Significant time was dedicated to planning the Annual Town Meeting, including setting the date and warrant process. So, were notified. It was posted um in the way river news and take our international do you want to just give a little synopsis of what's going on?
Yeah. So I'm I'm here my name is James Caner and I'm here on behalf of the National Grid. Um so this work is being done to improve reliability and reduce outages. So the the poles being relocated the new midstand poles are to even out the pole spans to have enough clearance for the the new higher

Yeah. So she has a big Yeah, not quite.
[Applause] And you are I'm Henriel from National Grid as well. Okay. So you're just you're together like serving the same
Purpose. Okay. All right. Just wanted to make sure you didn't want to add anything to it. No. In case there's questions outside the petition, they send someone a little more local.
I don't have any.
No.
And there's nobody here to ask any questions. So, um, I will close the public hearing and I would take a a motion.
Make a motion to install the poles for National Grid along North Road.
Second.
Obviously, there's no discussion. So, all in favor? Hi. Hi. Hi. So, I'll have that for you to sign tonight and then I'll get it um over to you guys tomorrow. Okay. Sounds good.
Thank you. Thank you. Thank you very much.
You as well.
Okay. Uh there are no visitors to comment. So, uh more commission. I know. Um I'm trying to get out of I know. Let's just keep moving. There is one abatement. Okay.
Which is also in your packet. Yep.
Also for you guys to It looks like it was a two family and she after her mother passed away it went to a one family. Yep. Yep.
Take a motion.
Make a motion to accept Shelley Pratt 98 High Street Baitment for 2025. I second it. All in favor? I I so that for you before you leave today.
Okay. And uh new business we have discussion and vote on highway superintendent contract, discussion and vote on fire chief contract, discussion and vote on police lieutenant contract and discussion and vote on police chief contract. We met previously in executive session with each of these uh positions
To discuss their contracts and everyone was in agreement with the contracts that were presented. Mhm. So if anyone wants to make some motions, do you want individual motions or Why don't we do Yeah. I just I kind of group them together, but let's do them individually. Yeah. Uh, I'll make a
Motion to vote on the highway superintendent contract for 2025 through 2028, 3-year contract. I'll second it.
All in favor? I I I move that we vote to sign the fire chief contract.
And that's a 5-year contract. A five-year contract. Correct. I'll second the motion. All in favor? I I'll make a motion to accept the police lieutenant contract for 2025 through 2028.
Second. All in favor? I. And I move that we uh we sign the police chief contract for two years. I'll second the motion.
All in favor? I I Perfect. Okay. Next up, discussion and vote on annual town meeting for June 7th, 2025.
Yes. So um the board tonight I'm asking you to um set the annual town meeting for June 7th, 2025 at 9:00 a.m.
At Hardwick Elementary School per conversations that I had with the town clerk. Okay. And to open the warrant if people want to submit anything for the annual town meeting to by law it has to be open for 7 days.
So I was going to close it, ask you guys to close it on the 28th. Uh, when would the warrants be open? Right now.
Right now. Yep. So she's asking asking to open the warrant now and close it on the 28th. Open on the 14th.
Close on the 28th. Close on the 28th.
And the 28th we'll read the articles and vote on them. I'll have a draft to you.
Yeah. Yeah. Of all the different ones.
And then if there's anything you want to add or change, you just let me know.
Okay. And if the public wanted to submit anything to this board because they have the two weeks to do it. Yeah. Wait a minute. We're we're it's open now. This is for a June 7th meeting. So it'll be open for a month. Two weeks. Um at April 28th, I'll present a draft to you, the
Board. Um and then if you guys want to add or change anything, we can do that.
And then it'll go to town council and then it'll go to print and and will be in May, not June.
The town is just he's just saying that like it's kind of early. Is that what you mean? Like it's early. It's early. Yeah. So prepare. No, it's it has two weeks and it needs a few weeks for the printer. So that's why Right. Yeah.
And town council. Exactly. Because that took well over a week last time. So we're going to close the warrant on the 28th of April. Yes. Correct. And then a month and two weeks later, we're going to have a meeting.
A month and a week later. Yeah. Five weeks later. It's good. I mean, you could open it for an additional week if you wanted instead of April 28th to May whatever the first meeting in May. Close it then. Yeah. That's But then you only have 2 and 1/2 weeks
To get right. I think send to town council and you have to post it. Correct. I think that Yeah. I would stick to the 28th. All right. So it opens today.
Correct. Well, if you want to open then I'm I'm just asking so so I'm clear on this. And then on April 28th, we close and we read the articles and we vote on it then or we so we'll review we'll review the draft and the the object
Would be to vote on it. Correct. So that then it can go to town council and get reviewed and then needs to be printed.
Thank you. I'm sorry. Yes. Oh no, sorry.
I didn't understand. Yeah. So they have till like the 28th to submit something.
They have until your meeting starts on the 28th. Correct. Right. Up for that.
The full two weeks. Yep. Yep. Yep. All right.
Thank God you're still here.
You good? Yeah. All right. I take a motion for that. Then make a motion to accept the town annual town meeting for June 7th. We will open the articles today, April 14th, and we will close them April 28th, 2025. And it will be at 9:00 a.m. at the elementary school. And
It will be at 9:00 a.m. at the elementary school. Perfect. Thank you.
I'm going to second that. Okay. All in favor? I I discussion and vote on special event for Tri Parish annual plant tag craft and bake sale. Wow, they've added on to their plant sale.
The police department reviewed this and so did so just a general approval.
I don't have any issues with that. No more. I move that we allow a special event from the Tri Parish Church for their annual plant, craft, tag, and bake sale on May 17th.
And I'll second the motion. All in favor? I I Thank you. Yeah, that that was good. Anyway, did you see my email for the fair looking for help? I did.
Okay. So, they might be reaching out, but I suggested fill out as much as they could until Yeah. So, I'm just trying to get to the letter here. The next step is um some old business. It's the discussion and vote on letter to nonprofits. I'm just trying
To find just a draft knowing that you would have feedback. Yep. Which is a place to start. I'm just trying to get to it because I did. Okay, here we go.
All right.
[Music] too.
[Music] I personally I would like to see the second paragraph tweaked a little bit.
Sure. Um that's just my opinion, but we strongly urge I would like I would like to see that a little I don't want to use the word soft because that's not what I'm Yes. Thank you.
Friendly. We encourage Thank you. Okay.
Yeah, I mean we encourage is that a friendly version. you you know we're we kindly ask Yeah, you re you know we kindly ask for you to reach out to the town administrator's office to set up a meeting. Yep. Does that does
Anybody oppose of that? I haven't found it yet. Sorry. That's okay.
It should be in here. Yeah.
May I help you? Yes. Thank you.
And then thank you for kindly attached to the com. Thank you.
So, I'm just going to So, I'm suggesting we keep this paragraph a little bit to we kindly ask or like Bill said, we encourage something. I think we encourage friendly like something a little bit encourage is good. Yeah. You like that? Okay. So, we encourage you to contact to reach out to. Can we use
That? To contact. to reach out to the town administrator's office. We encourage you to reach out to the town administrator's office to set up a meeting to discuss impact on the town services and to come up with a mutually benefit beneficial agreement.
Yeah. I like everything else I'm I I'm okay with. I think it sounds good.
Okay. It's okay with me. And so we would just go through the list and send it to to to them all. Yep. Okay. Um so I will tomorrow I will go back. I will make your tweaks to this letter. Um and then I'll be ready for signature. So we good.
And we're starting with the land trust.
I just picked one randomly. We're I'm going to send it to everyone at the same time. I'm not going to send anyone out.
I just needed to put in there.
Y or we kindly encourage you to No, I'm okay with encourage.
We encourage you to read more. That's that's fine. And you can tweak it a little bit. You know, I think it's you're going to like we'll okay the letter. It's going to go out to everybody and if any person is going to be able well each you know once you guys start hearing cuz I I probably won't be
Here to to sit in on any of this but once you start hearing back from you know places then it's each one's individual you know different correct right um so yeah just it all they'll they'll just all go out. Yeah. Yep. And then yeah, once I fix it and get it to
You guys to sign, I'll just give me a couple days to get it out and then Yeah, perfect. That works. Okay, so I'll make a motion to accept the contact letter for the payment of taxes to be sent out to all the nonprofits in the town of Hardwick as we
As we amended. Amended and discussed.
I'll second it. Okay. All in favor? I I Okay, so meeting minutes, approval of the February 10th meeting minutes and then we have a couple of executive session meeting minutes.
May 13th and May 15th and those are um Yeah, those are just for Yeah.
[Music] [Applause] the only thing on February 10th that I have is toward the end um we made a motion for the planning board clerk salary. It says William Ticker made a motion to increase the planning board clerk salary to do the work for
Digitizing records. We we agreed to increase our hours. Where is it? I'm sorry. It's it's um two, right? Because then the donation was made to pay for them. Yes. Yes. Five. So it's five from the back. It's it's an emotion. It was I
Mean it it's just it's a small thing.
It's just But it wasn't it was the hours, not the it was the time to do it, right? Because then the foundation was going to pick up that tab. Yep. Yep. So I will make sure that's fixed before it's posted. Yep. And with this next budget, her pay will be leveled with other clerks in the building. Yeah.
Yeah. That's This was just a totally separate thing, guys. Yep. That's all that's all I No, I agree with that because I do recall that. Yeah. Mhm.
You're right. Right. So, I would take a motion to approve as amended. Okay. I can't do anything. I'll make a motion to approve the February 10th meeting minutes 2025 as amended.
I'll second. All in favor? I I One extension. Extension.
The clerk. Okay. And then the two executive session meeting. These were for the Yeah, those were when we were interviewing for the county administrator position.
They're short and sweet. Yeah.
Sorry. Bye.
You good or the other one? Yeah, I'm good with it. Okay. Make a motion to approve the executive sessions for May 13, 2024 and May 15th, 2024. Second.
All in favor? I I. Town administrator report. Um so today myself Eric Fleming, Mark Corsick, the police chief and police lieutenant. We met with Pathfinder at the lower road police station location and it was a very good meeting. Um we have a couple
Steps we have to take but they are confident that they at sometime early FY27 they can start um helping us with some of the electrical and some of the other stuff. Yeah. Um so the next steps is we're going to meet with our building inspector once he comes back cuz there's a couple weatherizing and things that we
Have to do um before that. But it was a great meeting. I'm very optimistic that we can start some of the progress there.
So excuse me. Um so I am also working with Mr. Corsick on the tree removal behind town hall. Um so he actually went out and marked all the trees. Um so the next step is I just have to contact some of the neighbors and then we're going to put out an RFP. Yep.
So actually with Sleekman Volheim, we had a meeting with Hubbertson and CMRPC on the MVP grant that was also submitted. Um been working with um the acting treasurer, the assessor and the accountant on finalizing the budget.
I met with our new treasur and Quabin superintendent um to talk about health insurance cuz ours is going up so significantly and it looks really positive that we will be able to join the uh school's health insurance. Um, so that they also have Blue Cross Blue Shield. Um, so you know, employees will
Be able to stay with their doctors and have their a very comparable plan. Um, but the next couple weeks, just as the board knows, we're going to be very busy with the open enrollment and finding and cuz they theirs runs a calendar year and ours runs a fiscal year. So there's going to have to be a bridge. There's
Going to be a lot of meetings and phone calls. So I just want the board to be aware that's what's going to be going on.
I met with CMRPC on the CDBG project. Um a project consultant was selected for the memorial field study.
So that is underway as well. Um it was part of the FY24 CDBG.
How about the other part of that the high? So the RFP's gone out but we haven't um it still we haven't gotten bids back yet. Yep. So to be determined.
All right. But it's in motion. Oh yes.
Met with the treasurer's plural executive assistant. um an assessor.
We're working on putting together a billing schedule. Um we're just really trying to streamline everything and come up with processes and procedures. Excuse me, I'm losing my voice. I have some water.
The finance committee meeting and sewer bills went out last week. Yeah, I got mine. Thanks. Oh, you're welcome.
It's a new world.
So two Fridays ago I had my first Zoom meeting for the Massachusetts Municipal Association Policy Committee on Personnel and Labor Relations. Um, we interviewed for another candidate for the highway department. Um, that was selected. So the board will vote on that at your next meeting.
Going over performance evaluations with department heads. They've all sent them all but one department has sent me their performance evaluations for their staff. Um, so I've been reviewing them before they go over them with their with their staff. Um, the next is I'll be working to do the department head ones
On present all that to uh the personnel committee on the 28th um to kind of and we can do it collaboratively. Okay, great.
Held a department head meeting where Lieutenant Landine gave an Alice training which is active shooter training. Um he did a really great job.
I attended a library board of trustees meeting where we discussed personnel issues and budgetary concerns. Uh I attended the townwide Narcan training hosted by the Lesser Health Coalition at Harvard Elementary School.
That was kind of organized um by myself and my I he's like my partner in crime, Dr. Mott.
He's amazing. So um we're going to look to be doing providing more trainings, free trainings and support to the town.
Attended the Massachusetts Municipal Managers Association meeting on providing emotional support to individuals experiencing distress after after traumatic events or difficult situations. Um I started my renewal for the Massachusetts um certification for public purchasing that has to be done
Every 3 years. Um so I'll be doing that mostly this weekend. I will be buckled down in my house uh getting that done so I can get my renewal.
Had my wear radio monthly interview and now I didn't let you know on purpose and I forgot about it or I I was busy.
Met with the building inspector and select plane tanker on planning board concerns. Um they have received a couple open meeting law complaints. So we're looking to address that. Um I want to recognize and this was written before everything but I really want to recognize Sarah Hunter for streamlining
And cleaning up the treasur's office.
We have a clean path moving forward with the new treasurer and it's and we really owe her. Um, she's great. Yeah, hands down. There could have been a a a mess in that office and she really took the time and was here till 10:00 at night some nights. Um, making sure that
Our treasure didn't walk into a hornets's nest. Um, good. But I also want to, which isn't on here, I want to thank the town of Brutland and their town administrator, Austin.
Because Sarah's had some personal stuff right now. Um the treasure collector from Rutland is actually coming in Thursday and Friday this week to sit with Alyssa. Nice. So I want to thank that town administrator for allowing us to borrow him for a couple days. Good. Mhm. Um important dates.
Special town meeting April 24th. Annual town meeting June 7th. And then my my days off. That's all I have today. Okay.
Select around table. Yep. Anybody got anything for left round table? I'd like to recognize Marty Dusk.
He's done a great job through some tough times and he found with he found that breaking. Yeah. Now we have fire hydrants at work again in Gilbert. And the reservoir is full is full. So that's that's amazing. So that's big. Good.
That's good news. Awesome.
Bill, um, if circle back to the sewer regulations real quick, I had a question on, um, well, not more of the regulations, but the shoreline extension that was done in 2024, was voted on at an annual town meeting. Um, it was an
Estimated $5 million project.
The sewer line to Eagle Hill, the sewer line extension. It was on the 2014 annual time. Oh, 14. You said 24 and I was like 2014 and 2015. And and in that article, it said it was it was an estimated $5 million. Okay. Um and I was
Just asking and and I've been asking, but I haven't been able to find it or receive it. Is an actual report that showed the actual cost of that.
Yeah. I don't have I don't I don't have that answer. I I've spoken to Ryan about it and he told me to reach out to the treasurer or the but the new girls in so I don't know if this is something the accountant would have. So you want the cost of the 2014 the the sewer extension project extension. Can you if you do you
Mind giving me a couple days I can see what Yeah, I I can I mean I thought I emailed you about it but I'm not 100% sure if I did or didn't cuz I was going away and Yeah. I know I asked. So, I think we had a verbal conversation, but let me um let me see what I'm just putting out there like if anybody in the
Town happens to have it and would share it, that would be great. Yeah, I don't know. I have off the top of my head, but it would I would do some digging. There would be some records here. Yeah, for sure. I wasn't doing anything except I mean, I wasn't a planning board and I wasn't selecting, but there are
Thousands of emails that you could track everything that happened.
Yeah, but there's no report to that.
There's no report. No. Well, I don't know. I was Yeah, I would. I mean, my god, I just There should be something. I have gone through emails and stuff. So, there should be something. Tomorrow, I actually have my bilingually financial management planning meeting with the assessor, treasurer, and accountant. So,
I will ask them during that call because that having everyone on the same call.
So, I'll ask them during that call and see what they can. I'd like to see that, too. Yeah. I mean, I'll send it to all of you. Good. Yeah. Yeah. I mean, I'll send those. I'm sure you probably don't want to say you I wasn't going to say that on I was trying to be nice. Sorry.
You're almost out of here.
Copy Kelly on everything. Yeah. Until 11:59.
I thought like I I thought I was done like once the election was over and then Ryan informed me I was actually still a select person until 11:59 that day. Oh my god. Well, something bad better not happen because I'm already gonna be partying that night.
All right.
So, you have anything? I don't. Um, no, I can't think of anything. Well, Tra spent a little time trying to come up with your swan song. My swan song? Yeah.
It means the the last thing you do. Oh, yeah. I feel like I've done I've done a lot. You have? I've done When were you on for VidCon? That's back in the arts, isn't it? 20047.
Yeah, that's it. I'm not going to work with children anymore.
That's right. That's what I said when I stormed out of the meeting one day.
Absolutely. You were hair hair was on fire.
Yep. Yeah, something I would say. I did tell the finance committee when they were being rude one night. So Oh, yeah.
Well, then we went down to the Gilbertville Library. Oh, I spent a lot of meetings between those libraries. I know. Me, too. Went down to Eduina. As soon as Edwina had died, everything turned into Yeah, it's been it's been a long It's been quiet now, right?
They're going to come to them. They're going to come down. I take a motion. All right. A motion to adjourn. Seconded.

So um the board tonight I'm [00:05:12] asking you to um set the annual town [00:05:16] meeting for June 7th, 2025 at 9:00 a.m. [00:05:19] at Hardwick Elementary School per um [00:05:22] conversations that I had with the town [00:05:24] clerk. Okay. And [00:05:26] um to open the warrant if people want to [00:05:29] submit anything for the annual town [00:05:31] meeting to [00:05:34] um by law it has to be open for 7 days. [00:05:37] Um, so I was going to close it, ask you [00:05:39] guys to close it on the 28th. Uh, when [00:05:42] would the warrants be open? Right now. [00:05:44] Right now. Yep. So she's asking asking [00:05:48] to open the warrant now and close it on [00:05:50] the 28th. Open on the 14th. [00:05:55] Close on the 28th. Close on the 28th. [00:05:58] And the 28th we'll read the articles and [00:06:01] vote on them. I'll have a draft to you. [00:06:02] Yeah. Yeah. Of all the different ones. [00:06:04] And then if there's anything you want to [00:06:05] add or change, you just let me know. [00:06:06] Okay. And if the public wanted to submit [00:06:08] anything to this board because they have [00:06:09] the two weeks to do it. Yeah. Wait a [00:06:11] minute. We're we're it's open now. This [00:06:15] is for a June 7th meeting. So it'll be [00:06:18] open for a month. Two weeks. Um at April [00:06:21] 28th, I'll present a draft to you, the [00:06:24] board. Um and then if you guys want to [00:06:26] add or change anything, we can do that. [00:06:28] And then it'll go to town council and [00:06:29] then it'll go to print and and will be [00:06:32] in [00:06:33] May, not June. [00:06:36] Um the town is just he's just saying [00:06:39] that like it's kind of early. Is that [00:06:41] what you mean? Like it's early. It's [00:06:42] early. Yeah. So prepare. No, it's it has [00:06:46] two weeks and it needs a few weeks for [00:06:48] the printer. So that's why Right. Yeah. [00:06:50] And town council. Exactly. Because that [00:06:52] took well over a week last time. So [00:06:54] we're going to close the warrant on the [00:06:56] 28th of April. Yes. Correct. And [00:06:59] then a month and two weeks later, we're [00:07:03] going to have a meeting. [00:07:05] A month and a week later. Yeah. Five [00:07:07] weeks later. It's good. I mean, you [00:07:10] could open it for an additional week if [00:07:12] you wanted instead of April 28th to May [00:07:16] whatever the first meeting in May. Close [00:07:18] it then. Yeah. That's But then you only [00:07:21] have 2 and 1/2 weeks [00:07:24] to [00:07:25] get right. I think send to town council [00:07:29] and you have to post it. Correct. I [00:07:32] think that Yeah. I would stick to the [00:07:34] 28th. All right. So it opens today. [00:07:35] Correct. Well, if you want to open then [00:07:38] I'm I'm just asking so so I'm clear on [00:07:41] this. And then on April 28th, we close [00:07:44] and we read the articles and we vote on [00:07:46] it then or we so we'll review we'll [00:07:49] review the draft and the the object [00:07:53] would be to vote on it. Correct. So that [00:07:55] then it can go to town council and get [00:07:57] reviewed and then needs to be printed. [00:07:59] Thank you. I'm sorry. Yes. Oh no, sorry. [00:08:01] I didn't understand. Yeah. So they have [00:08:02] till like the 28th to submit something. [00:08:05] They have until your meeting starts on [00:08:07] the 28th. Correct. Right. Up for that. [00:08:10] The full two weeks. Yep. Yep. Yep. All [00:08:12] right. [00:08:14] Thank God you're still here. [00:08:16] You good? Yeah. All right. I take a [00:08:18] motion for that. Then make a motion to [00:08:21] um accept the town annual town meeting [00:08:24] for June 7th. We will open the articles [00:08:27] today, April 14th, and we will close [00:08:30] them April 28th, 2025. And it will be at [00:08:33] 9:00 a.m. at the elementary school. And [00:08:35] it will be at 9:00 a.m. at the [00:08:36] elementary school. Perfect. Thank you. [00:08:38] I'm going to second that. Okay. All in [00:08:40] favor? I I discussion and vote on [00:08:44] special event for Tri Parish annual [00:08:46] plant tag craft and bake sale. Wow, [00:08:49] they've added on to their plant sale. Uh [00:08:51] the police department reviewed this and [00:08:53] so did so just a general approval. [00:08:56] I don't have any issues with that. No [00:08:59] more. I move that we allow a special [00:09:02] event from the Tri Parish Church for [00:09:06] their annual plant, craft, tag, and bake [00:09:08] sale on May 17th. [00:09:13] And I'll second the motion. All in [00:09:16] favor? I I Thank you. Yeah, that that [00:09:20] was good. Anyway, did you see my email [00:09:24] uh for the fair looking for help? I did. [00:09:26] Okay. So, they might be reaching out, [00:09:28] but I suggested fill out as much as they [00:09:31] could until Yeah. So, [00:09:36] um I'm just trying to get to the letter [00:09:39] here. The next step is um some old [00:09:41] business. It's the discussion and vote [00:09:43] on letter to nonprofits. I'm just trying [00:09:45] to find just a draft knowing that you [00:09:48] would have feedback. Yep. Which is a [00:09:50] place to start. I'm just trying to get [00:09:52] to it because I did. Okay, here we go. [00:09:55] All right. [00:10:05] [Music] [00:10:09] too. [00:10:11] [Music] [00:10:15] Um I personally I would like to see the [00:10:18] second paragraph tweaked a little bit. [00:10:20] Sure. Um that's just my opinion, but we [00:10:24] strongly urge um [00:10:28] I would like I would like to see that a [00:10:31] little I don't want to use the word soft [00:10:33] because that's not what I'm Yes. Thank [00:10:35] you. [00:10:37] Friendly. We encourage Thank you. Okay. [00:10:41] Uh yeah, I mean we encourage [00:10:45] is that a friendly version. you you know [00:10:49] we're we kindly ask Yeah, you re you [00:10:52] know we kindly ask for you to reach out [00:10:54] to the town administrator's office to [00:10:56] set up a meeting. Yep. Does that does [00:10:59] anybody oppose of that? I haven't found [00:11:01] it yet. Sorry. That's okay. [00:11:05] It should be in here. Yeah. [00:11:10] May I help you? Yes. Thank you. [00:11:14] Um, and then thank you for [00:11:16] kindly attached to the com. Thank you. [00:11:19] So, I'm just going to So, I'm suggesting [00:11:21] we keep this paragraph a little bit to [00:11:24] we kindly ask or like Bill said, we [00:11:27] encourage something. I think we [00:11:29] encourage friendly like something a [00:11:30] little bit encourage is good. Yeah. You [00:11:32] like that? Okay. So, we encourage you to [00:11:36] contact to reach out to. Can we use [00:11:39] that? To contact. to reach out to the [00:11:44] town administrator's office. We [00:11:47] encourage you to reach out to the town [00:11:48] administrator's office to set up a [00:11:50] meeting to discuss impact on the town [00:11:53] services and to come up with a mutually [00:11:54] benefit beneficial agreement. [00:11:58] Yeah. I like everything else I'm I I'm [00:12:02] okay with. I think it sounds good. [00:12:07] Okay. It's okay with me. And so we would [00:12:09] just go through the list and send it to [00:12:11] to to them all. Yep. Okay. Um so I will [00:12:14] tomorrow I will go back. I will make [00:12:16] your tweaks to this letter. Um and then [00:12:18] I'll be ready for signature. So we good. [00:12:21] And we're starting with the land trust. [00:12:23] I just picked one randomly. We're I'm [00:12:25] going to send it to everyone at the same [00:12:26] time. I'm not going to send anyone out. [00:12:27] I just needed to put in there. [00:12:29] Y or we kindly encourage you to No, [00:12:35] I'm okay with encourage. [00:12:37] We encourage you to read more. That's [00:12:39] that's fine. And you can tweak it a [00:12:41] little bit. You know, I think it's [00:12:43] you're going to like we'll okay the [00:12:46] letter. It's going to go out to [00:12:47] everybody and if any person is going to [00:12:50] be able well each you know once you guys [00:12:53] start hearing cuz I I probably won't be [00:12:56] here to to sit in on any of this but um [00:13:00] once you start hearing back from you [00:13:02] know places then it's each one's [00:13:05] individual you know different correct [00:13:08] right um so yeah just it all they'll [00:13:11] they'll just all go out. Yeah. Yep. And [00:13:13] then yeah, once I fix it and get it to [00:13:15] you guys to sign, I'll just give me a [00:13:17] couple days to get it out and then Yeah, [00:13:19] perfect. That works. Okay, so I'll make [00:13:23] a motion to accept the [00:13:27] um contact letter for the payment of [00:13:30] taxes to be sent out to all the [00:13:32] nonprofits in the town of Hardwick as we [00:13:35] as we amended. Amended and discussed. [00:13:39] I'll second it. Okay. All in favor? I I [00:13:44] Okay, so meeting minutes, approval of [00:13:47] the February [00:13:48] 10th meeting [00:13:50] minutes and then we have a couple of [00:13:52] executive session meeting minutes. Um [00:13:56] May 13th and May [00:13:58] 15th and those are um Yeah, those are [00:14:02] just for Yeah. [00:14:09] [Music] [00:14:10] [Applause] [00:14:14] Um the only thing on February 10th that [00:14:17] I have is toward the end um we made a [00:14:21] motion for the planning board clerk [00:14:22] salary. It says William Ticker made a [00:14:24] motion to increase the planning board [00:14:26] clerk salary to do the work for [00:14:28] digitizing records. We we agreed to [00:14:32] increase our hours. Where is it? I'm [00:14:34] sorry. It's it's um two, right? Because [00:14:38] then the donation was made to pay for [00:14:40] them. Yes. Yes. Five. So it's five from [00:14:44] the back. It's it's an emotion. It was I [00:14:47] mean it it's just it's a small thing. [00:14:49] It's just But it wasn't it was the [00:14:51] hours, not the it was the time to do it, [00:14:53] right? Because then the foundation was [00:14:55] going to pick up that tab. Yep. Yep. So [00:14:58] I will make sure that's fixed before [00:14:59] it's posted. Yep. And with this next [00:15:02] budget, her pay will be leveled with [00:15:05] other clerks in the building. Yeah. [00:15:09] Yeah. That's This was just a totally [00:15:12] separate thing, guys. Yep. That's all [00:15:15] that's all I No, I agree with that [00:15:17] because I do recall that. Yeah. Mhm. [00:15:19] You're right. Right. So, I would take a [00:15:21] motion to approve as amended. Okay. I [00:15:24] can't do anything. I'll make a motion to [00:15:26] approve the February 10th meeting [00:15:29] minutes 2025 as amended. [00:15:32] I'll second. All in favor? I I One [00:15:36] extension. Extension. [00:15:40] The clerk. Okay. And then the two [00:15:43] executive session meeting. These were [00:15:44] for um [00:15:46] the Yeah, those were when we were [00:15:48] interviewing for the county [00:15:50] administrator position. [00:15:52] They're short and sweet. Yeah. [00:15:55] Sorry. Bye. [00:16:00] You good or the other one? Yeah, I'm [00:16:01] good with it. Okay. Make a motion to [00:16:03] approve the executive sessions for May [00:16:06] 13, 2024 and May 15th, [00:16:09] 2024. Second. [00:16:12] Uh, all in favor? I I. Town [00:16:15] administrator report. Um so today myself [00:16:20] um Eric Fleming, Mark Corsick, the [00:16:23] police chief and police lieutenant. We [00:16:24] met with Pathfinder at the lower road [00:16:26] police station location and it was a [00:16:29] very good meeting. Um we have a couple [00:16:32] steps we have to take but they are [00:16:34] confident that they at sometime early [00:16:36] FY27 they can start um helping us with [00:16:39] some of the electrical and some of the [00:16:41] other stuff. Yeah. Um so the next steps [00:16:43] is we're going to meet with our building [00:16:44] inspector once he comes back cuz there's [00:16:46] a couple weatherizing and things that we [00:16:47] have to do um before that. But it was a [00:16:50] great meeting. I'm very optimistic that [00:16:52] we can start some of the progress there. [00:16:54] So excuse me. Um so I am also working [00:16:58] with Mr. Corsick on the tree removal [00:17:00] behind town hall. Um so he actually went [00:17:03] out and marked all the trees. Um so the [00:17:05] next step is I just have to contact some [00:17:06] of the neighbors and then we're going to [00:17:08] put out an RFP. Yep. [00:17:12] Um so actually with Sleekman Volheim, we [00:17:15] had a meeting with Hubbertson and CMRPC [00:17:17] on the MVP grant that was also [00:17:19] submitted. Um been working with um the [00:17:23] acting treasurer, the assessor and the [00:17:25] accountant on finalizing the budget. Um [00:17:27] I met with our new treasur and Quabin [00:17:29] superintendent um to talk about health [00:17:31] insurance cuz ours is going up so [00:17:34] significantly and it looks really [00:17:36] positive that we will be able to join [00:17:38] the uh school's health insurance. Um, so [00:17:41] that they also have Blue Cross Blue [00:17:42] Shield. Um, so you know, employees will [00:17:45] be able to stay with their doctors and [00:17:46] have their a very comparable plan. Um, [00:17:48] but the next couple weeks, just as the [00:17:50] board knows, we're going to be very busy [00:17:52] with the open enrollment and finding and [00:17:54] cuz they theirs runs a calendar year and [00:17:56] ours runs a fiscal year. So there's [00:17:58] going to have to be a bridge. There's [00:18:00] going to be a lot of meetings and phone [00:18:01] calls. So I just want the board to be [00:18:02] aware that's what's going to be going [00:18:04] on. [00:18:06] Um, I met with CMRPC on the CDBG [00:18:09] project. Um a project consultant was [00:18:12] selected for the memorial field study. [00:18:15] Um so that is underway as well. Um it [00:18:20] was part of the FY24 CDBG. [00:18:23] Um how about the other part of that the [00:18:25] high? So the RFP's gone out but we [00:18:27] haven't um it still we haven't gotten [00:18:30] bids back yet. Yep. So to be determined. [00:18:33] All right. But it's in motion. Oh yes. [00:18:35] Um met with the treasurer's plural [00:18:38] executive assistant. um an assessor. Um [00:18:40] we're working on putting together a [00:18:42] billing schedule. Um we're just really [00:18:44] trying to streamline everything and come [00:18:46] up with processes and procedures. Excuse [00:18:49] me, I'm losing my voice. I have some [00:18:50] water. [00:18:53] Um the finance committee meeting and [00:18:56] sewer bills went out last week. Yeah, I [00:18:58] got mine. Thanks. Oh, you're welcome. [00:19:01] It's a new world. [00:19:04] Um, so two Fridays ago I had my first [00:19:07] Zoom meeting for the Massachusetts [00:19:09] Municipal Association Policy Committee [00:19:10] on Personnel and Labor Relations. Um, we [00:19:13] interviewed for another candidate for [00:19:14] the highway department. Um, that was [00:19:16] selected. So the board will vote on that [00:19:18] at your next meeting. [00:19:20] Um, going over performance evaluations [00:19:23] with department heads. They've all sent [00:19:25] them all but one department has sent me [00:19:27] their performance evaluations for their [00:19:29] staff. Um, so I've been reviewing them [00:19:31] before they go over them with their with [00:19:32] their staff. Um, the next is I'll be [00:19:35] working to do the department head ones [00:19:37] on present all that to uh the personnel [00:19:40] committee on the 28th um to kind of and [00:19:43] we can do it collaboratively. Okay, [00:19:46] great. [00:19:47] Um held a department head meeting where [00:19:50] Lieutenant Landine gave an Alice [00:19:51] training which is active shooter [00:19:53] training. Um he did a really great job. [00:19:55] I attended a library board of trustees [00:19:57] meeting where we discussed personnel [00:19:58] issues and budgetary concerns. Uh I [00:20:01] attended the townwide Narcan training [00:20:03] hosted by the Lesser Health Coalition at [00:20:04] Harvard Elementary School. [00:20:06] Um that was kind of organized um by [00:20:10] myself and my I he's like my partner in [00:20:12] crime, Dr. Mott. [00:20:14] Um he's amazing. So um we're going to [00:20:17] look to be doing providing more [00:20:18] trainings, free trainings and support to [00:20:21] the town. [00:20:23] attended the Massachusetts Municipal [00:20:24] Managers Association meeting on [00:20:26] providing emotional support to [00:20:27] individuals experiencing distress after [00:20:29] after traumatic events or difficult [00:20:31] situations. Um I started my renewal for [00:20:35] the Massachusetts um certification for [00:20:38] public purchasing that has to be done [00:20:39] every 3 years. Um so I'll be doing that [00:20:41] mostly this weekend. I will be buckled [00:20:43] down in my house uh getting that done so [00:20:46] I can get my renewal. [00:20:49] had my wear radio monthly interview and [00:20:51] now I didn't let you [00:20:53] know on purpose and I forgot about it or [00:20:56] I I was busy. [00:20:59] Um met with the building inspector and [00:21:01] select plane tanker on planning board [00:21:03] concerns. Um they have received a couple [00:21:06] um open meeting law complaints. So we're [00:21:08] looking to address that. Um I want to [00:21:11] recognize and this was written before [00:21:13] everything but I really want to [00:21:14] recognize Sarah Hunter for streamlining [00:21:17] and cleaning up the treasur's office. [00:21:19] Um, we have a clean path moving forward [00:21:20] with the new treasurer and it's and we [00:21:22] really owe her. Um, she's great. Yeah, [00:21:26] hands down. There could have been a a a [00:21:29] mess in that office and she really took [00:21:31] the time and was here till 10:00 at [00:21:33] night some nights. Um, making sure that [00:21:37] our treasure didn't walk into a [00:21:38] hornets's nest. Um, good. But I also [00:21:41] want to, which isn't on here, I want to [00:21:42] thank the town of Brutland and their [00:21:44] town administrator, Austin. [00:21:47] Um because Sarah's had some personal [00:21:48] stuff right now. Um the treasure [00:21:50] collector from Rutland is actually [00:21:52] coming in Thursday and Friday this week [00:21:54] to sit with Alyssa. Nice. So I want to [00:21:56] thank that town administrator for [00:21:57] allowing us to borrow him for a couple [00:21:59] days. Good. Mhm. Um important dates. [00:22:03] Special town meeting April 24th. Annual [00:22:05] town meeting June 7th. And then my my [00:22:08] days [00:22:10] off. That's all I have today. Okay. [00:22:15] Select around [00:22:17] table. Yep. Anybody got anything for [00:22:20] left round table? I'd like to recognize [00:22:22] Marty Dusk. [00:22:25] He's done a great job through some tough [00:22:27] times [00:22:29] and he found with he found that [00:22:33] breaking. Yeah. Now we have fire [00:22:35] hydrants at work again in Gilbert. And [00:22:37] the reservoir is full is full. So that's [00:22:40] that's amazing. So that's big. Good. [00:22:43] That's good news. Awesome. [00:22:46] Bill, um, if circle back to the sewer [00:22:50] regulations real quick, I had a question [00:22:53] on, um, well, not more of the [00:22:55] regulations, but the shoreline extension [00:22:57] that was done in 2024, was voted on at [00:23:01] an annual town meeting. Um, it was an [00:23:04] estimated $5 million project. [00:23:08] The sewer line to Eagle Hill, the sewer [00:23:11] line extension. It was on the 2014 [00:23:14] annual time. Oh, 14. You said 24 and I [00:23:16] was like 2014 and 2015. And and in that [00:23:20] article, it said it was it was an [00:23:23] estimated $5 million. Okay. Um and I was [00:23:26] just asking and and I've been asking, [00:23:28] but I haven't been able to find it or [00:23:29] receive it. Is an actual report that [00:23:33] showed the actual cost of that. [00:23:37] Yeah. I don't have I don't I don't have [00:23:39] that answer. I I've spoken to Ryan about [00:23:41] it and he told me to reach out to the [00:23:43] treasurer or the but the new girls in so [00:23:48] I don't know if this is something the [00:23:49] accountant would have. So you want the [00:23:51] cost of the 2014 the the sewer extension [00:23:54] project extension. Can you if you do you [00:23:57] mind giving me a couple days I can see [00:23:58] what Yeah, I I can I mean I thought I [00:24:02] emailed you about it but I'm not 100% [00:24:04] sure if I did or didn't cuz I was going [00:24:06] away and Yeah. I know I asked. So, I [00:24:09] think we had a verbal conversation, but [00:24:11] let me um let me see what I'm just [00:24:13] putting out there like if anybody in the [00:24:14] town happens to have it and would share [00:24:16] it, that would be great. Yeah, I don't [00:24:19] know. I have off the top of my head, but [00:24:21] it would I would do some digging. There [00:24:23] would be some records here. Yeah, for [00:24:25] sure. I wasn't doing anything except I [00:24:28] mean, I wasn't a planning board and I [00:24:29] wasn't selecting, but there are [00:24:33] thousands of emails that you could track [00:24:35] everything that happened. [00:24:38] Yeah, but there's no report to that. [00:24:40] There's no report. No. Well, I don't [00:24:42] know. I was Yeah, I would. I mean, my [00:24:43] god, I just There should be something. I [00:24:45] have gone through emails and stuff. So, [00:24:48] there should be something. Tomorrow, I [00:24:49] actually have my bilingually financial [00:24:51] management planning meeting with the [00:24:52] assessor, treasurer, and accountant. So, [00:24:54] I will ask them during that call because [00:24:55] that having everyone on the same call. [00:24:57] So, I'll ask them during that call and [00:24:59] see what they can. I'd like to see that, [00:25:02] too. Yeah. I mean, I'll send it to all [00:25:03] of you. Good. Yeah. Yeah. I mean, I'll [00:25:06] send those. I'm sure you probably don't [00:25:07] want to say you I wasn't going to say [00:25:09] that on I was trying to be nice. Sorry. [00:25:13] You're almost out of here. [00:25:15] Copy Kelly on everything. Yeah. Until [00:25:19] 11:59. [00:25:22] I thought like I I thought I was done [00:25:26] like once the election was over and then [00:25:29] Ryan informed me I was actually still a [00:25:31] select person until 11:59 that day. Oh [00:25:34] my god. Well, something bad better not [00:25:36] happen because I'm already gonna be [00:25:38] partying that night. [00:25:42] All right. [00:25:46] So, you have anything? I don't. Um, no, [00:25:51] I can't think of anything. Well, Tra [00:25:54] spent a little time trying to come up [00:25:55] with your swan song. My swan song? Yeah. [00:25:59] It means the the last thing you do. Oh, [00:26:01] yeah. I feel like I've done I've done a [00:26:04] lot. You have? I've done When were you [00:26:08] on for VidCon? That's back in the arts, [00:26:10] isn't it? 20047. [00:26:13] Yeah, that's [00:26:15] it. I'm not going to work with children [00:26:18] anymore. [00:26:19] That's right. That's what I said when I [00:26:22] stormed out of the meeting one day. [00:26:23] Absolutely. You were hair hair was on [00:26:26] fire. [00:26:28] Yep. Yeah, something I would say. I did [00:26:32] tell the finance committee when they [00:26:33] were being rude one night. So Oh, yeah. [00:26:36] Well, then we went down to the [00:26:39] Gilbertville Library. Oh, I spent a lot [00:26:42] of meetings between those libraries. I [00:26:45] know. Me, too. Went down to Eduina. As [00:26:48] soon as Edwina had died, everything [00:26:50] turned into Yeah, it's been it's been a [00:26:53] long It's been quiet now, right? [00:26:58] They're going to come to them. They're [00:26:59] going to come down. I take a motion. All [00:27:02] right. A motion to adjourn. Seconded. [00:27:05] All in favor? Okay. I have a bunch of [00:27:08] stuff you guys designed.
