The Hardwick Select Board meeting covered significant progress on the regional rail trail, including its economic potential, ongoing development, and a planned test ride, alongside a request for a letter of support. Key municipal contracts were approved, including renewals for EMS and Sewer Plus, a pilot agreement with Eagle Hill School for sewer project repayment, and a new software contract. The Board unanimously appointed Josh P. as the Fire Chief and discussed his reporting and communication. Updates on the USDA project, Gilbertville Wastewater Treatment Plant upgrades, and various grant applications were provided. Administrative matters such as a new time-off request form, signatory authority for the Town Administrator, and job postings were also addressed, concluding with discussions on citizen complaints and future meeting logistics.

Network and we happy to answer any questions you have great I'm all for a of support y thank you well keep you point I I just wanted to say that he's been more than a basic supporter for us next door the
Church and uh the rail trail is used it's used constantly every time I go through where I usually use uper church it's full and down here I I'm meeting people every morning and
It has I think the potential the state of New York who put in all of this stuff for tourism and things they clean up I think it has potential to bring big money to this area because we're a basic ride we're not that far from Boston
We're not that far from Harford even and other things that if we have as we build this it's going to it's got tremendous potential and I'd like to add that uh a lot of the cyclists stay at our camp so Agri tourism is something to think
About definitely can I add two cents from the point of view of the Conservation Commission I think many of you have been involved the town has supported this you know we the commission have acted on behalf of the Town um and partnered with
Craig and their team and the East B Land Trust uh some years back in the late 90s Justine wouldn't know this um I was alive in well you weren't here to see was here you weren't here to see all the effort put in by the East p and land trust members at the time I'm thinking
Of Lucinda Rick romano and some of our other teammates that actually sought State grant money and believe it or not we are still working off that grant money and have been using it to renovate and restore and maintain and level and connect the trail and I'd like to publicly thank Becky bottomley for
Taking the lead because she's too humble to speak up herself to take credit uh for basically cooperating with the land trust and working on the details and in fact um getting our money you know out
Obligated to people like vegetation control services to clean up the Overlook area and to clean up the trail and gazebo site um and thank some volunteers for their participation on Bill for some electrical work um Becky I don't know if you want to add anything
But Becky's been overseeing that so I just wanted it known that the town is already involved the town has already supported it and the commission has been actively involved I can't tell you the number of hours we have spent when you look at the D sign which has a d file number that's because it's
All Riverfront so we had a couple of years of just interfacing with d to get it permitted and Becky the last four or five years has basically put in countless hours so I don't know Becky if you want to say anything well um as what Craig was saying the difficulty is going to be
That last percentage of the trails to be connected from Boston to Northampton now here in hardick we have a problem hardick Gilbertville with a wear Overlook where River Overlook is where the parking lot is going north going past the co-op up to River Run the only
Way it's going to be connected now is in talking with Cynthia Henshaw from East qu land trust is probably to have sidewalks um going along um in front of the co up up past the school to River run because where the trail the the
Railroad used to go went across the street where the cemetery is in it's private land and so we will never be able to access that old railroad bed so we're hoping with the next grant that comes to do Route 32 down by the co-op that sidewalks can be put in um with the
Bik lane or something so that they can go from the rare River old Two River one which then goes quey road which then goes in the brain Trea into wheel R so you need to connect that so that's something that will happen in the future the goal of my request to write the letter of support that will be
Living on a website we're setting up a landing page website right now going one of my board members is a high-tech guy and it's called finish theil tr. org and that will be a very different kind of website it's going to be telling a story of how we've got to this point just to
Be so close and and we're going to have not notation that we're outreaching all the communities for letters of support and when we do get a letter of support from given Community we're going to be outreaching the local State Rep and state senator to have them there is a Trails caucus in the state house and we
Want them to become more active in that and so we're going to be raising the tide of this project uh we will not we're only a few years away from really getting it done it seems like it's a long ways but no it's really not and everything you just mentioned Becky
About the section there between U the the farmer supply place the utility poles are on the wrong side of the road I think they're going to need to be put on the other side and thought and so but all projects like this do knows that they're going to
They're actually uh this October when they get to their new budget they're going to be putting together a plan about how much it's going to cost to reassemble this court maybe $150 million but if it produces $200 million a year which we know how much it's going to
Produce um starting in September we're going to be doing a test ride with about a dozen Riders and locals who can participate for that day but it's a 3-day ride starting in Northampton and coming over here this will be on day two day one overnight at Rosie goat farm and
Another local bed and breakfast and then the next day through Hardwick here and all the way up to U Hudson Hudson will be the final day so it's going to be largely in Central Mass um that'll be September 20 21 22 three days on the on
The trail we think that'll be the kickoff for us to investigate where the gaps are where the complications are where the busy roads are to get police protection until the trail gets fully built out to be mostly Offroad we want to make sure it's done safely because
This is going to be so big that we have to make sure it's done right and so that the dirty dozen will be out there this fall riding on it and and uh it's already going to appear on Google street maps Google street maps Google gave us a street map camera and the entire
Corridor has now been mapped by a bicycle pulling a Google street map camera and if you go to any community on Google through the street maps protocol you'll see that it's it's being uploaded where there are gaps we have hired a drone photographer to go above and over
The gaps whether it's a missing Bridge or different ownership we want to see how it all Lays out and so we're doing the whole thing so if we put together a letter of support who should that go to directly to you yes to the notic network and
When would you like the letter by two weeks is that good sure that'll be perfect thank you so much for all your work done here and in your beautiful Community Frozen in Amber here did you know that when the the mass historic commission commanded all cities
And towns in the Commonwealth to have historical commissions they also commanded all cities and towns to have form bees for buildings and to give them the historic commission something to do you shall inventory every single historic older building in your community and when Hardwick did that and
In the Gilbertville Village there was over 130 such places that stung them they came back to the town of Hardwick and said you need to put this on the national register they did what you have here is frozen and Amber it's very very
Cool very cool thank you thank you thank you for thank you a couple of people walked in after a visitor any other visitor comments before I move on I just didn't want to in case anybody had anything okay good
Next for new business is to discuss and vote on the Civic plus contract so I also have um all the hard copies that need to be signed okay um so this is just an annual contract it's what we use for our
Town website you talk I had a conversation today with Julie Marquette who started the website here and continues and she said they're great and there were some glitches to start she's uh they they
Respond quickly when there's trouble okay uh she's all for it okay well that's good um and this this this last year was sistic out of Acro funding so we had initially for 24 20 we set aside look at the balance was
In there 4400s or something because whatever the balance is um it leaves the roof repair at the barn in the center of town and then this was supposed to come out of there as well
Okay let me um just so that we aware of that we move that we uh signed the contract with the c plus c I'll second any other discussion all in favor I I I so I'll just wait and give
This all to you at the end or can do yeah perfect it's kind of want yep discussion and vote on EMS contract that with yeah this is the same as last year it's just a r
I move that we uh right sign the contract with Westfield EMS I'll second any other discussion all in favor I I I discussion and vote on Eagle Hill
Contract um this is the pilot agreement between the town and Eagle Hill that was started by the former Town Administrator that has been checked by Town Council Town Council has approved it so we're just waiting for the board signature so then uh we can get um it signed by eagle
Health CH I think they already signed it um they have not signed it however I did talk to David from Eagle Hill and he's he's supportive he's on board of
This yes oh hi I thought that have a sign I do have a sign version and just to give people a little history on this um with the sewer project going on just so that we're not all questioning what this is um with the sewer project going on and we had to
Explore all the Avenues whether it was going to be betterments charged whether we could just do it on the tax basis to repay the initial 5.68 $1 million loan that um we voted on years ago and it came down to that you
Know if we did betterments there was no way to charge Eagle Hill for that because they're not a taxpayer um so Nicole started working with David months ago to see if they'd be willing to enter into this pilot agreement so that they paid you know their portion we're now getting the loan through USDA we don't
Have to go out to get the loan which is saving us you you know substantially on that end too so that that money can get put back into the project so that's where this pilot comes from we have the signature for meal Health okay do you want to add anything to it David I don't no I think that's the G of
It trying to trying to contribute something given that it going townwide we'd be largely exempt from it um and knowing that we are the largest user on the system and we will benefit from it so well we appreciate thank you trying to help out yes perfect okay so and the board the school everyone largely on
Board which is good perfect good thank you I move that we sign the contract with the the pilot agreement with Eagle school I'll second in it any other discussion okay all in favor I hi I I'd
Like to say something you certainly can Eagle Hill gave us a generator to power up the fire Department a couple of years ago now we have two buildings in town that are independent when the power goes down and one of them's the fire station due
To Eagle Hill's gift the flags that are up all over town Eagle Hill put those on so uh just wanted to say that and give them an add a boy good yes thank you yeah trying to me relationships and be a positive yeah
Absolutely always better to be that way and Dave and I are actually meeting in a few weeks perfect excellent good great thank you welome okay um discussion and vote on time off request form um so this is something that I created um because I there was no time
Off request form that I could find what I did is I reached out to my colleagues in other towns found what they were doing um I found picked which one I liked the best and I just made it reflect Hardwick um so with the board's approval I will start using this tomorrow which and I'll make sure that
All the employees know this is the form to and we talked about this in our Personnel committee meeting that there wasn't any you know such form um some people weren't even giving notices so I think it's good to just know where people are so that in Cas right in case you know there is a void in an office we
Know whether we have to fill it or you know close that office you know for the day or the week for that matter and let the public know that ahead of time so you know that's important so has any everyone had a chance to look at that are you good with that yeah I would just recommend that you make a Google form
And so you track it make it easy for you to S when you get these back you can just fill in the data and it goes right to sheets and you'll have a database and you ever need something it's right there yeah absolutely that's all
Want to make a motion want a motion please um I'll make a motion time off request form uh to approve it I I agree a second motion any other discussion no all in favor I thank
You uh discussion and vote on signatory approval for Town approval so I had put this on the agenda because between in between meetings things come up for example I'm applying for a it Grant
That needed a signature to apply for so I I know I have it with me but through the Massachusetts technical collaborative I sign for it so I just wanted to get some feedback from the board um and pick your brain on where does my signatory approval end and where the board should begin I know all
Contracts have to go through the board but I wanted to know what the board's comfortable with and um if there's certain things that you would like to give me as a Town Administrator approval Authority for okay um as far as like basic forms like grants and stuff like that I don't
Have a problem with but like contracts money anything with money attached to it should come in front of the board unless you're just asking oh yeah was I'm asking for money yeah so the only exception to that is the ongoing USDA project oh right that's
A big one and sometimes when those things come across and Nicole had signatory on those okay um sometimes they're just m they're minor obviously big money change orders I'm sure she's not going to sign that that that that would be a vote for the board but um you know little things like that for that
Project she may need you know um and so does it relate to money yes because the projects are there and you know what like it's not spending more money but it's it should be a cap signatures on you know on stuff like that that that do
Pop up from time to time right but that also would be approved by like The Architects the engineers cuz they're reviewing it absolutely 100% yes yes but I have a a grant usually every year from Mima for $2,700 and um I might have to amend that
Contract it's a contract with the state M and uh yeah you have to sign they send we have to and it would be I'd be happy that right yep it would speed things I think right now it went back to me but it you know the next time it pops up we should we should change that cuz
Those are well the Rel the chair can sign dictate right actually I would think any select could sign again we're just asking for money we're not committing y I'm I'm comfortable with you know with allowing you to be
Signatory okay I think I'm also comfortable with trusting that you know what your boundaries are okay does that make sense yeah and if I have any question yeah yes yes I move that we what
Allow approval approval I'll C it okay any other discussion good good all in favor all thank you very much all Josh come on good evening how
Are you good how are you good it's nice to finally meet you yeah either sit at the end or pull another chair I don't know how what is that you guys want me as long as that's a comfortable chair it's not collapse collapse
On okay good all right so um so obviously it's the end of the fiscal year we when we did the interim appointment we knew we'd be having this discussion come the new probably should have been done earlier sorry about that understand but
Obviously you know we want to see um a if you're interested in in continuing I know we didn't see a whole lot of reports from you in the past few months so I don't know if that was just miscommunication yeah or so I just that was one of my questions um you know
Normally Ray would turn them in monthly you know and he had like a it almost looked like a program he really would just turn in it was like how many calls he had what they were I don't know if it's something that comes out of one of your systems up there yeah we do have IMC that we use to document on it was
Just it just kind of I actually wasn't aware that Ry was doing that that's why I I hadn't uh I hadn't been providing that monthly so that was my question exactly yeah um and obviously there's department head you know meetings with with um Justine that um you know hopefully you can make I I know your
Schedule's a little you know different but at least if you're meeting with her and just you know keeping her in the loop on things yeah and I've been talking with the uh with the deputy chief and with the with the Department administrator somebody will will be making the because I
Know I voed that concern I think at our last meeting that hopefully we work with this office and I know that you know that's important I completely I think it's important to the board I think it's important to the administrator um she can help you a lot and I'd appreciate the help um you know whether it's grants
Or you know you know it just even within your department if you need help like she's there as a resource so definitely you know but she does like to she would like to know what's going on too you know as far as what you're doing the calls that are being made and you know things like that so I'm chair
Right um another thing is so I'm meeting with all the department heads in dividually you know cuz I just started as you know yep um so I'd love to set up a time see the fire station have and you know get to know maybe if some of the fire fighters are around um and also too
You know if you need any help with anything if there's ever a big event in town um I'll give you my number you know I just want to know about it um I rather have too much information than not enough right um so yeah I just appreciate and just the just the back and forth communication so not problem
At all you know like a large fire if something were to happen or anything like that you know we have had a few you know over the years and um you know things like that they're important you know she can reach out to people and get support too you know or how I can support you right yeah right yeah for
Sure all right I spoke my piece anybody else I know you're going to need help with some grant writing and stuff like that just yeah I've been I've been reaching out to uh area Chiefs about just different grants and different Avenues I know you know the town has issues with funding um so I've been
Trying to just figure out we we are definitely working on that and um um I feel like we have solid you know footings underneath us um do we have an exorbitant of excess at this point yet no but I think we're definitely working it yeah it does seem to be getting better from from my prior experience to
Now so we're moving in the right direction for sure exactly exactly I I stop in periodically at the station um and I'm happy with Josh is moving along and increasing and I'm happy and you're and you're able
To do both because I just I know that you have a full-time yeah yeah um so you're managing that okay yeah that's well you have good support there the depu has been great and the uh the captain Lieutenant's been been helping out as much as they possibly can um I'm hoping my work schedule will kind of
Smooth out a little bit now we're back to fully staffed so oh good hopefully it'll be a little a little bit easier on me yeah that's always good but yeah no everything's everything's been going pretty well I mean you I hate to use the business as usual thing but that's kind of kind of where we've well no that's
Okay if nothing crazy is going on in the fire environment that's not a bad thing that's not a bad thing yeah I don't know if you guys received a copy of that yes the yes the the trucks are know in need of Maintenance and replacement which for we're working on um and we certainly
Know that yeah the green Grant did very good for the Department the doors aren't leaking anymore and water staying out of the station perfect um the heat pump was working phenomenal in the you know winter or colder nights and uh so everything went well with that just just
Along oh do we need uh we need a motion to continue the agreement correct and then to go into executive session over our contract yeah we'll schedule that for sometime soon mhm okay I know that uh we we do that
That we continue this agreement and keep Josh Pas as Chief so he would be Chief not in anymore corre I would make that in the motion okay so the motion is to appoint Josh peas as sorry fire chief and that's an annual
Appointment um and that we would go into executive session for contract negotiations so I'll let you know when that when if that works for your schedule too okay yep yeah we'll work around as yeah as long as as long as I have some notice for the most part I can kind of manipulate my schedule I just
Need you know a couple of weeks to have an idea I know sometimes a couple of weeks notice isn't no that's probably with the holiday next week it probably it probably will be a couple of weeks unless unless I get forced in or I know some crazy thing happens to where I get called in but and you're full-time with
The Barry Police Department that's correct right so our next meeting is July 8th they should be by um or the 22nd you could always do it at one of those
Meetings 8 July 8th remember doing end of year transfers so in the 22nd we we're meeting with uh the finance committee but if that's if it's late if that's all it is we could do it at the end right we could go into executive session at the end the 202nd will probably work for me you wanted okay so let's give you more
Time to adjust so you want to make a motion else I move that we uh now have we had a vote to make him achieve no that's going to be your motion motion would be to go into executive session to negotiate um a contract
Fulltime fire chief on the 27 it is I'll second that motion any other discussion all in favor all right bye congratulations thank you very much very welcome thank you you're
Welcome I'ma our Avil me thank you have a good night all right so we'll do that on the 22nd we need grants for fire trucks okay desperately I'll do my best desperately yeah okay um other old
Business Vadar discussion and vote on the Vadar contract um so there were some questions at the last meeting um so I reached out to uh Vadar and sent the information
Around um response to Mr questions um so this is just on the agenda again and there's also a line item on the invoice that was um over 6 years 0% interest 3,900 bucks and so we're I
Guess that's part of a payment plan in the initial cuz we didn't want to pay it in full which I I didn't know so just putting it out there and that comes off in four years so everyone knows and then reduces down from 145 to it
Will bring it down basic about 10 yeah okay was everybody comfortable with this I'm I'm happy I think Justin said that she got a little motion on the length of the contract so is that true they were willing to go for for two years instead of three yeah do we want to do
That are you I I mean I'm comfortable with it I've called around and called other Town spoke with their Town treasurers and stuff and a lot of a lot of small Municipal municipalities use this system um they're happy with it it's user friendly and the only real difference is is the payment plan which
I didn't I wasn't aware of and me NE and one of the um integrated software packages we have one that's different and that's why we it's a difference of like 2 Grand a year versus 8 Grand but you're your comfortable with it yeah I am I am comfortable with it so I don't
Mind doing three I've used it in other towns too and I think it's it's it's very us or friendly as as Mr said agree we move that we U sign a contract with vade or anything else I can any other discussion all in favor all
Right okay uh other old business is the USDA project closing document which I have a ton the loan that I referenced earlier instead of having to go out to bid for the loan USDA was willing to write that loan directly for us at a very lower rate which is saving
Us you know over I think a couple hundred, that can go back into the project which we will need for Alternatives at this point so an extras that um they kind of had to take off when because of the length of time that we waited to get bid docks out obviously
Pricing changes so um some of those things got taken out that can now be put back in because of that so that's great that they were willing to do um a direct loan with us Y is that all this year yep there there a tons of tons of documents that only
Take you're happy with that yes definitely would move that we Pro with that I'll stuck on that motion any other discussion excuse me has a question yes one of the things that I heard that
Was taken out perhaps was the solar pump station down in wheel right and and looking at that it's in very poor shape it's very old that would be something that I think they could consider consider well a discussion with Scott P
Y Scott would Scott is definitely working with you know DPC and especially the on-site guys that are there yeah my my bra just doesn't want to work when it comes to names I apologize gentleman that's that's the Henry no
No from DPC Justin no the guy that's on the ground in will right that gives us the updates and I can't think of his name like iure or something I know honestly so anyway he's been working very closely
With those guys to so when we do know that there is actually extra money they know his wish list for sure they know the priorities you know for what he because what they're doing the renovation in real right have that facility it doesn't make sense not to
Have the sewer pump station up well and you know let's let's also you know we also need probably another Grant to actually do everything that goes from the plant out so right it's a start and hopefully we can continue to build off that
Infrastructure and upgrade all that stuff so but yeah Scott definitely has his prior you know his his list of priorities I should say so anything else anyone else right all in favor I
I now we were committed a long time ago uh meeting uh minutes for May 22nd 2024 everybody okay with them
Make a motion to approve the meeting minutes on May 22nd i' second it all in favor all right okay any Mis miscellaneous
Correspondences no can administrator report thank you so just a little synopsis of what's been going on the last couple weeks since our last meeting um on June 12th we had a bid opening for Paving um so that's
Coming we did pick um three vendors for miscellaneous Paving um parts we attend did a pre-construction meeting for the Gilbertville wastewater treatment plant upgrades um so that's that's something that's starting and however something that came up that we talked about
Because we do get you know these weekly updates and everything and I asked um the engineering company if any of this can be shared because I would like to create a page on the website um so all of the information for this project is easily accessible for the public yeah it was at one point on
Their page maybe it was the old I don't know we were at one point putting stuff out there so that would be I think I think people would like that to see the updates exactly um under CTI some issues uh we did have a resident in High Street
Complain about a quanset Hut something that also came in is a noise complaint um I did spot 429 Old green witch Plains Road um I did have a conversation today with the police chief the Board of Health is also aware
Unfortunately I'm not sure if this it's out of my jurisdiction and it's it falls under the Board of Health and the police department but they're aware of it they are aware of it yeah okay uncertain what to do um for financial and grants I did have a call with cmrpc just to get up to
Date on the status of everything that's been ongoing um the cdbg grant for Highland Terrace and planning study for Gilbertville Memorial Park um will should know in late August National Park Association grant for the townhouse is going to be probably around July 31st we'll hear about that
Demands for sewer bills went out on June 11th and they are due back June 25th uh under the human resources section um I start I start my individual department meetings on July 1st uh we developed a time off request form which you have approved tonight I'm working on a public code of conduct policy oh good
So that meetings and things like that EXC anyone that comes into the building so I'll be presenting that our next meeting um I had the my first department head meeting on July 13th that I thought went really well June June 13th s you haven't hit July yet you're just you're just going you're just ready to have the
Next one like July yeah maybe I'm losing track of I'm definitely I can't believe I've been here for two weeks I'm I'm losing track of time too um we posted the highway department working format in truck driver labor position it's been on the website but I created a town inde
Deed account so we also be using that and I'm going to put it in the River news and um maybe the MMA website also we're not really getting a lot of hits on those is it on Facebook Facebook I not I don't think so it might I mean people share it I know the last time okay you got a little interest if
You put it out there and then people can share it from from the page sure I attended a virtual rural communities weekly meeting with um the director which is an GOI um so I'll be attending those I also attended a Lester Regional Public Health Coalition meeting
With Mr M and Miss Tinker um on June 17th um I met with Meg height on June 13th to get up to speed on the ecotourism mapping project I also have another call next week with cmrpc on that specific project okay and then I'd like to include a
Little recognition section when I do my Town Administrator reports cuz we do just have some incredible people here so I'd like to recognize and Barnes of the townhouse advisory committee Julie and an at the Page Memorial Library Bill Cole the planning board Ryan wios our town clerk Lisa Cohen of the community
Fair Association Lisa conet um so there was a grant that we were made aware of my very first day that was due by the end of that week and without them that would not have been submitted so I just want to recognize them that's awesome for working with me
And working with cmrpc to get that Grant in in 3 days and Lisa was 2 minutes away from getting married too that week so I'm going to give her a little Kudos on top of she literally was like and she managed it and she got yeah yep that's awesome everyone worked together to get
That in thank you thank you everyone that that you know took part in that that's great some important dates Senator Durant and representative berum are holding office hours and this room on July 8th from 10:15 to 11:15 that is also on the Facebook page and toown
Website um and then just to let the board know I am attending a Stam meeting on June 27th so I will be out of the office okay that's what I have for tonight Sandy will be here oh yes y perfect
Okay uh I'm going to skip over and go to selectboard Round Table if anyone has anything I'm really happy we hired Justine good perfect I agree I do have something there if you don't have anything um last week I attended the
Planning board meeting and there was some discussion about special permit stuff like that um and I was just there as citizen as a town and few things that came up regarding the building inspector and stuff and I'm hoping that the planning
Board will communicate with Justine and pass on the notes um of things that were said in that meeting um so we can have a discussion in the future about this yeah okay that's it yep those those
Concerns will be addressed okay perfect other there no okay okay so we just have our signatures to get through oh yes I they should be all
Marked do you want me to start with the is this because this is just me can I see that this is the USDA um USDA put in here so start okay here's everything except the USDA I'll start with that so not to overwhelm you perfect yeah I it was in front of me I
Was like I didn't really look through it
Though you want just one sign that yeah yep or Kelly wants to sign up you want to sign okay there was a lot to sign
Tonight this one also I think Vadar is yours okay Y is I'm just going to make a file there I have stuff here
This that um I have that so you don't need to can just sign my I think that's what I had too maybe she multiple copies
If you have problems with a noise complaint I don't know what it is none of my business Dr M just would suggest that yeah there was something that came up Board of Health that was U that was the Quan Hut U the primary complaint as I understand it is oh that it was
Another one but that one as well yes I just going to give you some some personal experience advice if you have a noise complaint and that is buy the rooster and kill well I don't know but this is a

[00:00:00] Network and we happy to answer any [00:00:02] questions you [00:00:05] have great I'm all for a of support [00:00:09] y thank you well keep you point I I just [00:00:13] wanted to say that he's been more than a [00:00:16] basic supporter for us next door the [00:00:19] church and uh the rail trail is used [00:00:25] it's used constantly every time I go [00:00:27] through where I usually use uper church [00:00:29] it's full [00:00:31] and down here I I'm meeting people every [00:00:34] morning and [00:00:37] uh it has I think the potential the [00:00:41] state of New York who put in all of this [00:00:43] stuff for tourism and things they clean [00:00:47] up I think it has potential to bring big [00:00:50] money to this area because we're a basic [00:00:54] ride we're not that far from Boston [00:00:56] we're not that far from Harford even and [00:00:59] other things that if we have as we build [00:01:02] this it's going to it's got tremendous [00:01:06] potential and I'd like to add that uh a [00:01:09] lot of the cyclists stay at our camp so [00:01:13] Agri tourism is something to think [00:01:16] about definitely can I add two cents [00:01:20] from the point of view of the [00:01:21] Conservation [00:01:22] Commission [00:01:24] um I think many of you have been [00:01:27] involved the town has supported this you [00:01:30] know we the commission have acted on [00:01:32] behalf of the Town um and partnered with [00:01:35] Craig and their team and the East B Land [00:01:38] Trust uh some years back in the late 90s [00:01:42] Justine wouldn't know this um I was [00:01:44] alive [00:01:45] in well you weren't here to see was [00:01:48] here you weren't here to see all the [00:01:50] effort put in by the East p and land [00:01:52] trust members at the time I'm thinking [00:01:55] of Lucinda Rick romano and some of our [00:01:57] other teammates that actually sought [00:02:00] State grant money and believe it or not [00:02:02] we are still working off that grant [00:02:03] money and have been using it to renovate [00:02:05] and restore and maintain and level and [00:02:08] connect the trail and I'd like to [00:02:11] publicly thank Becky bottomley for [00:02:12] taking the lead because she's too humble [00:02:15] to speak up herself to take [00:02:19] credit uh for basically cooperating with [00:02:22] the land trust and working on the [00:02:23] details and in fact um getting our money [00:02:27] um you know out um [00:02:30] obligated to people like vegetation [00:02:32] control services to clean up the [00:02:35] Overlook area and to clean up the trail [00:02:37] and gazebo site um and thank some [00:02:41] volunteers for their participation on [00:02:43] Bill for some electrical work um Becky I [00:02:46] don't know if you want to add anything [00:02:48] but Becky's been overseeing that so I [00:02:51] just wanted it known that the town is [00:02:53] already involved the town has already [00:02:55] supported it and the commission has been [00:02:58] actively involved I can't tell you the [00:02:59] number of hours we have [00:03:01] spent when you look at the D sign which [00:03:05] has a d file number that's because it's [00:03:07] all Riverfront so we had a couple of [00:03:09] years of just interfacing with d to get [00:03:12] it permitted and Becky the last four or [00:03:15] five years has basically put in [00:03:17] countless hours so I don't know Becky if [00:03:19] you want to say anything well um as what [00:03:22] Craig was [00:03:24] saying the difficulty is going to be [00:03:26] that last percentage of the trails to be [00:03:30] uh connected from Boston to Northampton [00:03:32] now here in hardick we have a problem [00:03:34] hardick Gilbertville with a wear [00:03:36] Overlook where River Overlook is where [00:03:39] the parking lot is going north going [00:03:42] past the co-op up to River Run the only [00:03:47] way it's going to be connected now is um [00:03:50] in talking with Cynthia Henshaw from [00:03:51] East qu land trust is probably to have [00:03:54] sidewalks um going along um in front of [00:03:58] the co up up past the school to River [00:04:02] run because where the trail the the [00:04:06] railroad used to go went across the [00:04:08] street where the cemetery is in it's [00:04:09] private land and so we will never be [00:04:11] able to access that old railroad bed so [00:04:16] we're hoping with the next grant that [00:04:19] comes to do Route 32 down by the co-op [00:04:23] that sidewalks can be put in um with the [00:04:26] bik lane or something so that they can [00:04:28] go from the rare River old Two River one [00:04:31] which then goes quey road which then [00:04:32] goes in the brain Trea into wheel R so [00:04:35] you need to connect that so that's [00:04:37] something that will happen in the [00:04:39] future the goal of my request to write [00:04:43] the letter of support that will be [00:04:45] living on a website we're setting up a [00:04:47] landing page website right now going one [00:04:51] of my board members is a high-tech guy [00:04:54] and it's called finish theil tr. org and [00:04:57] that will be a very different kind of [00:04:59] website it's going to be telling a story [00:05:02] of how we've got to this point just to [00:05:05] be so [00:05:06] close and and we're going to have not [00:05:09] notation that we're outreaching all the [00:05:12] communities for letters of support and [00:05:15] when we do get a letter of support from [00:05:17] given Community we're going to be [00:05:18] outreaching the local State Rep and [00:05:19] state senator to have them there is a [00:05:21] Trails caucus in the state house and we [00:05:24] want them to become more active in that [00:05:27] and so we're going to be raising the [00:05:29] tide of this project uh we will not uh [00:05:33] we're only a few years away from really [00:05:35] getting it done it seems like it's a [00:05:37] long ways but no it's really not and [00:05:40] everything you just mentioned Becky [00:05:42] about the section there between U the [00:05:46] the farmer supply place the utility [00:05:50] poles are on the wrong side of the road [00:05:52] I think they're going to need to be put [00:05:53] on the other [00:05:54] side and thought and so but all projects [00:05:59] like this do knows that they're going to [00:06:02] they're actually uh this October when [00:06:05] they get to their new budget they're [00:06:06] going to be putting together a plan [00:06:09] about how much it's going to cost to [00:06:11] reassemble this court maybe $150 million [00:06:15] but if it produces $200 million a year [00:06:18] which we know how much it's going to [00:06:20] produce um starting in September we're [00:06:23] going to be doing a test ride with about [00:06:25] a dozen Riders and locals who can [00:06:28] participate for that day but it's a [00:06:30] 3-day ride starting in Northampton and [00:06:33] coming over here this will be on day two [00:06:35] day one overnight at Rosie goat farm and [00:06:39] another local bed and breakfast and then [00:06:41] the next day through Hardwick here and [00:06:44] all the way up to U Hudson Hudson will [00:06:49] be the final day so it's going to be [00:06:51] largely in Central Mass um that'll be uh [00:06:55] September 20 21 22 three days on the on [00:07:00] the trail we think that'll be the [00:07:02] kickoff for us to investigate where the [00:07:05] gaps are where the complications are [00:07:07] where the busy roads are to get police [00:07:09] protection until the trail gets fully [00:07:12] built out to be mostly Offroad we want [00:07:15] to make sure it's done safely because [00:07:18] this is going to be so big that we have [00:07:20] to make sure it's done right and so that [00:07:23] the dirty dozen will be out there this [00:07:24] fall riding on it and and uh it's [00:07:28] already going to appear on Google street [00:07:30] maps Google street maps Google gave us a [00:07:34] street map camera and the entire [00:07:37] Corridor has now been mapped by a [00:07:39] bicycle pulling a Google street map [00:07:42] camera and if you go to any community on [00:07:45] Google through the street maps protocol [00:07:47] you'll see that it's it's being uploaded [00:07:51] where there are gaps we have hired a [00:07:53] drone photographer to go above and over [00:07:56] the gaps whether it's a missing Bridge [00:07:58] or different ownership we want to see [00:08:01] how it all Lays out and so we're doing [00:08:05] the whole [00:08:06] thing so if we put together a letter of [00:08:09] support who should that go to directly [00:08:11] to you yes to the notic network and um [00:08:15] when would you like the letter [00:08:16] by two weeks is that good sure that'll [00:08:20] be perfect thank you so much for all [00:08:23] your work done here and in your [00:08:26] beautiful Community Frozen in Amber here [00:08:30] did you know that when the the mass [00:08:32] historic commission commanded all cities [00:08:34] and towns in the Commonwealth to have [00:08:36] historical commissions they also [00:08:39] commanded all cities and towns to have [00:08:41] form bees for buildings and to give them [00:08:43] the historic commission something to do [00:08:46] you shall inventory every single [00:08:48] historic older building in your [00:08:50] community and when Hardwick did that and [00:08:53] in the Gilbertville Village there was [00:08:55] over 130 such places that stung them [00:08:59] they came back to the town of Hardwick [00:09:01] and said you need to put this on the [00:09:04] national [00:09:05] register they [00:09:07] did what you have here is frozen and [00:09:09] Amber it's very very [00:09:12] cool very cool thank you thank you thank [00:09:15] you for thank [00:09:19] you a couple of people walked in um [00:09:22] after a visitor any other visitor [00:09:25] comments before I move on I just didn't [00:09:27] want to [00:09:29] in case anybody had anything okay good [00:09:32] um next for new business is to discuss [00:09:35] and vote on the Civic plus [00:09:38] contract so I also have um all the hard [00:09:42] copies that need to be signed okay um so [00:09:45] this is just an [00:09:47] annual [00:09:48] um contract it's what we use for our [00:09:51] town website [00:09:54] um you talk I had a conversation today [00:09:56] with Julie Marquette who started the [00:09:59] website here and continues and she said [00:10:03] they're great and there were some [00:10:05] glitches to start she's uh they they [00:10:09] respond quickly when there's trouble [00:10:11] okay uh she's all for it [00:10:14] okay well that's good um and this this [00:10:18] this last year was sistic out of Acro [00:10:21] funding so we had initially for 24 [00:10:25] 20 we set aside look at the balance was [00:10:29] in there 4400s or [00:10:33] something because whatever the balance [00:10:35] is um it [00:10:39] leaves the roof repair at the barn in [00:10:43] the center of town and then this was [00:10:44] supposed to come out of there as well [00:10:47] okay let me um just so that we aware of [00:10:51] that we move that we uh signed the [00:10:54] contract with [00:10:56] the c plus c [00:11:00] I'll second any other discussion all in [00:11:04] favor I I I so I'll just wait and give [00:11:07] this all to you at the end or can do [00:11:10] yeah perfect it's kind of want [00:11:13] yep discussion and vote on EMS [00:11:17] contract that with [00:11:20] um yeah this is the same as last year [00:11:24] it's just a r [00:11:30] I move that we uh right sign the [00:11:34] contract with Westfield EMS I'll [00:11:38] second any other discussion all in favor [00:11:42] I I [00:11:45] I discussion and vote on Eagle Hill [00:11:49] contract um this is the pilot agreement [00:11:52] between the town and Eagle Hill that was [00:11:54] started by the former Town Administrator [00:11:57] um that has been checked by Town Council [00:12:01] Town Council has approved it so we're [00:12:03] just waiting for the board signature so [00:12:05] then uh we can get um it signed by eagle [00:12:08] Health CH I think they already signed [00:12:19] it um they have not signed it however I [00:12:22] did talk to David from Eagle Hill and [00:12:25] he's he's supportive he's on board of [00:12:27] this yes oh hi I thought that have a [00:12:31] sign I do have a sign [00:12:33] version and just to give people a little [00:12:36] history on this um with the sewer [00:12:38] project going on just so that we're not [00:12:40] all questioning what this is um with the [00:12:43] sewer project going on and we had to [00:12:46] explore all the Avenues whether it was [00:12:48] going to be betterments charged whether [00:12:51] um we could just do it on the tax basis [00:12:55] to repay the initial [00:12:58] 5.68 $1 million loan that um we voted on [00:13:02] years ago and it came down to that you [00:13:06] know if we did betterments there was no [00:13:08] way to charge Eagle Hill for that [00:13:10] because they're not a taxpayer um so [00:13:13] Nicole started working with David months [00:13:15] ago to see if they'd be willing to enter [00:13:18] into this pilot agreement so that they [00:13:20] paid you know their portion we're now [00:13:23] getting the loan through USDA we don't [00:13:25] have to go out to get the loan which is [00:13:28] saving us you you know substantially on [00:13:30] that end too so that that money can get [00:13:32] put back into the project so that's [00:13:34] where this pilot comes from we have the [00:13:37] signature for meal Health [00:13:39] okay do you want to add anything to it [00:13:41] David I don't no I think that's the G of [00:13:43] it trying to trying to contribute [00:13:45] something given that it going townwide [00:13:48] we'd be largely exempt from it um and [00:13:50] knowing that we are the largest user on [00:13:52] the system and we will benefit from it [00:13:54] so well we appreciate thank you trying [00:13:57] to help out yes perfect okay so and the [00:14:00] board the school everyone largely on [00:14:02] board which is good perfect good thank [00:14:04] you I move that we sign the contract [00:14:07] with the the pilot agreement with Eagle [00:14:11] school I'll second in it any other [00:14:15] discussion okay all in favor I hi I I'd [00:14:20] like to say [00:14:21] something you certainly can Eagle Hill [00:14:24] um gave us a generator to power up the [00:14:28] fire Department a couple of years ago [00:14:31] now we have two buildings in town that [00:14:33] are independent when the power goes down [00:14:35] and one of them's the fire station due [00:14:38] to Eagle Hill's gift the flags that are [00:14:42] up all over town Eagle Hill put those on [00:14:45] so uh just wanted to say that and give [00:14:48] them an add a boy good yes thank you [00:14:51] yeah trying to me relationships and be a [00:14:54] positive yeah [00:14:56] absolutely always better to be that way [00:15:00] and Dave and I are actually meeting in a [00:15:01] few weeks perfect excellent good great [00:15:05] thank you welome okay um discussion and [00:15:09] vote on time off request [00:15:11] form um so this is something that I [00:15:13] created um because I there was no time [00:15:17] off request form that I could find uh [00:15:19] what I did is I reached out to my [00:15:21] colleagues in other towns found what [00:15:22] they were doing um I found picked which [00:15:24] one I liked the best and I just made it [00:15:26] reflect Hardwick um so with the board's [00:15:28] approval I will start using this [00:15:30] tomorrow which and I'll make sure that [00:15:32] all the employees know this is the form [00:15:35] to and we talked about this in our [00:15:37] Personnel committee meeting that there [00:15:38] wasn't any you know such form um some [00:15:42] people weren't even giving notices so I [00:15:45] think it's good to just know where [00:15:46] people are so that in Cas right in case [00:15:49] you know there is a void in an office we [00:15:51] know whether we have to fill it or you [00:15:53] know close that office you know for the [00:15:55] day or the week for that matter and let [00:15:57] the public know that ahead of time so [00:16:00] you know that's important so has any [00:16:03] everyone had a chance to look at that [00:16:05] are you good with that yeah I would just [00:16:07] recommend that you make a Google form [00:16:10] and so you track it make it easy for you [00:16:13] to S when you get these back you can [00:16:15] just fill in the data and it goes right [00:16:17] to sheets and you'll have a database and [00:16:20] you ever need something it's right there [00:16:22] yeah [00:16:23] absolutely that's all [00:16:29] want to make a motion want a motion [00:16:33] please um I'll make a motion time off [00:16:36] request [00:16:38] form uh to approve it I I agree a second [00:16:42] motion any other discussion no all in [00:16:45] favor I thank [00:16:49] you uh discussion and vote on signatory [00:16:53] approval for Town approval so I had put [00:16:57] this on the agenda because between in [00:17:00] between meetings things come up for [00:17:02] example I'm applying for a it Grant uh [00:17:07] that needed a signature to apply for so [00:17:11] I I know I have it with me but through [00:17:13] the Massachusetts technical [00:17:14] collaborative I sign for it so I just [00:17:16] wanted to get some feedback from the [00:17:17] board um and pick your brain on where [00:17:20] does my signatory approval end and where [00:17:24] the board should begin I know all [00:17:25] contracts have to go through the board [00:17:27] but I wanted to know what the board's [00:17:28] comfortable with and um if there's [00:17:31] certain things that you would like to [00:17:32] give me as a Town Administrator approval [00:17:34] Authority [00:17:36] for okay um as far as like basic forms [00:17:41] like grants and stuff like that I don't [00:17:43] have a problem with but like contracts [00:17:45] money anything with money attached to it [00:17:48] should come in front of the [00:17:50] board unless you're just asking oh yeah [00:17:52] was I'm asking for money yeah so the [00:17:56] only exception to that is um [00:18:00] the ongoing USDA project oh right that's [00:18:03] a big one and sometimes when those [00:18:04] things come across and Nicole had [00:18:06] signatory on those okay um sometimes [00:18:09] they're just m they're minor obviously [00:18:11] big money change orders I'm sure she's [00:18:14] not going to sign that that that that [00:18:16] would be a vote for the board but um you [00:18:19] know little things like that for that [00:18:21] project she may need you know um and so [00:18:25] does it relate to money yes because the [00:18:27] projects are there and you know what [00:18:30] like it's not spending more money but [00:18:32] it's it should be a cap signatures on [00:18:36] you know on stuff like that that that do [00:18:39] pop up from time to time right but that [00:18:42] also would be approved by like The [00:18:43] Architects the engineers cuz they're [00:18:45] reviewing it absolutely 100% yes yes but [00:18:49] I have a a grant usually every year from [00:18:52] Mima for [00:18:54] $2,700 and um I might have to amend that [00:18:58] contract it's a contract with the state [00:19:01] M and uh yeah you have to sign they send [00:19:04] we have to and it would be I'd be happy [00:19:07] that right yep it would speed things I [00:19:10] think right now it went back to me um [00:19:13] but it you know the next time it pops up [00:19:15] we should we should change that cuz [00:19:17] those are well the Rel the chair can [00:19:20] sign dictate right actually I would [00:19:23] think any select could sign again we're [00:19:25] just asking for money we're not [00:19:27] committing [00:19:29] y I'm I'm comfortable [00:19:32] with you know with allowing you to be [00:19:35] signatory okay I think I'm also [00:19:38] comfortable with trusting that you know [00:19:40] what your boundaries are okay does that [00:19:42] make sense yeah and if I have any [00:19:44] question [00:19:45] yeah yes [00:19:47] yes I move that we [00:19:50] uh what [00:19:53] allow approval approval I'll C it okay [00:19:58] any other [00:20:00] discussion good good all in favor all [00:20:05] thank you very [00:20:08] much all Josh come on good evening how [00:20:12] are you good how are you [00:20:16] good it's nice to finally meet [00:20:20] you yeah either sit at the end or pull [00:20:23] another chair I don't know how what is [00:20:25] that you guys want me as long as that's [00:20:27] a comfortable chair it's not [00:20:29] collapse collapse [00:20:31] on okay [00:20:34] good all right so um so obviously it's [00:20:38] the end of the fiscal year we when we [00:20:41] did the interim appointment we knew we'd [00:20:43] be having this discussion come the new [00:20:46] um probably should have been done [00:20:47] earlier sorry about that understand but [00:20:50] obviously you know we want to see um a [00:20:54] if you're interested in in continuing um [00:20:58] I know we didn't see a whole lot of [00:21:00] reports from you in the past few months [00:21:02] so I don't know if that was just [00:21:04] miscommunication yeah or so I just that [00:21:07] was one of my questions um you know [00:21:09] normally Ray would turn them in monthly [00:21:12] you know and he had like a it almost [00:21:15] looked like a program he really would [00:21:17] just turn in it was like how many calls [00:21:19] he had what they were I don't know if [00:21:21] it's something that comes out of one of [00:21:23] your systems up there yeah we do have um [00:21:26] IMC that we use to document on it was [00:21:29] just it just kind of I actually wasn't [00:21:31] aware that Ry was doing that that's why [00:21:33] I I hadn't uh I hadn't been providing [00:21:35] that monthly so that was my question [00:21:37] exactly yeah um and obviously there's [00:21:39] department head you know meetings with [00:21:42] with um Justine that um you know [00:21:44] hopefully you can make I I know your [00:21:46] schedule's a little you know different [00:21:48] um but at least if you're meeting with [00:21:49] her and just you know keeping her in the [00:21:52] loop on things yeah and I've been [00:21:54] talking with the uh with the deputy [00:21:55] chief and with the with the Department [00:21:57] administrator somebody will will be [00:21:59] making the because I [00:22:01] know I voed that concern I think at our [00:22:04] last meeting that hopefully we work with [00:22:06] this office and I know that you know [00:22:09] that's important I completely I think [00:22:11] it's important to the board I think it's [00:22:12] important to the administrator um she [00:22:15] can help you a lot and I'd appreciate [00:22:18] the help um you know whether it's grants [00:22:20] or you know you know it just even within [00:22:24] your department if you need help like [00:22:25] she's there as a resource so definitely [00:22:28] um you know but she does like to she [00:22:31] would like to know what's going on too [00:22:33] you know as far as what you're doing the [00:22:35] calls that are being made and you know [00:22:37] things like that so I'm chair [00:22:40] right um another thing is so I'm meeting [00:22:43] with all the department heads in [00:22:44] dividually you know cuz I just started [00:22:46] as you know yep um so I'd love to set up [00:22:47] a time see the fire station have and you [00:22:50] know get to know maybe if some of the [00:22:52] fire fighters are around um and also too [00:22:56] um [00:22:59] you know if you need any help with [00:23:00] anything if there's ever a big event in [00:23:02] town um I'll give you my number you know [00:23:04] I just want to know about it um I rather [00:23:07] have too much information than not [00:23:09] enough right um so yeah I just [00:23:11] appreciate and just the just the back [00:23:13] and forth communication so not problem [00:23:16] at all you know like a large fire if [00:23:17] something were to happen or anything [00:23:19] like that you know we have had a few you [00:23:21] know over the years and um you know [00:23:24] things like that they're important you [00:23:26] know she can reach out to people and get [00:23:28] support too you know or how I can [00:23:30] support you right yeah right yeah for [00:23:35] sure all right I spoke my piece anybody [00:23:39] else I know you're going to need help [00:23:41] with some grant writing and stuff like [00:23:43] that just yeah I've been I've been [00:23:46] reaching out to uh area Chiefs about [00:23:48] just different grants and different [00:23:49] Avenues I know you know the town has [00:23:52] issues with funding um so I've been [00:23:54] trying to just figure out we we are [00:23:56] definitely working on that and um um I [00:23:58] feel like we have solid you know [00:24:02] footings underneath us um do we have an [00:24:05] exorbitant of excess at this point yet [00:24:07] no but I think we're definitely working [00:24:10] it yeah it does seem to be getting [00:24:11] better from from my prior experience to [00:24:14] now so we're moving in the right [00:24:15] direction for sure exactly [00:24:19] exactly I I stop in periodically at the [00:24:24] station um and I'm happy with Josh is [00:24:29] moving along and increasing [00:24:31] and I'm happy and you're and you're able [00:24:34] to do both because I just I know that [00:24:36] you have a full-time yeah yeah um so [00:24:38] you're managing that okay yeah that's uh [00:24:40] well you have good support there the [00:24:42] depu has been great and the uh the [00:24:44] captain Lieutenant's been been helping [00:24:45] out as much as they possibly can um I'm [00:24:48] hoping my work schedule will kind of [00:24:50] smooth out a little bit now we're back [00:24:52] to fully staffed so oh good hopefully [00:24:54] it'll be a little a little bit easier on [00:24:56] me yeah that's always good but yeah no [00:24:59] everything's everything's been going [00:25:00] pretty well I mean you I hate to use the [00:25:02] business as usual thing but that's kind [00:25:03] of kind of where we've well no that's [00:25:06] okay if nothing crazy is going on in the [00:25:08] fire environment that's not a bad thing [00:25:10] that's not a bad thing yeah I don't know [00:25:13] if you guys received a copy of that yes [00:25:16] the yes [00:25:17] the the trucks are know in need of [00:25:20] Maintenance and replacement which for [00:25:22] we're working on um and we certainly [00:25:24] know that yeah the green Grant did very [00:25:27] good for the Department the doors aren't [00:25:29] leaking anymore and water staying out of [00:25:31] the station perfect um the heat pump was [00:25:34] working phenomenal in the you know [00:25:36] winter or colder nights and uh so [00:25:38] everything went well with [00:25:40] that just just [00:25:47] along oh do we need uh we need a motion [00:25:51] to continue the uh [00:25:54] agreement correct and then to go into [00:25:57] executive session over our contract yeah [00:25:59] we'll schedule that for sometime soon [00:26:02] mhm okay I know that uh we we do that [00:26:05] that we continue this agreement and uh [00:26:08] keep Josh Pas as Chief so he would be [00:26:11] Chief not in anymore corre I would make [00:26:13] that in the motion okay so the motion is [00:26:15] to appoint Josh peas [00:26:18] as sorry fire chief [00:26:22] um and that's an annual [00:26:25] appointment um and that we would go into [00:26:27] executive session for contract [00:26:30] negotiations so I'll let you know when [00:26:32] that when if that works for your [00:26:34] schedule too okay yep yeah we'll work [00:26:36] around as yeah as long as as long as I [00:26:38] have some notice for the most part I can [00:26:40] kind of manipulate my schedule I just [00:26:41] need you know a couple of weeks to have [00:26:44] an idea I know sometimes a couple of [00:26:45] weeks notice isn't no that's probably [00:26:48] with the holiday next week it probably [00:26:50] it probably will be a couple of weeks um [00:26:53] unless unless I get forced in or I know [00:26:55] some crazy thing happens to where I get [00:26:58] called in but and you're full-time with [00:27:00] the Barry Police Department that's [00:27:01] correct [00:27:03] right so our next meeting is July [00:27:07] 8th [00:27:08] um they should be by um or the 22nd you [00:27:14] could always do it at one of those [00:27:18] meetings 8 July 8th remember doing um [00:27:21] end of year [00:27:22] transfers so in the 22nd we we're [00:27:25] meeting with uh the finance committee [00:27:27] but if that's if it's late if that's all [00:27:29] it is we could do it at the end right we [00:27:31] could go into executive session at the [00:27:32] end the 202nd will probably work for me [00:27:34] you wanted okay so let's give you more [00:27:36] time to adjust so you want to make a [00:27:39] motion else I move that we uh now have [00:27:44] we had a vote to make him achieve no [00:27:47] that's going to be your motion [00:27:49] um motion would be to go into executive [00:27:52] session to negotiate um a contract [00:27:56] fulltime fire chief on the 27 [00:28:00] it [00:28:01] is I'll second that motion any other [00:28:05] discussion all in favor all right bye [00:28:09] congratulations thank you very much very [00:28:13] welcome thank you you're [00:28:15] welcome I'ma our Avil me thank you have [00:28:20] a good [00:28:21] night all right so we'll do that on the [00:28:24] 22nd we need grants for fire trucks okay [00:28:28] desperately I'll do my [00:28:31] best desperately yeah okay um other old [00:28:35] business uh [00:28:38] Vadar discussion and vote on the Vadar [00:28:45] contract um so there were some questions [00:28:48] at the last meeting um so I reached out [00:28:50] to uh Vadar and sent the information [00:28:54] around um response to Mr [00:28:58] questions um so this is just on the [00:29:01] agenda [00:29:03] again and there's also a line item on [00:29:05] the invoice that was um over 6 years 0% [00:29:10] interest 3,900 bucks and so we're I [00:29:14] guess that's part of a payment plan in [00:29:16] the initial cuz we didn't want to pay it [00:29:18] in full which I I didn't know so just [00:29:22] putting it out there and that comes off [00:29:24] in four years so everyone knows [00:29:28] and then reduces down from 145 to it [00:29:32] will bring it down basic about 10 yeah [00:29:36] okay was everybody comfortable with this [00:29:39] I'm I'm happy I think Justin said that [00:29:42] she got a little motion on the length of [00:29:44] the contract so is that true they were [00:29:47] willing to go for for two years instead [00:29:49] of three yeah do we want to do [00:29:52] that are you I I mean I'm comfortable [00:29:55] with it I've called around and called [00:29:57] other Town spoke with their Town [00:29:59] treasurers and stuff and a lot of a lot [00:30:02] of small Municipal municipalities use [00:30:04] this system um they're happy with it [00:30:07] it's user friendly and the only real [00:30:09] difference is is the payment plan which [00:30:12] I didn't I wasn't aware of and me NE and [00:30:15] one of the um integrated software [00:30:19] packages we have one that's different [00:30:21] and that's why we it's a difference of [00:30:22] like 2 Grand a year versus 8 Grand but [00:30:27] you're your comfortable with it yeah I [00:30:29] am I am comfortable with it so I don't [00:30:31] mind doing three I've used it in other [00:30:33] towns too and I think it's it's it's [00:30:35] very us or friendly as as Mr said agree [00:30:39] we move that we U sign a contract with [00:30:41] vade or anything else I can any other [00:30:46] discussion all in favor all [00:30:51] right okay uh other old business is the [00:30:55] USDA project closing document [00:30:58] which I have a ton the loan that I [00:31:01] referenced earlier instead of having to [00:31:03] go out to bid for the loan USDA was [00:31:06] willing to write that loan directly for [00:31:08] us at a very lower rate which is saving [00:31:12] us you know over I think a couple [00:31:14] hundred, that can go back into the [00:31:17] project which we will need for [00:31:19] Alternatives at this point so an extras [00:31:22] that um they kind of had to take off [00:31:26] when because of the length of time that [00:31:29] we waited to get bid docks out obviously [00:31:31] pricing changes so um some of those [00:31:34] things got taken out that can now be put [00:31:36] back in because of that so that's great [00:31:38] that they were willing to do um a direct [00:31:41] loan with us Y is that all this year yep [00:31:44] there there a tons of tons of documents [00:31:47] that only [00:31:49] take you're happy with that [00:31:52] yes [00:31:55] definitely would move that we Pro with [00:31:58] that I'll stuck on that motion any other [00:32:01] discussion excuse me has a question yes [00:32:05] um one of the things that I heard that [00:32:07] was taken out perhaps was the solar pump [00:32:10] station down in wheel right and and [00:32:13] looking at that it's in very poor shape [00:32:17] it's very old that would be something [00:32:19] that I think they could consider [00:32:22] consider well a discussion with Scott P [00:32:25] Y Scott would Scott is definitely [00:32:27] working with you know DPC and especially [00:32:30] the on-site guys that are there [00:32:33] um yeah my my bra just doesn't want to [00:32:36] work when it comes to names I apologize [00:32:40] um gentleman that's that's the Henry no [00:32:45] no from DPC Justin no the guy that's on [00:32:49] the ground in will right that gives us [00:32:52] the updates and I can't think of his [00:32:53] name um [00:32:58] like iure or something I know honestly [00:33:02] so anyway he's been working very closely [00:33:05] with those guys to so when we do know [00:33:08] that there is actually extra money they [00:33:10] know his wish list for sure they know [00:33:13] the priorities you know for what he [00:33:15] because what they're doing [00:33:17] the renovation in real right have that [00:33:22] facility it doesn't make sense not to [00:33:25] have the sewer pump station up well and [00:33:27] you know let's let's [00:33:29] also you know we also need probably [00:33:31] another Grant to actually do everything [00:33:34] that goes from the plant out [00:33:37] so right it's a start and hopefully we [00:33:42] can continue to build off that [00:33:44] infrastructure and upgrade all that [00:33:46] stuff so but yeah Scott definitely has [00:33:49] his prior you know his his list of [00:33:51] priorities I should [00:33:54] say so anything else anyone else [00:33:59] right all in favor I [00:34:04] I [00:34:07] now we were committed a long time [00:34:11] ago uh meeting uh minutes for May 22nd [00:34:19] 2024 everybody okay with them [00:34:28] make a motion to approve the meeting [00:34:30] minutes on May 22nd i' second [00:34:34] it all in favor all [00:34:39] right okay any Mis miscellaneous [00:34:46] correspondences [00:34:48] no can administrator report thank you um [00:34:54] so just a little synopsis of what's been [00:34:57] going on the last couple weeks since our [00:34:58] last meeting um on June 12th we had a [00:35:02] bid opening for Paving um so that's [00:35:05] coming we did pick um three vendors for [00:35:09] miscellaneous [00:35:10] Paving um parts we attend did a [00:35:14] pre-construction meeting for the [00:35:16] Gilbertville wastewater treatment plant [00:35:17] upgrades um so that's that's something [00:35:20] that's starting and however something [00:35:22] that came up that we talked about [00:35:24] because we do get you know these weekly [00:35:26] updates and everything and [00:35:28] um I asked um the engineering company if [00:35:31] any of this can be shared because I [00:35:32] would like to create a page on the [00:35:34] website um so all of the information for [00:35:37] this project is easily accessible for [00:35:39] the public yeah it was at one point on [00:35:42] their [00:35:43] page maybe it was the old I don't know [00:35:46] we were at one point putting stuff out [00:35:49] there so that would be I think I think [00:35:52] people would like that to see the [00:35:54] updates [00:35:55] exactly um under CTI some issues uh we [00:35:58] did have a resident in High Street um [00:36:00] complain about a quanset Hut um [00:36:03] something that also came in is a noise [00:36:06] complaint um I did spot 429 Old green [00:36:10] witch Plains Road um I did have a [00:36:14] conversation today with the police chief [00:36:17] the Board of Health is also aware [00:36:20] unfortunately I'm not sure if this it's [00:36:23] out of my jurisdiction and it's it falls [00:36:25] under the Board of Health and the police [00:36:26] department [00:36:28] um but they're aware of it they are [00:36:30] aware of it yeah okay uncertain what to [00:36:34] do um for financial and grants I did [00:36:37] have a call with cmrpc just to get up to [00:36:40] date on the status of everything that's [00:36:41] been ongoing um the cdbg grant for [00:36:44] Highland Terrace and planning study for [00:36:46] Gilbertville Memorial Park um will [00:36:48] should know in late August National Park [00:36:51] Association grant for the townhouse is [00:36:53] going to be probably around July 31st [00:36:55] we'll hear about that um [00:36:58] demands for sewer bills went out on June [00:37:00] 11th and they are due back June [00:37:03] 25th uh under the human resources [00:37:06] section um I start I start my individual [00:37:08] department meetings on July 1st uh we [00:37:10] developed a time off request form which [00:37:12] you have approved tonight I'm working on [00:37:14] a public code of conduct policy oh good [00:37:18] so that meetings and things like that [00:37:20] EXC anyone that comes into the building [00:37:22] so I'll be presenting that our next [00:37:25] meeting um I had the my first department [00:37:27] head meeting on July 13th that I thought [00:37:29] went really well June June 13th s you [00:37:32] haven't hit July yet you're just you're [00:37:34] just going you're just ready to have the [00:37:36] next one like [00:37:39] July yeah maybe I'm losing track [00:37:42] of I'm definitely I can't believe I've [00:37:44] been here for two weeks I'm I'm losing [00:37:46] track of time too um we posted the [00:37:48] highway department working format in [00:37:50] truck driver labor position it's been on [00:37:52] the website but I created a town inde [00:37:54] deed account so we also be using that [00:37:56] and I'm going to put it in the River [00:37:57] news and um maybe the MMA website also [00:38:01] we're not really getting a lot of hits [00:38:02] on those is it on Facebook Facebook I [00:38:05] not I don't think so it might I mean [00:38:07] people share it I know the last [00:38:09] time okay you got a little interest if [00:38:12] you put it out there and then people can [00:38:14] share it from from the page [00:38:17] sure I attended a virtual rural [00:38:20] communities weekly meeting with um the [00:38:22] director which is an GOI um so I'll be [00:38:25] attending those I also attended a Lester [00:38:28] Regional Public Health Coalition meeting [00:38:30] with Mr M and Miss Tinker um on June [00:38:34] 17th um I met with Meg height on June [00:38:37] 13th to get up to speed on the [00:38:38] ecotourism mapping project I also have [00:38:41] another call next week with cmrpc on [00:38:44] that specific project [00:38:46] okay and then I'd like to include a [00:38:49] little recognition section when I do my [00:38:51] Town Administrator reports cuz we do [00:38:53] just have some incredible people here um [00:38:55] so I'd like to recognize and Barnes of [00:38:58] the townhouse advisory committee Julie [00:39:00] and an at the Page Memorial Library Bill [00:39:02] Cole the planning board Ryan wios our [00:39:04] town clerk Lisa Cohen of the community [00:39:07] Fair Association Lisa conet um so there [00:39:10] was a grant that we were made aware of [00:39:13] my very first day that was due by the [00:39:16] end of that [00:39:17] week [00:39:18] and without them that would not have [00:39:21] been [00:39:22] submitted so I just want to recognize [00:39:24] them that's awesome for working with me [00:39:27] and working with cmrpc to get that Grant [00:39:29] in in 3 days and Lisa was 2 minutes away [00:39:32] from getting married too that week so [00:39:34] I'm going to give her a little Kudos on [00:39:36] top of she literally was like and she [00:39:39] managed it and she got yeah yep that's [00:39:43] awesome everyone worked together to get [00:39:45] that in thank you thank you everyone [00:39:48] that that you know took part in that [00:39:50] that's great some important dates [00:39:53] Senator Durant and representative berum [00:39:55] are holding office hours and this room [00:39:57] on July 8th from 10:15 to 11:15 that is [00:40:01] also on the Facebook page and toown [00:40:03] website um and then just to let the [00:40:06] board know I am attending a Stam meeting [00:40:08] on June 27th so I will be out of the [00:40:10] office okay that's what I have for [00:40:13] tonight Sandy will be here oh yes y [00:40:17] perfect [00:40:22] okay uh I'm going to skip over and go to [00:40:24] selectboard Round Table if anyone has [00:40:26] anything [00:40:28] I'm really happy we hired [00:40:30] Justine good perfect I [00:40:34] agree I do have something there if you [00:40:36] don't have [00:40:38] anything um last week I attended the [00:40:41] planning board meeting and there was [00:40:43] some discussion about special permit [00:40:46] stuff like that um and I was just there [00:40:49] as citizen as a town and few things that [00:40:53] came up [00:40:54] regarding the building inspector and [00:40:56] stuff and I'm hoping that the planning [00:40:59] board will communicate with Justine and [00:41:03] pass on the [00:41:04] notes um of things that were said in [00:41:07] that [00:41:07] meeting um so we can have a discussion [00:41:13] in the future about this [00:41:16] yeah okay that's it yep those those [00:41:20] concerns will be addressed okay [00:41:24] perfect other there no okay [00:41:28] okay so we just have our signatures to [00:41:30] get through oh yes [00:41:36] I they should be all [00:41:39] marked do you want me to start with the [00:41:41] is this because this is just me can I [00:41:44] see that this is the USDA um USDA put in [00:41:47] here so start okay here's everything [00:41:50] except the USDA I'll start with that so [00:41:52] not to overwhelm you [00:41:56] perfect yeah I it was in front of me I [00:41:59] was like I didn't really look through it [00:42:24] though you want just one sign [00:42:29] that yeah yep or Kelly wants to sign up [00:42:34] you want to sign [00:42:37] okay there was a lot to sign [00:42:43] tonight this one also I business Dr M just would suggest [00:43:35] that yeah there was something that came [00:43:37] up Board of Health that was U that was [00:43:39] uh the Quan Hut U the primary complaint [00:43:43] as I [00:44:14] copy back with you sure us I'll go run [00:44:19] it [00:44:20] through r No 5 hours a day you first [00:44:25] recorded it was run [00:44:27] sign yours too and then and then we both
