Hazard mitigation is and what a hazard mitigation plan is then we'll work together to identify natural hazards and critical facilities and then we'll brainstorm some possible mitigation actions and some next steps so the big
Picture for you to know today is that I want you to have a real understanding of what is Hazard mitigation and um what the plan is all about that and what's going to be included in the plan so just a little background information for all of you um these are
Pictures of the leads of the planning team um we are under contract with the state to our original contract called for 14 Hazard mitigation plans in the state and then the state extended the contract to add six more
Communities and they plan to then at another 11 so we've done a lot of work in the state of Massachusetts but we do work uh Nationwide as well doing mitigation planning um and other Emergency Management work so we're we're well schooled in all of
This I going tell you we we've been doing it for a very long time she said this is many did somebody have a question no okay so let's talk about what hazard mitigation is so FEMA defines Hazard mitigation as any
Sustained action taken to reduce or eliminate long-term risks to life and property from Hazard events and we're looking for actions or projects if you will that we can do to minimize risk to people on property um as well as the environment from natural hazards it's a
Federal requirement that the plan include all possible natural hazards and and that's where we put our focus and it's been proven that for every dollar you spend mitigating risk you save approximately $6 or more on future disaster losses and so what that means
Is for instance if you have a bridge that overtops with water and collapses when you replace that bridge it's exponentially more expensive than if you retrofitted the bridge or put it in a place where it wouldn't overt does that
Make sense that's the kind of projects that we're thinking about and what we're looking for and then the hazard mitigation plan seeks to identify what those projects will be in your town so the first piece of the plan includes a community profile and that really sets
The stage for what's there what does the built environment look like what's your infrastr structure who lives there that kind of thing just a big picture if you will then Hazard information and risk assessment that's where we include all of the possible natural hazards and then
We go into the specifics for what their risk or potential impact is to the community then we look at the community's capabilities this is really the town's capacity to mitigate risk so what do you have in in place now that
Enables you to mitigate risk and what maybe you should have or don't have that that would help you so we're looking at some opportunities and challenges that may come out of that assessment as well and then your mitigation strategy is going to be the section of the plan that identifies
These projects that if implemented you will reduce your risk and then the last chapter of the plan will be implementation and maintenance um as Eric mentioned in the beginning the plan is good for five years so with FEMA's
Approval your plan um is good for 5 years and then you're eligible for what FEMA calls pre- disaster mitigation funding so we're looking to identify projects that you can do on nice sunny calm weather days so that when we do
Have the winter storm or the hurc hurricane or whatever you won't have a disaster all right so we think about mitigation planning there are many benefits to doing having the plan in place as well as just developing the plan so the plan
Seeks to identify cost effective actions to reduce risk I like to say we're not looking for hairbrained ideas we really want to flush out what is realistic and what will focus on reducing risk to your greatest vulnerabilities or what how
To use your resources excuse me um on your greatest vulnerabilities the plan builds Partnerships the process itself all of you um coming together to do this is a way to do some partnership building also through the development of the plan we uh try and work with the
Town to make sure that they've got Partners outside of their government boundaries because these natural hazards that we're talking about really don't care about our government boundaries um and many of them we would consider atmospheric hazards for instance like extreme cold or our snow
Storms so we want to make sure when we're thinking about reducing risk or mitigating risk that we're um Crossing those boundaries and working in Partnership the planning process itself as well as the plan will increase awareness of Hazards and risk your um I
Think that you'll leave today with some information that maybe you didn't have when you got here so that's good the plan communicates the town's priorities so these are not cookie cutter documents each plan we develop is unique I mean it's laid out in the same way but but
The contents is unique and it reflects the the priorities of the community and part of the way we do that is review other plans that you have place as well as talk to and work with all of you and by doing that we hope to align with your objectives other things that you
Want to do for instance um some climate adaptation that you care about and then ultimately implementing the plan should save lives and money so those are the benefits of the mitigation plan our process for putting the plan
Together began back in September with a off meeting it'll finish up um in approximately April by submitting the plan to the state that's Mima the Massachusetts Emergency Management agency Mima will review the plan to make sure it meets Federal requirements and
State requirements once Mima is comfortable they like the plan they send it directly to tea for their review and approval once FEMA's comfortable with the plan they send it back to the town saying it's approved pending adoption and it's at that time that the select
Board for Hardwick should formally adopt the plan as the head of the Consulting team I'll work with you uh through that process um of review and adoption looking at this timeline the most important part for you to understand in the timeline is that Top Line shaded in
Green is really talking about Community engagement and the meetings that we have so as a uh we have two public meetings scheduled and then in March an opportunity for the public to review the plan when we're not meeting with the
Public we've got what we call hmpc meetings and that's the hazard mitigation planning committee so through the entire planning process no matter what we're doing on kind of the back end if you will as a Consulting team we're working in conjunction with the
Town so when we develop the plan the first thing that we do is look back to your previous plan which is from 2019 and then we're also looking at the state's plan the state Hazard mitigation and climate adaptation plan was just released um it's an update a 5year
Update to their previous plan and it's a federal requirement that your plan be consistent with the state's plan so hazards that they look at as a state we have to look at for each Town um and sort of the priorities we can have to be consistent with and then we also look to
What's called your Municipal vulnerability preparedness plan which is from 2022 so that's much more recent and I'm sure some of you um had a role in that so your old mitigation plan and your what we call MVP plan both both include actions that you had hoped to
Implement to mitigate risk um the MVP plan really includes more recommendations than what I would consider actions but they're close so we need to tell FEMA what you've done to date and then we start coming up with the new ones so part of the way we do
This is gather as much information as we can from you and we look to what other plans you may have in place and so this is just a list of some of the types of plans that towns may have so we get our hands on as much as we can um and scour that information to make sure that we're
Representing your community well then the next thing that we do is put together this Hazard mitigation planning committee um and each town we work with um has a committee and then at least one if not to Liaison so for
Instance Eric ballheim is is our lead liaison on your end that we work closest with and all the committee members are responsible for providing us as a Consulting team with supporting data and information so we are very good at mitigation planning but we don't know
Anything about hardwood right so we have lots of questions and we need to get as much information as we can from all of you and so committee has to respond to those questions and we meet with them every month or every other month then the committee members also assist with Outreach and what we call
Stakeholder engagement so that's part of how you got here today if you saw a flyer or a press release I made the original flyer and press release but then the committee did some work to get that word out there then all the committee members also assist in identifying and
Prioritizing the mitigation actions that what you want what the town wants to do and finally they'll review and comment on the draft Plan before it goes to the state and before um you all as the public have a chance to review it so the hazard mitigation planning committee can
Kind of grow and change as the planning process goes along but at the moment this is who's on your committee and you can see here we've tried to represent the different departments and Town we've got your Emergency Management folks and First Responders as well as planning water
Treatment um parks and rack you know it's it's a broad spectrum of people who understand what's going on in your community all right so let's get into the hazards so the first step is for you all to help make a list what natural
Hazards are Mo are you most concerned will impact your Comm community and you can type them into the chat or call them out or write them right into mometer if we've got that going I think winter stor me let's make
The list winter storms knocking out our power concerns me most okay winter storms knocking out power what else we got trees falling trees falling yeah
Like on the on the wires or in somebody's yard and and why will the trees fall because of the it could be wind could be snowstorm could be saturated Brown CU
We've had water so too much water this year great so that ground saturation wind snow storms those are the hazards and the trees falling and the wires coming down would be sort of the impacts of that all right so we know we've got high
Winds we know we have winter storms what else water contamination is a good one to consider and why is the water going to get contaminated any ideas that was kind of an extra credit question well flooding of septic
Treatment would contaminate the water or industry great any other hazards that you want to consider it's a big plan we get to look as at as much as you
Want all right well let me show you the list that we have so this is the list that we're going to look at in your plan extreme temperatures that's going to be extreme heat or extreme cold and we certainly are ex um seeing more and
More extreme heat days right we're having more hot days than we ever have we'll also look to Drought earthquakes flooding hurricanes and tropical storms that's your high wind some of your high winds
Invasive species that may also contaminate your water landslides severe weather severe winter storms tornadoes and wildfires or brush fires so as you can see we come up with kind of a laundry list right we think of as many as we possibly can and then for
Each of these hazards we also want to consider how how I'll get into it in a minute how climate change impacts them so for every Hazard we do what's called a profile the first part of that is a description what is an earthquake what
Is a flood then we want to talk about where is it going to happen for for hazards like um high winds the location would be your probably your whole Community almost equally but for something like flooding you're not going to see that equally
Throughout town right you're going to see that happen more adjacent to streams or ponds or Rivers what have you then we're going to look backwards what's occurred in the past have you had these hazards impact you in the past we
Look to the extent and that means that range of possibility right so could you have a huge earthquake like a 7.0 earthquake probably not whereas if we were sitting in California we would say yes that's possible then we think about the
Probability of your future um future natural hazards you know how likely it is to have this Hazard happen in the future I think we could all agree we will have a winter storm this winter right if we didn't we'd be very very surprised whereas will we have an earthquake not as likely and then we
Look to to what is vulnerable what will be the impact to you all and to your built environment based on that Hazard then finally we look to climate change and we want to understand we don't look at climate change as a hazard
In and of itself we look at how it's impacting the other hazards and there's recently Massachusetts did a climate change assessment for the state and they divided the state into these different regions um and we can see here that
Each region the impacts are slightly different but we did cons we do consider damage to it's hard for you to read this I'm sure damage to electrical transmission and distribution freshwater ecosystem degradation reduction in the
Availability of affordable housing these are some of the priority impacts that we see an increased demand for services and an increas in costs of responding to climate migration right people are moving based on the climate so that's something that we
Consider in your plan as well then we start thinking about your critical facilities right we want to look at how these hazards will impact your community specifically when we think about got critical facilities often we would say that they are or we would consider them
To be the structures necessary for a community to respond or recover in an emergency situation so that brings to mind things like fire stations police stations uh we also want to consider if you've got long-term care facilities or other health care facilities if you've
Got Emergency Shelters which may be your schools it may be the building you're sitting in the room you're in we want to look at your utilities right your water supply wastewater treatment facilities power pardon me and finally communication facilities so we're trying
To get an understanding of what you rely on and this list of types of critical facilities we would show to any Community we're working with it could be as large city an entire County or a town smaller than yours um and then we get to
Define for that Community what are their critical facilities so let's do that as a group and figure out what are your critical facilities what do you rely on your buildings or your infrastructure that you rely
On and you can type them in call them out write them in the chat whatever works for you fire oh sorry SE is a good one well there's two in in hardw um Public public seers
Water a treatment plant good one where are you the people in person where are you sitting right now in will right we and we're in the municipal office
Building okay we do have two water treatment facilities that are critical okay what else fire station good
One water works for hardw and wheel R Great Water Works water the water water any think of anything else well our emergency shelter is the
Elementary school okay good one all right so based on our work to date with the hazard mitigation planning committee and the research that we've done this is the list that we have so far um and with the list what we do is
We map that and I know the map is way too small for for you to see but once you see the plan you'll be able to see it and you'll be able to we can zoom in and create large maps with different pieces but what we're trying to do here is find out where is that intersection between natural hazards and critical
Facilities so we've got our list of natural hazards we have our list of critical facilities the next step is that understanding that risk so where do these hazards and the what these critical facilities as well as what we would call Community assets where do they overlap where are the
Problems and based on that we try to this is what it'll this is some of what it will look like when we do that combination this is an example map of your um flood risk we have we can map all of the buildings in the community not just your critical
Facilities to see where will they where is the flooding compared to where are the buildings so we come up with at the moment this is very very preliminary there's 23 single family homes at flood risk there are roads impacted there are
Under siiz coverts and if there was going to be a flood and this is kind of a a weird like flood because this analysis is saying that all of the possible floods happen on one day then you would have
Not quite half a million dollars worth of loss um and these are the facilities that would be at loss so we're really playing like if you have kids that do any kind of gaming like a Sim disaster right we're trying to understand where the problems
Are and then based on that we're going to try and figure out what can we do about it so when we start thinking about what to do about it we're thinking about these problems that come up from the mix of Hazards and the built environment and
The people right so some of the mix is there are going to be underserved communities or socially vulnerable people who may be impacted by one of these or more of these hazards we'll be able to identify your structures that are at risk
We'll look to what systems and um are possibly at risk that can include like events that you have it could be your cultural resources natural resources so we identify as many problems as we can and then we start thinking about
Solutions and this is about where we are in our planning process now um so in our process we're just finishing up we're moving towards finishing up up our risk assessment and the capabilities that I mentioned to you before and beginning to answer this question what are the greatest
Impacts and then we'll say what can we do about it so you tell me what do you think are some of the big impacts to people on property in town from these natural
Hazards any idea sorry there's not really right or wrong answers just ideas would it be flooding flooding is definitely going to come up and what's going to happen when
It was uh damage building damage to the building roads damage to roads vehicles uh private property right and when all of that happens it's expensive
Right we're thinking not just about there can be loss of life and these damaged buildings or roads need to be fixed but then there's that ripple effect of people can't get to work or your kids can't get to school hurts the economy yep it definitely hurts the
Economy all you have to do is ask a parent what happens when there's a snow day and they understand right it's a disaster all right so that's what we try and think about and then when we come up with our mitigation actions just as a reminder
For you these are those projects or the plans that you can have to reduce these risks so these problems don't happen so we get ideas from meetings like this one and from the hazard mitigation planning committee we look to your previous plan
And see what you've done and to your MVP plan and then we'll get ideas from the analysis we run the risk and Analysis and the capability assessment and when we mitigate risk when we're trying to come up with these solutions for the problems if you will
All those Solutions will fit into one of these four categories um local plans and regulations this has to do with with how land and buildings are developed and used right so if you say if there's building codes so buildings have to be
Built to a certain standard or can't be built in certain areas that would be a way to mitigate risk structure and infrastructure projects are fairly easy to identify that would be things like putting um a better bridge in or a new Culvert natural systems
Production the these are are uh projects that you can do to preserve or restore natural systems natural functions right so if we're Shoring up the edge of a river for instance then um the water's
Going to stay in that River bed um and we can do that Shoring up um as a way to prevent flooding and then education and awareness programs the more your community is aware of how to mitigate their own risks on their properties and
Homes as well as um the Outreach and and education that the town can do so those are the kinds of projects that we're looking for so I thought we'd kind of move towards wrapping up with you giving me some ideas of what you'd like to see in
The mitigation plan and how you think the town can mitigate risk to the hazards that have been identified to date so any ideas on how you want to mitigate risk there are only good
Ideas cuz really we're we're at this brainstorming stage so there's something you'd like to see happen in your community I want to know about it I'd like to see the dead trees taken down along the roads okay
Good one another would be to know where the storm runoff is going to create um a lot of flooding issues and undercutting of roads and start prioritizing where those that needs to be addressed
Okay perfect that's a really good one I love it what else any other
Ideas there things that could happen so that you can carry on your life as though there's no natural Hazard happening you you would experience little to no impact from it what could the T do get a hospital in our area
Again that I can't promise actually I come with no promises but that's one that feels a little out of the RO all right okay well we'll come back to this we are going to have two public meetings so the next public meeting that
We have will um most likely be in March and then either in March or April sort of depending on how our process moves along you'll have the opportunity to review the draft plan in our next public meeting we'll talk a lot more about the mitigation actions that we've come up
With so you'll we I'll be able to show you a uh a good list of what is going to be in the plan as well as give you a better sense of how to review the plan so when you get that chance um you know what to look for so I just wanted to kind of finalize
It before I open up to questions um this is a slide a graphic that I stole off ready.gov which is a good website if you've been taken a look at it and these are things that we all can do on our own to mitigate risk or prepare for a disaster um and the better off that we
Are then the less burden we are to our First Responders and our towns and communities um I'm in Northampton I think I forgot to mention that to you so sign up for alerts and warnings that's something you want to make sure that you do um make sure that you're
Practicing emergency drills make sure your your kids know what to do if there's an emergency I used to tell my kids when they were little if there's a fire leave the house and go to the mailbox go to the end of the driveway stay at the mailbox because I knew then someone a first responder would see them
There um whereas you know you didn't want them to go hide in the woods or something um anything you can do to make your home safer right so you have smoke detectors carbon monoxide detectors that kind of thing and participating in me meetings like this getting engaged and involved with your town so you have a
Better sense of what the town can do and maybe where they could use some of your help so that's just food for thought and I'm happy to answer any questions you have we have uh a few more minutes if you have any

You all right you're there know you're there all right well I don't need to keep Jamie I do have one question did I understand that once we have this plan approved by the state you mentioned a five
Year um period of time before we can get FEMA funding is that accurate No so what's going to happen is the state reviews the plan and then FEMA approves the plan once FEMA approves your plan your select Board needs to formally
Adopt the plan you just sign a form that says you've adopted it and then you have five years from that day to be eligible for pre- disaster funding from the government so you apply for that funding you'd write Grant applications for these
Projects or these mitigation actions and within the five years that's when you can apply for the funding then you update your plan so that you can continue applying for funding so you're only eligible for some of that money by having the plan in place
And if for example one of the town's plans regarding cultural um resources was to um try to get grants and fundings to restore some of the older cultural buildings could we also be seeking funds
From a um Hazard perspective for for the same kind of thing yeah absolutely so if you can you can look for funding from as many places as you want you'd only be eligible for that FEMA funding which would flow through the state um by
Having a the FEMA approved plan but yes so like if you've got a cultural building or say you have a library right your library if you want to retrofit the library in some way then you can put in the plan that your library is a heating and cooling center and it needs to have
A backup generator or an air conditioner that kind of thing and you could try and seek uh Federal funding for that did that kind of answer question thank you okay so no guarantees with the funding it's competitive typically the only time
It wouldn't be competitive is if you had a very large disaster um and then regardless of your status of having a plan money would flow to you other questions about the plan
Would another mitigation um strategy be to be to have identified the vulnerable uh residents homes to be prepared to check on them to get food and other supplies to them in a
Disaster yes yes and that's something that typically we see either a coun on Aging or a fire department may be aware of which residents are vulnerable um but we could certainly put something in the plan that um those residents need to be identified so that assistance is
Prioritized to them um and so that they know what they can do if you know if they have the capacity to do anything and so they know what to expect from the town okay yeah that's a good idea
All right well um the last uh slide and those of you in the room have it but I'll make sure uh you can post this on the internet if you want and I'll send you a copy of the recording Eric so you have that but my contact information

Perpetuate what I'm doing with the Whistle Stop to bring a train to the town and to create more jobs here I've had an awful time getting past the building inspector I feel that I'm probably 90% of the way or 95% of the way within January but it's it's cutting me to the
Quick it's been well over a year that I've worked on this and I just think the town should consider getting somebody else to do the inspecting this is this is a lot of stuff that I shouldn't have had been put through and
It's it's it's that I've had a lot of willpower to make it there but um normal people shouldn't have to go through this and I've heard quite a few people complain but they don't have they don't have it to step up CU they don't want to be they don't want to be punished later on you know by him when something
Doesn't happen but I think it's about time you probably consider to get somebody else I think I'll probably make it to where I want to be but there's other people he's not helping there's no reason that people have to come with a book of knowledge to find out what they need to do in this town there's no
Reason that I have to go from person to person in this town to try and get help and be educated on some of the stuff that he could have just helped me with all so I would like you guys to consider that it's more than one person that has talked to me over there but again they
Don't want to say anything they don't want anything to happen to them so but I I really hope that I can make it the rest of the way it's been a long way down the road for me and I feel that I can do a lot for the town and bring a lot to the town but I can't you can't
Have somebody like this in your town you're not going to get any where with him people are going to try and come and make businesses and do stuff here and they're going to again again be turned away and not know what to do you're solely lucky that you have some of the people in your system that have helped
People through this so I don't have much more than that to say that's what I want to talk about tonight and I hope I am the nth that I can complete what I've set out to do and start to get the extension on the building I think that we could do a lot

[00:06:28] Consulting team we'll go over uh what [00:06:31] hazard mitigation is and what a hazard [00:06:35] mitigation plan is then we'll work [00:06:38] together to identify natural hazards and [00:06:41] critical facilities and then we'll [00:06:43] brainstorm some possible mitigation [00:06:46] actions and some next steps so the big [00:06:49] picture for you to know today is that I [00:06:52] want you to have a real understanding of [00:06:55] what is Hazard [00:06:56] mitigation and um what the plan is all [00:06:59] about that and what's going to be [00:07:00] included in the [00:07:02] plan so just a little background [00:07:05] information for all of you um these are [00:07:09] pictures of the leads of the planning [00:07:12] team um we are under contract with the [00:07:16] state to our original contract called [00:07:19] for 14 Hazard mitigation plans in the [00:07:22] state and then the state extended the [00:07:24] contract to add six more [00:07:27] communities and they plan to then at [00:07:29] another 11 so we've done a lot of work [00:07:33] in the state of Massachusetts but we do [00:07:35] work uh Nationwide as well doing [00:07:38] mitigation planning um and other [00:07:40] Emergency Management work so [00:07:44] um we're we're well schooled in all of [00:07:47] this I going tell you we we've been [00:07:48] doing it for a very long time she said [00:07:51] this is [00:07:53] many did somebody have a [00:07:57] question no okay so let's talk about [00:08:01] what hazard mitigation is so FEMA [00:08:03] defines Hazard mitigation as any [00:08:06] sustained action taken to reduce or [00:08:09] eliminate long-term risks to life and [00:08:12] property from Hazard events and we're [00:08:15] looking for actions or projects if you [00:08:18] will that we can do to minimize risk to [00:08:20] people on property um as well as the [00:08:23] environment from natural hazards it's a [00:08:26] federal requirement that the plan [00:08:28] include all possible natural hazards and [00:08:32] um and that's where we put our focus and [00:08:35] it's been proven that for every dollar [00:08:38] you spend mitigating risk you save [00:08:41] approximately $6 or more on future [00:08:43] disaster losses and so what that means [00:08:46] is for instance if you have a bridge [00:08:50] that overtops with water and collapses [00:08:54] when you replace that bridge it's [00:08:57] exponentially more expensive than if you [00:08:59] retrofitted the bridge or put it in a [00:09:01] place where it wouldn't overt does that [00:09:04] make [00:09:05] sense that's the kind of projects that [00:09:08] we're thinking about and what we're [00:09:09] looking for and then the hazard [00:09:12] mitigation plan seeks to identify what [00:09:15] those projects will be in your town so [00:09:18] the first piece of the plan includes a [00:09:21] community profile and that really sets [00:09:23] the stage for what's there what does the [00:09:26] built environment look like what's your [00:09:28] infrastr structure who lives there that [00:09:31] kind of thing just a big picture if you [00:09:34] will then Hazard information and risk [00:09:37] assessment that's where we include all [00:09:40] of the possible natural hazards and then [00:09:42] we go into the specifics for what their [00:09:46] risk or potential impact is to the [00:09:50] community then we look at the [00:09:52] community's capabilities this is really [00:09:54] the town's capacity to mitigate risk so [00:09:58] what do you have in in place now that [00:10:00] enables you to mitigate risk and what [00:10:03] maybe you should have or don't have um [00:10:06] that that would help you so we're [00:10:08] looking at some opportunities and [00:10:10] challenges that may come out of that [00:10:12] assessment as well and then your [00:10:15] mitigation strategy is going to be the [00:10:17] section of the plan that identifies [00:10:19] these projects that if implemented uh [00:10:23] you will reduce your risk and then the [00:10:27] last chapter of the plan will be [00:10:29] implementation and maintenance um as [00:10:32] Eric mentioned in the beginning the plan [00:10:34] is good for five years so with FEMA's [00:10:38] approval your plan um is good for 5 [00:10:41] years and then you're eligible for what [00:10:43] FEMA calls pre- disaster mitigation [00:10:46] funding so we're looking to identify [00:10:49] projects that you can do on nice sunny [00:10:53] calm weather days so that when we do [00:10:57] have the winter storm or the hurc [00:10:59] hurricane or whatever you won't have a [00:11:03] disaster all [00:11:06] right so we think about mitigation [00:11:08] planning there are many benefits to [00:11:11] doing having the plan in place as well [00:11:14] as just developing the plan so the plan [00:11:17] seeks to identify cost effective actions [00:11:20] to reduce risk I like to say we're not [00:11:23] looking for hairbrained ideas we really [00:11:25] want to flush out what is realistic and [00:11:29] what will focus on reducing risk to your [00:11:33] um greatest vulnerabilities or what how [00:11:36] to use your resources excuse me um on [00:11:39] your greatest vulnerabilities the plan [00:11:42] builds Partnerships the process itself [00:11:44] all of you um coming together to do this [00:11:47] uh is a way to do some partnership [00:11:49] building also through the development of [00:11:51] the plan we uh try and work with the [00:11:54] town to make sure that they've got [00:11:56] Partners outside of their government [00:11:58] boundaries because these natural hazards [00:12:00] that we're talking about really don't [00:12:02] care about our government [00:12:04] boundaries um and many of them we would [00:12:06] consider atmospheric hazards for [00:12:08] instance like extreme cold or our snow [00:12:11] storms so we want to make sure when [00:12:13] we're thinking about reducing risk or [00:12:16] mitigating risk that we're um Crossing [00:12:19] those boundaries and working in [00:12:21] Partnership the planning process itself [00:12:24] as well as the plan will increase [00:12:26] awareness of Hazards and risk your um I [00:12:30] think that you'll leave today with some [00:12:32] information that maybe you didn't have [00:12:34] when you got here so that's good the [00:12:37] plan communicates the town's priorities [00:12:40] so these are not cookie cutter documents [00:12:44] um each plan we develop is unique I mean [00:12:47] it's laid out in the same way but but [00:12:50] the contents is unique and it reflects [00:12:52] the the priorities of the community and [00:12:55] part of the way we do that is review [00:12:57] other plans that you have place as well [00:12:59] as talk to and work with all of you um [00:13:03] and by doing that we hope to align with [00:13:05] your objectives other things that you [00:13:08] want to do for instance um some climate [00:13:11] adaptation that you care about and then [00:13:13] ultimately implementing the plan should [00:13:16] save lives and [00:13:18] money so those are the benefits of the [00:13:21] mitigation [00:13:23] plan our process for putting the plan [00:13:26] together began back in September with a [00:13:29] off meeting it'll finish up um in [00:13:32] approximately April by submitting the [00:13:35] plan to the state that's Mima the [00:13:37] Massachusetts Emergency Management [00:13:39] agency Mima will review the plan to make [00:13:43] sure it meets Federal requirements and [00:13:46] state requirements once Mima is [00:13:48] comfortable they like the plan they send [00:13:51] it directly to tea for their review and [00:13:54] approval once FEMA's comfortable with [00:13:57] the plan they send it back to the town [00:14:00] saying it's approved pending adoption [00:14:03] and it's at that time that the select [00:14:06] board for Hardwick should formally adopt [00:14:09] the [00:14:10] plan as the head of the Consulting team [00:14:12] I'll work with you uh through that [00:14:15] process um of review and adoption [00:14:18] looking at this timeline the most [00:14:20] important part for you to understand in [00:14:23] the timeline is that Top Line shaded in [00:14:27] green is really talking about Community [00:14:31] engagement and the meetings that we have [00:14:34] so as a uh we have two public meetings [00:14:37] scheduled and then in March an [00:14:39] opportunity for the public to review the [00:14:42] plan when we're not meeting with the [00:14:45] public we've got what we call hmpc [00:14:48] meetings and that's the hazard [00:14:49] mitigation planning committee so through [00:14:52] the entire planning process no matter [00:14:55] what we're doing on kind of the back end [00:14:57] if you will as a Consulting team we're [00:14:59] working in conjunction with the [00:15:03] town so when we develop the plan the [00:15:05] first thing that we do is look back to [00:15:07] your previous plan which is from [00:15:11] 2019 and then we're also looking at the [00:15:14] state's plan the state Hazard mitigation [00:15:17] and climate adaptation plan was just [00:15:19] released um it's an update a 5year [00:15:22] update to their previous plan and it's a [00:15:25] federal requirement that your plan be [00:15:27] consistent with the state's plan so [00:15:30] hazards that they look at as a state we [00:15:33] have to look at for each Town um and [00:15:36] sort of the priorities we can have to be [00:15:39] consistent with and then we also look to [00:15:42] what's called your Municipal [00:15:43] vulnerability preparedness plan which is [00:15:46] um from 2022 so that's much more recent [00:15:49] and I'm sure some of you um had a role [00:15:52] in that so your old mitigation plan and [00:15:55] your what we call MVP plan both both [00:15:58] include actions that you had hoped to [00:16:02] implement to mitigate [00:16:04] risk um the MVP plan really includes [00:16:07] more recommendations than what I would [00:16:09] consider actions but they're close so we [00:16:12] need to tell FEMA what you've done to [00:16:15] date and then we start coming up with [00:16:18] the new ones so part of the way we do [00:16:21] this is gather as much information as we [00:16:23] can from you and we look to what other [00:16:26] plans you may have in place and so this [00:16:28] is just a list of some of the types of [00:16:31] plans that towns may have so we get our [00:16:34] hands on as much as we can um and scour [00:16:38] that information to make sure that we're [00:16:40] representing your community [00:16:46] well then the next thing that we do is [00:16:48] put together this Hazard mitigation [00:16:50] planning committee um and each town we [00:16:54] work with um has a committee and then at [00:16:57] least one if not to Liaison so for [00:17:01] instance Eric ballheim is is our lead [00:17:04] liaison on your end that we work closest [00:17:07] with and all the committee members are [00:17:09] responsible for providing us as a [00:17:11] Consulting team with supporting data and [00:17:15] information so we are very good at [00:17:18] mitigation planning but we don't know [00:17:20] anything about hardwood right so we have [00:17:22] lots of questions and we need to get as [00:17:24] much information as we can from all of [00:17:27] you and so committee has to respond to [00:17:30] those questions and we meet with them [00:17:32] every month or every other [00:17:33] month then the committee members also [00:17:36] assist with Outreach and what we call [00:17:38] stakeholder engagement so that's part of [00:17:40] how you got here today if you saw a [00:17:42] flyer or a press release I made the [00:17:45] original flyer and press release but [00:17:47] then the committee did some work to get [00:17:49] that word out [00:17:51] there then all the committee members [00:17:54] also assist in identifying and [00:17:56] prioritizing the mitigation actions that [00:17:59] what you want what the town wants to do [00:18:02] and finally they'll review and comment [00:18:04] on the draft Plan before it goes to the [00:18:07] state and before um you all as the [00:18:09] public have a chance to review it so the [00:18:12] hazard mitigation planning committee can [00:18:15] kind of grow and change as the planning [00:18:18] process goes along but at the moment [00:18:21] this is who's on your committee and you [00:18:24] can see here we've tried to represent [00:18:26] the different departments and Town we've [00:18:29] got your Emergency Management folks and [00:18:32] First [00:18:32] Responders as well as planning water [00:18:36] treatment um parks and rack you know [00:18:39] it's it's a broad spectrum of people who [00:18:42] uh understand what's going on in your [00:18:48] community all right so let's get into [00:18:50] the hazards so the first step is for you [00:18:53] all to help make a list what natural [00:18:56] hazards are Mo are you most concerned [00:18:59] will impact your Comm [00:19:01] community and you can type them into the [00:19:04] chat or call them out or write them [00:19:08] right into mometer if we've got that [00:19:12] going I think winter stor me let's make [00:19:15] the list winter storms knocking out our [00:19:18] power concerns me [00:19:21] most [00:19:25] okay winter storms knocking out power [00:19:27] what else we [00:19:31] got trees falling trees falling yeah [00:19:35] like on the on the wires or in [00:19:38] somebody's yard [00:19:41] and and why will the trees fall because [00:19:45] of the it could be wind could be [00:19:49] snowstorm could be saturated Brown CU [00:19:53] we've had water so too much water this [00:19:56] year great so that ground saturation [00:20:00] wind snow storms those are the hazards [00:20:03] and the trees falling and the wires [00:20:06] coming down would be sort of the impacts [00:20:09] of [00:20:09] that all right so we know we've got high [00:20:12] winds we know we have winter [00:20:14] storms what else water contamination is [00:20:18] a good one to consider and why is the [00:20:20] water going to get contaminated any [00:20:26] ideas that was kind of an extra credit [00:20:29] question well flooding of septic [00:20:33] treatment would contaminate the water or [00:20:36] uh [00:20:41] industry great any other hazards that [00:20:43] you want to [00:20:45] consider it's a big plan we get to look [00:20:48] as at as much as you [00:20:55] want all right well let me show you the [00:20:58] list that we [00:21:00] have so this is the list that we're [00:21:03] going to look at in your [00:21:05] plan extreme temperatures that's going [00:21:07] to be extreme heat or extreme cold and [00:21:10] we certainly are ex um seeing more and [00:21:13] more extreme heat days right we're [00:21:15] having more hot days than we ever have [00:21:19] we'll also look to [00:21:21] Drought earthquakes [00:21:24] flooding hurricanes and tropical storms [00:21:27] that's your [00:21:29] uh high wind some of your high winds [00:21:31] invasive species that may also [00:21:33] contaminate your water [00:21:36] landslides severe weather severe winter [00:21:39] storms tornadoes and wildfires or brush [00:21:43] fires so as you can see we come up with [00:21:46] kind of a laundry list right we think of [00:21:48] as many as we possibly can and then for [00:21:51] each of these hazards we also want to [00:21:54] consider [00:21:56] um how how I'll get into it in a minute [00:21:59] how climate change impacts them so for [00:22:02] every Hazard we do what's called a [00:22:04] profile the first part of that is a [00:22:07] description what is an earthquake what [00:22:10] is a flood then we want to talk about [00:22:13] where is it going to happen for for [00:22:16] hazards like um high winds the location [00:22:20] would be your probably your whole [00:22:22] Community almost [00:22:24] equally but for something like flooding [00:22:27] you're not going to see that equally [00:22:29] throughout town right you're going to [00:22:30] see that happen more adjacent to uh [00:22:35] streams or ponds or Rivers what have you [00:22:40] then we're going to look backwards [00:22:42] what's occurred in the past have you had [00:22:44] these hazards impact you in the past we [00:22:48] look to the extent and that means that [00:22:50] range of [00:22:52] possibility right so could you have a [00:22:55] huge earthquake like a 7.0 earthquake [00:22:58] probably not whereas if we were sitting [00:23:01] in California we would say yes that's [00:23:05] possible then we think about the [00:23:07] probability of your future um future [00:23:10] natural hazards you know how likely it [00:23:12] is to have this Hazard happen in the [00:23:15] future I think we could all agree we [00:23:17] will have a winter storm this winter [00:23:20] right if we didn't we'd be very very [00:23:21] surprised whereas will we have an [00:23:24] earthquake not as likely and then we [00:23:27] look to to what is [00:23:29] vulnerable what will be the impact to [00:23:33] you all and to your built environment [00:23:36] based on that um [00:23:39] Hazard then finally we look to climate [00:23:42] change and we want to understand we [00:23:44] don't look at climate change as a hazard [00:23:46] in and of itself we look at how it's [00:23:49] impacting the other hazards and there's [00:23:52] uh recently Massachusetts did a climate [00:23:55] change assessment for the state and they [00:23:58] divided the state into these different [00:24:01] regions um and we can see here that um [00:24:05] each [00:24:06] region the impacts are slightly [00:24:09] different but we did cons we do consider [00:24:13] um damage to it's hard for you to read [00:24:15] this I'm sure damage to electrical um [00:24:18] transmission and distribution freshwater [00:24:21] ecosystem degradation reduction in the [00:24:24] availability of affordable housing these [00:24:26] are some of the [00:24:28] priority impacts that we see an [00:24:31] increased demand for services and an [00:24:33] increas in costs of responding to [00:24:36] climate migration right people are [00:24:38] moving based on the [00:24:40] climate so that's something that we [00:24:43] consider in your plan as [00:24:46] well then we start thinking about your [00:24:48] critical facilities right we want to [00:24:50] look at how these hazards will impact [00:24:54] your community [00:24:56] specifically when we think about got [00:24:57] critical facilities often we would say [00:25:00] that they are or we would consider them [00:25:03] to be the structures necessary for a [00:25:05] community to respond or recover in an [00:25:08] emergency situation so that brings to [00:25:11] mind things like fire stations police [00:25:14] stations uh we also want to consider if [00:25:17] you've got long-term care facilities or [00:25:20] other health care facilities if you've [00:25:22] got Emergency Shelters which may be your [00:25:24] schools it may be the building you're [00:25:26] sitting in the room you're in we want to [00:25:30] look at your utilities right your water [00:25:33] supply wastewater treatment facilities [00:25:36] power pardon me and finally [00:25:38] communication facilities so we're trying [00:25:40] to get an understanding of what you rely [00:25:43] on and this list of types of critical [00:25:47] facilities we would show to any [00:25:49] Community we're working with it could be [00:25:52] as large city an entire County or a town [00:25:55] smaller than yours um and then we get to [00:25:58] Define for that Community what are their [00:26:01] critical [00:26:03] facilities so let's do that as a group [00:26:06] and figure out what are your critical [00:26:08] facilities what do you rely on your [00:26:11] buildings or your infrastructure that [00:26:13] you rely [00:26:18] on and you can type them in call them [00:26:21] out write them in the chat whatever [00:26:23] works for [00:26:25] you fire [00:26:28] oh sorry SE is a good one well there's [00:26:31] two in in hardw um Public public seers [00:26:36] water a treatment plant good [00:26:42] one where are you the people in person [00:26:44] where are you sitting right [00:26:47] now in will right [00:26:50] we and we're in the municipal office [00:26:54] building [00:26:56] okay [00:26:59] we do have two water treatment [00:27:00] facilities that are [00:27:02] critical okay what [00:27:07] else fire [00:27:09] station good [00:27:13] one water works for hardw and wheel [00:27:19] R Great Water Works water the water [00:27:26] water any think of anything [00:27:30] else well our emergency shelter is the [00:27:32] elementary [00:27:34] school okay good [00:27:37] one all right so based on our work to [00:27:41] date with the hazard mitigation planning [00:27:43] committee and the research that we've [00:27:45] done this is the list that we have so [00:27:48] far um and with the list what we do is [00:27:54] we map that and I know the map is way [00:27:57] too small for for you to see but once [00:27:59] you see the plan you'll be able to see [00:28:00] it and you'll be able to we can zoom in [00:28:03] and create large maps with different [00:28:06] pieces but what we're trying to do here [00:28:08] is find out where is that intersection [00:28:11] between natural hazards and critical [00:28:14] facilities so we've got our list of [00:28:17] natural hazards we have our list of [00:28:19] critical facilities the next step is [00:28:22] that understanding that risk so where do [00:28:25] these hazards and the what these [00:28:27] critical facilities as well as what we [00:28:29] would call Community assets where do [00:28:31] they overlap where are the [00:28:35] problems and based on [00:28:38] that we try to this is what it'll this [00:28:40] is some of what it will look like when [00:28:42] we do that combination this is an [00:28:45] example map of your um flood risk we [00:28:50] have we can map all of the buildings in [00:28:52] the community not just your critical [00:28:54] facilities to see where will they [00:28:57] where is the flooding compared to where [00:28:59] are the buildings so we come up with at [00:29:03] the moment this is very very preliminary [00:29:05] there's 23 single family homes at flood [00:29:10] risk there are roads impacted there are [00:29:13] under siiz coverts and if there was [00:29:15] going to be a flood and this is kind of [00:29:18] a a weird like flood because this [00:29:23] analysis is [00:29:24] saying that all of the possible floods [00:29:27] happen on one day then you would have [00:29:31] not quite half a million dollars worth [00:29:33] of [00:29:34] loss um and these are the facilities [00:29:38] that would be at loss so we're really [00:29:40] playing like if you have kids that do [00:29:43] any kind of gaming like a Sim disaster [00:29:45] right we're trying to understand where [00:29:48] the problems [00:29:49] are and then based on that we're going [00:29:51] to try and figure out what can we do [00:29:54] about [00:29:56] it so when we start thinking about what [00:29:59] to do about it we're thinking about [00:30:01] these problems that come up from the mix [00:30:05] of Hazards and the built environment and [00:30:09] the people right so some of the mix is [00:30:13] there are going to be underserved [00:30:16] communities or socially vulnerable [00:30:18] people who may be impacted by one of [00:30:21] these or more of these hazards we'll be [00:30:23] able to identify your structures that [00:30:26] are at risk [00:30:27] we'll look to what systems and um are [00:30:32] possibly at risk that can include like [00:30:35] events that you have it could be your [00:30:37] cultural resources natural resources so [00:30:40] we identify as many problems as we can [00:30:44] and then we start thinking about [00:30:47] Solutions and this is about where we are [00:30:49] in our planning process [00:30:51] now um so in our process we're just [00:30:54] finishing up we're moving towards [00:30:56] finishing up up our risk assessment and [00:30:58] the capabilities that I mentioned to you [00:31:00] before and beginning to answer this [00:31:03] question what are the greatest [00:31:06] impacts and then we'll say what can we [00:31:08] do about it so you tell me what do you [00:31:10] think are some of the big impacts to [00:31:12] people on property in [00:31:17] town from these natural [00:31:25] hazards any idea [00:31:30] sorry there's not really right or wrong [00:31:34] answers just [00:31:36] ideas would it be [00:31:39] flooding flooding is definitely going to [00:31:41] come up and what's going to happen when [00:31:43] it [00:31:44] was uh damage [00:31:47] building damage to the building [00:31:50] roads damage to roads [00:31:54] vehicles uh private property right and [00:31:58] when all of that happens it's expensive [00:32:01] right we're thinking not just about [00:32:03] there can be loss of life and these [00:32:06] damaged buildings or roads need to be [00:32:09] fixed but then there's that ripple [00:32:11] effect of people can't get to work or [00:32:13] your kids can't get to school hurts the [00:32:16] economy yep it definitely hurts the [00:32:20] economy all you have to do is ask a [00:32:23] parent what happens when there's a snow [00:32:25] day and they understand [00:32:27] right it's a [00:32:30] disaster all right so that's what we try [00:32:33] and think [00:32:34] about and then when we come up with our [00:32:36] mitigation actions just as a reminder [00:32:39] for you these are those projects or the [00:32:42] plans that you can have to reduce these [00:32:45] risks so these problems don't happen so [00:32:48] we get ideas from meetings like this one [00:32:51] and from the hazard mitigation planning [00:32:53] committee we look to your previous plan [00:32:57] and see what you've done and to your MVP [00:33:00] plan and then we'll get ideas from the [00:33:02] analysis we run the risk and Analysis [00:33:05] and the capability [00:33:10] assessment and when we mitigate risk [00:33:12] when we're trying to come up with these [00:33:14] solutions for the problems if you will [00:33:17] all those Solutions will fit into one of [00:33:19] these four [00:33:22] categories um local plans and [00:33:24] regulations this has to do with with how [00:33:28] land and buildings are developed and [00:33:30] used right so if you say if there's [00:33:33] building codes so buildings have to be [00:33:35] built to a certain standard or can't be [00:33:38] built in certain areas that would be a [00:33:41] way to mitigate risk structure and [00:33:43] infrastructure projects are fairly easy [00:33:46] to identify that would be things like [00:33:48] putting um a better bridge in or a new [00:33:52] Culvert natural systems [00:33:55] production the these are are uh projects [00:34:00] that you can do to preserve or restore [00:34:02] natural systems natural functions right [00:34:05] so if we're Shoring up the edge of a [00:34:09] river for instance then um the water's [00:34:13] going to stay in that River bed um and [00:34:16] we can do that Shoring up um as a way to [00:34:20] prevent flooding and then education and [00:34:23] awareness programs the more your [00:34:25] community is aware of how to mitigate [00:34:28] their own risks on their properties and [00:34:31] homes as well as um the Outreach and and [00:34:34] education that the town can do so those [00:34:37] are the kinds of projects that we're [00:34:39] looking [00:34:42] for so I thought we'd kind of move [00:34:44] towards wrapping up with you giving me [00:34:46] some ideas of what you'd like to see in [00:34:49] the mitigation plan and how you think [00:34:51] the town can mitigate risk to the [00:34:54] hazards that have been identified to [00:34:55] date [00:34:58] so any ideas on how you want to mitigate [00:35:06] risk there are only good [00:35:09] ideas cuz really we're we're at this [00:35:12] brainstorming stage so there's something [00:35:14] you'd like to see happen in your [00:35:16] community I want to know about [00:35:20] it I'd like to see the dead trees taken [00:35:23] down along the [00:35:25] roads okay [00:35:30] good [00:35:31] one another would be to know where the [00:35:35] storm runoff is going to [00:35:38] create um a lot of flooding issues and [00:35:42] undercutting of roads and start [00:35:44] prioritizing where those that needs to [00:35:47] be addressed [00:35:49] okay perfect that's a really good [00:35:53] one I love it what else [00:36:01] any other [00:36:07] ideas there things that could happen so [00:36:09] that you can carry on your life as [00:36:13] though there's no natural Hazard [00:36:16] happening you you would experience [00:36:18] little to no impact from it what could [00:36:20] the T [00:36:24] do get a hospital in our area [00:36:29] again that I can't [00:36:32] promise actually I come with no promises [00:36:35] but that's one that feels a little out [00:36:37] of the RO all [00:36:39] right okay well we'll come back to this [00:36:43] we are going to have two public [00:36:46] meetings so the next public meeting that [00:36:49] we have will um most likely be in March [00:36:53] and then either in March or April sort [00:36:55] of depending on how our process moves [00:36:58] along you'll have the opportunity to [00:37:00] review the draft plan in our next public [00:37:04] meeting we'll talk a lot more about the [00:37:06] mitigation actions that we've come up [00:37:09] with so you'll we I'll be able to show [00:37:11] you a uh a good list of what is going to [00:37:14] be in the plan as well as give you a [00:37:16] better sense of how to review the plan [00:37:19] so when you get that chance um you know [00:37:21] what to look [00:37:24] for so I just wanted to kind of finalize [00:37:27] it before I open up to questions um this [00:37:30] is a slide a graphic that I stole off [00:37:33] ready.gov which is a good website if [00:37:35] you've been taken a look at it and these [00:37:38] are things that we all can do on our own [00:37:41] to mitigate risk or prepare for a [00:37:43] disaster um and the better off that we [00:37:46] are then the less burden we are to our [00:37:49] First Responders and our towns and [00:37:52] communities um I'm in Northampton I [00:37:54] think I forgot to mention that to you [00:37:57] uh so sign up for alerts and warnings [00:38:01] that's something you want to make sure [00:38:02] that you do um make sure that you're [00:38:06] practicing emergency drills make sure [00:38:09] your your kids know what to do if [00:38:12] there's an emergency I used to tell my [00:38:13] kids when they were little if there's a [00:38:16] fire leave the house and go to the [00:38:17] mailbox go to the end of the driveway [00:38:19] stay at the mailbox because I knew then [00:38:21] someone a first responder would see them [00:38:24] there um whereas you know you didn't [00:38:27] want them to go hide in the woods or [00:38:29] something um anything you can do to make [00:38:32] your home safer right so you have smoke [00:38:34] detectors carbon monoxide detectors that [00:38:36] kind of thing and participating in me [00:38:39] meetings like this getting engaged and [00:38:41] involved with your town so you have a [00:38:43] better sense of what the town can do and [00:38:46] maybe where they could use some of your [00:38:49] help so that's just food for thought um [00:38:53] and I'm happy to answer any have one question did I [00:39:50] understand that once we have this plan [00:39:53] approved by the state you mentioned a [00:39:56] five [00:39:57] year um period of time before we can get [00:40:01] FEMA funding is that accurate No so [00:40:04] what's going to happen is the state [00:40:06] reviews the plan and then FEMA approves [00:40:10] the [00:40:11] plan once FEMA approves your [00:40:14] plan your select Board needs to formally [00:40:18] adopt the plan you just sign a form that [00:40:20] says you've adopted it and then you have [00:40:24] five years from that day to be eligible [00:40:28] for pre- disaster funding from the [00:40:31] government so you apply for that funding [00:40:35] you'd write Grant applications for these [00:40:37] projects or these mitigation actions and [00:40:41] um within the five years that's when you [00:40:44] can apply for the funding then you [00:40:46] update your plan so that you can [00:40:48] continue applying for funding so you're [00:40:51] only eligible for some of that money by [00:40:54] having the plan in place [00:40:57] and if for example one of the town's [00:40:59] plans regarding [00:41:01] cultural um resources was to um try to [00:41:05] get grants and fundings to restore some [00:41:08] of the older cultural [00:41:11] buildings could we also be seeking funds [00:41:15] from a um Hazard perspective for for the [00:41:20] same kind of thing yeah absolutely so if [00:41:22] you can you can look for funding from as [00:41:25] many places as you want you'd only be [00:41:28] eligible for that FEMA funding which [00:41:31] would flow through the state um by [00:41:34] having a the FEMA approved plan but yes [00:41:38] so like if you've got a cultural [00:41:39] building or say you have a library right [00:41:42] your library if you want to retrofit the [00:41:45] library in some way then you can put in [00:41:48] the plan that your library is a heating [00:41:51] and cooling center and it needs to have [00:41:53] a backup generator or an air conditioner [00:41:56] that kind of thing and you could try and [00:41:58] seek uh Federal funding for [00:42:01] that did that kind of answer question [00:42:03] thank you [00:42:05] okay so no guarantees with the funding [00:42:08] it's competitive typically the only time [00:42:11] it wouldn't be competitive is if you had [00:42:13] a very large [00:42:15] disaster um and then regardless of your [00:42:18] status of having a plan money would flow [00:42:20] to [00:42:23] you other questions about the plan [00:42:31] would another [00:42:32] mitigation um strategy be to be to have [00:42:37] identified the [00:42:40] vulnerable uh residents homes to be [00:42:44] prepared to check on them to get food [00:42:48] and other supplies to them in a [00:42:50] disaster yes yes and that's something [00:42:53] that typically we see either a coun on [00:42:56] Aging or a fire department may be aware [00:42:59] of which residents are vulnerable um but [00:43:02] we could certainly put something in the [00:43:04] plan that um those residents need to be [00:43:07] identified so that assistance is [00:43:10] prioritized to them um and so that they [00:43:14] know what they can do if you know if [00:43:16] they have the capacity to do anything [00:43:18] and so they know what to expect from the [00:43:22] town okay yeah that's a good [00:43:25] idea [00:43:30] all right well um the last uh slide and [00:43:34] um those of you in the room have it but [00:43:37] I'll make sure uh you can post this uh
