and if the board would like seven member or yeah well let's so select board fincom y
Health uh Physicians advisory which is part of the board of home so or okay Judy B yeah I got Judy um and then either an ad hoc member or if you think planning should be on it or M of Planning Group planning but then so now
You have four people so to be five two oh no that's five I'm sorry I can't count apparently it's five yeah so planning board I think would be helpful yep as you navigate you know absolutely y I'd be okay with
This so do you want to send an email out to all the boards asking for interested parties yes and then we can vote on it at the next meeting to establish it oh sure up planning left with fin con
Help okay so well that will if you send it out asking for interested people to you know pick a member then we can put it together and make the thank you for your support yeah for the next meeting yeah perfect
Anything else on that right now good good okay oh once a month maybe yeah I update yeah I think that's important this is a pretty critical issue do you want to pick your member I'm just kidding well let's wait till Eric gets back just pick him I'm just kidding
No yeah he might hang us for that one I'm kidding um uh an appointment for Robert Robert uh gav for the recycling um so this was advertised he passed he had a successful quy check
They're looking for him to start ASAP if the board would like to improve his appointment I will make sure that I get him an offer letter all okay I'm fine with it make a motion to approve Robert Goen to the recycling board recycl yep um do you want to just
State as great oh his his start pay will be 1560 an hour and for 7 hours week second that all those in favor all right d EMS contract this is just this you know this went back and forth with legal and we finally have it back
In our hands um this is effective July 1st we just need to sign it yes no I vote vote vote you know sign need a motion to yeah all right make a motion to approve the town of Barry and Hardwick men mandom of agreement for the
Ambulance service for the town of Hardwick the second all those in favor I I I'm going to table the approval of minutes I wasn't present you know we have one acting board member that could vote right well the meeting minutes you
Look into all right there's other ones that are missing yep there was July 8th um that will be on the next agenda they are done they were just stuck to the back of another thing and they got missed just July Town Administrator
Report so the municipal office building was Reed on August 22nd I had a zoom meeting with cmrpc about grants that we've been awarded with the highway superintendent I put together a spreadsheet of all of our grants granted by them to make sure there wasn't anything I was missing um I went over a
Few different grants with capital planning looking for some Direction so we can apply we can be strategic about the grants that we go we go for especially if we have to write them ourselves um I met with the highway superintendent and the fire chief on the two local ear marks we received the
Putting and we're putting together a timeline and using the funds um we have to kind of use them ASAP because of U the potential n SE cuts that the governor is proposing um so if we spend it we won't lose it so that was the air mark for this building and for the fire hydrants we um with the money that we
Got from the e Mark we were able to fix three of the hydrants excellent um we went over ready that we have three vacancies in the highway department uh they've all been advertised we're finally getting some applicants which is great uh we have zero applicants for the wastewater treatment plant assisted chief operator
So if anyone's interested who is watching please apply we had our monthly department head meeting um met with the fire chief former Fire Chief Fire Chief from Lester member of the select board and two members of the capital planning commit committee we looked at a used fire truck
From Wales um unfortunately it's just not a viable option for the town it was half the amount of water um three only we fit three people instead of five and is the same year as our current only working Tire engine so
I just want to give the board um that the capital planning committee did approve the um a demo truck purchase for from the town to move forward to the select board and then to fincom for their approval so by for the next meeting I'll have more information for you and the fire chief presid to go over
We really did our due diligence we at you know a demo truck a used truck you looked at be to buy one custom made um what is the best option for the town ofart going to be fiscally responsible but also um we have to be responsible for our residents
M this would this would entail going up for that exclusion puras the truck so just to make get but it is NE I me the town desperately needs an it just puts us at such a liability 100%
Yeah met with the assessor and building inspector on due diligence for the three bacon town properties we're working on the zoning analysis and looking at the DED restrictions um for the three vacant properties we meet actually weekly cuz there's a lot of uh work that has to
Be done for that um I intended a chief procurement officer webinar through the office of the inspector General's office attended the capital planning committee and created a town Zoom account that is no longer going to be the town's account we already had
One worked with fire police health building the executive assistant on the special permitting process and procedural paperwork which the board had approved tonight the application um there's a couple people that I want to recognize I want to recognize Devon Roode who's the director
Of facilities at Eagle Hill school for mowing the grounds uh the day of the Harwood fair or the day before the Harwood Fair police officer Pastrick Armstrong Deputy fire chief Nicholas Gman and fire chief L Gand are being honored by the
Ward District's Attorney office for saving a life back in January of September 23rd at the new bran Tree Town hall/ station SL Council ning which is really great um I also want to recognize um our treasure collector Jess Crawford she took classes towards
Her Massachusetts Treasurer certification so next August she will be eligible to take her exam be a certified Massachusetts Treasurer a few important dates I'm on vacation next week which is very important um we're having an open meeing

Common December 1st uh 3 to5 hi s sorry we changed it 3 to 5:30 okay treeing at 5 okay perfect and then so now that we've enacted our special event um application both events will

um do you have any other additional [00:02:46] questions B have you had a chance to [00:02:49] review it I have had a chance to review [00:02:51] it and [00:02:53] um good I have no real issues but and is [00:02:57] there a set limit like is there a cap [00:02:59] like as far as is there 5,000 [00:03:03] 10,000 capacity [00:03:05] yeah um no it's there's no set limit um [00:03:09] but there is information in here that if [00:03:10] it's over 250 people um that the town [00:03:14] requires a detail that's a town and then [00:03:17] the police will say hey if we have a th [00:03:19] people we have extra amount of officers [00:03:22] they deci they would that exactly y yep [00:03:26] so take a motion [00:03:30] I make a motion to approve the special [00:03:33] event checklist and application [00:03:37] packet second I'm sorry keep forgetting [00:03:39] there's not anyone else here all those [00:03:41] in favor I [00:03:44] I perfect thank [00:03:46] you um discussion and vote on Healthcare [00:03:49] task [00:03:50] force is it discussion or there's no [00:03:53] vote discussion and vote could be I mean [00:03:57] if if we're going to put together a task [00:03:58] force we would vote on that yes so I'm [00:04:03] only giving you an update I guess the [00:04:04] task force would be you yeah so we can [00:04:07] so do you want me to start or you I want [00:04:09] I want to hear you okay so just give you [00:04:12] an update of where um The healthc Care [00:04:16] Project is at um because this is the [00:04:20] first time I really presenting before [00:04:21] you guys versus the Board of Health and [00:04:23] others um I'm in all these meetings and [00:04:27] where Etc um I would like as you've seen [00:04:31] what I've laid out to you and I I sent [00:04:33] to you I put you gave you four pillars [00:04:36] there's actually five the fifth pillar [00:04:38] are the grants and I did not add that [00:04:41] yet so there are five pillars and the [00:04:43] way I would like to present this to you [00:04:45] every month is updates on these specific [00:04:49] Five Pillars the Five Pillars are Mary [00:04:53] Lane [00:04:54] demolition which is what is going on in [00:04:57] where with the Demolition project [00:05:00] um the second one is the trust status [00:05:03] which we are involved in the third being [00:05:05] what is the model that we would like to [00:05:08] have happen here in Hardwick and the [00:05:12] community by the way that includes brain [00:05:14] new brain tree and oam and the fourth [00:05:18] which is not listed here is um all of [00:05:22] the trusts I I'm sorry the grants and [00:05:25] various monies that we can get for this [00:05:27] and the last which I says is pillar four [00:05:30] here but it's really an important pillar [00:05:32] five location identification which is uh [00:05:36] not for the Fain of heart around here so [00:05:39] let me give you just a really quick [00:05:41] update cuz I only want to like only bore [00:05:43] you for 10 minutes here um the Mary Lane [00:05:46] demolition is a really big [00:05:49] deal when it was decided that Mary Lane [00:05:52] was being brought down um it it's really [00:05:55] interesting that Hardwick was not really [00:05:57] brought into these discussions [00:06:00] so um I'm not going to AB for Justine [00:06:06] with the details on how healthc care is [00:06:08] going into private Equity they're [00:06:10] shutting down their least profitable [00:06:11] locations and all this stuff happens uh [00:06:15] Bay State not only shut down Mary Lane [00:06:17] they shut down um and sold all five [00:06:20] health plans that they were managing to [00:06:22] a private Equity Group so this is not [00:06:24] just about we don't have a building [00:06:26] anymore we're going to have a lot of [00:06:27] people in town that are actually not [00:06:30] going to be um have their healthare [00:06:33] accessible in the same way um I I send [00:06:36] you guys text every once in a while on [00:06:39] what's happening in healthcare what's [00:06:40] happening to Steward what's happening um [00:06:43] it's it's a really serious situation out [00:06:46] here with Mary Lane there is a [00:06:48] demolition delay there was a meeting [00:06:50] tonight which I would have been at [00:06:51] tonight which isn't where uh talking [00:06:54] about trying to keep that demolition [00:06:56] from happening guys this is [00:07:00] here's the big problem we're already [00:07:03] handed that over to mass death [00:07:06] so you have math you have wear people [00:07:10] trying to fight what [00:07:13] basically the town already agreed to and [00:07:16] the reason the town agreed to it is [00:07:18] because they thought it was too [00:07:19] expensive to maintain those buildings [00:07:21] too much asbestos too much step so when [00:07:24] Bay State pulled out you got this big [00:07:26] infrastructure and they're like we can't [00:07:27] take this on so they turned it over to [00:07:30] MDA and you know I get it it's a big [00:07:34] fight um totally understand you know [00:07:37] Steve grin I understand everything and [00:07:41] their heart and what's going on here but [00:07:43] the fact of the matter is that's a lot [00:07:46] of buildings and if you can imagine [00:07:47] Hardwick and we have this gigantic thing [00:07:50] and all of a sudden that big company [00:07:52] pulled out and now we had all these big [00:07:54] buildings we probably also would have [00:07:57] done the same [00:07:59] um so that's what happened so we're [00:08:01] handed over the M because of [00:08:03] liability versus investing and fixing it [00:08:07] up now there's a lot of Tours which you [00:08:09] saw one there's been a lot but here's [00:08:12] the problem there's been a demolition [00:08:15] delay because there's been all these [00:08:17] things they give you the list there I'm [00:08:18] not going to bore you with that entire [00:08:20] list um to try to cease and toist and [00:08:24] stop you know breaking this building [00:08:26] down Etc but that's actually just [00:08:29] ultimately um delaying the inable and [00:08:32] what's happened is these companies come [00:08:34] in and they say oh that's interesting [00:08:37] but you can't do a thing until all this [00:08:40] stuff is resolved um so they say really [00:08:43] happy things but in the end of the day [00:08:46] they can't do a thing um because it's [00:08:48] it's caught up in [00:08:50] litigation um so that's where pillar one [00:08:53] is um fun fun uh I uh gave Justine the [00:08:58] very first first uh Steve granin um uh [00:09:03] gigantic packet I gave it to her PDF so [00:09:05] she didn't have to read through the 40 [00:09:07] page um thing and there's a version too [00:09:10] that we know no the next is the uh trust [00:09:14] which is where we really need to pay [00:09:17] attention Okay this is where hardw does [00:09:20] need to pay [00:09:21] attention [00:09:23] um the trust is there's $17 million [00:09:28] across several trusts one is the Gilbert [00:09:31] trust there's the paig trust there's [00:09:33] multiple [00:09:34] trusts I know you're paying attention [00:09:37] right now [00:09:38] so right now Bay State is the [00:09:41] beneficiary of all of these trusts and [00:09:43] Bank of America is the trustee of all of [00:09:46] these trusts and the goal is to remove [00:09:49] Bas State as that beneficiary because [00:09:51] they're no longer providing Healthcare [00:09:54] however they're pushing back and saying [00:09:56] listen we're providing Wing which is [00:09:58] giving Healthcare [00:09:59] to [00:10:00] wear within 25 miles but not us or [00:10:05] anyone else not us good [00:10:07] point so this is a big fight point for [00:10:11] us um so where is hired an outside [00:10:15] lawyer as well as they're using KP like [00:10:17] we use KP they're using KP primarily for [00:10:20] the first pillar one this is why I named [00:10:23] pillar 123 um they're really um putting [00:10:27] KP on the demolition project [00:10:29] and they're putting the firm with [00:10:31] Patricia Davidson um on the trust piece [00:10:35] of it now what's been um uncovered [00:10:38] through this trust [00:10:40] is these you know um Bank of America and [00:10:44] Bay State are open to discussions list [00:10:47] I'm in healthcare let me trust uh these [00:10:49] guys are going to fight this every step [00:10:51] of the way but the fact of the matter is [00:10:54] it is not [00:10:56] meeting the original intent [00:11:00] of Gilbertville and where it is not so [00:11:05] Patricia Davidson and that firm and you [00:11:07] and I talked about that could be the key [00:11:09] to helping us get through this little [00:11:12] Log Jam right here um we are going to [00:11:16] present a plan to Patricia Davidson on [00:11:20] what hardwood needs here and that's [00:11:21] going to be held pillar number three [00:11:23] I'll talk about that in a second the big [00:11:25] unknown I put on this has actually been [00:11:29] exposed Mary Lane property is tied to [00:11:32] the trust so this is going to be a [00:11:33] little tricky so more on that next one [00:11:37] at my next update pillar three is the [00:11:40] Hardwick Healthcare model this has been [00:11:42] a lot of fun working on fun depending on [00:11:46] if you really like doing these types of [00:11:50] things but we're working with the Board [00:11:52] of Health physici advisory I've worked [00:11:54] with um um UMass working with Barry [00:11:58] working with UMass Innovation we're [00:12:01] trying to put a a model here in Hardwick [00:12:05] and our communities including new brain [00:12:09] and Barry that actually meets the needs [00:12:11] of a rural community um it includes [00:12:14] things like the small Urgent Care uh [00:12:17] satellite Pharmacy which CVS has already [00:12:19] been willing to do and said they'll put [00:12:21] out here for us uh Vans mobile units um [00:12:25] working with Eric ballheim on additional [00:12:27] training of res residents and placing [00:12:29] aeds in strategic locations throughout [00:12:32] the town to ensure that we have support [00:12:35] um additional trainings of residents and [00:12:38] even training he's training folks like [00:12:40] in the high school and weing at the um [00:12:44] grocery stores and things like that so [00:12:46] we can actually support ourselves here [00:12:49] with training and things that we need to [00:12:51] do outside of you know kind of your you [00:12:54] know more you know run into Mill type [00:12:57] stuff like uh um [00:13:00] uh [00:13:02] uh uh what I addiction and stuff like [00:13:05] that so this is very specific stuff [00:13:08] number uh there's 14 specific grants [00:13:10] identified to support all of these above [00:13:13] activities but we actually just um [00:13:16] submitted to the [00:13:20] um hrsa which is going to add hardw [00:13:25] hopefully in our surrounding communities [00:13:28] as a desert now so that would happen in [00:13:32] 2025 to add to the scope anybody that's [00:13:36] in this um in general over the last 5 [00:13:39] years has gotten $10 million to their [00:13:41] Town um to support these and it has been [00:13:44] towns that we recognize it's xbridge and [00:13:48] these other towns so totally doable we [00:13:52] just have to get this and submitted the [00:13:56] reason we've never done it before is cuz [00:13:57] we were tied to wear we had Lane we [00:13:59] don't have that anymore so this is our [00:14:01] opportunity I'm sure that I'm going to [00:14:03] be working with you just on making this [00:14:05] happen have a question what is hrsa MHM [00:14:08] yeah the hrsa here I'll actually get [00:14:11] this to [00:14:18] you you can have it and then we can talk [00:14:20] about just on how separately there we go [00:14:24] thank you you're welcome um so the [00:14:29] I'm already passed my time here uh [00:14:32] specific grants there's 14 grants this [00:14:34] is a big one though we need to do this [00:14:37] location identification I toured all [00:14:39] these locations I'm still stuck on those [00:14:41] white building just got to figure this [00:14:43] out um [00:14:46] and really identification at building is [00:14:49] really important as we go for these [00:14:50] grants and and and bigger things the [00:14:53] good thing for us and the reason that [00:14:55] I'm pushing um wear so hard is because [00:14:58] we are the desert they are not so [00:15:00] whatever money we get if we get that [00:15:02] trust and let's say it's even a million [00:15:04] dollars of trust it means I could get5 [00:15:06] million because we're a desert I can [00:15:09] multiply that um so it's really really [00:15:12] important that we continue to fight for [00:15:14] that trust money and get a piece of that [00:15:16] but as long as they keep fighting for [00:15:17] this Demolition and all this stuff it [00:15:20] keeps delaying that but it's not [00:15:22] delaying what we're doing to bring [00:15:24] something into hardwood I just want to [00:15:26] let you know that so hopefully every [00:15:29] month we can do an update I'll be [00:15:31] meeting with Justine she's great [00:15:33] resource so we'll keep going so sorry [00:15:37] thanks I'm sure I went over by next time [00:15:40] I I as as you want this is important [00:15:44] this is this is not just a visitor [00:15:46] comment oh and by the way um wall [00:15:49] Walgreens pharmacist was out today so [00:15:53] tons of people getting their get their [00:15:55] prescription stick very Pharmacy closing [00:15:58] you got Walgreens is going to close by [00:16:00] the way that is on the list for um [00:16:03] shutdown um so that's going to only get [00:16:05] to leave CBS for entire area I I cannot [00:16:09] tell you guys how important this is to [00:16:11] fight for this so there we [00:16:14] are what can we do to help just keep [00:16:17] listening and I will tell you exactly [00:16:19] what we need to have done and Justine [00:16:21] will tell you ex exactly what we need [00:16:24] than you I had a [00:16:25] proposal right so the task force mhm so [00:16:28] so I was going to propose a task force [00:16:31] made up of one member of the select [00:16:32] board one of the finance committee one [00:16:34] of the Physicians um Advisory Board Judy [00:16:38] and then maybe one other member um [00:16:40] there's a lot to oversee here and I feel [00:16:42] like Judy is definitely the point person [00:16:44] on this but I just feel like we need to [00:16:47] so like she said there's so many pillars [00:16:48] there so many layers and this we really [00:16:50] need to be watching this and looking out [00:16:51] for Hardwick and I feel like with with [00:16:54] you know all those different groups they [00:16:56] all they can have the same information [00:16:57] so that's really important and just um [00:17:01] just really oversee this and the [00:17:02] difference really between a task force [00:17:04] and a committee is like once this is all [00:17:06] figured out it's the task force goes [00:17:08] away too I feel like that would be a [00:17:09] while from now but um I feel like it you [00:17:13] know I I mentioned theu it's just really [00:17:15] important that we're keeping an eye on [00:17:18] all these different layers and that was [00:17:19] just my proposal I don't know no I [00:17:22] totally agreed I mean we we met with the [00:17:25] Board of Health we met with planning [00:17:27] board I think it's all it's so important [00:17:29] to this town that we figure this out I [00:17:31] think she's absolutely right and um we [00:17:36] have to stay on top of this from all [00:17:39] aspects so that we're not just in all [00:17:41] peac mealing this this is this is core [00:17:44] to the wellness and really um success of [00:17:49] this community I mean if we don't have [00:17:51] Healthcare we don't have anything and [00:17:52] there's a lot of really cool things we [00:17:54] could be doing it's just really hard if [00:17:57] we're like peace mealing it out so [00:17:59] right so you're suggest you're and if [00:18:02] the board would like seven member or [00:18:05] yeah well let's so select board fincom y [00:18:08] Health uh Physicians [00:18:10] advisory which is part of the board of [00:18:12] home so or [00:18:15] okay Judy B yeah I got Judy um and then [00:18:20] either an ad hoc member or if you think [00:18:22] planning should be on it or M of [00:18:24] Planning Group planning but then so now [00:18:27] you have four people so to be [00:18:29] five two oh no that's five I'm sorry I [00:18:32] can't count [00:18:34] apparently it's five yeah so planning [00:18:37] board I think would be helpful yep as [00:18:39] you navigate you know absolutely [00:18:43] y I'd be okay with [00:18:46] this so do you want to send an email out [00:18:50] to all the boards asking for interested [00:18:53] parties yes and then we can vote on it [00:18:56] at the next meeting to establish it [00:18:59] oh sure up planning left with fin con [00:19:09] help okay so well that will if you send [00:19:13] it out asking for interested people to [00:19:17] you know pick a member then we can put [00:19:19] it together and make the thank you for [00:19:22] your support yeah for the next meeting [00:19:25] yeah perfect [00:19:29] anything else on that right now good [00:19:31] good okay oh once a month maybe yeah I [00:19:35] update yeah I think that's important [00:19:38] this is a pretty critical issue do you [00:19:40] want to pick your member I'm just [00:19:41] kidding well let's wait till Eric gets [00:19:44] back just pick him I'm just kidding [00:19:47] no yeah he might hang us for that one [00:19:50] I'm kidding um uh an appointment for [00:19:54] Robert Robert uh gav [00:19:59] for the [00:20:01] recycling um so this was advertised um [00:20:04] he passed he had a successful quy check [00:20:07] um they're looking for him to start ASAP [00:20:08] if the board would like to improve his [00:20:11] appointment I will make sure that I get [00:20:12] him an offer letter [00:20:15] all okay I'm fine with it make a motion [00:20:19] to approve Robert Goen to the recycling [00:20:24] board recycl yep um do you want to just [00:20:28] State as great oh his his start pay will [00:20:31] be 1560 an hour and for 7 hours week [00:20:35] second that all those in favor all [00:20:40] right d EMS contract this is just this [00:20:44] um you know this went back and forth [00:20:45] with legal and we finally have it back [00:20:47] in our hands um this is effective July [00:20:50] 1st we just need to sign it [00:20:53] yes no I vote vote vote you know sign [00:20:59] need a motion to yeah all right make a [00:21:01] motion to approve the town of Barry and [00:21:04] Hardwick men mandom of agreement for the [00:21:08] ambulance service for the town of [00:21:10] Hardwick the [00:21:13] second all those in favor I [00:21:18] I I'm going to table the approval of [00:21:21] minutes I wasn't present you know we [00:21:23] have one acting board member that could [00:21:25] vote right well the meeting minutes you [00:21:28] look into [00:21:29] all right there's other ones that are [00:21:30] missing yep there was July 8th um that [00:21:34] will be on the next agenda they are done [00:21:36] they were just stuck to the back of [00:21:38] another thing and they got [00:21:40] missed just [00:21:42] July Town Administrator [00:21:51] report so the municipal office building [00:21:54] was Reed on August 22nd um [00:21:59] I had a zoom meeting with cmrpc about [00:22:01] grants that we've been awarded with the [00:22:03] highway superintendent I put together a [00:22:05] spreadsheet of all of our grants granted [00:22:07] by them to make sure there wasn't [00:22:08] anything I was missing um I went over a [00:22:11] few different grants with capital [00:22:13] planning looking for some Direction so [00:22:15] we can apply we can be strategic about [00:22:17] the grants that we go we go for [00:22:19] especially if we have to write them [00:22:21] ourselves um I met with the highway [00:22:25] superintendent and the fire chief on the [00:22:26] two local ear marks we received the [00:22:28] putting and we're putting together a [00:22:29] timeline and using the funds um we have [00:22:32] to kind of use them ASAP because of U [00:22:34] the potential n SE cuts that the [00:22:36] governor is proposing um so if we spend [00:22:39] it we won't lose it so that was the air [00:22:42] mark for this building and for the fire [00:22:43] hydrants we um with the money that we [00:22:45] got from the e Mark we were able to fix [00:22:47] three of the hydrants [00:22:49] excellent um we went over ready that we [00:22:52] have three vacancies in the highway [00:22:54] department uh they've all been [00:22:56] advertised we're finally getting some uh [00:22:58] applicants which is great uh we have [00:23:00] zero applicants for the wastewater [00:23:01] treatment plant assisted chief operator [00:23:04] um so if anyone's interested who is [00:23:06] watching please [00:23:08] apply we had our monthly department head [00:23:11] meeting um met with the fire chief [00:23:13] former Fire Chief Fire Chief from Lester [00:23:16] member of the select board and two [00:23:18] members of the capital planning commit [00:23:19] committee we looked at a used fire truck [00:23:21] from Wales um unfortunately it's just [00:23:24] not a viable option for the town it was [00:23:28] half the amount of [00:23:30] water um three only we fit three people [00:23:33] instead of five and is the same year as [00:23:35] our current only working Tire engine so [00:23:39] I just want to give the board um that [00:23:42] the capital planning committee did [00:23:43] approve the um a demo truck purchase for [00:23:47] from the town to move forward to the [00:23:49] select board and then to fincom for [00:23:51] their approval so by for the next [00:23:53] meeting I'll have more information for [00:23:54] you and the fire chief presid to go over [00:23:56] we really did our due diligence we at [00:23:59] you know a demo truck a used truck you [00:24:01] looked at be to [00:24:04] um buy one custom made um what is the [00:24:07] best option for the town ofart going to [00:24:10] be fiscally responsible but also um we [00:24:13] have to be responsible for our residents [00:24:16] M this would this would entail going up [00:24:19] for that exclusion puras the truck so [00:24:22] just to make get but it is NE I me the [00:24:25] town desperately needs an [00:24:30] it just puts us at such a liability 100% [00:24:34] yeah [00:24:36] um met with the assessor and building [00:24:39] inspector on due diligence for the three [00:24:41] bacon town properties we're working on [00:24:43] the zoning analysis and looking at the [00:24:44] DED restrictions um for the three vacant [00:24:47] properties we meet actually weekly um [00:24:50] cuz there's a lot of uh work that has to [00:24:52] be done for that um I intended a chief [00:24:56] procurement officer webinar through the [00:24:58] office of the inspector General's office [00:25:01] um attended the capital planning [00:25:02] committee and created a town Zoom [00:25:04] account that is no longer going to be [00:25:06] the town's account we already had [00:25:11] one worked with fire police health [00:25:14] building the executive assistant on the [00:25:16] special permitting process and [00:25:18] procedural paperwork which the board had [00:25:20] approved tonight the [00:25:22] application um there's a couple people [00:25:24] that I want to recognize I want to [00:25:27] recognize Devon Roode who's the director [00:25:28] of facilities at Eagle Hill school for [00:25:31] mowing the grounds uh the day of the
