Just sit here so we just wanted to give a quick overview in history um it's a really exciting project um when we entered the RFP started in 2017 um the so I'm G I'm going to stop you there sure cuz I think we have to make sure that that's still valid yeah
We we've actually updated the letter of intent we've we've signed that everything's valid from a legal perspective we can show you all that information okay so it's still um and we spoke with your prior uh Town Administrator I think I sent it through to uh Nicole on Thursday there's a there
Was a second uh agree there was a second extension that U basically is valid until we have 180 days after the interconnection did you remember that yeah so we we're still not at the point where we have that agreement yet um but we're that's part of the update today is what we're well the good news is
Actually things have moved the reason we go through this but the high level summaries it's all been stalled because of National Grid so we sat there and to the town it's worth millions of dollars because we will of course honor the original pricing even though things have
Changed um since we went out there but very quickly um cirage energy uh so I started the company in 2009 we one of the larger developers were based in Massachusetts in Boston in fact most of the team is all from Boston as well um we now have uh close to 300
Megawatts of solar projects um that we own and operate we don't have outside Capital so we're all local when we develop something we own and operate it for the whole time so if there's ever issues we have great references on every single project we've done from guess the closest ones here might be a couple in
Barry I think but we've got them all over the state now we're in from New York to uh Maine um and what's happened with the program in Massachusetts they've added battery storage but this project is Grandfather under the old program um and the program has changed
So we're long-term owners we're local we have our own team for operations and maintenance um every single project that we've done we have great references on from uh our favorite one is at Franklin Mass at Mount St Mary's at the Abbey where we've done three with the
Sisters there and chocolates and some of the uh smartest people we've run into but they challenges as they get older is they need health care so they needed to come up with some other income sources so we've got projects everything we do we try to make sure that it's done right with proper screening trees that
Won't get eaten by deer here um and we work very closely with the communities and the planning boards to do that so on page three um the update on the solar project so the RFP was issued in 2017 um for the construction of a solar
Array on Town owned land um and when you do it on Town owned land there's better incentives um that the state had put together on Town own land um and if you can get off take um you're all set for off take you don't need any more net meter credits and that's not a problem
With this project um if you were you could save even more money but as of right now what we understand is you don't need any more off um so the RFP was the award was in June of 2017 um and once we had the award we
Started applying for the interconnection um for uh from from National Grid um and we entered into an Loi for a ground lease um and what's called under this Massachusetts smart program which is the name of the incentive program and you're nodding
Maybe you're familiar with it um the aobc power purchase agreement after presentation to the board of Selectmen unfortunately you don't need the power anymore as I said or you could save more money you may have some opportunities but that's something we can discuss later um so to date we spent about
$120,000 on engineering two rounds of impact studies you apply to the utility you say can we put the project is there enough uh C capacity on the lines do we have to upgrade the substation um and then National Grid basically put a halt on everything and
The state stepped in so um as well as the dpu to try to expedite so they put this uh new approach um with which they've studied it not only locally but studied it throughout the region called effective system operators um and we had
To uh continue to um have a letter of intent um extension um and we did that in 20 and in 21 due to National Grid and we were talking to uh Nicole starting um in August of 23 to provide updates and we wanted to come in and
Talk about progress and she just didn't get quite around to focusing on some of the issues um so that's the update and the good news is finally we think that there's going to be a release day imminent which is going to cause um us to go ahead and to
Continue to keep the product project going spend hundreds of thousands of dollars if not more Millions um to get this project going because for the size of the project what they want the cost to interconnected utilities has gone way up because there's many more projects many more issues with the line and
Massachusetts needs to upgrade its infrastructure dramatically as you probably know um so I think I don't know how many details but this is the background on page four of what happened with the regional infrastructure under the dpu review um some of the major
Events um and the Department of Public Utilities hel the public hearing for the bar AOL uh proposal and what they did is they said with these costs instead of killing the whole industry what we're going to try to do is come up with what we think is a fair price that can be
Spread out over a longer period and that's what are called cips um so they said this is how much it's going to cost per kilowatt um you want to add something I was just going to to say that the timing of the meeting is is perfect and that as a your discussion has been pushing as soon as
You know we rewarded the project we applied and the delay has been on the National Grid side and um this past year that the dpu is this is new relatively new them studying it's taken a while for them to approve and and now they've actually approved the eversource um cips
And so we expecting approval imminent so there's yeah for National Grid so we're expecting some some progress here yeah so if you turn to page five which probably is the most relevant the Hardwick um the financial benefits are unchanged you know we'd like to come back and say can we renegotiate but
That's not how we work um there's no costs the town there's no need to take the energy credits from the smart program at all there's no additional cost to services from the town we pick all of it up so there's two basically sources of revenue one is lease revenue
And one is tax agreement Revenue which we had negotiated as part of the RFP so the relevant part to look at we could do a longer but the original lease and massachusett towns can't lease for more than 20 years anyhow um for 20 years based on we had a range tied to certain
Costs but it'll be 2.4 million to 3 million over 20 years um and that's an annual of$ 120 to $150,000 so quite a lot of money um then what we'll do depending on the timing from National Grid they'll say okay
We're going to go ahead they have to do the upgrade work um we also have additional payments that once we start the development period um which means we'll go to permitting that we'll pay 10% of the annual lease Revenue during development and then once we start construction we'll pay 50% of it um that
Period could be anywhere from two to as many as four years we're hoping shorter because projects have dropped out because of the cost so there's economies to scale so fortunately for this project there's enough space um to do a project that will Co cover the costs the other thing that's interesting
That's happened in uh I'm smirking went in seven years is the power of the panels if you will has increased dramatically so when we first started looking at this project I think we were probably at 300 or 320 watt panels for about the same size which is about 8 ft
By about 2 and 1/2 3T now for about the same size we're looking at 600 watt so you can build the same size project on much smaller space um and uh preserving your land um so for 20 years you're looking at that 2.4 to3 million in lease
Revenue and then for tax revenue based on what we had agreed as part of it you're looking at 1.2 to 1.5 million over 20 years 60 to 75,000 so together rough and tough you're looking at10 to
$225,000 a year kiras is strong um we've got 600 million in Assets Now which is always a question that towns ask you are you going to be here tomorrow uh when we build a project as part of the lease in the planning board we put up a decommissioning bond that says if we're
Not here in 20 years here's the money letter of credit or Bond or whatever it is that the town can draw on uh to decommission um so that's the high level and then I'll let Alex talk a little bit about the site yep so the it's the subject site of the RFP was uh 2380
Berry Road uh located just behind the the soccer fields um I think currently it's not being used um Nicole mentioned there was some some dirt that may have been moved around but it uh topography Wise It's it should not be an issue at all um it's a great site uh well set
Back from the uh local Wetlands um and so there should be no no issues with D or anything like that uh it's pretty pretty standard ground oned site and from a screening perspective it's perfect as well yeah we have we have several hundred feet from the road there so should not be an
Issue batteries does this you said will not include that no okay thanks um that's become a Hot Topic right now well the if we do through the smart program yeah if through the smart program um if there's
Two ways to do it to maximize the revenue we' put on a smaller battery or something like that and put it in the back um so I misspoke with a smart program if we did it as a different approach that would be um what would be called just sort of a host sale approach the rents would come down considerably
And we wouldn't do it with the battery but to be part of the massachusett smart program it's required to have a battery and the safety of that um it's it's the same safety as if at a gas station there's been a lot of news about battery lithium batteries and things
Like that most of it is very different from these the batteries for these are in a container with a self their self-contained fire suppressions systems and the ones we have seven ones operating right now we have ones operating next to schools and Beverly Mass um on a landfill in Bellingham on a
Former U uh burn dump in monu um so this is a very um established there's uh I think about 3,500 batteries in New England right now most of them in Massachusetts we us a lot of operations
Of maintenance professionals too in the area as well that are trained professionally take care of that and would all be our you know our part of the project we would as owner and operators would take care the opp and when you do these you go through the fire department they have to approve all
Safety it's a pretty established and the whole state is now gotten together and put together new standards so um it's a safer approach some of the ones that you've seen with phones or or laptops are very different because you've got this whole fire suppression system the thing about batteries like this without
Getting into too many details is there's no liquid in them right they're essentially racks of desels exactly and and we've gone over this before okay with other developers in the planning stages so so you're thinking that they're less experimental than they were
5 years ago oh dramatic thank you the industry has changed um in a big way and we have seven we're building a couple more um so we're probably one of the leaders we had the first battery for National Grid um in the state um and that was um in asbery and that's
Operating um we have another one in hav roll so these are all pretty established and we haven't had any issues with any of them the key thing is that you do it the right way um and you don't try to cut corners and that's been successful for us I think we've looked that the has
A a database on the the energy storage the number of applications out there and I think there's something like 1300 existing operating projects or something some crazy high number right now so it's very massachus is definitely a leader with those I mean there's a lot California has a lot Texas a lot
That's have question yes um on the batteries you referring to what size units are you put in um the batteries would probably be um looking at what's required about the size of a container you probably have two containers it's about a total of about
12 to 15,000 square ft is the footprint okay so you're talking how many storage containers like steel ones two it will fit in two yeah and now they're getting smaller as well right and they're all self-contained units self-contained with fire
Suppression everything's built in okay do you have like a like a kilovolt or power output on it or anything like a rating yeah so it's it's a good question so for some we have to see what the final size would be okay I'm assuming that we probably want to
Do it's changed now so there's two things one is the size of the battery the other question is how fast you can basically discharge or charge it because you want to hit certain PE National Grid once you be able to hit certain Peaks and put it out there so it probably would be a 3 megawatt battery that would
Probably be um 6 to 9 megawatt hours so that means um in in terms of how much you can put in it and then how you discharge it over the period And there's batteries um are exciting maybe
Because I do it too much but they will lower the price of energy across the country and across the world dramatically because you charge your batteries at night and you discharge them when there's Peaks so we'll see huge benefits with this and Massachusetts is really quite a leader
In trying to put this together so that's exciting in that um I think the last slide that I have on the update is curriculum in community outreach which was part of the RFP um so um we'll work certainly with the town and permitting and do the
Normal process but we've now developed curriculum we do things for example the Ora agricultural School High School duckberry High School um and we have built out a whole curriculum um we have we provide access to the school to the teachers so I can pull the data down
And um there are some classes you can incorporate uh depending on what people are interested in from the electrical side from the meteorological side and just from uh the energy and sustainable sustainability side so that's really interesting um and what we do now Alex
Has done them I've done them we do I've done ones down at University of Rhode Island at colleges now we have an annual seminar we can do to middle school students we used to say that middle school students were more interested now high school students are quite interested and that's a major change in
The last couple years um and then of course if there's any interest you can have site visits during construction we'll use um local electricians and contractors to build it out we'll use local site our um one of our leads Civil War companies is based out in
Orange so we'll bring them probably syes who does a lot of work in the area here in New crry as well um and that's the uh quick update so if we can have any other questions oh hi hi the the proposed area is a gravel
Site for the town I talk to our superintendent this morning he estimates the value of the the year the yearly value of the gravel which would be sand gravel Stone Etc is between 30 and $50,000 a year so that would kind of be a
Subtraction from um proposed money that you're looking at for that um and you're you're saying that the the site area can be reduced from what it was in the picture that you're showing I'm probably looking at the panel size once we find
Out exactly um what we're going to interconnect um what panels you use these are listed as 435s right now this you know obviously hasn't been updated to the recent but 590 would would get us a lot more capacity yeah yeah we'll probably by the time we build this I think we'll be close to 700 so you're
Looking at probably conservatively 60% of the size so how many acres would that be uh what do you have that one else I it would probably be about um if I did some quick math here 12 14
Acres so um having said that U if if there is a an area that you can use for cuz he's used some of the area for mining the gravel so there's you know it's like an embankment okay going into the hay field
Before the soccer field and uh the other end going towards uh McDonald's uh Sandy gravel area so my thinking is if you can um site this so that there's still some gravel available you know that would be a benefit uh to the town uh and
Maybe that subtraction wouldn't be as great when do you think this project will be up and running I think probably three four years

Or to the South the North would be where you come in the South would be we'd work with the town we'd work with the town we have a fair amount of flexibility because it's a great site there's not a lot of um civil work that needs to be done depending on what's been mined or grael so we could certainly work with
The town and understand what your needs are and try to be as flexible as possible there's enough land around that is excuse me Alex said there's not issues with Wetlands we're far enough back so we should be able the river is on one side sorry the we River to the to
The East 200 ft 100 to 200 it typically it it depends i' have to double check um design but some some Rivers would be um based off where they flow from um I can okay yeah that would help with you know
The design of it all um so the the leas payment and the pilot payment are are the same what you're saying on this page is what it is because of the RFB yeah I mean costs have change dramatically and how much income we'll get but we can't
Change it we have to live by the RFP we don't do that we're not going to try it and uh to your knowledge is the RFP still good um legally um it's still in effect because of the extensions that said it were delayed due to
The dpu or National Grid it's an extension dpu is Department of Public Utilities in the state thank you um okay another side question is um we have an elementary school and we do have some old landfills I don't know if the town
Owns the land on the old landfills do you do uh parking lots and roofs sure is that something you're willing to look at oh we'd be very pleased to look at that it's going to be if we you do anything new you start for those projects you'd start the
Interconnection process all over again but we'd be very pleased to look at that and we could put some in and it may make sense okay looking at not okay parking like canopies are are great
Usage right U they're more expensive right they're more expensive but the state provides you with higher incentives when you do them it's the question it's the question of Steel so steel prices Spike during the pandemic they've come down not quite as much you can build them a little bit
More efficiently we've done quite a lot on top of parking lot canopies um in the area we probably have one two we have one paggy we probably have four or five okay so just uh again you're looking at 3 four

Beginning of construction the 3 to four year period once we start development we start because to build this is going to take us four months so once we have to go through permitting once we're approved and permitting um and then we have a sense
Of how much work National Grid's going to do they'll give us a timeline for their construction then we' figure it out and start our construction to coincide okay just thing thinking what body might be able body is the highway super uh what he might be able to do with the gravel that's there now in that

Municipal land um if if we had a municipality taking the off take the energy from this we also get a higher value through the smart program is it fair to ask you to summarize how this would compare to a a farmer who had the same the same parcel
And you said it up for them you know they would get the same kind of money through our host Community agreements as we would get no um if we started a new program today um the rent if we went to a farmer today the rent would probably be 20% of the level on this just because
The cost have changed what you get for selling the energy is changed um and there's certain what are called subtractors for putting on certain land if we had a um excuse me if you had a private owner who owned a landfill
Then you could get more benefits that way because there's incentives to put them on landfills gravel sites things like that help out but that's on the fal in if they're close to the corre and that's that's through this whole what also happened was this whole
New Ira bill which allows us so we've safe harbored equipment so we can get some of the benefits of the higher incentive tax credit that make this project viable if we started it today from fresh probably would be viable thank you okay okay great all

On what do we do about Healthcare going forward so really big mess in where I will tell you that bay state has absolutely no interest in doing an urgent care or anytime that type of extended facility within wear and I'm going to step back for a
Second just you know I'm a Healthcare Executive I will tell you that we are not in an ambulance desert as it pertains to what we go by Healthcare guidelines out here because of where we have uh North Brookfield and with Barry but we are in a healthcare desert as it pertains to healthcare Itself by that
Hospital shutting down we are just outside the gu guid line or inside the guideline depending how you look at it as being a healthcare desert which qualifies us for a lot of Grants so it qualifies us for from really good stuff so that's a good side of it the big side that I'm dealing with right now is Bay
State wants to hold on to that $17 million in the Gilbert trust and that Gilbert trust is written such a way that it is supposed to be Monies to support wear and Gilbert belt so there are a lot of legal teams involved in this we're not having to be involved I'm not asking for money to do
This I'm only going to update you on where these legal issues stand right now Judy Edington who's a local lawyer here in town works out of Boston she works with a lot of trusts major trusts in the in the um Massachusetts area as well as uh Delaware and um Rhode
Island she has reviewed the trust and she'll be giving us uh some feedback on that as well but that 17 million right now is sitting in bake of America Bas St is sitting as a sole beneficiary um and that you know with the hospital shutting down in 2021 that should have shifted into a separate
Chest several years ago and and that has not happened so there is going to be a fight for that $17 million um so just know that that is happening uh if we get the goal is to get that 17 million back that would certainly augment what where I've been working with Stuart Beck
The entire gang over there try to determine what makes sense for our community as a whole that means new brain tree hardwood Gilbertville where and you know really the ideal situation I don't think this is going to happen would be for a primary um urgent
Care to be sitting in wear and us to have a satellite um where cannot get it through so we may be the primary for that urgent care as comes through um the business development side of this just to let you know um there's a couple of
Buildings here that kind of of interest for that but it's going to take a little while to get to that point um some of the key people I think that you'd be interested in knowing that are involved um not only do we have the opportunity for w trust from Wester
Because we're actually in Wester County that includes unass means we can leverage a lot of the um Berry Center residents Etc working with romano and others to to to work with and Neil Halen Dr Halen to try to put together what a real structure would look like um we
I've been talking to several of the Urgent Care owners from like Holden AOL others to see what that could look like all of them are interested got to get funding though um and then the the last part of that is um we
We can get uh state grants on top of that so if we can get grants from Hampshire grants from wiester Grants from the state 17 million it's very feasible to develop the plan the the business plan is pretty clear what we're dealing with right now is trying to get that beneficiary off of Bas you know
Move that money from Bay State into a separate trust I separate bank account which I think will happen um get the grants from wer get get the grants from Hampshire we have a a full chance of P putting some kind of business plan here
I want to work with Eric a little bit closer on rapid response because part of this even though you have an Urgent Care rapid response is a key issue um as you go for Grants it it's very it's helpful not to just have the medical side of it but where we sit as risk to the community should anything happen not
Fitting ill will here but something bad happens here here um we have to blend with the rapid response teams or emergency teams here in the area so we need to blend these type of units together at least in communication make sure that they they uh they uh move
Along together see what else do I have oh okay another reason that we are up for pretty good chance that get state grants is because of story and I don't know if you've been watching the downfall of Steward um that was a big debacle of eight hospitals that
Basically shut down went into bankruptcy those were all Mass health we're a lowincome area out here um so that basically that was bought by optim which is owned by United Healthcare one of my least favorite companies to ever work with um which means that we are we're
Going to see it uh that provider network is going to shrink dramatically once opt takes over so the sooner that we figure out a plan here in the area work with where and get this together the better off we're going to be uh because um if we keep kicking
This can down the road higher chance is we're going to lose that 17 million grant money and we won't be able to develop this out the last thing I want to say is the uh Biden Administration is uh pushing something kind of interesting
We'll I'll I'll keep you up to date on what this is it's going to be an interesting stretch on Medica Medicaid funds which heavly impacts our area they're adding housing to that um really really strange twist um really puts a stretch on the Medicaid dollars um but
Because of the way the laws are set here in the state of Massachusetts where we are required to provide housing on top of that they're trying to pull those funds out of Medicaid so again super urgent that we try to figure out this model get this under control work with wear figure it out get this funding
And get something started I would say within the next year year and a half it's it's a pretty urgent state right now so I'm going to be coming to you with updates Etc but I may be asking for some support along the way as we we need to push these these initiatives through
Any questions for me no you just answered you know obviously what we can do you know as a board as a town you know to support so I'll be presenting to the Board of Health as well as the planning board as well as yourselves um because it's going to take all three groups to try to pull this
Together um and uh it's not a it's not a big it's not a small task um by the way we do have a really good Advocate and it's a friend of mine and her name is Karen Lynch and I don't know if you know she is but she's the U she is the CEO of CBS
And she's willing to put her hat in the ring to help us out here she actually grew up in wear and graduated from wear high school so uh she's exactly my age so um and I worked for CVS as an executive for many years so this um this could be a really good opportunity to
Bring in almost a private partner private a public private partnership in on this and not just put all the burden on the towns Etc or just on grants I think we can bring some type of public private partnership to Bear to make this happen so that's my update for tonight I'll just continue to update that I'll

Really helped I mean it's bad news that you know we we lost those eight hospitals here in the state and optims taking them over trust me it will not be the same once they do um but that put a heightened awareness of what was going on so that made those Avenues of discussion a lot easier we work with
Those um uh I'm an executive in healthcare so that's what I do for a living um so working with legislature and getting them to develop programs specifically for low income and I know we're not all low income here but I got to kind of run on that because that's what's going to make this happen that's
What's going to it yeah so it is what it is and we do fall in that category on every map that is I qualify huh that I qualify I qualify so I start my started my career in the legislature lovely so maybe we
Can work together on that absolutely that would be great I would like to say something um it might have been misspoken on your part but our ambulance contract is with West Brookfield oh West brooki bar so I just I said it's West works perfectly I mean it's well
Within the r barely like 4 minutes but we're in right you know and I I really don't know how to improve upon that I mean we can't have one locally so and we don't fall well the basic what I was trying to get to there is I can't get additional grants I can't get additional
Visibility because we're not a desert in that category but we are a desert in the other category and that's bigger and you know if we have if we have an urgent care and a rapid response that's working correctly Mary Lane did a huge study and 85% of those coming into the emergency
Room could have been handled in an urgent care facility so we are in good shape for that where um did a huge study on what was the biggest needs that they did among their population and Healthcare was number one and steuart says he knows it's number one he said
But that's a really big El for him to bite all by himself so um so we're working together on that um John M and and his his wife Jen Jen's very connected Jennifer M um so lot of key players are coming together on this it's very helpful it felt like we were in
Island there for a while but now we have some really good players coming to bear so definitely let us know what we can do to keep supporting andk you because it's huge it is huge it is vital it is vital if if anything happens to anybody in this town right now as far as you know a

Town budget for potential cost savings and problem areas assess the te it budget and it operations including the website phase three assess findings for my employee and board meetings goals grant opportunities deficiencies professional development um I want to meet with with the legislative
Delegation I assess the financial management policies and then my goal is to present my findings to you guys abolutely um and then I just put a couple important dates I had a a introductory call this morning with the USDA um which with Nicole which went really well nice and then Thursday

[00:14:25] 2017 um the so I'm G I'm going to stop [00:14:28] you there sure cuz I think we have to [00:14:29] make sure that that's still valid yeah [00:14:31] we we've actually updated the letter of [00:14:34] intent we've we've signed that [00:14:36] everything's valid from a legal [00:14:37] perspective we can show you all that [00:14:39] information okay so it's still um and we [00:14:42] spoke with your prior uh Town [00:14:44] Administrator I think I sent it through [00:14:46] to uh Nicole on Thursday there's a there [00:14:48] was a second uh agree there was a second [00:14:50] extension that U basically is valid [00:14:52] until we have 180 days after the [00:14:54] interconnection did you remember that [00:14:56] yeah so we we're still not at the point [00:14:58] where we have that agreement yet um but [00:15:00] we're that's part of the update today is [00:15:02] what we're well the good news is [00:15:04] actually things have moved the reason we [00:15:06] go through this but the high level [00:15:08] summaries it's all been stalled because [00:15:10] of National Grid so we sat there and to [00:15:14] the town it's worth millions of dollars [00:15:18] um because we will of course honor the [00:15:20] original pricing even though things have [00:15:22] changed um since we went out there but [00:15:25] very quickly um cirage energy uh so I [00:15:29] started the company in [00:15:32] 2009 we one of the larger developers [00:15:34] were based in Massachusetts in Boston in [00:15:37] fact most of the team is all from Boston [00:15:39] as well um we now have uh close to 300 [00:15:43] megawatts of solar projects um that we [00:15:46] own and operate we don't have outside [00:15:48] Capital so we're all local when we [00:15:50] develop something we own and operate it [00:15:52] for the whole time so if there's ever [00:15:54] issues we have great references on every [00:15:56] single project we've done from guess the [00:15:59] closest ones here might be a couple in [00:16:01] Barry I think but we've got them all [00:16:04] over the state now we're in from New [00:16:06] York to uh Maine um and what's happened [00:16:10] with the program in Massachusetts [00:16:12] they've added battery storage but this [00:16:15] project is Grandfather under the old [00:16:18] program um and the program has changed [00:16:21] um so we're long-term owners we're local [00:16:24] we have our own team for operations and [00:16:26] maintenance um every single project that [00:16:29] we've done we have great references on [00:16:31] from uh our favorite one is at um [00:16:34] Franklin Mass at Mount St Mary's at the [00:16:37] Abbey where we've done three with the [00:16:39] sisters there and chocolates and some of [00:16:41] the uh smartest people we've run into [00:16:44] but they challenges as they get older is [00:16:47] uh they need health care so they needed [00:16:49] to come up with some other income [00:16:50] sources so we've got projects everything [00:16:53] we do we try to make sure that it's done [00:16:55] right with proper screening trees that [00:16:57] won't get eaten by deer here um and we [00:17:00] work very closely with the communities [00:17:02] and the planning boards to do that so on [00:17:05] uh page three um the update on the solar [00:17:09] project so the RFP was issued in [00:17:14] 2017 um for the construction of a solar [00:17:17] array on Town owned land um and when you [00:17:21] do it on Town owned land there's better [00:17:23] incentives um that the state had put [00:17:25] together on Town own land um and if you [00:17:28] can get off take um you're all set for [00:17:32] off take you don't need any more net [00:17:33] meter credits and that's not a problem [00:17:35] with this project um if you were you [00:17:37] could save even more money but as of [00:17:40] right now what we understand is you [00:17:41] don't need any more off um so the RFP [00:17:45] was the award was in June of [00:17:49] 2017 um and once we had the award we [00:17:53] started applying for the [00:17:56] interconnection um for uh from from [00:17:59] National Grid um and we entered into an [00:18:02] Loi for a ground lease um and what's [00:18:05] called under this Massachusetts smart [00:18:08] program which is the name of the [00:18:09] incentive program and you're nodding [00:18:11] maybe you're familiar with it um the [00:18:13] aobc power purchase agreement after [00:18:16] presentation to the board of Selectmen [00:18:18] unfortunately you don't need the power [00:18:20] anymore as I said or you could save more [00:18:22] money you may have some opportunities [00:18:24] but that's something we can discuss [00:18:26] later um so to date we spent about [00:18:30] $120,000 on engineering two rounds of [00:18:33] impact studies you apply to the utility [00:18:36] you say can we put the project is there [00:18:38] enough uh C capacity on the lines do we [00:18:42] have to upgrade the [00:18:43] substation um and then National Grid [00:18:47] basically put a halt on everything and [00:18:49] the state stepped in so um as well as [00:18:52] the dpu to try to expedite so they put [00:18:56] this uh new approach um with which uh [00:18:59] they've studied it not only locally but [00:19:02] studied it throughout the region called [00:19:04] effective system operators um and we had [00:19:08] to uh continue to um have a letter of [00:19:11] intent um extension um and we did that [00:19:14] in 20 and in 21 due to National Grid um [00:19:19] and we were talking to uh Nicole [00:19:22] starting um in August of 23 to provide [00:19:25] updates and we wanted to come in and [00:19:27] talk about progress [00:19:29] um and she just didn't get quite around [00:19:31] to focusing on some of the issues um so [00:19:34] that's the update and the good news is [00:19:38] um finally we think that there's going [00:19:40] to be a release day imminent which is [00:19:42] going to cause um us to go ahead and to [00:19:46] continue to keep the product project [00:19:48] going spend hundreds of thousands of [00:19:50] dollars if not more Millions um to get [00:19:54] this project going because for the size [00:19:56] of the project what they want the cost [00:19:59] to interconnected utilities has gone way [00:20:01] up because there's many more projects [00:20:03] many more issues with the line and [00:20:06] Massachusetts needs to upgrade its [00:20:08] infrastructure dramatically as you [00:20:10] probably know um so I think I don't know [00:20:14] how many details but this is the [00:20:16] background on page four of what happened [00:20:19] with the regional infrastructure under [00:20:21] the dpu review um some of the major [00:20:24] events um and the Department of Public [00:20:28] Utilities hel the public hearing for the [00:20:30] bar AOL uh proposal and what they did is [00:20:34] they said with these costs instead of uh [00:20:37] killing the whole industry what we're [00:20:39] going to try to do is come up with what [00:20:40] we think is a fair price that can be [00:20:42] spread out over a longer period and [00:20:45] that's what are called [00:20:46] cips um so they said this is how much [00:20:49] it's going to cost per kilowatt um you [00:20:52] want to add something I was just going [00:20:53] to to say that the timing of the meeting [00:20:54] is is perfect and that as a your [00:20:56] discussion has been pushing as soon as [00:20:58] you know we rewarded the project we [00:20:59] applied and the delay has been on the [00:21:01] National Grid side and um this past year [00:21:05] that the dpu is this is new relatively [00:21:07] new them studying it's taken a while for [00:21:09] them to approve and and now they've [00:21:12] actually approved the eversource um cips [00:21:16] and so we expecting approval imminent so [00:21:18] there's yeah for National Grid so we're [00:21:20] expecting some some progress here yeah [00:21:23] so if you turn to page five which [00:21:26] probably is the most relevant the [00:21:28] Hardwick um the financial benefits are [00:21:31] unchanged you know we'd like to come [00:21:33] back and say can we renegotiate but [00:21:35] that's not how we work um there's no [00:21:38] costs the town there's no need to take [00:21:40] the energy credits from the smart [00:21:42] program at all there's no additional [00:21:45] cost to services from the town we pick [00:21:47] all of it up so there's two basically [00:21:50] sources of revenue one is lease revenue [00:21:53] and one is tax agreement Revenue which [00:21:55] we had negotiated as part of the RFP so [00:21:59] the relevant part to look at we could do [00:22:02] a longer but the original lease and [00:22:04] massachusett towns can't lease for more [00:22:06] than 20 years anyhow um for 20 years um [00:22:10] based on we had a range tied to certain [00:22:13] costs but it'll be 2.4 million to 3 [00:22:16] million over 20 years um and that's an [00:22:19] annual of$ 120 to [00:22:22] $150,000 so quite a lot of money um then [00:22:27] um what we'll do depending on the timing [00:22:29] from National Grid they'll say okay [00:22:32] we're going to go ahead they have to do [00:22:33] the upgrade work um we also have [00:22:36] additional payments that once we start [00:22:39] the development period um which means [00:22:41] we'll go to permitting that we'll pay [00:22:43] 10% of the annual lease Revenue during [00:22:46] development and then once we start [00:22:48] construction we'll pay 50% of it um that [00:22:53] period could be anywhere from two to as [00:22:56] many as four years we're hoping [00:22:59] shorter because projects have dropped [00:23:01] out because of the cost so there's [00:23:03] economies to scale so fortunately for [00:23:05] this project there's enough space um to [00:23:08] do a project that will Co cover the [00:23:10] costs the other thing that's interesting [00:23:12] that's happened in uh I'm smirking went [00:23:15] in seven years is the power of the [00:23:18] panels if you will has increased [00:23:20] dramatically so when we first started [00:23:22] looking at this project I think we were [00:23:25] probably at 300 or 320 watt panels for [00:23:29] about the same size which is about 8 ft [00:23:33] by about 2 and 1/2 3T now for about the [00:23:35] same size we're looking at 600 watt so [00:23:39] you can build the same size project on [00:23:42] much smaller space um and uh preserving [00:23:46] your land um so for 20 years you're [00:23:49] looking at that 2.4 to3 million in lease [00:23:52] revenue and then for tax revenue um [00:23:55] based on what we had agreed as part of [00:23:57] it you're looking at 1.2 to 1.5 million [00:24:01] over 20 years 60 to 75,000 so together [00:24:06] rough and tough you're looking at10 to [00:24:10] $225,000 a year kiras is strong um we've [00:24:15] got 600 million in Assets Now which is [00:24:17] always a question that towns ask you are [00:24:19] you going to be here tomorrow uh when we [00:24:22] build a project as part of the lease in [00:24:24] the planning board we put up a [00:24:26] decommissioning bond that says if we're [00:24:28] not here in 20 years here's the money [00:24:30] letter of credit or Bond or whatever it [00:24:33] is that the town can draw on uh to [00:24:36] decommission um so that's the high level [00:24:39] and then I'll let Alex talk a little bit [00:24:41] about the site yep so the it's the [00:24:43] subject site of the RFP was uh 2380 [00:24:46] Berry Road uh located just behind the uh [00:24:49] the soccer fields um I think currently [00:24:52] it's not being used um Nicole mentioned [00:24:55] there was some some dirt that may have [00:24:57] been moved around but it uh topography [00:25:01] Wise It's it should not be an issue at [00:25:02] all um it's a great site uh well set [00:25:06] back from the uh local Wetlands um and [00:25:09] so there should be no no issues with D [00:25:11] or anything like that uh it's pretty [00:25:12] pretty standard ground oned site and [00:25:15] from a screening perspective it's [00:25:17] perfect as well yeah we have we have [00:25:18] several hundred feet from the road there [00:25:20] um so should not be an [00:25:24] issue um [00:25:26] batteries does this you said will not [00:25:29] include that no okay thanks um that's [00:25:33] become a Hot Topic right now well the if [00:25:37] we do through the smart program yeah if [00:25:39] through the smart program um if there's [00:25:42] two ways to do it to maximize the [00:25:44] revenue we' put on a smaller battery or [00:25:47] something like that and put it in the [00:25:48] back um so I misspoke with a smart [00:25:51] program if we did it as a different [00:25:53] approach that would be um what would be [00:25:57] called just sort of a host sale approach [00:25:59] the rents would come down considerably [00:26:01] and we wouldn't do it with the battery [00:26:03] but to be part of the massachusett smart [00:26:05] program it's required to have a battery [00:26:08] um and the safety of that um it's it's [00:26:12] the same safety as if at a gas station [00:26:15] um there's been a lot of news about [00:26:17] battery lithium batteries and things [00:26:19] like that most of it is very different [00:26:22] from these the batteries for these are [00:26:23] in a container with a self their [00:26:26] self-contained fire suppressions systems [00:26:29] um and the ones we have seven ones [00:26:32] operating right now we have ones [00:26:33] operating next to schools and Beverly [00:26:35] Mass um on a landfill in Bellingham on a [00:26:40] uh former U uh burn dump in [00:26:44] monu um so this is a very um established [00:26:49] there's uh I think about 3,500 batteries [00:26:52] in New England right now most of them in [00:26:56] Massachusetts we us a lot of operations [00:26:58] of maintenance professionals too in the [00:26:59] area as well that are trained [00:27:01] professionally take care of that and [00:27:02] would all be our you know our part of [00:27:04] the project we would as owner and [00:27:06] operators would take care the opp and [00:27:08] when you do these you go through the [00:27:09] fire department they have to approve all [00:27:11] safety it's a pretty established and the [00:27:14] whole state is now gotten together and [00:27:15] put together new standards so um it's a [00:27:18] safer approach some of the ones that [00:27:20] you've seen with phones or or laptops [00:27:24] are very different because you've got [00:27:26] this whole fire suppression system the [00:27:28] thing about batteries like this without [00:27:29] getting into too many details is there's [00:27:31] no liquid in them right they're [00:27:34] essentially racks of desels exactly and [00:27:37] uh and we've gone over this before okay [00:27:40] with other developers in the planning [00:27:43] stages so so you're thinking that [00:27:46] they're less experimental than they were [00:27:48] 5 years ago oh dramatic thank you the [00:27:52] industry has changed um in a big way and [00:27:55] we have seven we're building a couple [00:27:57] more um so we're probably one of the [00:28:00] leaders we had the first battery for [00:28:02] National Grid um in the state um and [00:28:05] that was um in asbery and that's [00:28:08] operating um we have another one in hav [00:28:11] roll so these are all pretty established [00:28:14] and we haven't had any issues with any [00:28:16] of them the key thing is that you do it [00:28:19] the right way um and you don't try to [00:28:21] cut corners and that's been successful [00:28:24] for us I think we've looked that the has [00:28:26] a a database on the the energy storage [00:28:29] uh the number of applications out there [00:28:31] and I think there's something like 1300 [00:28:32] existing operating projects or something [00:28:35] some crazy high number right now so it's [00:28:36] very massachus is definitely a leader uh [00:28:40] with those I mean there's a [00:28:42] lot California has a lot Texas a lot [00:28:47] that's have question yes um on the [00:28:51] batteries you referring to what size [00:28:53] units are you put in um the batteries [00:28:56] would probably be um looking at um [00:28:59] what's required about the size of a [00:29:03] container you probably have two [00:29:04] containers it's about a total of about [00:29:07] 12 to 15,000 square [00:29:11] ft is the footprint okay so you're [00:29:14] talking how many storage containers like [00:29:17] steel ones two it will fit in two yeah [00:29:20] and now they're getting smaller as well [00:29:22] right and they're all self-contained [00:29:24] units self-contained with fire [00:29:26] suppression everything's built in okay [00:29:29] um do you have like a like a kilovolt or [00:29:33] power output on it or anything like a [00:29:35] rating yeah so it's it's a good question [00:29:38] so for some we have to see what the [00:29:39] final size would be okay I'm assuming [00:29:42] that we probably want to [00:29:45] do it's changed now so there's two [00:29:48] things one is the size of the battery [00:29:50] the other question is how fast you can [00:29:53] basically discharge or charge it because [00:29:55] you want to hit certain PE National Grid [00:29:57] once you be able to hit certain Peaks [00:29:59] and put it out there so it probably [00:30:01] would be a 3 megawatt battery that would [00:30:04] probably be um 6 to 9 megawatt [00:30:09] hours so that means um in in terms of uh [00:30:13] how much you can put in it and then how [00:30:15] you discharge it over the period And [00:30:18] there's batteries um are exciting maybe [00:30:23] because I do it too much but they will [00:30:24] lower the price of energy across the [00:30:27] country and across the world [00:30:28] dramatically because you charge your [00:30:30] batteries at night and you discharge [00:30:32] them when there's Peaks so we'll see [00:30:35] huge benefits with this and [00:30:36] Massachusetts is really quite a leader [00:30:39] in trying to put this together so that's [00:30:42] exciting in that um I think the last [00:30:45] slide that I have on the update is uh [00:30:48] curriculum in community outreach which [00:30:50] was part of the [00:30:51] RFP um so um we'll work certainly with [00:30:56] the town and permitting and do the [00:30:58] normal process but we've now developed [00:31:01] curriculum we do things for example the [00:31:03] Ora agricultural School High School uh [00:31:06] duckberry High School um and we have [00:31:09] built out a whole curriculum um we have [00:31:11] we provide access to the school to the [00:31:14] teachers so I can pull the data down um [00:31:17] and um there are some classes you can [00:31:20] incorporate uh depending on what people [00:31:22] are interested in from the electrical [00:31:24] side from the meteorological side and [00:31:27] just from uh the energy and sustainable [00:31:30] sustainability side so that's really [00:31:32] interesting um and what we do now Alex [00:31:37] has done them I've done them we do I've [00:31:39] done ones down at University of Rhode [00:31:41] Island at colleges now we have an annual [00:31:44] seminar we can do to middle school [00:31:46] students we used to say that middle [00:31:48] school students were more interested now [00:31:49] high school students are quite [00:31:51] interested and that's a major change in [00:31:53] the last couple years um and then of [00:31:57] course if there's any interest you can [00:31:58] have site visits during construction [00:32:01] we'll use um local electricians and [00:32:03] contractors to build it out we'll use [00:32:05] local site our um one of our leads uh [00:32:10] Civil War companies is based out in [00:32:12] Orange so we'll bring them probably um [00:32:15] syes who does a lot of work in the area [00:32:17] here in New crry as well um and that's [00:32:22] the uh quick update so if we can have [00:32:25] any other questions oh hi hi [00:32:28] um the the proposed area is a gravel [00:32:32] site for the town I talk to our uh [00:32:36] superintendent this morning he estimates [00:32:38] the value of the the year the yearly [00:32:41] value of the gravel which would be sand [00:32:43] gravel Stone Etc is between 30 and [00:32:46] $50,000 a [00:32:48] year so that would kind of be a [00:32:50] subtraction from um proposed money that [00:32:54] you're looking at for that um and you're [00:32:58] you're saying that the the site area can [00:33:01] be reduced from what it was in the [00:33:04] picture that you're showing I'm probably [00:33:06] looking at the panel size once we find [00:33:09] out exactly um what we're going to [00:33:11] interconnect um what panels you use [00:33:14] these are listed as 435s right now this [00:33:16] you know obviously hasn't been [00:34:07] end going towards uh McDonald's uh Sandy [00:34:11] gravel area so my thinking is if you [00:34:15] can um site this so that there's still [00:34:19] some gravel available you know that [00:34:21] would be a benefit uh to the town uh and [00:34:25] maybe that subtraction wouldn't be as [00:34:27] great [00:34:30] um when do you think this project will [00:34:33] be up and [00:34:35] running [00:34:38] um I think probably three four years [00:34:44] years yeah I don't know I'm hesitating [00:34:46] because I don't know what National Grid [00:34:48] is going to do on their [00:34:50] schedule so um in that three or four [00:34:54] years would you be redesigning the the [00:34:57] array area yeah okay and would that do [00:35:01] you think that would be um to the North [00:35:04] or to the South the North would be where [00:35:06] you come in the South would be we'd work [00:35:08] with the town we'd work with the town we [00:35:10] have a fair amount of flexibility [00:35:12] because it's a great site there's not a [00:35:15] lot of um civil work that needs to be [00:35:17] done depending on what's been mined or [00:35:19] grael so we could certainly work with [00:35:21] the town and understand what your needs [00:35:23] are and try to be as flexible as [00:35:25] possible there's enough land around [00:35:28] that is excuse me Alex said there's not [00:35:31] issues with Wetlands we're far enough [00:35:33] back so we should be able the river is [00:35:37] on one side sorry the we River to the to [00:35:41] the [00:35:43] East 200 [00:35:46] ft 100 to 200 it typically it it depends [00:35:49] i' have to double check um design but [00:35:52] some some Rivers would be um based off [00:35:55] where they flow from um I can [00:35:58] okay yeah [00:41:43] to be over [00:41:44] 700 thank you if I may one one more [00:41:47] question on [00:41:48] that um on the revenue you'd indicate [00:41:50] the revenue the town would begin when [00:41:52] after certain permitting and then some [00:41:54] in construction and then the full amount [00:41:56] on on operation and 20 years of [00:41:58] operation was that um we would sign a [00:42:02] longer I you can have the smart program [00:42:05] is for 20 years and you had mentioned [00:42:08] how the the municipality actually has [00:42:11] better Financial benefits than a land [00:42:14] owner would is there some something [00:42:16] special about it being Mally owned land [00:42:18] this smart program allowed us to uh [00:42:21] excuse me um build a larger project um [00:42:25] and also there was what's called Green [00:42:28] Field subtractors if it weren't [00:42:30] Municipal land um if if we had a [00:42:33] municipality taking the off take the [00:42:35] energy from this we also get a higher [00:42:37] value through the smart [00:42:41] program is it fair to ask you to [00:42:43] summarize how this would compare to a a [00:42:46] farmer who had the same the same parcel [00:42:50] and you said it up for them you know [00:42:53] they would get the same kind of money [00:42:54] through our host Community agreements as [00:42:56] we would get no um if we started a new [00:43:00] program today um the rent if we went to [00:43:04] a farmer today the rent would probably [00:43:06] be 20% of the level on this just because [00:43:09] the cost have changed what you get for [00:43:12] selling the energy is changed um and [00:43:15] there's certain what are called [00:43:17] subtractors for putting on certain land [00:43:20] if we had a um excuse me if you had a um [00:43:25] private owner who owned a landfill [00:43:27] then you could get more benefits that [00:43:29] way because there's incentives to put [00:43:31] them on landfills gravel sites things [00:43:35] like that help out but that's on the fal [00:43:37] in if they're close to [00:43:40] the corre and that's that's through this [00:43:44] whole what also happened was this whole [00:43:46] new Ira bill which allows us so we've [00:43:49] safe harbored equipment so we can get [00:43:52] some of the benefits of the higher [00:43:55] incentive tax credit that make this [00:43:57] project state has [00:47:23] absolutely no interest in doing an [00:47:25] urgent care or anytime that type of [00:47:27] extended facility within wear [00:47:30] um and I'm going to step back for a [00:47:33] second just you know I'm a Healthcare [00:47:34] Executive I will tell you that we are [00:47:37] not in an ambulance desert as it [00:47:41] pertains to what we go by Healthcare [00:47:43] guidelines out here because of where we [00:47:45] have uh North Brookfield and with Barry [00:47:48] but we are in a healthcare desert as it [00:47:50] pertains to healthcare Itself by that [00:47:54] hospital shutting down we are just [00:47:56] outside the gu guid line or inside the [00:47:57] guideline depending how you look at it [00:47:59] as being a healthcare desert which [00:48:01] qualifies us for a lot of Grants so it [00:48:03] qualifies us for from really good stuff [00:48:06] so that's a good side of it the big side [00:48:10] that I'm dealing with right now is Bay [00:48:12] State wants to hold on to that $17 [00:48:15] million in the Gilbert trust and that [00:48:17] Gilbert trust is written such a way that [00:48:19] it is supposed to be Monies to support [00:48:22] wear and Gilbert [00:48:24] belt so there are a lot of legal teams [00:48:27] involved in this we're not having to be [00:48:28] involved I'm not asking for money to do [00:48:30] this I'm only going to update you on [00:48:32] where these legal issues stand right now [00:48:35] um Judy Edington who's a local lawyer [00:48:38] here in town works out of Boston she [00:48:40] works with a lot of trusts major trusts [00:48:42] um in the in the um Massachusetts area [00:48:46] as well as uh Delaware and um Rhode [00:48:49] Island she has reviewed the trust and [00:48:51] she'll be giving us uh some feedback on [00:48:53] that as well but that 17 million right [00:48:55] now is sitting in bake of America [00:48:57] Bas St is sitting as a sole [00:48:59] beneficiary um and that you know with [00:49:03] the hospital shutting down in 2021 uh [00:49:06] that should have shifted into a separate [00:49:08] chest several years ago and and that has [00:49:11] not happened so there is going to be a [00:49:13] fight for that $17 million um so just [00:49:17] know that that is happening uh if we get [00:49:20] the goal is to get that 17 million back [00:49:22] that would certainly augment what where [00:49:25] I've been working with Stuart Beck [00:49:27] the entire gang over there try to [00:49:29] determine what makes sense for our [00:49:32] community as a whole that means new [00:49:34] brain tree hardwood Gilbertville where [00:49:38] um and you know really the ideal [00:49:41] situation I don't think this is going to [00:49:42] happen would be for a primary um urgent [00:49:45] care to be sitting in wear and us to [00:49:47] have a satellite um where cannot get it [00:49:52] through so we may be the primary for [00:49:55] that urgent care as comes through um the [00:49:59] business development side of this just [00:50:01] to let you know um there's a couple of [00:50:03] buildings here that kind of of interest [00:50:05] for that um [00:50:07] but it's going to take a little while to [00:50:09] get to that [00:50:11] point um some of the key people I think [00:50:14] that you'd be interested in knowing that [00:50:16] are involved um not only do we have the [00:50:18] opportunity for w trust from Wester [00:50:21] because we're actually in Wester County [00:50:23] that includes unass means we can [00:50:24] leverage a lot of the um Berry Center [00:50:27] residents Etc working with romano and [00:50:30] others to to to work with and Neil Halen [00:50:33] Dr Halen to try to put together what a [00:50:35] real structure would look like um we [00:50:39] I've been talking to several of the [00:50:41] Urgent Care owners from like Holden AOL [00:50:45] others to see what that could look like [00:50:47] all of them are interested got to get [00:50:49] funding though um and then the the last [00:50:53] part of that is um we [00:50:57] we can get uh state grants on top of [00:50:59] that so if we can get grants from [00:51:01] Hampshire grants from wiester Grants [00:51:03] from the state 17 million it's very [00:51:06] feasible to develop the plan the the [00:51:08] business plan is pretty clear what we're [00:51:11] dealing with right now is trying to get [00:51:13] that beneficiary off of Bas you know [00:51:15] move that money from Bay State into a [00:51:18] separate trust I separate bank account [00:51:22] um which I think will happen um get the [00:51:26] grants from wer get get the grants from [00:51:28] Hampshire we have a a full chance of P [00:51:30] putting some kind of business plan here [00:51:33] I want to work with Eric a little bit [00:51:35] closer on rapid response because part of [00:51:38] this even though you have an Urgent Care [00:51:39] rapid response is a key issue um as you [00:51:42] go for Grants it it's very it's helpful [00:51:45] not to just have the medical side of it [00:51:47] but where we sit as risk to the [00:51:50] community should anything happen not [00:51:53] fitting ill will here but something bad [00:51:55] happens here here um we have to blend [00:51:58] with the rapid response teams or [00:52:00] emergency teams here in the area so we [00:52:03] need to blend these type of units [00:52:06] together at least in communication make [00:52:08] sure that they they uh they uh move [00:52:12] along together see what else do I have [00:52:15] oh okay another reason that we are up [00:52:19] for pretty good chance that get state [00:52:22] grants is because of story and I don't [00:52:25] know if you've been watching the [00:52:26] downfall of Steward um that was a big [00:52:29] debacle of eight hospitals that [00:52:31] basically shut down went into bankruptcy [00:52:34] those were all Mass health we're a [00:52:35] lowincome area out here um so that [00:52:39] basically that was bought by optim which [00:52:42] is owned by United Healthcare one of my [00:52:43] least favorite companies to ever work [00:52:45] with um which means that we are we're [00:52:50] going to see it uh that provider network [00:52:52] is going to [00:52:53] shrink dramatically once opt takes over [00:52:58] so the sooner that we figure out a plan [00:53:00] here in the area work with where and get [00:53:03] this together the better off we're going [00:53:05] to be uh because um if we keep kicking [00:53:08] this can down the road higher chance is [00:53:11] we're going to lose that 17 million [00:53:12] grant money and we won't be able to [00:53:14] develop this out the last thing I want [00:53:16] to say is [00:53:19] um the uh Biden [00:53:22] Administration is uh pushing something [00:53:25] kind of interesting um [00:53:27] we'll I'll I'll keep you up to date on [00:53:29] what this is it's going to be an [00:53:30] interesting stretch on Medica Medicaid [00:53:33] funds which heavly impacts our area uh [00:53:36] they're adding housing to that um really [00:53:39] really strange twist um really puts a [00:53:42] stretch on the Medicaid dollars um but [00:53:45] because of the way the laws are set here [00:53:47] in the state of Massachusetts where we [00:53:49] are required to provide housing on top [00:53:51] of that they're trying to pull those [00:53:53] funds out of Medicaid so again super [00:53:57] urgent that we try to figure out this [00:53:59] model get this under control work with [00:54:01] wear figure it out get this funding um [00:54:04] and get something started I would say [00:54:07] within the next year year and a half [00:54:09] it's it's a pretty urgent state right [00:54:11] now so I'm going to be coming to you [00:54:13] with updates Etc but I may be asking for [00:54:16] some support along the way as we we need [00:54:19] to push these these initiatives through [00:54:23] um any and I don't know if you know she [00:54:59] is but she's the U she is the CEO of CBS [00:55:03] and she's willing to put her hat in the [00:55:06] ring to help us out here she actually [00:55:08] grew up in wear and graduated from wear [00:55:11] high school so uh she's exactly my age [00:55:14] so um and I worked for CVS as an [00:55:17] executive for many years so this um this [00:55:20] could be a really good opportunity to [00:55:22] bring in almost a private partner [00:55:24] private a public private partnership in [00:55:27] on this and not just put all the burden [00:55:30] on the towns Etc or just on grants I [00:55:32] think we can bring some type of public [00:55:34] private partnership to Bear to make this [00:55:37] happen so that's my update for tonight [00:55:39] I'll just what was going [00:56:32] on so that made those Avenues of [00:56:34] discussion a lot easier we work with [00:56:36] those um uh I'm an executive in [00:56:39] healthcare so that's what I do for a [00:56:41] living um so working with legislature [00:56:44] and getting them to develop programs [00:56:47] specifically for low income and I know [00:56:50] we're not all low income here but I got [00:56:51] to kind of run on that because that's [00:56:53] what's going to make this happen that's [00:56:54] what's going to it yeah so it is what it [00:56:57] is and we do fall in that category on [00:57:00] every map that is I qualify huh that I [00:57:05] qualify I [00:57:07] qualify so I start my started my career [00:57:09] in the legislature lovely so maybe we [00:57:12] can work together on that absolutely [00:57:13] that would be great I would like to say [00:57:16] something um it might have been [00:57:19] misspoken on your part but our ambulance [00:57:22] contract is with West Brookfield oh West [00:57:24] brooki bar so I just I said it's [00:57:28] West works perfectly I mean it's well [00:57:30] within the r barely like 4 minutes but [00:57:34] we're in right you know and I I really [00:57:36] don't know how to improve upon that I [00:57:38] mean we can't have one locally so and we [00:57:41] don't fall well the basic what I was [00:57:44] trying to get to there is I can't get [00:57:46] additional grants I can't get additional [00:57:48] visibility because we're not a desert in [00:57:50] that category but we are a desert in the [00:57:53] other category and that's bigger and you [00:57:56] know if we have if we have an urgent [00:57:58] care and a rapid response that's working [00:58:01] correctly Mary Lane did a huge study and [00:58:04] 85% of those coming into the emergency [00:58:06] room could have been handled in an [00:58:09] urgent care facility so we are in good [00:58:12] shape for that where um did a huge study [00:58:16] um on what was the biggest needs that [00:58:18] they did among their population and [00:58:20] Healthcare was number one and steuart [00:58:23] says he knows it's number one he said [00:58:24] but that's a really big El for him to [00:58:26] bite all by himself so um so we're [00:58:30] working together on that um John M and [00:58:33] and his his wife Jen Jen's very [00:58:35] connected Jennifer M um so lot of key [00:58:39] players are coming together on this it's [00:58:41] very helpful it felt like we were in [00:58:42] Island there for a while but now we have [00:58:44] some really good players coming to bear [00:58:46] so definitely let us know what we can do [00:58:48] to keep supporting andk you because it's [00:58:51] huge it is huge it is vital it is vital [00:58:55] if if anything facilities and public buildings and 10 a [01:03:56] meeting of each board and committee and [01:03:57] introduce myself uh phase two is meet [01:04:00] with individual staff members and [01:04:01] superintendents of various schools [01:04:03] establish engage interest in quarterly [01:04:05] coffee with the Town Administrator which [01:04:06] I brought up in my interview M evaluate [01:04:09] Town budget for potential cost savings [01:04:11] and problem areas assess the te it [01:04:13] budget and it operations including the [01:04:16] website phase three assess findings for [01:04:19] my employee and board meetings goals [01:04:21] grant opportunities deficiencies [01:04:23] professional development um I want to [01:04:25] meet with with the legislative [01:04:26] delegation I assess the financial [01:04:28] management policies and then my goal is [01:04:30] to present my findings to you [01:04:32] guys abolutely um and then I just put a [01:04:35] couple important dates I had a a [01:04:37] introductory call this morning with the [01:04:39] USDA um which with Nicole which went [01:04:41] really well nice and then Thursday [01:04:43] morning at 9:15 I'm having my first of the incentives [01:07:52] the states have and I'm not sure about [01:07:54] the um old landfills if the town owes [01:07:57] them or somebody else owns the land or I [01:08:01] I mean I think we do because we pay to [01:08:02] monitor them at least some of them [01:08:05] there's a line item in the budget for [01:08:07] monitoring the wells right so I would [01:08:11] assume that's it's Town
