Great Meadowbrook Farm well I am only one person here I do want to say that I do speak for many Town residents and represent a group by the name of Hardwick Villages for responsible growth we welcome anyone who has interest in joining us in these efforts all that aside I then would like to
First start out by saying that I am only going to state facts about this most recent petition and the town residence that I spoke to firstly a handful of dedicated Town residents and I hit the streets on November 11th during that time we had many conversations with people and what the
Petition was for more information about it and some had questions why they were even signing a petition in the first place because they thought that the decision had already been made one thing that really carried through in a lot of these discussions was General confusion on the topic so specifically
I thought they voted this down I already signed a petition what would this bring I already signed a petition that would bring this to a town vote can you explain to me what's going on these questions were undoubtedly led to undoubtedly LED it to a longer needed much needed conversation
We would then answer meaning myself and the dedicated Town residence I spelled out earlier we would then say the board of Selectmen did vote this down initially but two of them changed their minds on November 9th and we are now forced to Canvas if we want them to a reconsider again or B if
They do not reconsider it will then get sent to a special election one of the other things that came up was you know uh you they heard that you know they signed another petition that was presented and uh they wanted to know why this was not bringing it to
A town vote unfortunately the original petition could not bring about a town-wide vote on its own and we would then continue with legal aspects and rules around explaining all of that that encompassed the previous petition and that Garrett it did not guarantee any binding or legal action
At the at the result of that and to that end that petition was supported and put on by the applicants themselves later admitted by their council at the Massachusetts gaming commission meeting on November 14th now this was a lot of things to explain and a lot of things to that have
Happened in a long series of events that have followed this application and the disruption that it really has brought our small town in a very short period of time so we would then stay and talk present the facts about the race days and the number they were promising versus the number of State the number that the
State actually mandates we would then talk about the state regulated agricultural preservation restricted land and then the massive amount of Earth that needs to be moved in order for this construction to happen for a level race track and that modifying land like that does
Not actually coincide with guidelines for those restrictions then we talked about the traffic and how we would see a bunch of traffic leading up to race days temporary festivals for the temporary Festival component and then the traffic on the rates days where we'd see thousands of people affecting
Not only us but our surrounding towns and then of course discussions involving sports betting and how this proposal leads them to a sports betting license which by the way is a very new Venture for the state of Massachusetts and is incredibly Uncharted Territory so around that
And there have been a bunch of studies related to sports betting how it's addictive and harmful increases mental health issues decreases graduation rates and targets very low income and vulnerable populations and as a result many asked how appropriate this was for a small town
Like our town Hardwick so in our in order to perpetuate not only my voice I have gathered four quotes from a couple of folks that are in town that felt strongly about this as well Dana Prouty referencing an old quote men in denim Built This Town men in suits
Will destroy it Glenn mojick we should be in the driver's seat not them the applicant this small idyllic town is not the place for a racetrack and betting parlors the only people who will benefit from this project are the proposers Kim Wright every member of every village cares
About the health wealth and well-being of our community we all want to see Hardwick Thrive for Generations the ceac is not about Community rather a small group capitalizing on the natural beauty of our home and making a benefit as a detriment to it and then finally Alice Lowell
My dad Chet Goodfield had a dream to buy the old mixture farm so much so that at age 11 he saved up 11.20 to purchase his first cow later he fulfilled his dream and developed his own herd of good filled Guernsey delves uh oh own hurt on Goodfield Guernsey Del Farm
His purpose for putting his farm in the hands of APR was to preserve farmland and contribute to the betterment of the community as was his life mission not to exploit it for the commercialized sports betting and racetrack so these discussions these sentiments
And have have not stopped since we passed in this petition a week ago you know we continue getting phone calls we continued getting people asking to sign our petition in disagreement with your chain points voice votes on November 9th each one of us each person that we have spoken to continue to
Correspond with all the people that we have run into all the people that we've spoken to along along the way every person that is logged into this Zoom meeting tonight has only a small slice of information about the applicant including myself while we all agree that the town is is
In every right and everyone in this town has a right to vote I think that one of the biggest things that I ask of you as the select board is that if you choose to bring this to a town boat I think it's imperative that you need to prioritize honest and
Comprehensive information so that this can be brought to a town boat and everything will be fair I say this because when we went door-to-door when we talked to our friends and our neighbors there was widespread lack of clear information and a surplus of misinformation
So after collecting those for 438 signatures 335 certified it says a lot about the people opposing this proposal every town resident deserves the time and respect to truly evaluate the entire scope of this proposal completely before committing either way
If these proposers are as tied to Hardwick as they State and as committed as they claim they will work with us they will teach us and they will wait for us myself and every person that supports a no vote and protests such a vote
Approving a location for the applicant's proposal request that the town of Hardwick Board of Selectmen immediately rescind their approval of this location because as you said Julie not necessarily never but not now and as you said Rob we need time for legal opinions
And study and as you said Kelly just know thank you thank you Carol okay
So a couple points I think that need to be clarified from our last meeting I I've heard many comments relative to the election and the question that was posed of great Meadowbrook and specifically John stepanini at the last meeting
And it is my opinion as the chair and certainly Kelly and Rob are certainly can voice their opinion it's not appropriate for us to ask the proponents for great Meadowbrook Farm if this does move to a special
Election to pay for the election I personally think it muddies the waters it adds more confusion perhaps or negative feelings surrounding the election and so
I did speak with Nicole about this earlier and uh believe that we should not be asking that of the applicant I I think that's not appropriate it was a question that was raised at our last
Meeting rightly so I mean I think it's a question any of the board members of the board of Selectmen are free to ask any questions they want they will not stand in the way of anyone asking a question because we're getting more information as well I'll also stand behind and support that I allowed John
To speak I've honestly taken a lot of criticism about that but it was a question that Rob asked and I felt Rob needed and deserved the answer you may differ how you feel about that and I'm sorry but that is a position I took and that's what I stand behind
Kelly or Rob so I I guess I will say this has been what has happened in Prior meetings I've sort of laid out all the options as I see them and I will do the same for this meeting and you can certainly add in any additional comments or questions or
Thoughts so one we do nothing with the vote we have a petition to support the project or the proposal we have a petition that's received and Kara very nicely put the reasons why the folks who are are not ready or
Not prepared or don't want this proposal to move forward we have both of those in front of us and we've heard from both sides so our options we can choose to do nothing then leave our vote as it stands [Music] as it stands based on our November
9th vote second option which I've given a lot of thought to and certainly would want to I'll put it out there I'm one of three if the board decides to [Music] leave the vote as it is
Which is an essentially it's a yes vote based on the November 9th meeting [Music] we would then vote on a special election [Music] and uh which tentatively would be held on January 7th of 2023
I would as chair I would make the recommendation that if that is the course that happens with the board that we develop a seven or nine member committee made up of very similar to committees that have been formed in the past specifically I I can speak to the
Landfill committee because I was on that committee with perhaps the chair of the Board of Health the chair of the planning board the terror various committees and members at large within the community perhaps someone on each side of the petition to sit on this committee to help
Evaluate the host Community agreement as we're sort of moving through the other thing I would recommend is that I hear loud and clear on both sides about uh information and making sure everyone has the same information
And so I would also recommend that during this time that we hold public information sessions we have as many of them as we need we call in the appropriate experts we need whether we have mdar come back we
Could perhaps invite the gaming commission back we could invite whoever we need to invite to make sure that people have as much information as they need and it can be whatever format that's a format we can determine whether we're
Asking questions from both sides funneled through our Representatives on both sides of the petitions that have been submitted and getting the right answers for people so that people can make an informed vote on January 7th so
I do understand either way I believe Alex and just perhaps clarify for me from a process standpoint I know these motions sort of came in late today but regardless of I think we need to call for a motion to reconsider and if the
If the motion fails then we are still with the vote that was taken on November 9th if the motion passes then our vote is to be reconsidered am I accurate in that that's correct Madam chair so under the statute uh you
Are required to hold the vote of reconsideration given the submission of the petition and if the motion is not successful then your prior vote of approval would stand but the special election
Would then go forward alternatively if you reconsider and then will they vote to overturn your approval at that point the approval would no longer stand and you

And a lot of people I you know I foresee a lot of people in state levels trying to get them to come in a lot of people take time off they're using their year-end time off so I think that we just need to be mindful that we could run into those issues of trying to pull
Together but National meetings with with folks understood foreign Rob do you have anything you want to add no I think I kind of understand the
Past that we have to choose between so okay Julie yes Nicole I just thought if you you know if in the event it goes to a vote I think that it would be prudent to put a committee
Together after the vote right to see where it goes if we put a committee together and the vote goes nowhere then we'll have this committee for no reason so I think to Kelly's point of it being the holidays the vote comes after the holiday and then you know start working on a committee after
The vote so I I appreciate that my concern is what I've what I've heard from both sides whatever that there is there is much information on both sides
That or are many questions on both sides that need clarification many Claire but many questions you know that I think we need if this does go to town vote that people deserve the answer to so Kelly I hear loud and
Clear that it's during the holidays and it's going to be a tough time I think there are a lot of ways that we can get the information out to people with maybe I would agree with that little little or it doesn't necessarily have to be an in session we can do a lot of things to
Get information out to people accurate information information that you know and and with regard to specific questions and such so that perhaps it isn't a heavy lift my thought on the committee is that and I I understand Nicole my thought on the
Committee is there's a lot of questions that I'm seeing come from the host Community agreement a lot of uncertainty surrounding that and my thought with regard to the committee is that they can start looking at the host Community agreement and coming up with questions that
I I will give you a for instance there is some concern that there will be alternate gaming sites within the town and so I I think that there's a real concern there there's a real concern about the level of control the gaming commission can have and I
Think some of the answers to those questions are going to be needed for people to make the appropriate vote if that's the way the board chooses to go so that's really my only sought with regard to putting the committee together is that the committee could help put some of that information
Together and figure out with the board how to get that disseminated but again that's something we can talk about as a group and what the best way I would say though that if we're going to put that committee together it needs to be soon
It needs to be as much you know as soon as we possibly can so that these folks can get started and meet and at least start dissecting folks have done a lot of work and you know in a lot of research and have gone through the document and have come up
With their concerns and questions so we could certainly get on those and address those right away the fine-tuning of the agreement uh you know could I I agree with you could occur after the vote has happened and coming up
With specifics and all of that could could occur after but I think there's a bulk of questions that have Arisen as a result of that of that agreement that's fair I I think that it's also
Very important to put it out there that this is the initial draft of a host Community agreement that was drawn up by the applicant so typically we'll go months of negotiating post-community agreements like we've done with the um marijuana cultivation
And and those different groups so it's although you know and I I hope that the 100 people that around here are really understanding that this is the initial proposal submitted by the applicant and we have not even delved into it at all to you know make sure that Hardwick has
The upper hand in the agreement any other discussion on this Kelly or Rob I'm good I think we kind of need to get to the first step which is
Whether we're going to reconsider or not and make the motion but I don't know if we have some legal wording that I don't want to mess up the legal wording of this and have it thrown back at us somehow here so so I can I

to speak on behalf of those [00:06:37] against this proposal of land use for [00:06:40] great Meadowbrook Farm [00:06:42] well I am only one person here I do want [00:06:46] to say that I do speak for many Town [00:06:48] residents and represent a group by the [00:06:50] name of Hardwick Villages for [00:06:52] responsible growth we welcome anyone who [00:06:54] has interest in joining us in these [00:06:55] efforts [00:06:56] all that aside I then would like to [00:06:59] first start out by saying that I am only [00:07:00] going to state facts about this most [00:07:02] recent petition and the town residence [00:07:04] that I spoke to [00:07:06] firstly a handful of dedicated Town [00:07:08] residents and I hit the streets on [00:07:10] November 11th [00:07:12] during that time we had many [00:07:14] conversations with people and what the [00:07:17] petition was for more information about [00:07:20] it and some had questions why they were [00:07:23] even signing a petition in the first [00:07:24] place because they thought that the [00:07:26] decision had already been made [00:07:28] one thing that really carried through in [00:07:30] a lot of these discussions was General [00:07:32] confusion on the topic so specifically [00:07:36] I thought they voted this down I already [00:07:39] signed a petition what would this bring [00:07:41] uh I already signed a petition that [00:07:43] would bring this to a town vote can you [00:07:45] explain to me what's going on these [00:07:48] questions were undoubtedly led to uh [00:07:50] undoubtedly LED it to a longer needed [00:07:53] much needed conversation [00:07:56] we would then answer meaning myself and [00:07:59] the dedicated Town residence I spelled [00:08:01] out earlier [00:08:03] we would then say the board of Selectmen [00:08:06] did vote this down initially but two of [00:08:08] them changed their minds on November 9th [00:08:10] and we are now forced to Canvas if we [00:08:12] want them to a reconsider again or B if [00:08:16] they do not reconsider it will then get [00:08:19] sent to a special election [00:08:21] uh one of the other things that came up [00:08:23] was you know uh you they heard that [00:08:27] um you know they signed another petition [00:08:28] uh that was presented and uh they wanted [00:08:32] to know why this was not bringing it to [00:08:34] a town vote [00:08:35] unfortunately the original petition [00:08:37] could not bring about a town-wide vote [00:08:40] on its own and we would then continue [00:08:42] with legal aspects and rules around [00:08:44] explaining all of that that encompassed [00:08:47] the previous petition and that Garrett [00:08:49] it did not guarantee any binding or [00:08:51] legal action [00:08:53] at the at the result of that [00:08:55] and to that end that petition was [00:08:58] supported and put on by the applicants [00:08:59] themselves later admitted by their [00:09:01] council at the Massachusetts gaming [00:09:03] commission meeting on November 14th [00:09:06] now this was a lot of things to explain [00:09:08] and a lot of things to that have [00:09:10] happened in a long series of events that [00:09:12] have followed this application and the [00:09:14] disruption that it really has brought [00:09:16] our small town [00:09:17] in a very short period of time [00:09:20] so we would then stay and talk present [00:09:22] the facts about the race days and the [00:09:24] number they were promising versus the [00:09:26] number of State the number that the [00:09:28] state actually mandates we would then [00:09:30] talk about the state regulated [00:09:32] agricultural preservation restricted [00:09:34] land and then the massive amount of [00:09:36] Earth that needs to be moved in order [00:09:38] for this construction to happen for a [00:09:42] level race track [00:09:43] and that modifying land like that does [00:09:46] not actually coincide with guidelines [00:09:47] for those restrictions [00:09:49] then we talked about the traffic and how [00:09:52] we would see a bunch of traffic leading [00:09:53] up to race days temporary festivals uh [00:09:56] for the temporary Festival component and [00:09:59] then the traffic on the rates days where [00:10:01] we'd see thousands of people affecting [00:10:03] not only us but our surrounding towns [00:10:05] and then of course discussions involving [00:10:08] sports betting and how this proposal [00:10:10] leads them to a sports betting license [00:10:12] which by the way is a very new Venture [00:10:15] for the state of Massachusetts and is [00:10:17] incredibly Uncharted Territory [00:10:19] so around that [00:10:22] um and there have been a bunch of [00:10:24] studies related to sports betting how [00:10:27] it's addictive and harmful increases [00:10:29] mental health issues decreases [00:10:31] graduation rates and targets very low [00:10:33] income and vulnerable populations [00:10:36] and as a result many asked how [00:10:39] appropriate this was for a small town [00:10:41] like our town Hardwick [00:10:43] so in our in order to perpetuate not [00:10:46] only my voice I have gathered four [00:10:48] quotes from a couple of folks that are [00:10:50] in town [00:10:52] um that felt strongly about this as well [00:10:54] Dana Prouty referencing an old quote men [00:10:58] in denim Built This Town men in suits [00:11:00] will destroy it Glenn mojick we should [00:11:03] be in the driver's seat not them the [00:11:05] applicant [00:11:06] this small idyllic town is not the place [00:11:09] for a racetrack and betting parlors the [00:11:12] only people who will benefit from this [00:11:14] project are the proposers Kim Wright [00:11:17] every member of every village cares [00:11:20] about the health wealth and well-being [00:11:22] of our community we all want to see [00:11:24] Hardwick Thrive for Generations the ceac [00:11:26] is not about Community rather a small [00:11:29] group capitalizing on the natural beauty [00:11:31] of our home and making a benefit as a [00:11:34] detriment to it [00:11:36] and then finally Alice Lowell [00:11:38] my dad Chet Goodfield had a dream to buy [00:11:42] the old mixture farm so much so that at [00:11:44] age 11 he saved up 11.20 to purchase his [00:11:47] first cow later he fulfilled his dream [00:11:51] and developed his own herd of good [00:11:52] filled Guernsey delves uh oh own hurt on [00:11:55] Goodfield Guernsey Del Farm [00:11:58] his purpose for putting his farm in the [00:12:00] hands of APR was to preserve farmland [00:12:03] and contribute to the betterment of the [00:12:05] community [00:12:06] as was his life mission not to exploit [00:12:09] it for the commercialized sports betting [00:12:12] and racetrack [00:12:13] so these discussions these sentiments [00:12:16] and have have not stopped since we [00:12:18] passed in this petition a week ago [00:12:21] um you know we continue getting phone [00:12:23] calls we continued getting people asking [00:12:26] to sign our petition in disagreement [00:12:27] with your chain points voice votes on [00:12:29] November 9th each one of us each person [00:12:33] uh that we have spoken to continue to [00:12:35] correspond with all the people that we [00:12:37] have run into all the people that we've [00:12:39] spoken to along along the way [00:12:41] every person that is logged into this [00:12:44] Zoom meeting tonight has only a small [00:12:46] slice of information about the applicant [00:12:49] including myself [00:12:51] while we all agree that the town is is [00:12:54] in every right and everyone in this town [00:12:56] has a right to vote I think that one of [00:12:59] the biggest things that I ask of you as [00:13:02] the select board is that if you choose [00:13:04] to bring this to a town boat I think [00:13:07] it's imperative that [00:13:09] you need to prioritize honest and [00:13:12] comprehensive information [00:13:13] uh so that this can be brought to a town [00:13:16] boat and everything will be fair I say [00:13:20] this because when we went door-to-door [00:13:22] when we talked to our friends and our [00:13:24] neighbors [00:13:25] there was widespread lack of clear [00:13:27] information and a surplus of [00:13:29] misinformation [00:13:30] so after collecting those for 438 [00:13:33] signatures 335 certified it says a lot [00:13:36] about the people opposing this proposal [00:13:39] every town resident deserves the time [00:13:41] and respect to truly evaluate the entire [00:13:44] scope of this proposal completely before [00:13:47] committing either way [00:13:49] if these proposers are as tied to [00:13:52] Hardwick as they State and as committed [00:13:55] as they claim they will work with us [00:13:58] they will teach us and they will wait [00:14:01] for us [00:14:02] myself and every person that supports a [00:14:05] no vote and protests such a vote [00:14:07] approving a location for the applicant's [00:14:09] proposal request that the town of [00:14:11] Hardwick Board of Selectmen immediately [00:14:14] rescind their approval of this location [00:14:16] because as you said Julie not [00:14:19] necessarily never but not now and as you [00:14:22] said Rob we need time for legal opinions [00:14:25] and study and as you said Kelly just [00:14:28] know thank you [00:14:35] thank comments relative to [00:14:55] um the election and the question that [00:14:56] was posed [00:14:58] of great Meadowbrook and specifically [00:15:00] John stepanini at the last meeting [00:15:03] um and [00:15:05] um it is my opinion [00:15:07] um as the chair and certainly Kelly and [00:15:09] Rob are [00:15:11] um certainly can voice their opinion [00:15:14] um it's not appropriate for us to ask uh [00:15:17] the proponents for great Meadowbrook [00:15:19] Farm if this does move to a special [00:15:21] election to pay for the election [00:15:24] um I personally think it muddies the [00:15:26] waters it adds more [00:15:29] um [00:15:30] uh confusion perhaps or [00:15:33] um negative feelings surrounding the [00:15:36] election and so [00:15:38] um [00:15:39] I did speak with have been formed in the past [00:18:22] specifically I I can speak to the [00:18:25] landfill committee because I was on that [00:18:27] committee [00:18:28] um with perhaps the chair of the Board [00:18:30] of Health the chair of the planning [00:18:32] board the terror various committees and [00:18:36] members at large within the community [00:18:38] perhaps [00:18:40] um someone on each side of the petition [00:18:42] to sit on this committee to help [00:18:45] evaluate the host Community agreement as [00:18:49] we're sort of moving through [00:18:51] the other thing I would recommend is [00:18:53] that I hear loud and clear on both sides [00:18:57] um [00:18:58] about uh information and making sure [00:19:01] everyone has the same information [00:19:04] and so I would also recommend that [00:19:06] during this time [00:19:09] um that we hold public information [00:19:11] sessions we have as many of them as we [00:19:16] need [00:19:16] we call in the appropriate experts we [00:19:19] need whether we have mdar come back we [00:19:23] could perhaps invite the gaming [00:19:24] commission back we could invite whoever [00:19:26] we need to invite [00:19:28] to make sure that people have as much [00:19:31] information as they need [00:19:34] um and it can be whatever format that's [00:19:38] a format we can determine whether we're [00:19:41] asking questions [00:19:43] um from both sides funneled through our [00:19:46] Representatives on both sides of the [00:19:48] petitions that have been submitted [00:19:51] um and getting the right answers for [00:19:52] people so that people can make an [00:19:54] informed vote on January 7th [00:19:57] so [00:19:59] um I do understand either way I believe [00:20:01] Alex and just perhaps clarify for me [00:20:04] from a process standpoint I know these [00:20:06] motions sort of came in late today [00:20:08] um [00:20:10] but [00:20:11] regardless of [00:20:13] um [00:20:14] I think we need to call for a motion to [00:20:16] reconsider and if the [00:20:20] um if the motion [00:20:22] fails then we are still with the vote [00:20:25] that was taken on November 9th if the [00:20:28] motion passes some concern that there will be [00:25:04] alternate gaming sites within the town [00:25:06] and so I I think that [00:25:10] um [00:25:11] there's a real concern there there's a [00:25:13] real concern about the level of control [00:25:15] the gaming commission can have and I [00:25:18] think some of the answers to those [00:25:20] questions are going to be needed for [00:25:21] people to make the appropriate vote if [00:25:24] that's the way the board chooses to go [00:25:26] so that's really my only [00:25:29] um [00:25:30] sought with regard to putting the [00:25:32] committee together is that the committee [00:25:33] could help put some of that information [00:25:36] together and figure out with the board [00:25:38] how to get that disseminated [00:25:42] but again that's something we can talk [00:25:44] about as a group and what the best way I [00:25:47] would say though that if [00:25:49] um [00:25:50] we're going to put that committee [00:25:51] together it needs to be soon [00:25:54] um it needs to be as much [00:25:58] um [00:25:59] you know as soon as we possibly can so [00:26:01] that these folks can get started and [00:26:03] meet and at least start like everyone is entitled to the [00:49:01] same information [00:49:03] um I think there are people on both [00:49:04] sides of the petition that may have not [00:49:07] fully understood what they
