Comments okay we're just going to go through new business which is a bunch of appointments to um all different things so we're going to appoint and sign contract for the Building Commissioner appoint and sign contract for the fire chief point to the school committee
Crystal Kelly discussion for personal action form Capital planning committee appointments Eric bhim 2-year appointment Mark coric threeyear appointment Eric Fleming three-year appointment Lucinda child's two-year appointment Jenna Garvey one year appointment Margaret creier to the board
Of registrars Republican three turn to 2027 election officer appointments Joyce powers for Warden Marilyn sherro for clerk Gail ashes for Deputy clerk Wendy bolany for inspector Karen G litis for
Inspector Matthew St Germaine inspector Frank Hansen inspector Nancy Le Mo teller and Joan oconnell teller I move that we make all those appointments I'll second that well I
Have a quick question about the appointments yep like how does this work as far as like the capital planning committee appointments so they went to the planning board and requested to be appointed but then we as the board have to do those appointments right and not quite right oh I
Thought they had to go through the planning board the capital planning is voted at Town Master steering I apologize master plan steering committees like that so um uh the committee is designated a selectman correct member at
Large uh an assessor the treasurer who else um it was school committee so we' shifted it to shed to Bo planning board correct yeah and then the uh registar in the election that would be uh Ryan they would okay
They would go to Ryan to seek reappointment okay and then most other committees or boards that aren't that aren't elected send letters to us so at the beginning of each New Year July 1 we normally have a big list of people that are looking for reappointment or or not
Okay and then we just kind of do them as they come in okay yeah thank you m so I'll second that motion thank you uh quick side note on the school committee thought that was supposed to be a joint I thought the school committee was supposed to be here
For that so they already had a meeting and they um they approved her for the school committee and then it just has to come to us we've always done a joint meeting in the past kind of like the library because now we also have to say that we want that position to be on the upcoming election
Okay that makes it great right then it right yep because Ryan had requested that too so so I I'll okay let all in favor of the first motion hi I so if you would make a motion to
Include a seat on the school committee for the upcoming May elections oh okay sure I move there we put school committee representative uh on the uh on the ballot I'll second all in favor
Sorry sorry all right um personal action form so I kind of SED over that in the midst of all the appointments I just got put it in there um so I just wanted the board to take a look at this um this is something um that I've used in the in
Every town I've been in it's I kind of again tailored it to reflect Hardwick it's just a document if we make you know a salary adjustment or a change in so in status um the employee gets a copy of it it also goes into a personnel file it's just a way to document when we make changes so there's a paper
Trail and I just wanted the board to just be aware of it and they have any questions or concerns can I can I interrupt I'm sorry because I just see the email from Ryan can we amend the or take back the
Whole school committee motion has and just or amend it to be a 2-year unexpired term I move that we uh put the school committee position on the May election as a twoyear
Un completed term I'll second a motion all in favor all thank you I just wanted it to be worded correctly for Ryan all right the form I'm sorry um yep uh so just I wanted the board to be aware
Just a way to track changes that we make so there's a paper trial I think that's fabulous that's that's good to have the trail and
To have the yeah thank you thank you we yeah do you want us to vote it to okay I take a motion then I'll take a mo I'll make a motion to emplo approve the employee Personnel action
Form no second any other discussion all in favor I hi thank you for further order H I have to keep complaining I'm
An anarchist so I have to complain a lot perfect okay so I think I got everything for new business there I know I skipped over that one thing just to do all the appointments but um there's the be nice visitor code of conduct yes um so the
Last meeting I was looking into um the mma's code of conduct policy which after reading it carefully it was geared towards boards and committees and the way they interact with each other so the purpose of the one that I had
Brought forward to the board was encompassing people in the audience people that come to use our services it literally just is a you know not to be so cumbersome you if you can see their expect our expectations when we walk through the door so it's on the agenda under old business so I can get more
Feedback from the board and the direction that this board would like to go in well I thinking about what this I think is trying to deal with short and sweet would be more effective the the
Maya Code of Conduct I think could go we could adopt it and put it on the on the website yeah it's again like she said it's how boards and commissions interact with one another yeah and if we need it that's that's a good way to do it but nobody's nobody coming through
The door been Stu and read all that correct and I would happy happily put that together um and I'll have it on the agenda for the next meeting really all just got to be nice yeah respectful and that's what this is correct um the
Only comment I have or request I I would like to see is the word offensive and just change strike that from this and just say creates an intimidating or hostile work environment okay yeah I can do that no
You want to leave LW in there I'm I'm fine with LW I mean I'm just saying offensive can be taken many different ways yeah it's yeah my offensive is different than your offensive I get it's like appropriate reasonable you ous y I'll absolutely change that okay thank you so then can we get a motion on this
Pending that correction I'll make the motion um I'll make the motion to approve the town of Hardwick visitor quote of pond policy second all in favor I I okay uh updated on application for a
1day liquor license hyrid Rock at the Hardwick Winery um we had granted this previously and U I'm going to let Justine update you um as um some changes or discoveries were made so go ahead Justine so this was originally approved
On June 10th my first meeting here um it was for a one-day license for an event that was going to be approximately 100 people well come to find out after conversations with the police department and just other things that we were hearing it was going to be a much bigger event so we had a meeting with the
Police Department EMS from West Brookfield and the fire department with the owners of the winery to get all the information for the event turns out they're expecting over a thousand people at this event um so with that the alcohol license needs to change to reflect what is actually going on and
Also they had a rain dat they didn't initially have a rain date so if um the event but the event did so if for some reason the event got postponed to that rain date they wouldn't be able to operate would have license um so that's why it's on the agenda again uh so we
Need the board to vote on it again with the accurate information um and it it looks like it's going to be a really great um event which is amazing we just need to make sure that you know we have all the information you know Public Safety has all the information um and I think we accomplish that good
Put is Board of Health going to get in on this um you going to have to have booters portable TOS oh I didn't know what you were talking about P SS so that has already been taken care of um when we had the meeting
With with the people at the winery there will be you know a police detail EMS also will be on site um so we made sure to cover all the bases but uh they had already taken care of of the P issue and they are also um getting one that's handicap accessible
Perfect I I have worked for high wiard off and on on weekends for years and they had one of these months and it's it's very concerning sometimes when this is Randy Noble he's a neighbor oh
From Pat sorry I'm just going to can you just say your name and address for the recording Randall Noble P 874 Patrol Hollow perfect thank you um I've witnessed the few things there that you couldn't get through you pull up to drive by and there's cars on
Both sides of the road you just have to sit there and wait I've seen tractors pulling hay wagons flying up and down down the road I drive a tractor at Highland Orchard you're not even supposed to cross a
Road I don't know if he has some special insurance that allows him so that's why when Justine heard of the you know was talking with the police she called the meeting to make sure that you know fire is aware of it our EMS will be there how how the police detail how many police do
They have on detail eight that I'm not that I don't have a number it's supposed to be one per 150 it it mean it'd be like the fair they're well aware that they need the details there yeah I mean it was it was downright not only annoying but dangerous at one of their big
Events um there were cars going all over place the tractor was driving all the way down to the slaugh house and turning around and coming back and flying up the road well that's why we're trying to make sure everything done the right way the safe way and and and have the coverage there
For for it to be the other the other thing is is the uh best way home from an event after you had a great time is a b Road Pastor Hollow Road right now is in about as bad a shape yeah as it's been in a while um I had to I couldn't get a hold
Of the highway department because the mailbox has been full for two years you can't call them I stop by the town bar I don't want to be a pan the ass I mean annoyance but there's a tree 6 in in diameter pointing right at
The road 3/10 of a mile down from D's house that would kill anyone so what it's hanging there I I told the fire CH I told the fire CH today p a t r i l no l patol Hollow sorry yeah that's okay
Road and it's on the town end if it's Dan's toward St yeah I I told the fire chief today and he goes I'll email Mar if you write near still Us's house Marty will know where that is 3/10 of a mile down down the hill you can't miss it it's it's 6 to 8 in in diameter and
It's pointing right at the road a Widow Maker yeah was s off we can try to let we can let not the last big blow because the leaves were green but they were definitely this year's end can I get your number so I can follow up with you phone yeah 41 all right need announce it
For the record oh okay have to call everybody would be calling you he's got a great message oh I want to look into it for you and then I can give you a call you know what I find out thank you perfect than um other other than you
Know um people trying to get home after drinking all day we're I saw a tractor trailer drive up the road yesterday oh two state police cruisers at a high rate of speed going up and I mean obviously they were going
Somewhere yeah the only thing safe on that road was the troop of dirt bikes on Sunday Adventure motorcycles there's groups that just find dirt roads and they have fun all day long Jimmy rean is part of it I think and a bunch of other people but I
Have I have two antique motorcycles and two street bikes and I have never been more terrified driving home not only the wash out at the top the snow plow chop boards at the bottom
They're scary I mean it's just but the entire road is marbles Mar marbles it's just St it's it's been watched out from the it's a tough it's a perfect hard surface road with all the rain we've had this season it's just all the fines have washed out
Of the gravel and there's nothing but marbles left and if you have to grab a handful of brake on a steep incline it's not going to be good let me look and see uh if I can get some information for you cuz I I know he's busy and he I have never seen this town's Rose in
Better shape yeah and all of the major work that he's done blows my mind it it just unfortunately Patrol Hollow is one of those ones that's hard it's hard to keep up with it because it's constantly washing out it really is well you know they used to grade it two or three times a year but it doesn't it only lasts for
So long and nobody lives down there when the bridge was out nobody lived down yeah that was quiet for you been scared we'll see what we can that's another thing is the reason the $500,000 Bridge had to go in with an
Over budget of $50,000 was because it was the emergency route to the West part of hardware and it just seems to have this appeared to not maintain the emergency route to the West I I don't know if it has anything
To do with me complaining about trees being cut without um tree hearings I did that one time but well we did have a tornado go through there yeah I know that's up up the top but when fish and wildlife leveled the place they cut 15 to 20 Town trees
And there was no posting no shade tree act no tree hearing they were all cut we have a motion on the liquor license please under some emergency um I move that we Grant the liquor license with the Amendments I'll second the motion all in favor by
Bye thank you it's nice to meet you bye I think I stuck my head in the door and introduced myself the other day he was proudly disguised as he is new no no next up is uh meeting minute approvals there's a slew of meeting minutes from
The executive sessions for um when we went through the uh interviewing process for the Town Administrator and then also approval on minutes from June 10th 2024
I'm going to give you a call this week about those slabs I'm getting somewhere in new I'll make a motion to approve the
Meeting minutes for May 13th the executive board meeting minutes for May 13th 2024 and May 15 2024 second all in
Favor make a motion to approve the May 21st 2024 meeting minutes second all in favor I I
Make a motion to approve the meeting minutes for May 22nd 2024 second all in favor all
[Music] there should be two more I think May 28th yeah make a motion to approve May meeting minutes for May 28th and June 10th 2024 second all those in favor I
[Applause] I administrator report um real quick um as far as is uploading them to the website is this something you want me to do as a clerk or board cuz if I I just need to know so Sandy in my office she sends it over
To Julie um and she care put it up on my town government and okay all right um if we could get them posted the approved ones on the website great take care of that tomorrow all right thank you all right here cour just see um sure
So we're working to obtain quotes to Ry the municipal office building um the purpose behind that is we have so many keys out we don't even know who has them anymore um and that way when you'll issue keys to people we'll have a log of who who has keys um just
To keep track of everything the town was awarded um the Executive Office of Public Safety and Security cyber security grant for about 7 $17,000 um Lieutenant landine is the one who applied for that Grant he did a great job and this will set us up so CM Geeks is already
Working on it but the main um push will be probably come in August we will change over to.gov we will no longer be a small business um account we will be a municipality account so the transition this pays for the transition over to that and it will also
End up we won't have to use paragus anymore for our Microsoft all that will be covered under um our coverage with CM Geeks so Lieutenant lindine did a fabulous job there um so we're working on the Maya risk management Grant with
The highway department and fire department and the Maya Public Safety Wellness Grant with the police department so hopefully um it's not due for quite some time but hopefully we'll be awarded that early next year we talked about the implementation of the Personnel action form and the
Visitor qu conduct policy re we received actually now it's four applicants for the highway department we reached out to one of them um and we have not heard back so we so we are still trying to fill our Highway Department oh and since I
Created the town administrative report something else has come up the person that we were going with for the sewer department declined the job saw that in Scot there was an issue um where we were checking this gentleman's references we couldn't get a hold of them we tried three times and then he emailed Scott
Declining the job that he took a job elsewhere so tomorrow that job will be re-advertised okay um I met with the Maya rep on July 18th um so she was new I was new just kind of put you know face with a name type conversation um Maya does our all of our insurance Health PNC everything
PNC me oh sorry Property and Casualty I think everyone knows sorry um I worked at insurance so I had that Advantage workers comp okay um so we're working with police fire building Board of Health to address permitting discrepancies and communication between departments so Monday we're having a
Meeting with all those departments working on a pathway a sign off sheet so that way we can kind of clean up our permanent process so all the Departments are on the it comes to us we'll know police fire s aart a health if it needs
Right the town already had one from several years ago it just needs to be updated and I don't think it was being used right um that way we can get all the key players in the room and kind of get input from everybody um so that'll be really good and the whole thing with the winery was almost the Catalyst for
The conversation so it was a good thing so miss Kemp and I um had a meeting with the Barry Town Administrator and the Barry chair of their select board we're probably going to do quarterly meetings we have a lot of shared services with them so it's just a way for us to have
You know clean lines of communication you know I had some issues some questions about the senior center they were able to talk to us about the fire department it was just um it was just a it was a good conversation I'm glad we could get together and we're pursuing that at least investigating in the uh the two
Fire departments working together yep Josh and I had had a conversation about that um we'll see what happens down the road but it's not a secret that uh those conversations are happening so we'll see so we also had an emergency planning
Meeting with our Emergency Management director that guy's such a jerk just kidding whoa am I dragging Highway Department police fire building Board of Health and executive assistant on July 17th um again almost like a phone tree you know if something big happens you know who's responsible
For calling who and notifying who um it was mostly to be honest it was mostly just for me so like I would know coming door um so that was a good conversation we're working on that phone tree yeah if we all have each other's phone numbers there's really nothing else to do right and hope that the phone
Work yeah so honestly sometimes the computer's good yeah right um so today the capital planning committee took a field trip to the fire station so they got to see um in the ins and outs of fire station over
There I have a couple other an acknowledgements but I want to recognize the police fire and Highway Department because over the last several weeks I've spent a lot of time with them um they've taken the time to drive me around show me anything that I have questions on and really talk to me about the in depths in
Depth about their departments I can really wrap my my head around it um so I really want to thank them for taking the time to do that um I know how busy they are and I also want to thank Marty last week we had a pretty substantial storm and he went out there and moved three trees M um in the middle
Of his vacation yeah he's good like that important dates this week Wednesday I'll be at my mega board of directors meeting just letting the board know tax bills are due August 1st
National Night Out is at quad Regional High School from 5:00 to 7: on August 6 representative berthume and Senator Durant are going to hold their office August office hours from 10:15 to 11:15 on August 12th that is also up on the website again um and the Hardwick fair is taking place on August 16th and 17th something
That is not on here is this Thursday I'm having my department head meeting good um one other thing that I have that's not on the town administrative report is the town has decided to go with my town alerts
That or something yeah another way uh to get information out to the public kind of like codee r do you want to add to it CU you were very involved in this I was very involved in it and I'm a fan and I was very involved in getting code red back in the day I what's different uh about
This new thing is that it only talks to smartphones and I I got it I downloaded the code red is good for ringing bells in apartments where they don't have a computer whe they don't have a smartphone we have a lot of population that is in that
Situation so code red is I mean it doesn't supplant code red but it gets more notifications out so it can't hurt and it cost us I think a dollar a day so it's not bad yeah not and we just got a bill for code red so now we'll have to kick in another
3,000 that's that's what that is it's on the budget yeah it's under my expens oh under those yep so that's everything I have for now s Round Table anybody what not I'm not a chair
Sometimes I am did you have anything let's see no got nothing still want to work with Mr Noble and Mr corac on putting that stone in front of that door
Get that tripping thing squared up just try to yeah fairs coming and I have I'm violating my own hipo rules here I'm going to have my cataract taken care of a week from
Wednesday and then another one the week of the fair so um I might miss a meeting okay only if I have to so I'm not here for one so if um August 12th not here so if
You're not going to be available on the 12th I'll be here on the 12th then we my second operation is the 14th so okay so you you guys and then I'm I'm just that one that I won't be here for so y okay good then we're good so is that our next meeting AUST correct
Okay and is going to be at 6: a.m. or 6:30 well if you want to be here at 6:00 a.m. power to you it'll be 6:30 me 6: a.m. we did we get real quick um it will be 6:30 we did 6 tonight just because of
The um the executive session yeah yeah do you want to do you want us to sign yep things before we adjourn so is that how you want it done so when we get to the signature section on the
Agenda that's when I'll or do you want to sign things as we go whatever works best for the board probably at the end is easier instead of going back and forth sure while we're yeah
I should use my real name for this this is the do you have an alias oh
Nickname yeah prob don't want to sign it cupcake oh yes cupcake although everyone would know well that's why I use it there are some places where everybody knows me it's slow
Match you have a nickname are we going to do this one next time we'll sign PA next time um that now you can sign it the two two of you um do you have a clean I don't I doodled on this one of the date
I thought I sent right here [Applause] oh thank you silic thank you
Anyone I'll make a motion to adour this meeting second it all in favor I I

[00:03:25] that we want that position to be on the [00:03:28] upcoming election [00:03:31] okay that makes it great right then it [00:03:36] right yep because Ryan had requested [00:03:39] that too so [00:03:42] um so I I'll okay let all in favor of [00:03:45] the first motion hi [00:03:48] I so if you would make a motion to [00:03:51] include a seat on the school committee [00:03:54] for the upcoming May elections oh okay [00:03:57] sure I move there we put school [00:04:00] committee representative uh on the uh on [00:04:03] the ballot I'll second all in favor [00:04:11] uh sorry [00:04:14] sorry all right um personal action form [00:04:20] so I kind of SED over that in the midst [00:04:22] of all the appointments I just got put [00:04:24] it in there um so I just wanted the [00:04:26] board to take a look at this um this is [00:04:28] something um that I've used in the in [00:04:31] every town I've been in it's I kind of [00:04:33] again tailored it to reflect Hardwick um [00:04:37] it's just a document if we make you know [00:04:39] a salary adjustment or a change in so in [00:04:42] status um the employee gets a copy of it [00:04:45] it also goes into a personnel file it's [00:04:46] just a way to document when we make [00:04:48] changes so there's a paper [00:04:50] trail and I just wanted the board to um [00:04:53] just be aware of it and they have any [00:04:56] questions or [00:04:58] concerns um [00:05:00] can I can I interrupt I'm sorry because [00:05:02] I just see the email from [00:05:04] Ryan can we amend the or take back the [00:05:08] right the form I'm [00:05:41] sorry um yep uh so just I wanted the [00:05:44] board to be aware [00:05:46] um just a way to track changes that we [00:05:49] make so there's a paper trial I think [00:05:52] that's fabulous [00:06:02] that's that's good to have the trail and [00:06:04] to have the [00:06:07] yeah thank you thank [00:06:10] you we yeah do you want us to vote it [00:06:13] to okay I take a motion then I'll take a [00:06:17] mo I'll make a motion to emplo um [00:06:20] approve the employee Personnel action [00:06:22] form no [00:06:24] second any other [00:06:26] discussion all in favor I hi thank [00:06:33] you for further [00:06:36] order H I have to keep complaining I'm [00:06:41] an anarchist so I have to complain a lot [00:06:44] perfect okay so I think I got everything [00:06:46] for new business there I know I skipped [00:06:48] over that one thing just to do all the [00:06:50] appointments but um there's the be nice [00:06:55] visitor code of conduct yes um so the [00:06:59] last meeting [00:07:02] um I was looking [00:07:04] into um the mma's code of conduct policy [00:07:09] which after reading it carefully it was [00:07:11] geared towards boards and committees and [00:07:13] the way they interact with each other um [00:07:16] so the purpose of the one that I had [00:07:18] brought forward to the board was [00:07:20] encompassing people in the audience [00:07:22] people that come to use our services it [00:07:24] literally just is a you know not to be [00:07:27] so cumbersome you if you can see their [00:07:29] expect our expectations when we walk [00:07:31] through the door so it's on the agenda [00:07:33] under old business so I can get more [00:07:35] feedback from the board and the [00:07:36] direction that this board would like to [00:07:37] go [00:07:40] in well I thinking about what this I [00:07:44] think [00:07:45] is trying to deal with short and sweet [00:07:49] would be more effective the the [00:07:53] Maya Code of Conduct I think could go we [00:07:57] could adopt it and put it on the um [00:08:01] on the website yeah it's again like she [00:08:03] said it's how boards and commissions [00:08:06] interact with one another yeah and if we [00:08:08] need it that's that's a good way to do [00:08:10] it but nobody's nobody coming through [00:08:12] the door been Stu and read all that [00:08:14] correct and I would happy happily put [00:08:17] that together um and I'll have it on the [00:08:19] agenda for the next [00:08:21] meeting really all just got to be nice [00:08:25] yeah respectful and that's what this is [00:08:27] correct um the [00:08:30] only comment I have or request I I would [00:08:34] like to see is the word offensive and [00:08:37] just change strike that from this and [00:08:41] just say creates an intimidating or [00:08:44] hostile work [00:08:45] environment okay yeah I can do that no [00:08:48] you want to leave LW in there I'm I'm [00:08:50] fine with LW I mean I'm just saying [00:08:52] offensive can be taken many different [00:08:54] ways yeah it's yeah my offensive is [00:08:56] different than your offensive I get it's [00:08:58] like appropriate reasonable you ous y [00:09:03] I'll absolutely change that okay thank [00:09:05] you so then can we get a motion on this [00:09:07] pending that [00:09:09] correction I'll make the motion um I'll [00:09:13] make the motion to approve the town of [00:09:14] Hardwick visitor quote of pond [00:09:16] policy second all in favor I [00:09:23] I okay uh updated on application for a [00:09:26] 1day liquor license hyrid Rock at the [00:09:29] Hardwick Winery um we had granted this [00:09:33] previously and U I'm going to let [00:09:35] Justine update you um as um some changes [00:09:39] or discoveries were made so go ahead [00:09:42] Justine so this was originally approved [00:09:45] on June 10th my first meeting here um it [00:09:48] was for a one-day license for an event [00:09:51] that was going to be approximately 100 [00:09:52] people well come to find out after [00:09:55] conversations with the police department [00:09:57] and just other things that we were [00:09:58] hearing it was going to be a much bigger [00:10:01] event so we had a meeting with the [00:10:03] Police Department EMS from West [00:10:05] Brookfield and the fire department with [00:10:07] um the owners of the winery to get all [00:10:10] the information for the event turns out [00:10:12] they're expecting over a thousand people [00:10:14] at this event um so with that the [00:10:17] alcohol license needs to change to [00:10:18] reflect what is actually going on and [00:10:21] also they had a rain dat they didn't [00:10:23] initially have a rain date so if um the [00:10:25] event but the event did so if for some [00:10:28] reason the event got postponed to that [00:10:30] rain date they wouldn't be able to [00:10:32] operate would have license um so that's [00:10:38] why it's on the agenda again uh so we [00:10:40] need the board to vote on it again with [00:10:42] the accurate information um and it it [00:10:44] looks like it's going to be a really [00:10:45] great um event which is amazing we just [00:10:48] need to make sure that you know we have [00:10:50] all the information you know Public [00:10:51] Safety has all the information um and I [00:10:54] think we accomplish that good [00:10:59] put is Board of Health going to get in [00:11:02] on [00:11:03] this um you going to have to have [00:11:07] booters portable TOS oh I didn't know [00:11:10] what you were talking about [00:11:12] um um P SS so that has already been [00:11:16] taken care of um when we had the meeting [00:11:19] with with the people at the winery um [00:11:22] there will be you know a police detail [00:11:24] EMS also will be on site um so we made [00:11:27] sure to cover all the bases but uh they [00:11:30] had already taken care of of the P issue [00:11:32] and they are also um getting one that's [00:11:35] handicap accessible [00:11:39] perfect [00:11:40] um I I have worked for high wiard off [00:11:44] and on on weekends for years and they [00:11:47] had one of these [00:11:49] months and [00:11:51] it's it's very concerning sometimes when [00:11:56] this is Randy Noble he's a neighbor oh [00:11:59] from Pat sorry I'm just going to can you [00:12:01] just say your name and address for the [00:12:03] recording Randall Noble P 874 Patrol [00:12:06] Hollow perfect thank [00:12:08] you um I've witnessed the few things [00:12:11] there that you couldn't get through you [00:12:14] pull up to drive by and there's cars on [00:12:17] both sides of the [00:12:18] road you just have to sit there and [00:12:22] wait I've seen tractors pulling hay [00:12:27] wagons flying up and down down the [00:12:30] road I drive a tractor at Highland [00:12:32] Orchard you're not even supposed to [00:12:34] cross a [00:12:36] road I don't know if he has some special [00:12:39] insurance that allows him so that's why [00:12:41] when Justine heard of the you know was [00:12:44] talking with the police she called the [00:12:47] meeting to make sure that you know fire [00:12:50] is aware of it our EMS will be there how [00:12:53] how the police detail how many police do [00:12:56] they have on detail eight that I'm not [00:12:59] that I don't have a number it's supposed [00:13:00] to be one per [00:13:02] 150 it it mean it'd be like the fair [00:13:05] they're well aware that they need the [00:13:06] details there yeah I mean it was it was [00:13:10] downright not only annoying but [00:13:13] dangerous at one of their big [00:13:17] events um there were cars going all over [00:13:20] place the tractor was driving all the [00:13:22] way down to the slaugh house and turning [00:13:24] around and coming back and flying up the [00:13:26] road well that's why we're trying to [00:13:28] make sure everything done the right way [00:13:30] the safe [00:13:32] way and and and have the coverage there [00:13:35] for for it to be the other the other [00:13:37] thing is is the uh best way home from an [00:13:42] event after you had a great time is a b [00:13:46] Road Pastor Hollow Road right now is in [00:13:49] about as bad a shape yeah as it's been [00:13:51] in a [00:13:52] while um I had to I couldn't get a hold [00:13:55] of the highway department because the [00:13:56] mailbox has been full for two years [00:14:00] you can't call them I stop by the town [00:14:03] bar I don't want to be a pan the ass I [00:14:06] mean annoyance but there's a [00:14:10] tree 6 in in diameter pointing right at [00:14:13] the road 3/10 of a mile down from D's [00:14:16] house that would kill [00:14:19] anyone so what it's hanging there I I [00:14:23] told the fire CH I told the fire CH [00:14:26] today p a t r i l [00:14:29] no l patol Hollow sorry yeah that's okay [00:14:34] Road and it's on the town end if it's [00:14:36] Dan's toward St yeah I I told the fire [00:14:40] chief today and he goes I'll email Mar [00:14:43] if you write near still Us's house Marty [00:14:46] will know where that is 3/10 of a mile [00:14:48] down down the hill you can't miss [00:14:51] it it's it's 6 to 8 in in diameter and [00:14:55] it's pointing right at the road a Widow [00:14:58] Maker yeah was s off we can try to let [00:15:01] we can let not the last big blow because [00:15:04] the leaves were green but they were [00:15:06] definitely this year's end can I get [00:15:09] your number so I can follow up with you [00:15:11] phone yeah 41 all right need announce it [00:15:14] for the record oh okay have to call [00:15:18] everybody would be calling you he's got [00:15:19] a great message oh I want to look into [00:15:23] it for you and then I can give you a [00:15:25] call you know what I find out [00:15:29] thank [00:15:31] you perfect than um other other than you [00:15:35] know um people trying to get home after [00:15:38] drinking all [00:15:40] day we're I saw a tractor trailer drive [00:15:43] up the road yesterday oh two state [00:15:46] police cruisers at a high rate of speed [00:15:49] going [00:15:50] up and I mean obviously they were going [00:15:53] somewhere yeah the only thing safe on [00:15:56] that road was the troop of dirt bikes on [00:16:00] Sunday Adventure [00:16:03] motorcycles there's groups that just [00:16:05] find dirt roads and they have fun all [00:16:07] day long Jimmy rean is part of it I [00:16:10] think and a bunch of other people but I [00:16:13] have I have two antique motorcycles and [00:16:17] two street bikes and I have never been [00:16:21] more terrified driving [00:16:24] home not only the wash out at the top [00:16:28] the snow plow chop boards at the bottom [00:16:31] they're scary I mean it's [00:16:34] just but the entire road is [00:16:37] marbles Mar marbles it's just St it's [00:16:41] it's been watched out from the it's a [00:16:43] tough it's a perfect hard surface road [00:16:46] with all the rain we've had this season [00:16:47] it's just all the fines have washed out [00:16:50] of the gravel and there's nothing but [00:16:52] marbles left and if you have to grab a [00:16:55] handful of brake on a steep incline [00:16:59] it's not going to be good let me look [00:17:01] and see uh if I can get some information [00:17:03] for you cuz I I know he's busy and he I [00:17:06] have never seen this town's Rose in [00:17:10] better shape yeah and all of the major [00:17:13] work that he's done blows my mind it it [00:17:17] just unfortunately Patrol Hollow is one [00:17:20] of those ones that's hard it's hard to [00:17:21] keep up with it because it's constantly [00:17:22] washing out it really is well you know [00:17:25] they used to grade it two or three times [00:17:26] a year but it doesn't it only lasts for [00:17:29] so long and nobody lives down [00:17:33] there when the bridge was out nobody [00:17:35] lived down yeah that was quiet for [00:17:38] you been scared we'll see what we can [00:17:42] that's another thing is the reason the [00:17:45] $500,000 Bridge had to go in with an [00:17:48] over budget of [00:17:50] $50,000 was because it was the emergency [00:17:53] route to the West part of [00:17:55] hardware and it just seems to have this [00:17:58] appeared to not maintain the emergency [00:18:01] route to the [00:18:04] West I I don't know if it has anything [00:18:07] to do with me complaining about trees [00:18:08] being cut without um tree [00:18:13] hearings I did that one time but well we [00:18:16] did have a tornado go through there yeah [00:18:18] I know that's up up the top but when [00:18:20] fish and wildlife leveled the place they [00:18:24] cut 15 to 20 Town trees [00:18:29] and there was no posting no shade tree [00:18:32] act no tree hearing they were all [00:18:36] cut we have a motion on the liquor [00:18:38] license please under some [00:18:40] emergency um I move that we Grant the [00:18:44] liquor license with the Amendments I'll [00:18:46] second the motion all in favor by [00:18:54] bye thank you it's nice to meet you bye [00:18:59] I think I stuck my head in the door and [00:19:00] introduced myself the other day he was [00:19:03] proudly disguised as he is new no no um [00:19:07] next up is uh meeting minute approvals [00:19:10] there's a slew of meeting minutes from [00:19:12] the executive sessions for um when we [00:19:15] went through the uh interviewing process [00:19:19] for the Town Administrator and then also [00:19:22] approval on minutes from June 10th 2024 [00:19:32] I'm going to give you a call this week [00:19:33] about those [00:19:39] slabs I'm getting somewhere in [00:19:49] new I'll make a motion to approve the [00:19:51] meeting minutes for May 13th the [00:19:53] executive board meeting minutes for May [00:19:56] 13th 2024 and May 15 [00:20:00] 2024 [00:20:05] second all in [00:20:15] favor make a motion to approve the May [00:20:18] 21st 2024 meeting [00:20:23] minutes [00:20:25] second all in favor I I [00:20:39] make a motion to approve the meeting [00:20:41] minutes for May 22nd [00:20:48] 2024 second all in favor all [00:21:02] [Music] [00:21:04] there should be two more I think May [00:21:08] 28th yeah make a motion to approve May [00:21:11] meeting minutes for May 28th and June [00:21:14] 10th [00:21:15] 2024 second all those in favor I [00:21:21] [Applause] [00:21:22] I administrator report um real [00:21:26] quick um as far as is uploading them to [00:21:29] the website is this something you want [00:21:30] me to do as a clerk [00:21:32] or board cuz if I I just need to know so [00:21:38] um Sandy in my office she sends it over [00:21:42] to Julie um and she care put it up on my [00:21:45] town government and okay all right um if [00:21:49] we could get them posted the approved [00:21:51] ones on the website great take care of [00:21:53] that tomorrow all right thank [00:21:57] you all right here cour just see um sure [00:22:00] so we're working to obtain quotes to Ry [00:22:04] the municipal office building um the [00:22:06] purpose behind that is we have so many [00:22:08] keys out we don't even know who has them [00:22:10] anymore um and that way [00:22:12] when you'll issue keys to people we'll [00:22:15] have a log of who who has keys um just [00:22:19] to keep track of [00:22:21] everything the town was awarded um the [00:22:24] Executive Office of Public Safety and [00:22:26] Security cyber security grant for about [00:22:28] 7 [00:22:29] $17,000 um Lieutenant landine is the one [00:22:31] who applied for that Grant he did a [00:22:33] great job and this [00:22:34] will set us up so CM Geeks is already [00:22:38] working on it but the main um push will [00:22:42] be probably come in August we will [00:22:44] change over to.gov we will no longer be [00:22:46] a small business um account we will be a [00:22:49] municipality account um [00:22:52] so the transition this pays for the [00:22:55] transition over to that and it will also [00:22:57] end up we won't have to use paragus [00:23:00] anymore for our Microsoft all that will [00:23:03] be covered under um our coverage with CM [00:23:06] Geeks so Lieutenant lindine did a [00:23:09] fabulous job there um so we're working [00:23:13] on the Maya risk management Grant with [00:23:15] the highway department and fire [00:23:17] department and the Maya Public Safety [00:23:18] Wellness Grant with the police [00:23:19] department so hopefully um it's not due [00:23:22] for quite some time but hopefully we'll [00:23:24] be awarded that early next [00:23:26] year we talked about the implementation [00:23:29] of the Personnel action form and the [00:23:31] visitor qu conduct policy re we received [00:23:34] actually now it's four applicants for [00:23:36] the highway department we reached out to [00:23:37] one of them um and we have not heard [00:23:41] back so [00:23:43] um we so we are still trying to fill our [00:23:47] Highway Department oh and since I [00:23:49] created the town administrative report [00:23:51] something else has come up the person [00:23:53] that we were going with for the sewer [00:23:54] department declined the job saw that in [00:23:57] Scot [00:23:59] there was an issue um where we were [00:24:00] checking this gentleman's references we [00:24:03] couldn't get a hold of them we tried [00:24:04] three times and then he emailed Scott [00:24:07] declining the job that he took a job [00:24:08] elsewhere so tomorrow that job will be [00:24:10] re-advertised okay um I met with the [00:24:13] Maya rep on July 18th um so she was new [00:24:17] I was new just kind of put you know face [00:24:19] with a name type [00:24:21] conversation um Maya does our all of our [00:24:24] insurance Health PNC everything um [00:24:31] PNC me oh sorry Property and Casualty I [00:24:34] think everyone knows [00:24:36] sorry um I worked at insurance so I had [00:24:39] that Advantage workers comp okay um so [00:24:42] we're working with police fire building [00:24:44] Board of Health to address permitting [00:24:46] discrepancies and communication between [00:24:48] departments so Monday we're having a [00:24:50] meeting with all those departments [00:24:51] working on a pathway a sign off sheet so [00:24:56] that way we can kind of clean up our [00:24:57] permanent process so all the Departments [00:25:00] are on the it comes to us we'll know [00:25:03] police fire s aart a health if it needs [00:25:08] right the town already had one from [00:25:10] several years ago it just needs to be [00:25:11] updated and I don't think it was being [00:25:13] used right um that way we can get all [00:25:15] the key players in the room and kind of [00:25:17] get input from everybody um so that'll [00:25:20] be really good and the whole thing with [00:25:21] the winery was almost the Catalyst for [00:25:23] the conversation so it was a good [00:25:26] thing um [00:25:29] so miss Kemp and I um had a meeting with [00:25:32] the Barry Town Administrator and the [00:25:33] Barry chair of their select board we're [00:25:37] probably going to do quarterly meetings [00:25:38] we have a lot of shared services with [00:25:40] them so it's just a way for us to have [00:25:42] you know clean lines of communication [00:25:43] you know I had some issues some [00:25:45] questions about the senior center they [00:25:46] were able to talk to us about the fire [00:25:48] department it was just um it was just a [00:25:51] it was a good conversation I'm glad we [00:25:52] could get [00:25:54] together and we're pursuing that at [00:25:57] least investigating in the uh the two [00:25:59] fire departments working together yep um [00:26:02] Josh and I had had a conversation about [00:26:04] that um we'll see what happens down the [00:26:06] road but it's not a secret that uh those [00:26:08] conversations are [00:26:10] happening so we'll [00:26:12] see [00:26:15] um so we also had an emergency planning [00:26:18] meeting with our Emergency Management [00:26:19] director that guy's such a jerk just [00:26:22] kidding whoa am I [00:26:26] dragging Highway Department police fire [00:26:29] building Board of Health and executive [00:26:30] assistant on July 17th um again almost [00:26:34] like a phone tree you know if something [00:26:35] big happens you know who's responsible [00:26:37] for calling who and notifying who um it [00:26:40] was mostly to be honest it was mostly [00:26:41] just for me so like I would know coming [00:26:44] door um so that was a good conversation [00:26:47] we're working on that phone [00:26:48] tree yeah if we all have each other's [00:26:51] phone numbers there's really nothing [00:26:54] else to do right and hope that the phone [00:26:58] work yeah so honestly sometimes the [00:27:02] computer's good yeah [00:27:06] right um so today the capital planning [00:27:09] committee took a field trip to the fire [00:27:10] station so they got to see um in the ins [00:27:13] and outs of fire station over [00:27:16] there I have a couple other an [00:27:19] acknowledgements but I want to recognize [00:27:20] the police fire and Highway Department [00:27:22] because over the last several weeks I've [00:27:24] spent a lot of time with them um they've [00:27:27] taken the time to drive me around show [00:27:29] me anything that I have questions on and [00:27:31] really talk to me about the in depths in [00:27:33] depth about their departments I can [00:27:35] really wrap my my head around it um so I [00:27:38] really want to thank them for taking the [00:27:39] time to do that um I know how busy they [00:27:42] are and I also want [00:27:44] to thank Marty last week we had a pretty [00:27:48] substantial storm and he went out there [00:27:50] and moved three trees M um in the middle [00:27:53] of his vacation [00:27:55] yeah he's good like that [00:28:01] um important dates this week um [00:28:06] Wednesday I'll be at my mega board of [00:28:07] directors meeting just letting the board [00:28:09] know tax bills are due August 1st [00:28:12] National Night Out is at quad Regional [00:28:14] High School from 5:00 to 7: on August 6 [00:28:17] representative berthume and Senator [00:28:18] Durant are going to hold their office [00:28:20] August office hours from 10:15 to 11:15 [00:28:23] on August 12th that is also up on the [00:28:25] website [00:28:26] again um and the Hardwick fair is taking [00:28:29] place on August 16th and 17th something [00:28:32] that is not on here is this Thursday I'm [00:28:34] having my department head meeting [00:28:37] good um one other thing that I have [00:28:40] that's not on the town administrative [00:28:41] report is [00:28:44] um the town has decided to go with my [00:28:48] town [00:28:49] alerts um [00:28:52] that or something yeah another way uh to [00:28:55] get information out to the public kind [00:28:57] of like codee r [00:28:59] um do you want to add to it CU you were [00:29:02] very involved in this I was very [00:29:03] involved in it and I'm a fan and I was [00:29:06] very involved in getting code red back [00:29:09] in the day I what's different uh about [00:29:13] this new thing is that it only talks to [00:29:17] smartphones and [00:29:19] uh I I got it I downloaded the code red [00:29:23] is good for ringing bells in apartments [00:29:26] where they don't have a computer whe [00:29:28] they don't have a smartphone we have a [00:29:30] lot of population that is in that [00:29:32] situation so code red is I mean it [00:29:35] doesn't supplant code red but it gets [00:29:38] more notifications out so it can't hurt [00:29:40] and it cost us I think a dollar a day so [00:29:44] it's not bad yeah not and we just got a [00:29:47] bill for code red so now we'll have to [00:29:49] kick in another [00:29:50] 3,000 that's that's what that is it's on [00:29:52] the budget yeah it's under my expens oh [00:29:56] under those yep [00:29:59] so that's everything I have for now s [00:30:02] Round Table [00:30:05] anybody what not I'm not a chair [00:30:09] sometimes I am did you have anything [00:30:12] let's see [00:30:18] no got nothing still want to work with [00:30:22] Mr Noble and Mr corac on putting that [00:30:25] stone in front of that door [00:30:28] get that tripping thing squared up just [00:30:31] try to yeah fairs coming and I have uh [00:30:38] I'm violating my own hipo rules here I'm [00:30:41] going to have my cataract taken care of [00:30:43] a week [00:30:44] from [00:30:46] Wednesday and then another one the week [00:30:49] of the fair so um I might miss a meeting [00:30:54] okay only if I have to [00:30:58] so I'm not here for [00:31:02] one so if um August 12th not here so if [00:31:06] you're not going to be available on the [00:31:07] 12th I'll be here on the 12th then we my [00:31:10] second operation is the 14th so okay so [00:31:13] you you guys and then I'm I'm just that [00:31:15] one that I won't be here for so y okay [00:31:17] good then we're good so is that our next [00:31:21] meeting AUST correct [00:31:25] okay and is going to be at 6: a.m. or [00:31:28] 6:30 well if you want to be here at 6:00 [00:31:30] a.m. power to [00:31:33] you it'll be 6:30 me 6: a.m. we did [00:31:37] we get real quick um it will be [00:31:41] 6:30 we did 6 tonight just because of [00:31:44] the um the executive session yeah [00:31:50] yeah do you want to do you want us to [00:31:52] sign yep things before we adjourn [00:31:59] so is that how you want it done so when [00:32:01] we get to the signature section on the [00:32:03] agenda that's when I'll or do you want [00:32:04] to sign things as we go whatever works [00:32:07] best for the board probably at the end [00:32:08] is easier instead of going back and [00:32:12] forth sure while we're yeah [00:32:30] I should use my real name for [00:32:33] this this is [00:32:45] the do you have an alias oh [00:32:51] nickname yeah prob don't want to sign it [00:32:53] cupcake oh yes [00:32:56] cupcake although everyone would know [00:32:59] well that's why I use [00:33:01] it there are some places where everybody [00:33:03] knows me it's slow [00:33:21] match you have a [00:33:24] nickname are we going to do this one
