[00:00:13] wanted to say that he's been more than a
[00:00:16] basic supporter for us next door the
[00:00:19] church and uh the rail trail is used
[00:00:25] it's used constantly every time I go
[00:00:27] through where I usually use uper church
[00:00:29] it's full
[00:00:31] and down here I I'm meeting people every
[00:00:34] morning and
[00:00:37] uh it has I think the potential the
[00:00:41] state of New York who put in all of this
[00:00:43] stuff for tourism and things they clean
[00:00:47] up I think it has potential to bring big
[00:00:50] money to this area because we're a basic
[00:00:54] ride we're not that far from Boston
[00:00:56] we're not that far from Harford even and
[00:00:59] other things that if we have as we build
[00:01:02] this it's going to it's got tremendous
[00:01:06] potential and I'd like to add that uh a
[00:01:09] lot of the cyclists stay at our camp so
[00:01:13] Agri tourism is something to think
[00:01:16] about definitely can I add two cents
[00:01:20] from the point of view of the
[00:01:21] Conservation
[00:01:22] Commission
[00:01:24] um I think many of you have been
[00:01:27] involved the town has supported this you
[00:01:30] know we the commission have acted on
[00:01:32] behalf of the Town um and partnered with
[00:01:35] Craig and their team and the East B Land
[00:01:38] Trust uh some years back in the late 90s
[00:01:42] Justine wouldn't know this um I was
[00:01:44] alive
[00:01:45] in well you weren't here to see was
[00:01:48] here you weren't here to see all the
[00:01:50] effort put in by the East p and land
[00:01:52] trust members at the time I'm thinking
[00:01:55] of Lucinda Rick romano and some of our
[00:01:57] other teammates that actually sought
[00:02:00] State grant money and believe it or not
[00:02:02] we are still working off that grant
[00:02:03] money and have been using it to renovate
[00:02:05] and restore and maintain and level and
[00:02:08] connect the trail and I'd like to
[00:02:11] publicly thank Becky bottomley for
[00:02:12] taking the lead because she's too humble
[00:02:15] to speak up herself to take
[00:02:19] credit uh for basically cooperating with
[00:02:22] the land trust and working on the
[00:02:23] details and in fact um getting our money
[00:02:27] um you know out um
[00:02:30] obligated to people like vegetation
[00:02:32] control services to clean up the
[00:02:35] Overlook area and to clean up the trail
[00:02:37] and gazebo site um and thank some
[00:02:41] volunteers for their participation on
[00:02:43] Bill for some electrical work um Becky I
[00:02:46] don't know if you want to add anything
[00:02:48] but Becky's been overseeing that so I
[00:02:51] just wanted it known that the town is
[00:02:53] already involved the town has already
[00:02:55] supported it and the commission has been
[00:02:58] actively involved I can't tell you the
[00:02:59] number of hours we have
[00:03:01] spent when you look at the D sign which
[00:03:05] has a d file number that's because it's
[00:03:07] all Riverfront so we had a couple of
[00:03:09] years of just interfacing with d to get
[00:03:12] it permitted and Becky the last four or
[00:03:15] five years has basically put in
[00:03:17] countless hours so I don't know Becky if
[00:03:19] you want to say anything well um as what
[00:03:22] Craig was
[00:03:24] saying the difficulty is going to be
[00:03:26] that last percentage of the trails to be
[00:03:30] uh connected from Boston to Northampton
[00:03:32] now here in hardick we have a problem
[00:03:34] hardick Gilbertville with a wear
[00:03:36] Overlook where River Overlook is where
[00:03:39] the parking lot is going north going
[00:03:42] past the co-op up to River Run the only
[00:03:47] way it's going to be connected now is um
[00:03:50] in talking with Cynthia Henshaw from
[00:03:51] East qu land trust is probably to have
[00:03:54] sidewalks um going along um in front of
[00:03:58] the co up up past the school to River
[00:04:02] run because where the trail the the
[00:04:06] railroad used to go went across the
[00:04:08] street where the cemetery is in it's
[00:04:09] private land and so we will never be
[00:04:11] able to access that old railroad bed so
[00:04:16] we're hoping with the next grant that
[00:04:19] comes to do Route 32 down by the co-op
[00:04:23] that sidewalks can be put in um with the
[00:04:26] bik lane or something so that they can
[00:04:28] go from the rare River old Two River one
[00:04:31] which then goes quey road which then
[00:04:32] goes in the brain Trea into wheel R so
[00:04:35] you need to connect that so that's
[00:04:37] something that will happen in the
[00:04:39] future the goal of my request to write
[00:04:43] the letter of support that will be
[00:04:45] living on a website we're setting up a
[00:04:47] landing page website right now going one
[00:04:51] of my board members is a high-tech guy
[00:04:54] and it's called finish theil tr. org and
[00:04:57] that will be a very different kind of
[00:04:59] website it's going to be telling a story
[00:05:02] of how we've got to this point just to
[00:05:05] be so
[00:05:06] close and and we're going to have not
[00:05:09] notation that we're outreaching all the
[00:05:12] communities for letters of support and
[00:05:15] when we do get a letter of support from
[00:05:17] given Community we're going to be
[00:05:18] outreaching the local State Rep and
[00:05:19] state senator to have them there is a
[00:05:21] Trails caucus in the state house and we
[00:05:24] want them to become more active in that
[00:05:27] and so we're going to be raising the
[00:05:29] tide of this project uh we will not uh
[00:05:33] we're only a few years away from really
[00:05:35] getting it done it seems like it's a
[00:05:37] long ways but no it's really not and
[00:05:40] everything you just mentioned Becky
[00:05:42] about the section there between U the
[00:05:46] the farmer supply place the utility
[00:05:50] poles are on the wrong side of the road
[00:05:52] I think they're going to need to be put
[00:05:53] on the other
[00:05:54] side and thought and so but all projects
[00:05:59] like this do knows that they're going to
[00:06:02] they're actually uh this October when
[00:06:05] they get to their new budget they're
[00:06:06] going to be putting together a plan
[00:06:09] about how much it's going to cost to
[00:06:11] reassemble this court maybe $150 million
[00:06:15] but if it produces $200 million a year
[00:06:18] which we know how much it's going to
[00:06:20] produce um starting in September we're
[00:06:23] going to be doing a test ride with about
[00:06:25] a dozen Riders and locals who can
[00:06:28] participate for that day but it's a
[00:06:30] 3-day ride starting in Northampton and
[00:06:33] coming over here this will be on day two
[00:06:35] day one overnight at Rosie goat farm and
[00:06:39] another local bed and breakfast and then
[00:06:41] the next day through Hardwick here and
[00:06:44] all the way up to U Hudson Hudson will
[00:06:49] be the final day so it's going to be
[00:06:51] largely in Central Mass um that'll be uh
[00:06:55] September 20 21 22 three days on the on
[00:07:00] the trail we think that'll be the
[00:07:02] kickoff for us to investigate where the
[00:07:05] gaps are where the complications are
[00:07:07] where the busy roads are to get police
[00:07:09] protection until the trail gets fully
[00:07:12] built out to be mostly Offroad we want
[00:07:15] to make sure it's done safely because
[00:07:18] this is going to be so big that we have
[00:07:20] to make sure it's done right and so that
[00:07:23] the dirty dozen will be out there this
[00:07:24] fall riding on it and and uh it's
[00:07:28] already going to appear on Google street
[00:07:30] maps Google street maps Google gave us a
[00:07:34] street map camera and the entire
[00:07:37] Corridor has now been mapped by a
[00:07:39] bicycle pulling a Google street map
[00:07:42] camera and if you go to any community on
[00:07:45] Google through the street maps protocol
[00:07:47] you'll see that it's it's being uploaded
[00:07:51] where there are gaps we have hired a
[00:07:53] drone photographer to go above and over
[00:07:56] the gaps whether it's a missing Bridge
[00:07:58] or different ownership we want to see
[00:08:01] how it all Lays out and so we're doing
[00:08:05] the whole
[00:08:06] thing so if we put together a letter of
[00:08:09] support who should that go to directly
[00:08:11] to you yes to the notic network and um
[00:08:15] when would you like the letter
[00:08:16] by two weeks is that good sure that'll
[00:08:20] be perfect thank you so much for all

[00:08:32] historic commission commanded all cities
[00:08:34] and towns in the Commonwealth to have

[00:08:43] the historic commission something to do
[00:08:46] you shall inventory every single
[00:08:48] historic older building in your
[00:08:50] community and when Hardwick did that and
[00:08:53] in the Gilbertville Village there was
[00:08:55] over 130 such places that stung them
[00:08:59] they came back to the town of Hardwick
[00:09:01] and said you need to put this on the
[00:09:04] national
[00:09:05] register they
[00:09:07] did what you have here is frozen and
[00:09:09] Amber it's very very

[00:09:54] um you talk I had a conversation today
[00:09:56] with Julie Marquette who started the
[00:09:59] website here and continues and she said
[00:10:03] they're great and there were some
[00:10:05] glitches to start she's uh they they
[00:10:09] respond quickly when there's trouble
[00:10:11] okay uh she's all for it
[00:10:14] okay well that's good um and this this
[00:10:18] this last year was sistic out of Acro
[00:10:21] funding so we had initially for 24
[00:10:25] 20 we set aside look at the balance was
[00:10:29] in there 4400s or
[00:10:33] something because whatever the balance
[00:10:35] is um it
[00:10:39] leaves the roof repair at the barn in
[00:10:43] the center of town and then this was
[00:10:44] supposed to come out of there as well
[00:10:47] okay let me um just so that we aware of
[00:10:51] that we move that we uh signed the
[00:10:54] contract with
[00:10:56] the c plus c
[00:11:00] I'll second any other discussion all in

[00:12:05] then uh we can get um it signed by eagle
[00:12:08] Health CH I think they already signed
[00:12:19] it um they have not signed it however I
[00:12:22] did talk to David from Eagle Hill and
[00:12:25] he's he's supportive he's on board of
[00:12:27] this yes oh hi I thought that have a
[00:12:31] sign I do have a sign
[00:12:33] version and just to give people a little
[00:12:36] history on this um with the sewer
[00:12:38] project going on just so that we're not
[00:12:40] all questioning what this is um with the
[00:12:43] sewer project going on and we had to
[00:12:46] explore all the Avenues whether it was
[00:12:48] going to be betterments charged whether
[00:12:51] um we could just do it on the tax basis
[00:12:55] to repay the initial
[00:12:58] 5.68 $1 million loan that um we voted on
[00:13:02] years ago and it came down to that you
[00:13:06] know if we did betterments there was no
[00:13:08] way to charge Eagle Hill for that
[00:13:10] because they're not a taxpayer um so
[00:13:13] Nicole started working with David months
[00:13:15] ago to see if they'd be willing to enter
[00:13:18] into this pilot agreement so that they
[00:13:20] paid you know their portion we're now
[00:13:23] getting the loan through USDA we don't
[00:13:25] have to go out to get the loan which is
[00:13:28] saving us you you know substantially on
[00:13:30] that end too so that that money can get
[00:13:32] put back into the project so that's
[00:13:34] where this pilot comes from we have the
[00:13:37] signature for meal Health
[00:13:39] okay do you want to add anything to it

[00:13:43] it trying to trying to contribute
[00:13:45] something given that it going townwide
[00:13:48] we'd be largely exempt from it um and

[00:15:37] Personnel committee meeting that there
[00:15:38] wasn't any you know such form um some
[00:15:42] people weren't even giving notices so I
[00:15:45] think it's good to just know where
[00:15:46] people are so that in Cas right in case
[00:15:49] you know there is a void in an office we
[00:15:51] know whether we have to fill it or you
[00:15:53] know close that office you know for the
[00:15:55] day or the week for that matter and let
[00:15:57] the public know that ahead of time so

[00:16:03] everyone had a chance to look at that

[00:17:32] give me as a Town Administrator approval

[00:17:41] like grants and stuff like that I don't
[00:17:43] have a problem with but like contracts
[00:17:45] money anything with money attached to it

[00:22:11] it's important to the board I think it's
[00:22:12] important to the administrator um she
[00:22:15] can help you a lot and I'd appreciate
[00:22:18] the help um you know whether it's grants
[00:22:20] or you know you know it just even within
[00:22:24] your department if you need help like
[00:22:25] she's there as a resource so definitely
[00:22:28] um you know but she does like to she
[00:22:31] would like to know what's going on too
[00:22:33] you know as far as what you're doing the
[00:22:35] calls that are being made and you know
[00:22:37] things like that so I'm chair
[00:22:40] right um another thing is so I'm meeting
[00:22:43] with all the department heads in
[00:22:44] dividually you know cuz I just started

[00:22:47] a time see the fire station have and you
[00:22:50] know get to know maybe if some of the
[00:22:52] fire fighters are around um and also too

[00:24:02] footings underneath us um do we have an
[00:24:05] exorbitant of excess at this point yet
[00:24:07] no but I think we're definitely working
[00:24:10] it yeah it does seem to be getting
[00:24:11] better from from my prior experience to
[00:24:14] now so we're moving in the right
[00:24:15] direction for sure exactly
[00:24:19] exactly I I stop in periodically at the
[00:24:24] station um and I'm happy with Josh is
[00:24:29] moving along and increasing
[00:24:31] and I'm happy and you're and you're able
[00:24:34] to do both because I just I know that

[00:35:24] because we do get you know these weekly
[00:35:26] updates and everything and
[00:35:28] um I asked um the engineering company if
[00:35:31] any of this can be shared because I
[00:35:32] would like to create a page on the
[00:35:34] website um so all of the information for
[00:35:37] this project is easily accessible for
[00:35:39] the public yeah it was at one point on
[00:35:42] their
[00:35:43] page maybe it was the old I don't know
[00:35:46] we were at one point putting stuff out
[00:35:49] there so that would be I think I think
[00:35:52] people would like that to see the
[00:35:54] updates
