The Board of Selectmen discussed the Finance Committee's role in the budget process, with the Town Administrator agreeing to consult them on their involvement and legal familiarity. The Town Administrator provided updates on several projects, including the USDA DPC pump station relocation, progress at the former Knitter's Mill, an OSRP grant, and elementary school door repairs. Significant time was dedicated to planning a Personnel Committee meeting to address updated holiday policies, retiree insurance, and a review of employee compensation and benefits to improve retention. The meeting concluded with a positive report on an Eagle Scout project and a plan to address a non-participating Board of Health member.

Difficult at best do you want to maybe I mean it's not a discussion that has to we don't have to make a decision tonight or but do you want to maybe talk about the finance committee talk with the finance committee and see what their role you have a meeting on December 12th or maybe
Just fill out what their role what they want their role to be and maybe we can figure out I don't think anyone needs to micromanage the process I think they were just sort of involved they actually put the finance committee actually put the worksheet together for the budget it was done by finance and reviewed by
The Town Administrator and the account and the Assessor but they were the ones who created the worksheet okay typically successors aren't so involved and I know Jen's different because she is a resident expert here in town hall
You know I don't know what will happen when she goes I know that typically assessors you know aren't so involved so maybe she'll be on the finance committee laughs I will absolutely talk with them on December 12th about it and what they feel they're comfortable with how familiar they are with the state laws
And local laws and you know everything that goes along with the with the town budget I wish we had an accountant but we don't have an accountant that works with us on our budget so uh there's that so um you know we well I'll just report back and let you know what they say
That'd be great what time is the meeting on the 12th Nicole 5 30.
Do you want me to is that that isn't our regular meeting tonight right it well it would be if you were doing second and fourth but since it's first and third in December that was why we made it on the 12th yep I was hoping to be able to attend but I can't so I can try it I'll put it in my calendar
And see what happens okay just if there's any feedback or anything the board can do to support the process I don't think the board I personally don't think we need to micromanage it but but if there's something we can do to support the process so it isn't I I I think we're learning on um getting
More accurate numbers so that we don't have surprises that arise but I I think you know I think this will be a better budget year because you'll have another sort of budget year under your belt but you came in mid process sort of so
Yeah and I uh there was I didn't really have the support so it was a little bit of an arduous process right so you'll keep us updated on that excellent thank you anything else on the budget discussion and discussion on the process
Okay uh committee reports well you got those at the last meeting so I don't have any okay on to your report Nicole yep um so start with USDA DPC our
Engineering firm submitted a request to withdraw the noi from the Conservation Commission on the town of Hardwick's behalf for the proposed Pump Station a new location has been identified it's a small portion of the east club and land trust not sure the mapping lot just south of the of the area that it
Was proposed originally and they are currently doing a assessment on the property to make sure that it meets all of the requirements for USDA and we are also working on the easement with the land trust right now simultaneously so we don't fall back in
Any of our deadlines and it should be this environmental review should be finalized sometime after the 5th of December that we received comment from the state engineer that somewhere around there so we're hoping to it'll be soon
So there's just that right now tomorrow I have a meeting with DPC to discuss the change order and moving the location so I'll report back after that but that's it there's not been a lot going on because we have already awarded the project
The former knitter's Mill in Gilbertville I was asked for an update and so I did get this I kind of copied and pasted it from the email from Mr reluca who is the he's he's the realtor but he's sort of uh still on the project he's only he's very much
Involved so he said the asbestos have been removed as well as the metal and demolition materials windows for lower floor should be going in shortly last night well not last night because I got this last week when I asked him but they've done some sort of relationship building with sewer and water districts although
He hasn't talked to me at all about sewer so he might have talked to Scott I'm not sure but they are going to have to connect and they have to connect water and they were looking for lines Gary Stein from Gilbert the water was out here today they had met out there there were marking lines for the water
And sewer I think just watering sewer last Friday they're bringing Specialists and Equipment out oh okay so that was water and fire main line that actually happened today there's a single hose line into the building for now for demo they will need
Taps for the project so that's why they're really trying to uh get connected temporary power Supply chains for Transformers have have kept them from really getting to where they want to be right now and they're almost ready to act on the
Relocation of the clam shrimp with National Heritage they're just waiting for the final sign off for the remediation and relocation plan so they're working as you can see if you drive by the lights are always on and they're in there doing some work the osrp is what you appointed the committee
Tonight we got a grant for ten thousand seven hundred fifty dollars so accept it to assistant updating it we will be meeting on Fridays at 10 A.M with Danny marcini from cmrpc and now that you've formally appointed the committee all the zoom meets will be on our
Calendar let's see the elementary school the front entry doors are decayed and becoming compromised the school received a quote for 18 454 from New England's School Services I called three other companies for quotes one went out one was meeting
The custodian out there on Friday and so I should have another quote but I I only I think I'm only going to get two and the tax classification hearing the assessors would like to hold the hearing Monday December 5th 2022.
The rest of my report which will be on our website for people to peruse are just ongoing issues I don't know if you want me to go through them or if you you want me to briefly or just kind of these are ongoing issues that are on every agenda until they've been resolved
I think I'm good with I'm reading them here I guess I just wanted to sort of expand a little bit I don't know Rob and Kelly if you wanted to go through all the ongoing and the status I think no I I'm good with it I mean
They're they're ones that that are on there all the time yeah I understand what I've read them I think the only um thing uh Nicole is um sort of on your report and stepping off this a little bit we need to get a Personnel committee
Meeting scheduled for have we heard we still haven't heard back from Council on the retiree insurance no but I was looking at that today I I think he's had it for a while so I'm gonna reach out tomorrow and it should be
Coming back to us very soon sometimes we can put on the back burner but it's been he's at it for a while so it's not extremely lengthy it's only a few pages so I'm sure he's reviewed it but no we haven't had that back yet and yeah
The other thing is speaking of the Personnel committee I've been approached today because in our current Personnel committee half a day before Thanksgiving is in there as a holiday so people are asking about it and I said well we actually have already updated it and they're like well where is it I said
Well it hasn't been morally approved by the board selectman so I think we have to revert back to it so I think that we should hopefully get that to the board of Selectmen ASAP and for this year there will be a half a day I think on Thanksgiving Eve so Wednesday will be a half a day for the town of Hardwick
Although it's been taken out for you know later on ongoing years and I had thought that we should probably revisit some of these things that have been taken away from the town hall employees like longevity and things like that that
I don't know why exactly I wasn't on the committee but you know it's hard to find Municipal workers especially now but especially because we are public sector and it's been you know long known that there's not a lot of salary in the public sector
It's sort of your benefits and um you know the retirement packages the pensions that really drive people to you know to retain good employees and people aren't really seeing that anymore you know people don't come in
And stay in a job for 40 years like they used to and so it's it's really hard to keep people and keep good people so I I hope that I'm thinking that I would like to possibly revisit some of the things that have been taken away for town hall employees and I say town hall and I don't mean
That I just mean all Town employees except for police and they do have a union so you know that was never negotiated out but you know it's it's I I want to go back to fair and I know nothing is fair in life but
You know I think across the board we should look at all the benefits for all of the employees and and I and I don't have a problem with taking some of the holidays out like the half a day but I think that again it comes down to especially after
This pandemic it's really hard to find good people and to to attract people with good fringe benefits is important so I yeah I think a Personnel committee meeting is in order
Do we want to get that on the couch I forgot what we're originally talking about no I'm just kidding sorry yeah so we had a problem with the salary too uh the way that the salary has been computed over the years
It may have been fine it may have been a little inaccurate but I think a lot of the employees were treated as salary employees and um you know they're hourly so they really need to be treated in their payroll as hourly so
I've done so I've reworked all of this all of the hourly employees and I'd like to bring that in front of the Personnel committee as well so there's that and then there's the the retirement Insurance that we needed to bring in front of the
Personnel committee so I don't know when you want to meet I mean December is is December if if um is next Tuesday's meeting is quick could we do it right after or
I don't know I'm just trying to okay I can ask if the Personnel committee is available which is the 29th um we're meeting at 6 30. right
I mean potential we could do it then it's just a thought this is to try to minimize multiple meetings how long so if the purpose of the meeting on the 29th is to review
Member the issues or the the Personnel committee changes that you had to make with regard to compensation and also the retiree Insurance maybe we'll have it back by then that would be good I mean I I don't know how much time I'll have between now and then to uh I mean of course I can put it
Together and I hope that the Personnel committee would be available I think there's only two other members on there that I have to check their availability for foreign yeah I mean I'm happy to try to whatever we can accomplish on that night I'm happy to do that okay
So perhaps is it possible to meet before 6 30 for the Personnel committee or probably Rob if if he can oh right
Could we do it on Zoom do both on Zoom is that you think that's possible that might make it easier for it to be earlier that's or or after I mean doesn't matter to me Rob do you have a problem
I'm sorry do we even have enough and I'm having a meeting in well that was that was awesome I don't think we do we do not the room is completely empty yeah so we have to meet on Zoom yeah okay so that's me at six if that works for everybody
I can do six I have a I have a client meeting at four but I don't imagine it's gonna go longer than an hour so I could be available also at six we'll do Personnel committee first and then we'll do select word to follow
And I'm really close to finishing this darn thing and so maybe I would have it completely retyped by then I will try I really will try it's been very painful to re retype this whole thing thank you Kelly
Before batting and it was yes it was oh for sure okay so the 29th will have a Personnel committee meeting and then following Nicole you'll get those posters for us yep I'm gonna check with Cheryl and or representative from finance and Jen
Okay thank you for your report we're not in person to do any signatures and approvals but if there's is there anything that needs signature there is just the marked I don't know if you want to authorize me so we have a copy of it no it was just put in my box today
I mean if you're happy to the board is okay if Nicole sends it over to me scans it over to me and I can direct her to sign it that's fine Julie I'm fine with that Ty okay
So a couple things under selectman Roundtable Rob and I attended Nick bousquet's Eagle project ceremony yesterday at the page Library it was sort of nice to to
Attend something that was very very positive and he was very well spoken the board did give him a proclamation Senator goby was there also to give a proclamation or a declaration to Nick in the library very well spoken uh again I if you
Have the opportunity to go to the library and see the walkway and the platform that he you put it in memory of his I think it's his great aunt who was a librarian at the library for over four decades I believe almost five
Very well done the project was very well done very impressive young man so that was a very positive thing that we attended yesterday I don't know Rob if you wanted to add anything on that it was good to hear that uh he had a lot of participation from the community and
You know Marty and the library the different residents and really helped them out it was it was good to hear the great Community project I wanna so one of the members of the community that helped out is Rob so a big shout
Out to Rob on for his donation of his time to to help out Nick and the project another item on the selectman Roundtable Nicole can you please reach out to Stan
From the Board of Health and requests that he attend our next regularly scheduled meeting to discuss the contract with Lester that would be January 5th is that correct December 5th did I say January sorry
I don't want to rush the time December 5th and can we also I believe we have a vacancy On The Board of Health is that accurate I don't think Ryan is on anymore
But I believe we have a vacancy On The Board of Health can we check in with Ryan there's it's not a vacancy there is somebody who has never come in to be sworn in and never participated but they were voted in and I don't remember their name okay okay that's fine for some reason I thought
There was a vacancy so okay Ernie Warburton please who won the election but yeah so can we ask Ryan what happens in that case if we have a member who doesn't participate and how that all works logistically
So I was told by Council that we should actually since he's not responded to any of the correspondence that we should actually hand him a resignation letter go to his house knock on the door and ask for the resignation if he's not going to participate and
Then the board of Selectmen can appoint someone until the next election is that something the board wants to perhaps we can talk about that at the December 5th meeting about how we proceed with that I think that's a good idea Julie okay yeah let's
Let's make sure it's on the agenda okay anything else under so they'll make sure that the um the conversation about the contract is on the agenda for the fifth is there
Anything else that we need to talk about with regard to the select commence around the table thank you I don't have anything I think the only thing I would say
I think the only thing I would say is that we had talked about having a sit down with the selectman or whatever you want to call it um in November and I um I wasn't able to do that I think I'm next on the schedule [Music] so perhaps
Later in January we can but that December is going to be a busy month I know there's things that are scheduled inside the municipal building for December so maybe we can set it up in January and I don't remember what was the date that we we did a Wednesday was like the third
Wednesday of the month or something was that does that ring a bell Kelly or Rob I think it was this second or third I think it was just whatever worked best for whoever was doing it so I I don't have a problem I don't know
Rob if you'd rather do January and I can switch off or what you what you what we want to do I would prefer January it works usually a little better for me okay if you're busy I can certainly take it that would be great if you could actually do January so and you could set
The date I just don't want it to fall off forget about it so whenever is convenient for you it's usually doing like the 18th
That would work calendar yeah I think I did I did mine the third Wednesday in in September so that that kind of holds through
About three o'clock you did it was that I think so yeah I think yep okay anything else in the silicon's round table
I'm good okay carrying none anything else we need to discuss Nicole before I ask for a motion to adjourn I don't think so all right I will entertain a motion to
Adjourn our meeting motion to adjourn second so it's been moved and seconded all those in favor I have to call the roll Kelly hi Rob hi Julie is an eye so the meeting is adjourned at 8 11.
Thank you everyone thank you thank you Kelly and Rob thank you Nicole good night have a good night so Nicole before you end the meeting can I please just copy
[00:00:03] difficult at best [00:00:06] do you want to maybe I mean it's not a [00:00:08] discussion that has to we don't have to [00:00:10] make a decision tonight or but do you [00:00:12] want to maybe talk about the finance [00:00:13] committee talk with the finance [00:00:15] committee and see what their role you [00:00:17] have a meeting on December 12th or maybe [00:00:19] just fill out what their role what they [00:00:21] want their role to be and maybe we can [00:00:22] figure out I don't think anyone needs to [00:00:25] micromanage the process I think they [00:00:27] were just sort of involved they actually [00:00:29] put the finance committee actually put [00:00:30] the worksheet together for the budget it [00:00:32] was done by finance and reviewed by [00:00:35] the Town Administrator and the account [00:00:38] and the Assessor but they were the ones [00:00:40] who created the worksheet [00:00:43] okay typically successors aren't so [00:00:46] involved and I know Jen's different [00:00:48] because she is a resident expert here in [00:00:51] town hall [00:00:53] um [00:00:53] you know I don't know what will happen [00:00:55] when she goes I know that typically [00:00:57] assessors you know aren't so involved so [00:01:00] maybe she'll be on the finance committee [00:01:03] laughs [00:01:04] I will absolutely talk with them on [00:01:06] December 12th about it and what they [00:01:08] feel they're comfortable with how [00:01:10] familiar they are with the state laws [00:01:13] and local laws and you know everything [00:01:16] that goes along with the with the town [00:01:18] budget I wish we had an accountant but [00:01:20] we don't have an accountant that works [00:01:22] with us on our budget so uh there's that [00:01:25] so um you know we well I'll just report [00:01:29] back and let you know what they say [00:01:32] that'd be great what time is the meeting [00:01:34] on the 12th Nicole 5 30. [00:01:43] do you want me to is that that isn't our [00:01:45] regular meeting tonight right it well it [00:01:47] would be if you were doing second and [00:01:48] fourth but since it's first and third in [00:01:50] December [00:01:51] that was why we made it on the 12th yep [00:01:54] I was hoping to be able to attend but I [00:01:56] can't so [00:01:58] um [00:01:58] I can try it I'll put it in my calendar [00:02:00] and see what happens okay [00:02:03] just if there's any feedback or anything [00:02:05] the board can do to support the process [00:02:07] I don't think the board I personally [00:02:09] don't think we need to micromanage it [00:02:11] but [00:02:12] um but if there's something we can do to [00:02:15] support the process so it isn't [00:02:17] I I I think we're learning on um getting [00:02:20] more accurate numbers so that we don't [00:02:22] have surprises that arise but I I think [00:02:25] you know I think this will be a better [00:02:27] budget year because you'll have another [00:02:28] sort of budget year under your belt but [00:02:31] you came in [00:02:33] mid process sort of so [00:02:37] um [00:02:38] yeah and I uh there was I didn't really [00:02:42] have the support so it was a little bit [00:02:43] of an arduous process [00:02:47] right so you'll keep us updated on that [00:02:50] excellent thank you [00:02:52] anything else on the budget discussion [00:02:54] and discussion on the process [00:02:59] um okay uh committee reports [00:03:04] well you got those at the last meeting [00:03:06] so I don't have any okay [00:03:09] uh on to your report Nicole [00:03:13] yep um so start with USDA DPC our [00:03:17] engineering firm submitted a request to [00:03:19] withdraw the noi from the Conservation [00:03:21] Commission on the town of Hardwick's [00:03:22] behalf for the proposed Pump Station a [00:03:25] new location has been identified it's a [00:03:27] small portion of the east club and land [00:03:29] trust not sure the mapping lot [00:03:32] um just south of the of the area that it [00:03:34] was proposed originally and they are [00:03:36] currently doing a [00:03:39] assessment on the property to make sure [00:03:41] that it meets all of the requirements [00:03:43] for USDA [00:03:45] and we are also working on the easement [00:03:48] with the land trust right now [00:03:50] simultaneously so we don't fall back in [00:03:53] any of our deadlines [00:03:55] and uh [00:03:57] it should be this environmental review [00:04:00] should be finalized sometime after the [00:04:01] 5th of December that we received [00:04:04] um [00:04:05] comment from the state engineer that [00:04:08] somewhere around there so we're hoping [00:04:09] to it'll be soon [00:04:11] um so there's just that right now [00:04:14] tomorrow I have a meeting with DPC [00:04:17] um to discuss the change order and [00:04:19] moving the location so I'll report back [00:04:21] after that [00:04:23] um but that's it there's not been a lot [00:04:25] going on because we have already awarded [00:04:27] the project [00:04:29] um the former knitter's Mill in [00:04:31] Gilbertville I was asked for an update [00:04:33] and so [00:08:04] um meeting scheduled for [00:08:07] um have we heard we still haven't heard [00:08:09] back from Council on the [00:08:11] um retiree insurance [00:08:13] no but I was looking at that today I I [00:08:16] think [00:08:17] um [00:08:18] he's had it for a while so I'm gonna [00:08:20] reach out tomorrow and it should be [00:08:22] coming back to us um [00:08:25] very soon [00:08:27] sometimes we can put on the back burner [00:08:28] but it's been he's at it for a while so [00:08:31] it's not extremely lengthy it's only a [00:08:33] few pages so I'm sure he's reviewed it [00:08:36] but no we haven't had that back yet [00:08:39] um and yeah [00:08:42] the other thing is speaking of the [00:08:44] Personnel committee I've been approached [00:08:45] today because in our current Personnel [00:08:49] committee half a day before Thanksgiving [00:08:51] is in there as a holiday so people are [00:08:54] asking about it and I said well [00:08:57] we actually have already updated it and [00:08:59] they're like well where is it I said [00:09:00] well it hasn't been morally approved by [00:09:02] the board selectman so I think we have [00:09:03] to revert back to it so I think that um [00:09:06] we should hopefully get that to the [00:09:08] board of Selectmen ASAP and for this [00:09:11] year there will be a half a day I think [00:09:13] on Thanksgiving Eve so Wednesday will be [00:09:15] a half a day for the town of Hardwick [00:09:19] although it's been taken out for you [00:09:22] know later on ongoing years and I had [00:09:27] um thought that we should probably [00:09:28] revisit some of these things that have [00:09:30] been taken away from the town hall [00:09:32] employees like longevity and things like [00:09:35] that that [00:09:36] um [00:09:37] I don't know why exactly I wasn't on the [00:09:39] committee but [00:09:41] um you know it's hard to find Municipal [00:09:43] workers especially now but especially [00:09:46] because we are public sector and it's [00:09:49] been you know long known that there's [00:09:54] not a lot of salary in the public sector [00:09:56] it's sort of your benefits and um you [00:10:00] know the retirement packages the [00:10:02] pensions [00:10:03] that really drive [00:10:05] people to you know to retain good [00:10:08] employees and [00:10:11] um people aren't really seeing that [00:10:13] anymore you know people don't come in [00:10:15] and stay in a job for 40 years like they [00:10:16] used to and so [00:10:19] um it's it's really hard to keep people [00:10:20] and keep good people so I I hope that [00:10:24] I'm thinking that I would like to [00:10:25] possibly revisit some of the things that [00:10:27] have been taken away for town hall [00:10:28] employees [00:10:30] um and I say town hall and I don't mean [00:10:31] that I just mean [00:10:33] um all Town employees except for police [00:10:36] and they do have a union so you know [00:10:39] that was never negotiated out but [00:10:42] um you know it's it's I I want to go [00:10:45] back to fair and I know nothing is fair [00:10:47] in life but [00:10:49] um you know I think across the board we [00:10:51] should look at all the benefits for all [00:10:54] of the employees [00:10:57] um and and I and I don't have a problem [00:11:00] with taking some of the holidays out uh [00:11:02] like the half a day [00:11:04] um but I think that [00:11:06] again it comes down to especially after [00:11:08] this pandemic [00:11:10] um it's really hard to find good people [00:11:13] and to to attract people with good uh [00:11:17] fringe benefits is important [00:11:21] so I yeah I think a Personnel committee [00:11:24] meeting is in order [00:11:27] do we want to get that on the couch [00:11:31] I forgot what we're originally talking [00:11:33] about no I'm just kidding [00:11:35] um sorry yeah [00:11:36] um so we had a problem with the salary [00:11:38] too uh the way that the salary has been [00:11:41] computed over the years [00:11:44] um [00:11:45] it may have been fine it may have been a [00:11:48] little inaccurate [00:11:50] um but I think a lot of the employees [00:11:52] were treated as salary employees [00:11:55] and um you know they're hourly so they [00:11:58] really need to be [00:12:00] treated in their payroll as hourly so [00:12:03] I've done so I've reworked all of this [00:12:06] all of the hourly employees and I'd like [00:12:09] to bring that in front of the Personnel [00:12:10] committee as well [00:12:12] um so there's that and then there's the [00:12:15] the retirement Insurance [00:12:18] um [00:12:19] that we needed to bring in front of the [00:12:21] Personnel committee so I don't know [00:12:25] when you want to meet I mean December is [00:12:28] is December [00:12:30] um [00:12:31] if if um is next Tuesday's meeting is [00:12:35] quick could we [00:12:36] do it right after or [00:12:39] I don't know I'm just trying to okay I [00:12:42] can ask if the Personnel committee is [00:12:44] available which is [00:12:52] the 29th um we're meeting at 6 30. right [00:12:58] I mean potential we could do it then [00:13:02] it's just a thought this is to try to [00:13:04] minimize multiple meetings [00:13:08] how long so if the purpose of the [00:13:10] meeting on the 29th is to review [00:13:13] um [00:13:16] member the [00:13:18] um issues or the the Personnel committee [00:13:20] changes that you had to make with regard [00:13:22] to compensation and also the retiree [00:13:25] Insurance maybe we'll have it back by [00:13:26] then [00:13:27] that would be good I mean I I don't know [00:13:29] how much time I'll have between now and [00:13:32] then to uh I mean of course I can put it [00:13:35] together [00:13:36] um and I hope that the Personnel [00:13:38] committee would be available I think [00:13:39] there's only two other members on there [00:13:41] that I have to check their availability [00:13:43] for [00:13:45] foreign [00:13:46] yeah I mean I'm happy to try to whatever [00:13:49] we can accomplish on that night I'm [00:13:51] happy to do that [00:13:52] okay [00:13:54] so perhaps [00:13:55] um is it possible to meet before [00:13:58] um [00:14:00] 6 30 for the Personnel committee or [00:14:05] probably Rob if if he can oh right [00:14:09] um [00:14:12] could we do it on Zoom [00:14:14] do both on Zoom is that you think that's [00:14:16] possible that might make it easier for [00:14:18] it to be earlier that's [00:14:22] or or after I mean doesn't matter to me [00:14:29] Rob do you have a problem [00:14:31] I'm sorry do we even have enough [00:14:34] and I'm having a meeting in well that [00:14:35] was that was awesome I don't think we do [00:14:37] we do not the room is completely empty [00:14:40] yeah so we have to meet on Zoom yeah [00:14:44] okay so that's me at six if that works [00:14:47] for everybody [00:14:49] I can do six [00:14:50] I have a I have a client meeting at four [00:14:53] but I don't imagine it's gonna go longer [00:14:55] than an hour so I could be available [00:14:56] also at six [00:14:59] we'll do Personnel committee first and [00:15:01] then we'll do select word [00:15:04] to follow [00:15:08] and I'm really close to finishing this [00:15:11] darn thing and so maybe I would have it [00:15:13] completely retyped by then I will try I [00:15:16] really will try [00:15:19] it's been very painful to re retype this [00:15:22] whole thing [00:15:23] thank you Kelly [00:15:27] before batting and it was [00:15:29] uh yes it was [00:15:32] oh for sure okay so the 29th will have a [00:15:35] Personnel committee meeting and then [00:15:37] following Nicole you'll get those [00:15:39] posters for us yep I'm gonna check with [00:15:42] Cheryl and or representative from [00:15:44] finance and Jen [00:15:51] um okay thank you for your report [00:15:54] um we're not in person to do any [00:15:55] signatures and approvals but if there's [00:15:57] is there anything that needs signature [00:15:58] there is just the marked I don't know if [00:16:01] you want to authorize me [00:16:05] so we have a copy of it [00:16:07] um no it was just put in my box today [00:16:10] I mean if you're happy to [00:16:12] the board is okay if Nicole sends it [00:16:14] over to me scans it over to me and I can [00:16:16] direct her to sign it that's fine Julie [00:16:19] I'm fine with that [00:16:23] Ty [00:16:25] okay [00:16:28] um [00:16:29] so a couple things under selectman [00:16:31] Roundtable [00:16:33] um uh Rob and I attended [00:16:36] um Nick bousquet's [00:16:38] um Eagle project ceremony yesterday at [00:16:41] the page Library [00:16:43] um [00:16:44] it was sort of nice to to [00:16:47] um attend something that was very very [00:16:49] positive and he was very well spoken um [00:16:52] the board did give him a proclamation uh [00:16:55] Senator goby was there also to give [00:16:58] um a proclamation or a declaration to [00:17:00] Nick in the library [00:17:03] um very well spoken uh again I if you [00:17:08] have the opportunity to go [00:17:10] um to the library and see the walkway [00:17:12] and the platform that he [00:17:14] you put it in memory of his I think it's [00:17:16] his great aunt [00:17:18] um [00:17:18] who was a librarian at the library for [00:17:21] uh over four decades I believe [00:17:24] um almost five [00:17:26] um very well done the project was very [00:17:28] well done [00:17:29] um very impressive young man so that was [00:17:32] a very positive thing that we attended [00:17:34] yesterday I don't know Rob if you wanted [00:17:36] to add anything on that [00:17:41] it was good to hear that uh he had a lot [00:17:43] of participation from the community and [00:17:46] you know [00:17:47] Marty and the library the different [00:17:52] residents and really helped them out it [00:17:54] was it was good to hear the great [00:17:57] Community project [00:17:59] I wanna [00:18:01] so one of the members of the community [00:18:03] that helped out is Rob so a big shout [00:18:06] out to Rob on for his donation of his [00:18:10] time to to help out Nick and the project [00:18:16] um another item on the selectman [00:18:18] Roundtable Nicole can you please reach [00:18:21] out to [00:18:22] um Stan [00:18:25] um from the Board of Health and requests [00:18:28] that he attend our next regularly [00:18:30] scheduled meeting [00:18:31] to discuss the contract with Lester [00:18:34] that would be January 5th is that [00:18:37] correct [00:18:39] December 5th [00:18:40] did I say January sorry [00:18:44] I don't want to rush the time [00:18:47] December 5th [00:18:54] um [00:18:55] and can we also I believe we have a [00:18:57] vacancy On The Board of Health is that [00:18:58] accurate [00:19:00] I don't think Ryan is on anymore [00:19:03] um but I believe we have a vacancy On [00:19:05] The Board of Health can we check in with [00:19:07] Ryan there's it's not a vacancy there is [00:19:10] somebody who has never come in to be [00:19:11] sworn in and never [00:19:13] participated but they were voted in and [00:19:15] I don't remember their name okay okay [00:19:17] that's fine for some reason I thought [00:19:19] there was a vacancy so okay [00:19:22] Ernie Warburton [00:19:24] please who won the election but [00:19:26] yeah [00:19:28] so can we ask Ryan [00:19:30] um what happens in that case if we have [00:19:32] a member who doesn't participate and how [00:19:34] that all works logistically [00:19:37] so I was told by Council that we should [00:19:41] actually since he's not responded to any [00:19:44] of the correspondence that we should [00:19:48] actually hand him a resignation letter [00:19:50] go to his house knock on the door and [00:19:52] ask for the resignation [00:19:54] if he's not going to participate and [00:19:56] then the board of Selectmen can appoint [00:19:58] someone until the next election [00:20:01] hmm [00:20:02] is that something the board wants to [00:20:05] um perhaps we can talk about that at the [00:20:07] December 5th meeting [00:20:09] about how we proceed with that I think [00:20:12] that's a good idea Julie okay yeah let's [00:20:15] let's make sure it's on the agenda [00:20:17] okay [00:20:22] um [00:20:25] anything else under so um [00:20:28] they'll make sure that the um the [00:20:30] conversation about the contract is on [00:20:32] the agenda for the fifth is there [00:20:33] anything else that we need to talk about [00:20:35] with regard to the select commence [00:20:37] around the table [00:20:42] thank you [00:20:43] I don't have anything [00:20:48] I think the only thing I would say [00:20:51] um [00:20:52] I think the only thing I would say is [00:20:54] that um [00:20:56] we had talked about having a sit down [00:20:59] with the selectman or whatever you want [00:21:00] to call it um in November and I um I [00:21:03] wasn't able to do that I think I'm next [00:21:04] on the schedule [00:21:05] [Music] [00:21:07] um so perhaps [00:21:09] um [00:21:10] later in January we can but that [00:21:13] December is going to be a busy month I [00:21:14] know there's things that are scheduled [00:21:16] inside the municipal building for [00:21:19] December [00:21:21] um so maybe we can set it up in January [00:21:23] and I don't remember what was the date [00:21:25] that we [00:21:26] we did a Wednesday was like the third [00:21:28] Wednesday of the month or something was [00:21:30] that does that ring a bell Kelly or Rob [00:21:34] um [00:21:34] I think it was this second or third I [00:21:37] think it was just whatever worked best [00:21:39] for whoever was doing it [00:21:45] so I I don't have a problem I don't know [00:21:48] Rob if you'd rather do January and I can [00:21:50] switch off or what you what you what we [00:21:52] want to do [00:21:55] I would prefer January it works usually [00:21:58] a little better for me [00:22:00] okay if you're busy I can [00:22:02] certainly take it [00:22:04] that would be great if you could [00:22:05] actually do January so and you could set [00:22:08] the date I just don't want it to fall [00:22:10] off forget about it [00:22:18] so whenever is convenient for you [00:22:25] it's usually doing like the 18th [00:22:29] that would work [00:22:36] calendar [00:22:38] yeah I think I did I did mine the third [00:22:41] Wednesday in in September so that that [00:22:44] kind of holds through [00:22:52] about three o'clock you did it was that [00:22:55] I think so yeah I think [00:23:00] yep [00:23:06] okay anything else in the silicon's [00:23:09] round table [00:23:13] I'm good [00:23:15] okay [00:23:17] carrying none [00:23:18] um anything else we need to [00:23:21] um [00:23:22] discuss Nicole before I ask for a motion [00:23:25] to adjourn [00:23:26] I don't think so [00:23:29] all right I will entertain a motion to [00:23:31] adjourn our meeting motion to adjourn [00:23:35] second [00:23:36] so it's been moved and seconded all [00:23:38] those in favor I have to call the roll [00:23:40] uh Kelly hi [00:23:43] Rob [00:23:45] hi Julie is an eye so the meeting is [00:23:47] adjourned at 8 11. [00:23:49] thank you everyone thank you thank you [00:23:52] Kelly and Rob thank you Nicole [00:23:55] good night have a good night so Nicole [00:23:57] before you end the meeting can I please [00:23:59] just copy
